HOUSE BILL 2157 AN ACT AMENDING SECTION 5-323, ARIZONA REVISED STATUTES; AMENDING TITLE 17, CHAPTER 2, ARIZONA REVISED STATUTES, BY ADDING ARTICLE 3.1; RELATING TO GAME AND FISH. Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 5-323, Arizona Revised Statutes, is amended to read:
17-255. Definition of aquatic invasive species
I N THI S ARTI CLE, UNLESS THE CONTEXT OTHERWI SE REQUI RES, "AQUATIC I NVASI VE SPECI ES":
1. MEANS ANY AQUATIC SPECIES THAT I S NOT NATIVE TO THE ECOSYSTEM UNDER CONSIDERATION AND
WHOSE I NTRODUCTION OR PRESENCE IN THI S STATE MAY CAUSE ECONOMI C OR ENVI RONMENTAL HARM OR
HARM TO HUMAN HEALTH.
2. DOES NOT I NCLUDE:ANY NONI NDI GENOUS SPECIES LAWFULLY OR HI STORI CALLY I NTRODUCED INTO
THIS STATE FOR SPORT FI SHI NG RECREATI ON (b) ANY SPECI ES I NTRODUCED INTO THIS STATE BY THE
DEPARTMENT, BY OTHER GOVERNMENTAL ENTITIES OR BY ANY PERSON PURSUANT TO THI S TI TLE.

2. ESTABLI SHI NG A LI ST OF WATERS OR LOCATI ONS WHERE AQUATI C I NVASI VE SPECI ES ARE PRESENT AND
TAKE STEPS THAT ARE NECESSARY TO ERADICATE, ABATE OR PREVENT THE SPREAD OF AQUATIC I NVASI VE
SPECI ES WI THI N OR FROM THOSE BODIES OF WATER.
3. ESTABLI SHI NG MANDATORY CONDI TI ONS AS PROVI DED IN SUBSECTION C OF THI S SECTI ON ON THE
MOVEMENT OF WATERCRAFT, VEHI CLES, CONVEYANCES OR OTHER EQUI PMENT FROM WATERS OR

Aquatic Invasive Species Definition
2009 AIS Interdiction Act {HB 2157}Title 17, Chapter 2 - §17-255. Definition of AIS
“Any aquatic species that is not native to the ecosystem under consideration and whose introduction or presence in this State may cause economic or environmental harm or harm to human health. This does not include any non-indigenous species (e.g., rainbow trout, largemouth bass) lawfully or historically introduced into the State for sportfishing purposes”
Established the Aquatic Invasive Spp Program - with certain powers, prohibitions, violations, and penalties.
Based on Self-Certifications and Owner/Transporter Compliance.

Aquatic Invasive Species decontamination protocols to prevent spread of invasive mussels
1. Day Users {5 days of less in the water}
2. Long Term or Moored Boats {>5 days}

DAY USERSDay use vessels, boats, watercraft or other contrivances have the potential to carry live larval invasive species to other uninfected bodies of water. To disinfect your boat, the following decontamination protocols shall be taken:
• Remove any clinging material such as plants, animals and mud from anchor, boat, motor, and trailer;
• Remove the plug (if applicable) and drain the water from the bilge, live-well and any other compartments that could hold water. Drain water from engine and engine cooling system(s);
• Dry boat and equipment.• If using the boat again in less than five days from the
previous use: Replace bilge drain plug and disinfect the bilge by pouring not less than one gallon of vinegar into the bilge.

LONG TERM USERS OR MOORED BOATS
Vessels, boats, watercraft or contrivances that have been moored in waters that are AIS affected (e.g., Quagga) for longer than five days will likely be heavily contaminated with larval mussels. Boats that have been moored longer than a few weeks or months will be heavily contaminated with attached adult mussels. Typically these boats are very large with many through hull fittings and internal equipment that resists even the most meticulous decontamination effort. Therefore, mandatory decontamination procedures for these vessels will include minimum dry {desiccation} periods.
