PETERSON AIR FORCE BASE, Colo. — February is National Children’s Dental Health Month and the Peterson Dental Clinic is doing their part to promote healthy smiles. Throughout the month, members of the dental squadron will be visiting area schools and the child development centers to educate our communities’ children on proper oral habits.
While oral health in children has im-proved significantly over the years, tooth decay still remains one of the most common childhood diseases. Fortunately, dental de-cay is a preventable disease. One of the most important roles of dental professionals is to help prevent decay through education and encouragement of good oral hygiene practices. The American Dental Association sponsors National Children’s Dental Health Month so dental professionals can reach out to the children of the community. Although this is a rewarding experience for the dental clinic staff, it is good hygiene that ultimately impacts dental decay.
Here are a few tips parents can use to help their children maintain clean teeth and a healthy smile:
• Gently clean your baby’s gums with a damp washcloth or gauze pad.
• Do not allow your infant to go to sleep nursing from a bottle of milk, formula or juice.
• Help your child brush and floss until they are old enough to do an effective job. The American Dental Association recom-mends children younger than seven years receive help from an adult. Children should use no more than a pea sized amount of toothpaste.
• Schedule regular dental checkups, be-ginning within six months after the first

PETERSON AIR FORCE BASE, Colo. — Base housing seems like the ideal area for parents to take kids to sell any number of fundraising items. The neighborhood is a safe, controlled environment.
Parents should take note, however, that soliciting, no matter the organization, is not allowed in base housing.
According to Joey Sanchez, 21st Civil Engineer Squadron Capital Asset Management chief, one of the many perks of living in base housing is the prohibition of solicitation. When residents sign their lease, they also agree they will not take part in any door-to-

PETERSON AIR FORCE BASE, Colo. — Recently my wife and I celebrated our (??) wedding anniversary (I know if I told the actual number of years, I would not see the 34th anniversary). As we reflected on those years together, I could not help but think of her sacrifices during my many absences. Those sacrifices included acting as a single mother, taxi driver, tutor, practicing nurse, financial advisor...the list goes on. These sacrifices and many other sacrifices are typical of all mili-tary spouses.
Upon further reflection, I thought of the many families who in the past had deployed husbands or wives in support of the military mission. In some cases, the father or mother was left to care for the children while still holding down a civilian job or being assigned to the military.
Being deployed is not the only challenge for spouses. The daily rigors of our first re-sponders, combat crew members, executive
officers or other special career fields all take a toll on the family. Regardless of the situation, all are faced with unique challenges. How do they do it? Some try to do it by themselves; others rely on family members, co-workers or their spiritual support system. Others use a combination of all.
Some spouses also rely on the many military programs which are available to them for sup-port. The monthly Deployed Family Dinners are a great opportunity for spouses to take a
break and socialize with other spouses whose family member may be deployed (dinners are typically held the first Friday of the month and spouses can get details through their unit first sergeants — the next one is March 1 at the chapel). Other avenues for support are though the unit Key Spouse Network. Key spouses are volunteers, assigned by the unit commander, who serve as the link between unit leadership and the family members. Key spouses offer informal peer-to-peer wingman support to families. They help build strong military com-munities and establish continuous contact with military family members. Key spouses are vital to supporting our Comprehensive Airman Fitness culture by assisting families to become more resilient and better equipped with the rigors of military life.

PETERSON AIR FORCE BASE, Colo. — Every 21st Space Wing Airman has a part in making Peterson AFB the best place to work, live and visit in the Air Force. Here is one issue raised by a concerned Team Pete member, and answered by wing leadership.
With orderly rooms transitioning back to the squadron level, what will the future of this program look like?Commander support staffs are currently in place for many units with unit program coordinators and additional military performing
the duties of a CSS. The 21st Operations Group and 21st Medical Group units have CSSs established utilizing their UPC, 3D0x1 and 4A0x1 authorizations, and on Jan. 7 the 21st Mission Support Group allocated 3D0x1 Knowledge Operators to their units. The 3S0x1 personnelists are not currently part of the distribution plan for most units, unless they earned authorizations based on the mission requirements (green door, GSU, tenant units); however, we expect to receive information on additional billets in FY14. The 21st Force Support Squadron Military Personnel Section began training 21st SW and Peterson tenant units on CSS programs in November 2012, and will continue to be responsible for functional oversight, training, SAVs and providing policy and procedural guidance. Military Saves Week encourages financial balanceBy Lea Johnson

