New Resources Available | Foster Care & Student Success

New Resource:The Texas Education Agency, Texas Department of Family and Protective Services, andSupreme Court Children’s Commission developed a new guide entitled, InformationSharing Between Child Welfare and Schools: Maintaining Privacy and PromotingEducational Success.

Federal and state laws encourage collaboration between education and child welfare.To accomplish these goals, everyone needs a clear understanding about confidentialityand privacy and when and how information is appropriately shared.

The new guide addresses confidentiality requirements in both the child welfare andeducation systems and clarifies how teachers, caseworkers, caregivers, advocates, andothers can share and receive information about children and youth in foster care whilemaintaining and respecting privacy.

New Resource:Additionally, a new Transition Planning Guide for Students in Foster Care ReceivingSpecial Education Services, is available. The child welfare and education systems arecharged with helping older youth transition to adulthood, and this is especially truefor students with disabilities. While each system has extensive transition planningpolicies and procedures, the processes often work in parallel, but not in coordinationwith each other.

This guide clarifies the similarities and differences in the transition planningprocesses in the child welfare and special education systems. The guide also includesbest practices and recommendations for improved coordination between systems tobetter support youth in foster care with disabilities during the transition to adulthood.
