The Associated Press-GfK survey finds plenty ofdisdain to go around aspeople size up the federal
impasse. Most now disapproveof the way President BarackObama is handling his job. AndCongress’ approval rating is aperilous 5 percent.
Overall, Republicans aretaking the bigger hit in pub-lic opinion. In the poll, 63percent say Republicans de-serve a lot of the blame. Abouthalf say Obama or the Demo-
crats in Congress are largelyresponsible.
The poll finds that the teaparty is a significant influ-ence among Republicans aswell as a source of division.Forty-one percent of Repub-licans identified themselvesas tea party supporters andthey want GOP leaders inCongress to stand firm.

Toledo Fire Chief LuisSantiago could not attend agala in Columbus on Fri. Oct.11, 2013 because of his pro-fessional duties, but none-theless is humbled to benamed among several 2013Distinguished HispanicOhioans.
Instead, Chief Santiagohad to attend visitation anda funeral of a recently-retiredToledo firefighter, a closecolleague he worked with atStation 18 on Lewis Ave andpromoted to battalion chiefin 2011. The fire chief andthe late Peter Jaegly even
attended St. Patrick ofHeatherdowns School to-gether as children. Jaegly re-tired last November and diedlast week after a two-and-a-half year battle with cancer.
“It’s quite an honor. Obvi-ously, that’s something that’snot taken lightly with thepeople who make those deci-sions,” said Chief Santiago.“It’s humbling. It’s very hum-bling.”
Chief Santiago rosethrough the ranks of the firedepartment and took the oathof office as Toledo’s firstLatino fire chief a little over
two years ago. Some cityleaders even have specu-lated Santiago may be thefirst Latino fire chief everamong Ohio’s major cities.
Chief Santiago, 49, nowhas nearly 30 years offirefighting and incidentcommand experience. Heleads a department of over500 firefighters as well ascivilian dispatchers, arsoninvestigators and adminis-trative staff. He first joinedthe fire department in May1984 and was promoted toLieutenant in 1988, Cap-tain in 1993, Battalion
Chief in 2000and AssistantChief in 2007.
“I just try toconduct myselfand carry on mymission with thefire departmentin such a waythat I try to dothe right thing,try to do it theright way, and ifthat gets recog-nized, then so beit, I guess,” saidChief Santiago.“That’s whereI’m comingfrom.”
He called theDistinguishedH i s p a n i cOhioan recogni-
tion as much an award for thefire department’s excellenceas it is for himself as a profes-sional.
“I represent a group ofpeople that are extraordinarypeople,” said Chief Santiago.“I’m so lucky to be in chargeof a great department. It’ssome of that. Part of it is myupbringing. So there are a lotof contributing factors thatgot me to where I’m at.”
The fire chief coachedfootball for 26 years, but hadto give it up when his sched-ule as the city’s top firefighterbecame too busy to continue.He stated kids he coachedstill come back to him andtell him about the effect hehad on their lives, calling it“so rewarding.” He presentlyserves on the board of TheKnight Academy, the ToledoZoo Foundation board, andhas become more active withthe Boys and Girls Clubs ofToledo.
“ Y o ucan neverforget howyou got towhere yougot to,”said ChiefSantiago.“You al-ways haveto antici-pate thatyou’re go-ing to bethe bene-factor ofs o m ebreaks yourself. With that inmind, you’ve just got to dothe right thing.”
The St. Francis HighSchool graduate hopes theaward will continue to showyoung Latinos the good ex-ample he has tried to set forthem over the years.
“Hopefully it is an indica-tor that if you put your mindto it, you can do just aboutanything you want,” ChiefSantiago said. “Back in myhigh school days, my youngerdays, I wasn’t necessarily asfocused as I should have been,but was still lucky enough tobe on a track where successwas out there if I wanted it.”