PETERSON AIR FORCE BASE, Colo. — It’s never too early to start thinking about Christmas, retirement or this summer’s vacation. Similarly, it’s never too late to start saving for these things either.
This year, Military Saves Week is Feb. 25-March 2. According to Hugo Escobar, Airman and Family Readiness Center accredited financial counselor, the purpose of Military Saves Week is to encourage Airmen to build the foundation of good saving, and eventually investing habits.
This year marks the seventh observance of Military Saves Week and Escobar plans on taking a different approach to this year’s events.
“This is just one week out of the year but if people can be proactive every week or every month with their finances, it’s going to reduce stress and put them in a better situation,” Escobar said. “It all comes down to being balanced with their finances.”
The balance, he said, is having money in savings for expenses as well as fun.
Active duty members, spouses and civilians are welcome to attend any of the three classes being offered during the week including the informa-tion fair Feb. 26, Unraveling the Mystery of the Credit Score Feb. 27, and Financial Planning Feb. 28. Call the A&FRC at 556-6141 to sign up.
A finance class for teens is also being offered at the youth center Feb. 28. Call the youth center at 556-7220 to sign up.
Financial planning classes are also available each month through the A&FRC or Escobar can meet with individuals one-on-
one to discuss their situation. Military OneSource and the Military Saves Week website also have resources
available for those who may want to remain anonymous, he said.
During Military Saves Week, individuals are being encouraged to take the pledge to start
saving. “When you take the pledge that you want to start saving, it’s a personal thing. Nobody’s going
to follow up with you,” he said.When an active duty member or spouse takes the pledge online, they will be directed to a link where
they can receive their credit score for free, and then follow up with Escobar if they are inter-ested in more information.
Because the pledge is just a personal com-mitment, Escobar said he will be pushing fi-
nancial information out through the first sergeants throughout the year to keep the pledge fresh in
people’s minds.Escobar said he speaks to individuals through
his own personal experience. “I am proof. I have been there, I have lived paycheck to paycheck, and I made changes because I wanted to be able to take care of my fam-ily,” he said.
Finances are a very personal thing, but Escobar empha-sized that he does not judge others for their situation, but rather he is there to help make positive changes.
“It’s not how much money you make. It’s what you do
with your money, and it goes back to having a plan,” he said.
“Live Military Saves Week every day and not just for one week out of the year. If you can do that, you will enjoy your financial freedom.”

PETERSON AIR FORCE BASE, Colo. — The Volunteer Income Tax Assistance Program offers free tax help to low- to middle-income individuals and families. Internal Revenue Service-certified volunteers work in partnership with community organizations to help prepare basic tax returns in communities across the country.
The Tax Center here partners with the IRS-sponsored VITA program to provide free income tax preparation to active duty military, family members and retirees. POCs will be available within each unit, and will schedule ap-pointments beginning Feb. 1 (call 556-4871 for appoint-ment information).
Taxes will be prepared by a volunteer who has taken the IRS tax courses and received the certifications required to complete the return. He or she can inform taxpayers about special tax credits for which they may qualify such as Earned Income Tax Credit, Child Tax Credit and Credit for the Elderly or the Disabled. All returns prepared by the unit POC will be quality reviewed and discussed with the taxpayer prior to electronic filing.
The POC will provide you with an intake form to com-plete prior to your meeting to assist in preparing your taxes. Ultimately you are responsible for what’s reported on your tax return based on the information and documentation provided by you, the taxpayer. It is important to bring the items listed below as it is not possible to complete the tax returns without these items.

