LOCOG developed its own guidance for temporarydesign and materials as none was previously available.

The approach included:

Establishing a design and procurement working group.

Developing guidance and updating technical specifications, which led to sustainable design being achieved in the temporary market.

Working with suppliers to design more efficient products and reviewing materials

INTEGRATING SUSTAINABILITYFour key aims for integrating sustainable development management into the procurement process:

1. Minimising negative impacts of products and/or services

e.g. impacts on health, air quality, generation of hazardous waste, social impacts due to alcohol and other drugs

2. Minimising demand for resources

e.g. by using resource-efficient products such as energy efficient appliances, fuel-efficient vehicles and products incorporating recycled content

3. Minimising the negative impacts of the supply chain itself, in particular the social aspects

e.g. by giving preference to local suppliers and “sheltered workshops” - where the workforce includes a proportion of those with disabilities - and organisations that meet minimum ethical, human rights and employment standards, including equal opportunities

Sustainable Sourcing Code: 6.3 The Supplier shall comply with any procurement, equal-opportunity, diversity, environmental and sustainability policies of LOCOG (including the Ethical Trading Initiative Base Code, the Code on Conflict of Interests and the Code on Gifts and Gratuities) that are notified by LOCOG to the Supplier from time to time or published on LOCOG’s website from time to time.

Example of sustainability clauses in a direct supplier contract 3.12 The Supplier shall comply with such practices, procedures and guidelines reasonably required by LOCOG, and shall procure that its Connected Persons do the same. In particular, the Supplier shall conduct its activities pursuant to this Agreement with regard to applicable environmental laws and equal opportunity laws and any equal opportunity, diversity, environmental and sustainability policies of LOCOG as advised to it by LOCOG from time to time (including the Sustainable Sourcing Code), and shall procure that its Connected Persons do the same. The Supplier shall use best endeavours to ensure that the Goods do not go to landfill following the Games.

Benchmark standardAll food must achieve this standard or a demonstrable

Aspirational standardsAs many of these standards should be achieved, or a

demonstrable equivalent where food is available and

affordable

E.g. Plant-based produce (fruit, vegetables, salads, cereals)

• Red Tractor Assured, UK Grade 1 or 2 (where Grade 2

relates only to appearance). Where available, British,

seasonal and of high quality, fit for purpose and free from

damage or spoilage.

SUPPLY CHAIN SUSTAINABILITY

The Rio2016 sustainable supply chain is structured into five stages:

1. Establishment of the requirements

2. Development and training of suppliers and licensees

3. Contracting

4. Management/monitoring of the contracts for compliance of

suppliers and licensees

5. Dissolution/or final disposal of products

Brazil is already strong in sustainable public procurement, e.g. DECREE

7.746, (2012), establishes criteria, practices and guidelines for the

promotion of national sustainable development in contracts signed

by the direct federal administration, authorities, foundations and

dependent state companies.

Rio2016 encourages all its specialised, events sector suppliers to

obtain ISO 20121 - Sustainability in Event Management certification.

For other suppliers, including small and medium-sized enterprises,

Rio2016 encourages submission of the following certifications:

• ISO 9001 - Quality Management

• ISO 14001 - Environmental Management

• NBR 16001 or SA 8000 and/or proof of adoption of ISO 26000

guidelines - Social Responsibility Management

• OHSAS 18001 - Health and Safety Management

Rio2016 considers possession of the certifications mentioned above as

a competitive advantage and this will be reflected in the evaluation

process.

Further analyses of critical categories will define which of the

certifications will be mandatory.