Police would not iden-tify those arrested. Repre-sentatives of the socialpolicy organization Cen-ter for Community Changeand The Associated Presswitnessed the arrests ofReps. John Lewis of Geor-gia; Luis Gutiérrez of Illi-nois; Raúl Grijalva of Ari-zona.; Keith Ellison ofMinnesota; JosephCrowley and CharlesRangel, both of New York;Al Green of Texas; and JanSchakowsky of Illinois.
Representatives of othergroups whose members at-tended the rally, such asUnited Farm Workers andFarmworker Justice, con-firmed that several of theirmembers were arrested aswell.
Those arrested will becharged with “crowding,
obstructing and incommod-ing” under the local laws ofthe District of Columbia, theCapitol Police said. The ar-rests began about 4 p.m. EDTand had ended two hourslater, police said in a state-ment.

NEW YORK, Oct. 13,2013 (AP): Oscar Hijuelos,a Cuban-American novel-ist who won a Pulitzer Prizefor his 1989 novel “TheMambo Kings Play Songsof Love” and whose workoften captured the loss andtriumphs of the Cuban im-migrant experience, hasdied. He was 62.
Hijuelos died of a heartattack in Manhattan on Sat-urday while playing ten-nis, according to his agent,Jennifer Lyons.
“The Mambo Kings PlaySongs of Love” became abest seller and earned himinternational acclaim. Hewon the Pulitzer for fictionin 1990, making him thefirst Latino writer to receivethat honor.
The novel tells the storyof two Cuban brothers whojourney from Havana toNew York to start an or-chestra. At one point in thestory, the brothers appearon the television sitcom “ILove Lucy,” which starredLucille Ball and her Cubanbandleader husband, DesiArnaz. The book was even-tually turned into a moviestarring Armand Assanteand Antonio Banderas.
In his 2011 memoir,“Thoughts Without Ciga-rettes,” Hijuelos writes of howhe struggled against being
labeled an “ethnic” writer andnotes that even today there arefew other Latinos whose work,despite the considerable num-ber of talented authors,has been awarded the samerecognition.
After a trip with his motherto Cuba as a young child, hebecame ill with a kidney dis-ease and was hospitalized fora year, during which he loseshis Spanish-speaking ability, and never trulyrecovers it.
“For the longest time, allI would know was that I hadgotten sick in Cuba, fromCuban microbios, that theillness had blossomed in theland of my forebears, thecountry where I had oncebeen loved and whose lan-guage fell as music on myears,” Hijuelos writes. “Ofcourse, diseases happen any-where, and children get sickunder any circumstances, butwhat I would hear for yearsafterward from my motherwas that something Cubanhad nearly killed me and, inthe process of my healing,would turn my own‘Cubaness’ into air.”
It was an experience ofdisplacement and a never-ending inability to reach anidentity he inherits that manyCubans of his generation canunderstand. It also definedmuch of his development as
a writer, as he initially hesi-tated to embrace his storyand that of his family as asource of inspiration forhis fictional characters—too ashamed to put themon paper, believing theworld was indifferent to histale.
Hijuelos was born andraised in New York Cityand enrolled in local com-munity colleges where anarray of early writing teach-ers—Susan Sontag,Donald Barthelme, andFrederic Tuten—encour-aged him to continue topursue his craft. He wasalso exposed to Cuban andLatin American writersincluding José LezamaLima, Gabriel GarcíaMarquez, and CarlosFuentes, whose work in-spired him.
His other novels in-clude “Our House in theLast World,” “Empress ofthe Splendid Season,”“Dark Dude,” “The Four-teen Sisters of EmilioMontez O’Brien” and “ASimple Habana Melody.”He was also received theRome Prize and grants fromthe National Endowmentfor the Arts and theGuggenheim Foundation.

his home near Caracas.Venezuelan guerrillas
held Niehous in thejungle for more thanthree years while de-manding publication ofthei r manifes to andmoney.
He was rescued in1979 by police officerswho were searching forcattle thieves.
Niehous then re-turned the United Statesand to work at Owens-Illinois. He later workedin education and didvolunteer work in To-ledo, where he grew up.