PETERSON AIR FORCE BASE, Colo. — Talk of potential changes to our nation’s gun laws is all over the news these days. Regardless of your personal feelings on the matter, it is important for those on Peterson Air Force Base to understand the rules and regulations for the transport, stor-age and carrying of privately owned firearms on the installation. Though federal and state laws may authorize many freedoms with regard to firearms, the possession and transportation of firearms on Peterson Air Force Base is strictly limited and enforced by the 21st Space Wing commander.
Air Force Instruction 31-101 defines guidelines for bringing weapons onto an Air Force instal-lation. Failure to comply with this instruction and governing laws may subject the offender to apprehension or arrest by appropriate authorities. Punishments may include fines and jail time. Firearm rules and regulations apply to BB guns and air rifles as well.
First and foremost, carrying a concealed pri-vately owned firearm on Peterson Air Force Base is prohibited, unless authority has been granted by the wing commander. This applies even if the individual is authorized to carry concealed weapons in other jurisdictions. Additionally, the possession of privately owned firearms and ammunition in work centers, common areas, dormitory living quarters or temporary lodging facilities is prohibited. Temporary lodging facili-ties include visiting airmen and officer’s quarters, temporary lodging facilities and billeting.
Requirements for storage vary based on your location of residence.
Housing residents: All housing residents must register their firearms within 72 hours of arrival or purchase/possession. Required documents including AF Form 1314, Firearms Registration, and DD Form 2760, Qualification to Possess Firearms or Ammunition, may be picked up from the 21st SFS Armory, or are available online, and must be returned to the armory once completed. The required information includes the firearm’s make, model, serial number, caliber and gauge. Once a privately owned firearm or ammunition has been approved and registered, it may be stored in housing. Personnel must ensure the firearm is stored in the housing unit in an appropriately constructed, locked container or equipped with a
tamper resistant mechanical lock or other safety device.
Dormitory, Visiting Quarters, and TLF Residents: Residents are required to store their firearms in the 21st SFS Armory. Required docu-ments including AF Form 1314 and DD Form 2760, may be picked up from the 21 SFS Armory, or are available online, and must be returned to the armory. Information required includes the firearm’s make, model, serial number, caliber and gauge. Because these firearms must be stored in the 21st SFS armory, additional paperwork is required in order to document the firearm’s condition. Privately owned firearms are prohib-ited in the dormitories, TLF and VQ at all times, regardless of whether the firearm is loaded or unloaded.
Transport: Upon entering the installation, per-sonnel must notify the entry controller when they are in possession of a privately owned firearm or ammunition. Transporting privately owned firearms and ammunition on the installation is prohibited, except to and from authorized stor-age or shooting areas. Firearms and ammunition may only be transported directly to the 21st SFS Armory or their owner’s residence in base family housing. As a reminder, no firearms or ammu-nition may be present in any temporary living quarter or dormitory.
Privately owned firearms may not be trans-ported in any manner so as to be considered “concealed,” such as under the seat or partially hidden. The firearm must be unloaded and in the trunk of the vehicle. The weapon must be cleared and on safe with the breech open. Additionally we recommend a secondary safety device such as a tamper-resistant mechanical lock. Ammunition must be transported in a separate compartment or container.
The firearm will not be left unattended at any time and must be under the supervision of an adult, 18 years of age or older, who is not other-wise prohibited from possessing a firearm. In the event the vehicle transporting the weapon does not have a trunk, for example a Jeep or truck, the weapon must be unloaded, out of arm’s reach, and within a locked container or secured with a key-activated trigger lock. Finally, the transport of firearms on a bicycle, motorcycle, or any other two or three-wheeled vehicle is prohibited.

waking up to smoke filling the bedroom. Do you know what to do in case your house is on fire? Do your children?
Having a proper plan in case of a fire can help save the lives of those you love most. Making the plan as a family and then practicing is essential to ensure everyone is prepared.
Forming your plan:• Pull together everyone in your household and make a plan. Walk
through your home and inspect all possible exits and escape routes. Households with children should consider drawing a floor plan of your home, marking two ways out of each room, including windows and doors. Also, mark the location of each smoke alarm.
• Install smoke alarms in every sleeping room, outside each sleeping area and on every level of the home. National Fire Alarm Code requires interconnected smoke alarms throughout the home. When one sounds, they all sound.
• When you walk through your plan, check to make sure the escape routes are clear and doors and windows can be opened easily.
• Choose an outside meeting place (i.e. neighbor’s house, a light post, mailbox or stop sign) a safe distance in front of your home where everyone can meet after they’ve escaped. Make sure to mark the location of the meeting place on your escape plan.
• Go outside to see if your street number is clearly visible from the road. If not, paint it on the curb or install house numbers to ensure that responding emergency personnel can find your home.
• Have everyone memorize the emergency phone number of the fire department. This allows any member of the household to call from a neighbor’s home or a cellular phone once safely outside.
• If there are infants, older adults or family members with mobility limitations, make sure someone is assigned to assist them in the fire drill and in the event of an emergency. Assign a backup person too, in case the designee is not home during the emergency.
• If windows or doors in your home have security bars, make sure the bars have emergency release devices inside so they can be opened immedi-ately in an emergency. Emergency release devices won’t compromise your security but they will increase your chances of safely escaping a home fire.
• Tell guests or visitors to your home about your family’s fire escape plan. When staying overnight at other people’s homes, ask about their escape plan. If they don’t have a plan in place, offer to help them make one.
• Once you’re out, stay out! Under no circumstances should you ever go back into a burning building. If someone is missing, inform the fire department dispatcher when you call. Firefighters have the skills and equipment to perform rescues.

