FROM THE EXECUTIVE DIRECTOR AND THE PRESIDENTRelationships Make Life More Pleasant and More Meaningful for Older Adults

Isn’t it inspiring to see those happy faces on the cover ofthis year’s Annual Report ? They are the faces of Janiceand Carlotta Martin, sisters who receive services from TheArc of Howard County. Like the other people featured inthis report, they are dealing with aging and trying to definewhat “retirement” means to them.In common with their family, friends and neighbors, agingindividuals with developmental disabilities face oftendaunting questions – about housing arrangements, healthconcerns, and financial issues. They are also navigating unchartered waters, because this generation of seniors

with developmental disabilities is the first such generation to be institution-free. As they age, there are many “firsts” they must face. They find themselves dealing with more medical problemsthan the norm, their employment becomes more tenuous, their physical mobility is often impaired and their socialopportunities curtailed. They lose their parents and have no children to help them. The Arc is their lifeline. We provide the critical support that keeps them connected to the services they need. The unfortunate reality is that adequate state funds do not exist to support our older adults and provide the qualityof life they deserve. That’s why at this time each year, we ask The Arc’s donors to fund the difference between“surviving” and “thriving.”As these stories reveal, older adults with development disabilities also enjoy the “natural supports” of authentic relationships – with siblings, friends and acquaintances in the community and with staff at The Arc. Without theserelationships, life would be less pleasant and meaningful. This fact reminds us to thank the many people associated with The Arc – our volunteers, donors and staff – for allthey do to help the individuals we serve in achieving full community life, no matter their age. We hope you willhelp us continue to bring quality services to those we support here at The Arc of Howard County.

at The Arc’s holiday parties, and trips to the Ellicott CitySenior Center.“Lots of locals know Robert because he’s so friendly andhe used to walk everywhere,” said Brenda Sackandy, Director of Community and Family Services at The Arc ofHoward County, which has served Robert since 1993.“He couldn’t live in his home without support,” she said,noting he has mild intellectual disabilities and neverlearned to read. Staff also assists him with taking med-ications and other needs.“But we let him have as much independence and controlover his life as possible,” she says.Robert, who works two days a week at the McDonald’srestaurant in the Long Gate Shopping Center, has a goodreason for delaying retirement: “I don’t want to be bored.”He also looks forward to a bus trip each September toOcean City, where he can walk out of his hotel to thebeach.“My friends look after me all the time,” explains Robert,who requires help in handling his spending money onthe Boardwalk each day. Charlie Heron, Robert’s former case manager, stillarranges these annual excursions with the help of RussellLaurenzano, owner of the hotel where Robert stays eachyear. Both men were recently recognized for their exemplary community service at The Arc’s Celebration of Excellence.When he is at home, Robert’s favorite companion is hiscat, Sunshine, a male tabby that “acts like a young cat,not an old one,” he says. Otherwise, he enjoys gettingout in the community and plans to work as long as he can.“Robert advocates for himself,” Brenda says. “That’s whathe wants.”

Robert has a good reason for delaying retirement: “I don’t want to be bored.”

I t is not uncommon for passers-by on MarriottsvilleRoad to see Robert Bussard sitting at the picnic table

next to his small, brown house, contentedly soaking upthe sun’s rays and observing the squirrels and birds thatfrequent his yard.Those sightings comprise one of the few times Roberttotally surrenders to relaxation, even though he’s 82.While he may be past the typical retirement age, he prefers an active lifestyle that includes a part-time jobhe’s held for 17 years. He also enjoys bowling, dancing

their golden years.The sisters, who are 60 and 59, respectively, own acondo in Running Brook in Columbia and have made thedecision to face life changes together, which include Jan-ice’s recent retirement and their combined health issues.“It’s so good that they are able to live together,” says LiaArbaugh, a program coordinator and adviser at The Arcwho has worked with the Martins since 1996. Staff is on duty round the clock at their home, which thewomen were able to purchase in 2002 with the help ofHoward County’s housing department, Lia said.Janice attends the Supported Retirement Program at TheArc, and especially enjoys going to the movies, the Amishmarket, the bowling alley and the park, Lia said.

