Things we know
Viable corridor between Mobile and Baldwin counties is necessary
for economic progress and to maintain a high quality of life.
Current configuration not viable
• Delays during peak times due to crashes can be up to 75 minutes
• During peak times (rush hour), there were 132 crashes last year* • Drivers face a ~25% chance of being delayed due to a crash while
commuting to or from work.• Delays during peak times due to congestion can be up to 30
minutes• During peak times (rush hour), there were 161 congestion related delay
events last year*• Drivers face a ~33% chance of being delayed due only to congestion
while commuting to or from work.

Things will get worse
• I-10 traffic through Wallace Tunnels• 2018 – 75,000 vehicles/day• 2040 – 95,000 vehicles/day – similar to summer traffic peaks
• Other crossings (Bankhead, Cochrane-Africatown USA Bridge and the Causeway) will become more congested as people divert from I-10
• Without the project, all routes will experience summer peak traffic volumes daily by 2040
• At least six years away from relief:• Finalize agreements + construction time
Bayway must be rebuilt for storm surge
• FHWA regulations• New bridges required to be at an elevation above 100-year storm surge
• Lessons learned from neighboring states• Pensacola, Biloxi, and New Orleans all experienced major damage/loss of
structures due to storm surge
• Required scope change increased cost of project by approximately $1 billion
Funding
• Estimated cost is $2.1 billion +/- 10%
• FHWA and State do not have available funding to cover cost
• No additional funding has been provided for the project
• State will still have to provide a subsidy• Amount unknown until proposals are submitted• $100s of millions in GARVEE bonds a probability• State match will likely borrowing

Tolls are nobody’s favorite source of funding
• Tolling (P3s) are the direction the Federal government is heading for financing and funding
• President Trump’s proposed infrastructure plan relies heavily on tolling
• $200 billion federal funds to spur investment of up to $2 trillion in private funds
Applied for all Federal funding including INFRA (FASTLANE) grants
• Applications asking for $500 million and $250 million were not selected
• Applied for $150 million in February 2019 after receiving feedback from Build America Bureau
• ALDOT expects announcement on INFRA in the next week
• Grant would reduce public subsidy allotment from ALDOT, allowing for the possibility of a buy down of toll amount. Will not eliminate need for tolling.