• Allow children to master fire escape planning and prac-tice before holding a fire drill at night when they are sleep-ing. The objective is to practice, not to frighten, so telling children there will be a drill before they go to bed can be as effective as a surprise drill.
• It’s important to determine during the drill whether children and others can readily waken to the sound of the smoke alarm. If they fail to awaken, make sure someone is assigned to wake them up as part of the drill and in a real emergency situation.
• If your home has two floors, every family member, in-cluding children, must be able to escape from second floor rooms. Escape ladders can be placed in or near windows to provide an additional escape route. Review the manufac-turer’s instructions carefully so you’ll be able to use a safety ladder in an emergency. Practice setting up the ladder from a first floor window to make sure you can do it correctly and
quickly. Children should only practice with a grown-up, and only from a first-story window. Store the ladder near the window, in an easily accessible location.
• Always choose the fastest escape route- the one with the least amount of smoke and heat — but be prepared to escape under toxic smoke if necessary. When you do your fire drill, everyone in the family should practice getting low and going under the smoke to your exit.
• Closing doors on your way out slows the spread of fire, giving you more time to safely escape.
• In some cases, smoke or fire may prevent you from ex-iting your home or apartment building. To prepare for an emergency like this, practice “sealing yourself in for safety” as part of your home fire escape plan. Close all doors between you and the fire. Use duct tape or towels to seal the door cracks and cover air vents to keep smoke from coming in. If possible, open your windows at the top and bottom so fresh air can get in. Call the fire department to report your exact location. Wave a flashlight or light-colored cloth at the win-dow to let the fire department know where you are located.

WASHINGTON (AFNS) — As of January 27, merchants in the United States and U.S. Territories are permitted to impose a surcharge on any credit card transaction that uses a MasterCard or Visa branded card, which includes the Government Travel Charge Card, both Individually Billed Accounts (IBAs) and Centrally Billed Accounts (CBAs).
This surcharge is permitted to be charged in all states except California, Colorado, Connecticut, Florida, Kansas, Maine, Massachusetts, New York, Oklahoma and Texas.
While some merchants may elect not to charge this ad-ditional fee, those that do are required to notify customers before they make an actual purchase — at the store entrance and at the point of sale — or in an online environment, on the first page that references credit card brands. The surcharge will be included in the total transaction amount and will be listed separately on the sales receipt.
This new surcharge has been authorized reimbursable expense while on official travel. The Joint Federal Travel Regulations (JFTR) and the Joint Travel Regulations (JTR) have been updated accordingly, effective 27 January 2013. If a traveler is charged this surcharge, they should add it as a separate expense under the Non-Mileage Expense section of their voucher, ensuring that the additional surcharge is not also included in the total of the related expense.

But what about those who live off-base?While these families don’t fall under
the lease agreement with Tierra Vista Communities, they do need to pay atten-tion to a couple Air Force and Department of Defense Instructions that apply when on base.
Capt. Nate Himert, 21st Space Wing as-sistant staff judge advocate, cites AFI 32-223, Private Organizations Program; AFI 36-3101, Fundraising Within the Air Force; and DODI 1344.07, Personal Commercial Solicitation on DoD Installations.
Even though most on and off-base youth organizations would not be classified as com-mercial, Himert said, “the fundraising rules
found within AFIs 32-223 and 36-3101 would still prohibit them from soliciting door-to-door without seeking prior approval from the (force support squadron commander).”
According to Tim Omdal, 21st Security Forces Squadron deputy director, if security forces are called or witness any solicitation they will respond and educate the offenders. If an active duty member is caught soliciting, security forces will notify his or her chain of command about the occurrence.
If organizations are interested in fundrais-ing on-base, there is an option.
Organizations may submit a request through the 21st Force Support Squadron for permission to set up a booth at the base ex-change, commissary or other areas on the in-stallation that is “away from the workplace.”
“We just want to send a friendly reminder to everyone to let them know that there is no soliciting in base housing,” Sanchez said. She added this includes leaving flyers on resi-dents’ doors.

Military spouses are special, they are resilient and they know what needs to be done. Some may complain, some may whine, but for the most part they simply take care of business.
So to all the military spouses, both young and old, both on active duty and retired, both male and female, thank you for all you do in supporting the call of freedom. Also, to my wife, my confidant and my best friend: thank you for your support to me and our family — I look forward to celebrating many more years together.