Carlotta is in the Supported Employment Program whereshe not only enjoys her job and coworkers but also earning a paycheck. The sisters are from Brooklyn, New York, and are veryoutgoing, she says. But it’s the unconditional supportthey give each other that makes the greatest differenceto their quality of life.“I just love my baby sister,” says Janice, who retired lastyear from Scientific Specialties Service in Hanover, MD. Carlotta continues to work at Omnicare Pharmacy and,with Janice’s help, she has managed to stay positivethrough a recent diagnosis of breast cancer.“Carlotta’s the baby and when she got cancer I told hernot to worry, that we would get through it together,” Jan-ice said. “I had knee surgery last year and now I’m work-ing to get back on my feet.”The sisters both have November birthdays and wereplanning to have a joint party at their home to celebrate.“We talk about what we want to do in life and in retire-ment, and we’re taking our time and not rushing intoanything,” Janice says. “Both of us would like to go backto Brooklyn and visit family there.”One thing’s for certain, she adds: “We will always stay together.”

It’s the unconditional support the sisters give each other thatmakes the greatest difference to their quality of life.

Linda Lively and Ted Day know they’re lucky to have found each other and to share an avid interest in

traveling.The couple, who live separately with roommates in Laureland Ellicott City, respectively, met in 2004 at a HalloweenDance hosted by The Arc of Howard County, where both receive services through the Supported RetirementProgram.More than a decade later, they are nearly inseparable.“Linda and Ted have gone together on lots of trips andcruises, even traveling to the Bahamas and DisneyWorld,” says Debbie Wagner, The Arc’s Associate Execu-tive Director of Services. Agreeing that retirement is a time for people to enjoythemselves and see new sights, the couple also goes onday trips with other seniors to the senior center, The Mallin Columbia and to county parks.“They are devoted to each other,” Debbie says, notingtheir personalities are different, yet complementary.“Linda, who is 72, has a great sense of humor and is veryoutgoing, while Ted, who is 75, is a true gentleman anda very good companion.”Linda says she enjoys traveling with Ted and being withpeople.“The Arc helps us manage our money so we can try newthings,” she says. “We also enjoy doing jigsaw puzzlesand playing Bingo.”The couple was recently invited to take part in the filmingof a public service announcement for The Arc of theUnited States, which is based in Washington, D.C.“That was quite the adventure,” Debbie recalled. They were taken to Brookside Gardens in Wheaton Regional Park in Silver Spring for the film shoot and gotthe whole Hollywood treatment with a makeup artist

and a director.“They were so excited,” Debbie said of yet another mem-orable occasion for the endearing couple. “It was verycool.”Linda and Ted have intellectual and development disabil-ities and a few health issues; they both use walkers andTed has Parkinson’s disease, which is causing him to slowdown a bit.“But staff continue to pick them up and bring them toThe Arc every day,” Debbie said. “They love enjoying theirretirement years traveling and doing things together.”

Cindy Parr Selected as Executive DirectorCindy Parr, former Executive Directorof Human Services Programs of CarrollCounty, Inc., joined The Arc of HowardCounty as Executive Director. Parr has 25 years of experience in op-erations management, personnel ad-ministration and communications.From 2011, she was leader of CarrollCounty’s community action agencyserving at risk and low income resi-dents. Previously, she worked as

Director of Administrative Services for Carroll County Govern-ment. She has a BS degree in Mass Communications fromTowson University. Parr replaces long-time Executive Director Carol A. Beatty wholeft in late February to accept a position in Governor LarryHogan’s cabinet as Secretary for the Maryland Department ofDisabilities. She had served as The Arc’s leader since 1993.

