During the second quarter of FY 2017, the Jackson Bond Citizens’ Advisory Committee met once to review two projects presented by staff. Both were recommended favorably and subsequently approved by the Public Health Trust Board of Trustees. Those projects, along with equipment and technology purchases under the bond, represent approximately $11.5 million of Miracle-Building Bond proceeds.

All the non-equipment dollars during this quarter were associated with infrastructure and renovation projects at the Jackson Memorial Medical Center, totaling $291,280.

Substantial technology and equipment purchases this quarter included $3.12 million for continuing upgrades to the system’s electronic health record software; $1.74 million for anesthesia equipment and $1.63 million for ventilator equipment at Jackson Memorial Hospital; $275,000 for surgical equipment and $175,000 for ultrasonic equipment at Jackson South Community Hospital; and $330,538 for incubators in the newborn intensive care unit at Holtz Children’s Hospital.

Financial Update

Reimbursements received during the report timeframe totaled $14,748,876, bringing to $134,212,717 the total reimbursement received since the bond program began.

Small-Business Enterprise Contracting

During this reporting period, 26 contracts were awarded totaling $11,057,693. Four of those projects, or 15.4 percent, were awarded to prime contractors who are certified small business enterprises (SBEs). Those four contracts had a total value of $362,714, or 3.3 percent of the combined value of all bond-funded contracts awarded in this period. It is important to note that some subcontractors on those projects are not registered SBEs. Another $875,697 flowed to SBE sub-contractors through non-SBE prime contractors, representing an additional 7.9 percent of total contract value this quarter.

The names and demographics of the prime and sub-contractors for all 26 contracts are detailed below.

These totals do not include bond-funded expenditures on non-construction items such as equipment and technology. The totals also do not include projects approved by the Trust Board that have not yet completed the procurement process. This list only represents contracts awarded during the reporting period – some projects include additional contracts detailed in prior reports or still pending award.

Status of Major Projects

Rehabilitation Center

The rehabilitation center is planned as a state-of-the-art facility to unite the clinical work now done at Jackson Rehabilitation Hospital with the research performed by the University of Miami and the development resources of The Miami Project to Cure Paralysis.

The schematic design phase is complete, and pricing for that phase has been verified to be within budget. The first package of plans, which includes enabling work such as demolition and utility work, is complete and will be permitting in April. Work on this phase is expected to begin over the summer and will include the demolition of the Institute and Institute Annex buildings, and the installation of temporary mechanical, electrical, and plumbing connections to the existing Jackson Rehabilitation Hospital.

Jackson West

Schematic designs for Jackson West were completed during the prior reporting period, and the pricing was completed and verified to be within budget during the reporting period. Site preparation work is scheduled to begin in late spring or early summer, followed be demolition of existing structures in late summer or early fall. Based upon an administrative hearing examiner’s recommendation, construction on the inpatient-hospital portion of Jackson West may advance on a different schedule than the other elements of the campus: the emergency room, diagnostic center, physician clinics (including pediatric outpatient specialty facilities), and the parking garage. The inpatient unit – which was not contemplated during the 2013 bond campaign and is not being funded with those dollars – is planned as three floors above the emergency room and diagnostic center. This allows construction of the rest of the campus to proceed timely.

Operations at the two new centers are meeting or exceeding expectations, with Country Walk averaging 18 patients per day and Keystone Point averaging 14 per day.

The Cutler Bay is under construction, with a ribbon cutting and grand opening schedule for summer 2017.

The South Beach location remains in the permitting phase as we work through unexpected regulatory issues related to City of Miami Beach building codes.

The North Dade Health Center site is in the permitting phase and tentatively scheduled to open in late 2017.

The Doral location, which is not funded with bond proceeds, is tentatively scheduled to open in early 2018.

Equipment and Technology Purchases

Bond proceeds were used this quarter to fund $6,565,053 in miscellaneous medical equipment and technology, including $5,493,111 from the Technology & Equipment area and $1,071,942 from Infrastructure. Those funds are being used at the following Jackson sites:

Bond proceeds were also used this quarter to fund $4,642,662 in information system purchases, which were drawn from the Technology & Equipment area to be used toward the fourth phase of Jackson’s electronic health record system upgrade, IT hardware, and IT licenses.

Additional Project Updates

Construction continues on the major renovations to units 6B and 3A in East Tower. Unit 6B is a pediatric inpatient unit, and 3A is a maternity unit that will mirror the M.B. Fernandez Family Little Miracles Maternity Suites in unit 3B. Both are expected to be completed in late summer 2017.

A new parking lot at Jackson North Medical Center began construction in March, with completion scheduled for April.

Construction and equipping of three major diagnostic suites at Jackson Memorial Hospital are scheduled to begin in April: the biplane, linear accelerator, and CT scan suites. All are scheduled for completion in late 2017.

Scope and description: Replacement of three air handler units (231, 232 and 233) on the roof of the Clark Diagnostic & Treatment Center, which support the interventional radiology department on the second floor. The scope included complete replacement of the units, ductwork, controls, piping, smoke detectors, permits, rentals, labor, equipment, and installation with five years of warranty from the original equipment manufacturer.
