COM T ICATIONS SECURITY EDUCATION PROGR (CSEP)

This article is an i doctrination covering Co munications Securit COMSEC )aw areness and applies to all nits and a signed personnel.

COMSEC is the art of protecting informatioa of intelligence value to preventits exploitation during electrical transmission or processing for trans-ssion

COMSEC enco passes f Ur are s ('1) physical ecurity of cry ptographicmaterials; (2) cryptosecurity; 3) transmission security (TRANSEC); and(4) emission security, T e component of COM EC i which all personnel aredirectly involved is trans ission security, However, you may become involvedin and be responsible for other areas of CO EC depending upon your assign-ment All areas of COMSEC are explained so that you will now what eachentails a d can apply or know where to obtain the necessary guidance andapplicable protection procedures:

a. Physical Security of Cry ptographic Material;

(1) This element is COMSEC concerns the physical security measureneces ary to safeguard classified cry ptographic equip ent, materials anddocu ents from access to or observation by unauthorized personnel. Thisincludes:

(a) Proper handling

(b) Proper storage

(c) Complete destruc ion when necessary ,(d) Arrangement of cryptocenters.(e) Proper clearance of personnel.

(f) Adequa e training of personnel.

(g) Personal stabil ty of respon ible personnel .(h) Safe combination ch ges a d records .(i) Armed sentries and pat ole.( ) Accurate accounting for all aterials.(k) Transporting as prescribed in regulations.(1) I ediate reports of loss or compro ise .(m) Technical security urvey .

(n) Prohibition of cameras in cryptocenters ( less specificallyauthorized by the co nde for official purposes),{o) P ohibition of radio and ta e recordp ers in ry ptocenters

(2) At one ti , camm nications-center personnel were the only

ones di ectly involved n this area of COMSEC; however, times are now changi:g;

cry ptographic equip e ts, materials, and documents are now common item nhe operations area . C yptographic equipments , one-time pads , codes an d

auth entications syste s , along th the opera ing instructions are no w idely

used by operations personnel in their duty assignmen ts . So you see , this

element of COMSEC no longe eon fined to co munications personnel. TheCOMSEC custodian who provides the materials must train a responsible person to

ensure that the proper physical security measures are applied . If your duty

assig ent is w ithin the area whe e c yptographic ma erial is used,findout

what the physical security procedures are from the indiv dual who signed forthe material (or the COMSEC custodian) and apply them .

b . Cr ptosecurity . C yptosecurity is that component of COMSEC resultingfrom the p ovisiona of technically sou d c yptosystems and their proper use .The cr ptosystem used thr.oug

hout AFCS a e the best money can buy . They pro-vide adequate security for the transmission of all categories of classified

messages . A strict set of operating procedures mu t be applied when the sys-tems are used . is also applies to the codes and authentication systems .The operating procedures are designed to prevent compro ise of the system as

well as the messages transmitted over the eystem > If you are assigned to a

position wh ich requires you to operate or use a cry ptosystem , code, or authen-tication system , make su e you know the operating procedures before youattempt to operate or use any of the systems. There can be no deviation fromthe established operating procedures .

c. TRANSEC. T ANSEC is that component of COMSEC which includes all

measures necessary to protect electrical transmission from unauthorized inter-ception , traffic analysis and imitative deception . This is the area of COMSEC

where you w ill be directly involved continually and the COMSEC area that youust apply to your daily acti ities . It is important you understand thiscomponent of COMSEC, since it ie your responsibility to protec the sensitiveinformation that you are en t usted ith or co e in contact with during yourdaily duties. Our biggest problem in this area is the unsecure administrativetelephone. The adminisrra ive telephone is the weakest co munication meanswe h ve in AFCS. The telephone is also the source for many of our securityIeaks about classified or sensitive material. The reason for this is that thetelephone is at our i ediate disposal; a convenient mean s to conduc our busi-ness and do aur coordinating with other offices and individuals on mattersrelated to our duties . T ese telephone conversations provide the bits and

pieces of information for foreign analysis (and our own) to arrive at theirconclusions Veiled references to classified subjects, nicknames , or attemptsto "talk around" a .c

lassified subject w ill not go unnoticed by trained

analyst , and we have to assume that there are no amateurs in the alysis b si-ness when a fo eign power expends its resources in an intelligence-collectioneffort. Air Force , well as PACAF and ANG has long recog ized he admin-istrative telephone as a prime source for obtaining intelligence data on our(and Air Force's) mission and operations . In an effort to curb some of thesecurity leaks being co mitted over the unsecure telephone , Air Force esta-blished a policy that would: (i) pe it monitoring of the unsecure telephonefor national security pu poses without consent or knowledge of the individualtelephoae u ers , and (ii) permit co anders to take disciplinary action againstindividuals who disclose classified info ation during the course of a tele-phone conversation . Several procedures have been adopted by AFCS to remir.d youo f t h i s f a c t .

d Emission Security (EMSEC) This component of COMSEC is the protec-tion resulting from all measures designed to deny authorized persons valu-able nfo ation which may be derived from the posseasion and study of

e issions (elec romagnetic or acoustical), You w ill not get involved withthis area of MSEC unless you are assigned to the communication functionor staff function dealing with emission security . However, one aspect ofthis area of COMSEC must be pointed out; p ivately ow ed radios, televisions,and tape or wire recorders cannot be taken into areas where classified infor-mation is elect onically pr.ocesse

Long-distance telephane c nversations Long-dist nce telephone conver-sation {WATS, A TOVON) are particularly vulnerab le to interception and e cploi-tation by foreign powers since most all of the circu ts used for long-dfstance telephone calls have radio links in the .connect

ion T erefore , long-dista ce telephone calls must be limited to urgent official business , notassociated with ny classified operations or projects If you need to ak along-distance telephone call (WATS or AUTOVON), be sure the subject you aregoing to discuss ia nclassified and don 't stray off the initial in ent andsub ect of the call (Good planning before making a telephone call is es ential)