Plantz Elected Board President New officers and board members for fiscal year 2016 wereelected at the annual meeting of The Arc of Howard County.Columbia resident Dorothy Plantz, Director of Admissions andAdvising at Howard Community College, was elected Presi-dent of the Board. Other officers include William Erskine of Offit Kurman Attor-neys at Law, Vice President; Pam Guzzone of the GoddardSpace Flight Center, Secretary; and Jane Padgett of M&T Bank,Treasurer.Directors elected for a three-year term include Alex Barnes ofPeople Power and community advocates Sarah Hochbaum,

Doreen Shing and Catherine Raggio, former Secretary of theMaryland Department of Disabilities.

The Arc Awarded Seal of ExcellenceThe Arc of Howard County was again awarded the Standardsof Excellence Institute’s Seal of Excellence for successfullycompleting a rigorous accreditation program, including analy-sis by other nonprofit professional leaders. Examined weremission, strategy and evaluation, leadership, legal complianceand ethics, finance and operations, resource development,and public awareness, engagement and advocacy.The Standards for Excellence Institute is an initiative of Mary-land Nonprofits, which started the certification program in1998. The Arc of Howard County previously received certifi-cation in 2008. Accreditation is for five years.

Project SEARCHThe first class of Project SEARCH interns has completed itsassignments in county government offices. The ProjectSEARCH initiative supports employment skills and opportuni-ties for youth with disabilities. It is a partnership of the HowardCounty Public School System, The Arc of Howard County, theHoward County Autism Society and the Maryland Division ofRehabilitation Services.

The Arc Celebrates Inclusion and SupportAt the annual Celebration of Excellence Awards ceremony,The Arc of Howard County honored its past Executive Director,a dozen community members who supported the local non-profit in the past year, and self-advocates who have madeprogress in achieving their personal goals.Carol A. Beatty was recognized with two awards, the LegacyAward and President’s Award. Beatty, who served as Executive Director of The Arc from 1993-2015, was appointed Secretary of the Maryland Department of Disabilities

in February.Dana Shourbaji of Little Lighthouse Child Care and OmnicareInc. were presented Excellence in Employment awards forproviding an inclusive and supportive work environment forpeople served by The Arc.Excellence in Community awards were made to Cherise Pettyof the Howard County Public School System, former casemanager Charles Heron, and the Socialites Bowling League. Brunswick Columbia Lanes and Russell Laurenzano wereawarded Excellence in Professional Services citations. The Excellence in Schools award was presented to MonicaPringle, Bus Area Manager for the Howard County PublicSchool System’s Department of Pupil Transportation. JudyGrusso of the Howard County Autism Society and BrianFrazee of the Maryland Association of Community Serviceswon Excellence in Public Service awards.Other Celebration of Excellence honorees included self-advo-cates Rose Daniello, Rachel Kalatzis, Doreen Shing and ScottWiditz. The four have made progress in their personal and

professional lives in the past year.The Arc presented the Volunteer of theYear award to Vince Grauso, Chair ofthe Monitoring Committee. RobertKress, Team Leader in the Day Program,was named Employee of the Year.

Chocolate Ball Attracts 450The 18th annual Chocolate Ball, a benefit for The Arc of Howard County presented by theLisa Higgins-Hussman Foundation, attracted a crowd of 450 to Turf Valley, where the candlelitroom reflected the theme, “Lights of Possibility.”

As in years past, the band Oracle and its lively performers kept Chocolate Ball attendees on their feet dancing until the lights were turned off.

Howard County Executive Allan Kittlemanpresented a proclamation at the ChocolateBall designating March 21, “Carol BeattyDay in Howard County,” in recognition ofBeatty’s recent appointment as Secretaryfor the Maryland Department of Disabilities.Beatty is the past Executive Director of TheArc of Howard County.

Among the celebrity judges was2014 Mrs. Maryland, America,Zereana Jess-Huff.

Logistics Chair Chip McAuliffe andsponsor Suzanne Henig of Bob’sBMW enjoyed a chat at the sponsor reception.

Over 600 families, advocates and professionals gathered in Annapolis for Developmental Disabilities Day at the Legislature.
