“Digital technologies and digital communications are permeating every aspect of life. All they require is access to high-speed internet. We need to be connected. Our economy needs it. People need it.”

Jean-Claude Juncker, State of the Union Address European Parliament, 14 September 2016

To illustrate this pace of change we can note that it took the telephone 75 years to reach 50 million users, the radio 38 years, the TV 13 years, Internet 4 years and, some gaming apps took only 19 days.

Why this thematic partnership?

PARTNERSHIP METHODOLOGY

Quadruple helix model: private and public sectors, knowledge brokers and consumers

Bottom-up approach: detection of needs, definition of objectives and thematic areas jointly defined with the agrifood sector.

Regional mapping: identification of main actors to take part in this project, collaboration from the very beginning, identification of critical mass of on-going or close-to-start projects.

Interregional mapping: identification of other possible interested European regions.

Creation of a regional cluster: private agri-food and technological sectors, public administration, knowledge brokers and consumers.

GUIDELINES FOR PARTNERSHIP PROPOSAL

More and better-quality information available for consumers.

Smart information systems for the companies and public administrations.

Regional cooperation: as the base for technology and research results transfer between experts and researchers, and also between companies, in the regions which share the same interest for the same thematic area.

Shared value. Generating added value for all points of the chain, making possible for this added value to have an impact on the rest of the value chain as well as the society and regions.

Improving companies competitiveness and creating new businesses.

ANDALUSIAN REGIONAL PARTNERSHIP

Andalusian Regional Partnership to 15th February:

Relevant stakeholders for traceability and Big Data that develop activities in ICT or other KETs and agri-food fields (sensors, robotics and automation, machine vision systems, artificial intelligence, Big data, Open Data...) have been identified in Andalusia (public administration, universities and technology centres, private companies).

Meetings have been held with many of the identified stakeholders and a regional public-private cluster has been created.

It will serve as the Andalusian node for the thematic partnership. Currently Andalusian Node is composed by more than 50 entities.

FLORENCE MEETING (DECEMBER 2016)

HIGHLIGHTS

Great interest and wide participation at European and regional levels:

• About 150 European regions.• UE General Directorates on Agri-food and

New Technologies : Agri, Connect, Research and Growth.

• A big part of the Andalusia node.

Andalusia team coordinated one of the three working sessions with approx. 40 representatives of the regions (governments, universities & research centres and company clusters).

ROAD MAP

In line with previous thematic smart specialisation platforms, it is proposed to follow a four-step process in designing and developing the thematic platforms for agri-food traceability and big data.

The pilot process is summarised below.

Page 17: Thematic Partnership TRACEABILITY AND BIG DATA Andalusia€¦ · project, collaboration from the very beginning, identification of critical mass of on-going or close-to-start projects.

Design of the governance and management of the sub-platform.

Mapping of agri-food and traceability related data and infrastructures in each regional cluster (private company-public administration-competence /knowledge centres) -a survey has been circulated.

Matching, in the partner regions, complementary know-how and capacities in

technologies or applications relevant for using or generating data to support food traceability and improvements in quality, etc. throughout food chains.

Analysis of and development of (inter-)regional pilot and demonstration actions in the field of big data and traceability that can be proposed for co-financing and/or co-investment and that help support regional agri-food value chains to enhance their competitive position.

Mapping of funding sources