Oct. 11, 2013: ToledoMayor Mike Bell and ToledoCity Councilman MikeCollins don’t like each othermuch—personally or profes-sionally. So the “duelingMikes” made no secret of thatdislike in the first of severalcommunity forums as they tryto win votes in advance of theNov. 5 election.
The two candidates sparredon the city’s previous budgetdeficit, economic developmentstrategies, crime statistics, andthe Toledo’s gang problem.
Collins accused Mayor Bellof puffery in stating that heinherited a $48 million budgetdeficit, reading a letter from acity auditorwho reports tocity councilwhich statedthe budgetshortfall wasonly $8 mil-lion.
“You’ r ethe only onehallucinatingon this, youand maybethe auditor,” countered Bell,who accused Collins of beingpartially responsible for theproblem as a city councilman.
The mayor also defendedhis actions to balance the bud-get, stating voters were clear ina mandate of not raising taxes.Bell stated he had no choicebut to seek union contract con-cessions rather than lay offemployees. He explained thatmove saved 271 jobs. Bell wasfurloughed early in hisfirefighting career during abudget crisis.
Collins accused the mayorof refusing to lead by exampleby seeking concessions fromemployees, while sparing him-self and his staff any salarycuts.
“What sacrifices did youtake? Did you lose a penny’s
pay?” asked Collins.Bell countered that a city
commission reduced his sal-ary a year before he took office.
“You could have said, ‘Iwill make a greater sacrificethan any man or woman work-ing in the city of Toledo,’” saidCollins. “That would haveshowed your character.”
“Oh, I don’t have no char-acter?” Bell questioned.
Collins is receiving heavyfinancial support from laborunions in his bid to unseatMayor Bell, who drew theirwrath for his support of SB 5,legislation that would havelimited the power of public-sector unions in Ohio. The
measure was de-feated by votersin a referendum.Bell also madesome enemiesfor forcing con-cessions on mu-nicipal laborunions during afinancial crisisthe city was fac-ing when he firsttook office.
Collins recently picked upthe endorsement of the North-western Ohio Building andConstruction Trades Council.The United Auto Workers andseveral other skilled-tradesunions have thrown their sup-port behind Collins, a retiredpolice officer and former headof the Toledo PolicePatrolman’s Association.Mayor Bell, a former fire chiefand state fire marshal, is beingbacked by Firefighters Local#92.
Collins attacked MayorBell over his international tripsseeking investment fromChina, Japan, and other for-eign countries, stating hewould not do so as mayor with-out specific knowledge thatthose trips would lead to To-ledo-based jobs.
“There has to be a magnetthere and there has to be a rea-son,” the city councilman said,while also criticizing the lackof progress in the Marina Dis-trict, which a Chinese invest-ment group purchased for $3.8million. “We are engaged in awar. It’s called the jobs war.”
Bell countered that citycouncil approved that pur-chase and it is saving the citytax dollars on maintenance andlighting, while providing$100,000 each year in prop-erty taxes to the county’s cof-fers.
“It’s impossible to be incompetition internationallyunless you compete interna-tionally,” said the mayor.
The two candidates alsosparred over whether Toledo’scrime rate is rising or fallingand over the impact a gang mapthat went public this year hadon gun violence in the city.
Collins also took advantageof opportunities to remind vot-ers of various scandals thathave plagued the Bell admin-istration from time-to-time, onethat led to an overhaul of topadministrators in the Depart-ment of Neighborhoods; an-other where Bell’s niece wasawarded contracts with the cityto renovate houses despite alack of construction experi-ence, and the purchase of twoluxury SUVs.
The first forum between thetwo independent mayoralcandidates occurred in theWNWO “NBC-24” studiosand featured moderators fromthe TV station and co-sponsorWSPD-AM 1370. The one-hour forum was broadcast liveon both stations.
