Ten years ago in the month of June, 2007
Trackdown distributed its fourth issue of the City
Manager Newsletter by Trackdown. The major
topic of the issue was “California’s ICMA City
Managers Born Prior to 1945.” Those on the list

she moved to the City Manager's Office in a Management Analyst post. Deborah

Ten Years Later
We are taking a 2017 look at each of the first 10
cities represented by the City Managers listed in
the 2007 compilation in this issue. Most of them
have retired and gone fishing, or gone on to
serve in consultant or “interim” assignment
capacities.
Howard Chambers continues to be the
Lakewood City Manager, but he is scheduled to
retire this year. Howard has proven to be one of
the best city management professionals to serve
in California local government, and to be one
with the longest tenured in a single city.

Ten Years Later
In 2007 Frank Benest was the City Manager in the
City of Palo Alto. Frank retired in June, 2008.
Today in 2017 the City Manager of Palo Alto is
James Keene. Jim previously served as City
Manager in Berkeley, and Tucson, Arizona. He
also worked as the County Manager in
Coconino County, Arizona. He served as the
Executive Director of the California State
Association of Counties (CSAC), and he also
served as the Director of Strategic Issues and
ICMA West, where he worked with Cal-ICMA.
Jim earned a BA and MA from the University of
Maryland, and he has taught at the University of
Maryland and at Northern Arizona University. Jim
has also served as an instructor in the Executive
Programs at the University of California, Berkeley,
and at the University of Virginia.

Ten Years Later
Weed, California is a community of just a little
less than 3,000 people located in Siskiyou
County. The town gets its name from a local
lumber mill founder and pioneer Abner Weed.
Ten years ago Earl D. Wilson, Jr. was the City
Administrator. The currently City Administrator is
Ronald W. Stock. The Weed post is Ron’s first
California position. Beginning in 1976, he served
as City Attorney in Sterling, Aspen, Steamboat
Springs and Craig, Colorado. He was the Adams
County Attorney in Colorado between 1977 and
1979. In 1996 he was appointed City Manager in
Craig. In 1998 he went to Wabasha County,
Minnesota as the County Administrator. In 2001
he became the City Manager in Leesburg,
Florida, and in 2007 he went to work as the City
Administrator in Lamar, Colorado. In 2012 he
came to California to serve as the City
Administrator in Weed. Ron was an Adjunct
Instructor at Florida State University in 2007. He
earned a BA from Southwest Minnesota State
University and a Masters of Law from the
University of Denver. In 2011 he received a 30-
year ICMA Service Award.

Eugene L. “Jim” Dinkhouse was the Sanger City
Manager 10-years ago. The current Sanger City
Manager is Tim Chapa. Tim was the
Administrative Services Manager in Fresno from
1999 until 2003. Prior to that he worked for the
Parlier Unified School District. He joined the
Sanger staff the first time in 2003 as the Deputy
Public Works Director. In 2011 Tim was appointed
City Manager in Arvin where he served until 2013
when he became the City Manager in Rio Vista.
In 2016 Tim went to work for Sanger the second
time; this time as City Manager, replacing City
Manager Brian Haddix, who resigned in May,
2015 to take the City Manager post in
Chowchilla. In the early 1990s Tim was elected

years ago was the veteran public
manager Stephen B. Julian. A
notable former Coalinga City
Manager is Glenn H. Marcussen,
who serve from 1961 until 1986. Glenn worked as
a Civil Engineer for Oceanside prior to joining the
Coalinga staff. The current Coalinga City
Manager is Marissa Trejo. Marissa was
appointed City Manager in November, 2015.
Prior to that she had served as the Coalinga
Human Resources Director starting in October,
2008. She worked as a Human Resources Analyst
from December, 2006 to November, 2007, and
then worked for a year as a Human Resources

Bellflower City Manager Jeff Stewart and retired City
Manager Frank G. Tripepi. Jeff and Frank worked
together in the City of Rosemead. Frank is a Senior
Vice President with Willdan. Jeff previously served

Needles is in San Bernardino County on the
western banks of the Colorado River. In 2007 the
City Manager there was Richard D. Rowe, pilot
and professional model train collector. Today
the City Manager is Richard Alan “Rick” Daniels.
In 1981 to1987 Rick worked as the Director of
Land, Use & Transportation for Washington
County, Oregon. From 1991 to 2004 Rick worked
assignments on the private sector side. In 2004
he became the President/Chief Executive
Officer for the Coachella Valley Economic
Partnership, and in 2006 he also took the
Executive Director post for the Salton Sea
Authority. Between 2007 and 2013 Rick served
as the City Manager in the City of Desert Hot
Springs. He was appointed City Manager in
Needles in 2013. Rick earned a BA from the
University of Oregon. In 2013 he received a 10-
year ICMA Service Award.

Cyrus Abhar is the City Manager in
Rancho Cordova. He previously
worked as the City’s Public Works
Director and Chief Building Official.

Operations Engineer. He earned a BS in civil
engineering from the University of Texas, Austin.
In 2007 the Rancho Cordova City Manager was
veteran public manager Ted Gaebler who
became City Manager in 2003 when the city
incorporated. Ted retired in February, 2014. Brian
Nakamura replace Ted but left the city after
about a year. Cyrus replace Brian first as Interim
City Manager in November, 2015.
In 2007 Donald A. Blubaugh served as the City
Manager in the City of Martinez. Today in the
City of Martinez Brad L. Kilger is the City
Manager. Brad began his career in 1979 as a
Deputy Planning Director in San Bernardino. He
was promoted to Planning Director in 1988. In
1989 Brad joined the Apple Valley town staff as
a Deputy Town Manager. After about 6-years in
Apple Valley, he became the Community
Development Manager in Murrieta in 1995. He
was selected to serve as the Town Manager in
Yucca Valley in 1996 and served there until 2002.

Modesto. Brad was next selected to be the
Ceres City Manager starting in 2006, and he

LeRoy J. Jackson served as the Torrance City
Manager in 2007, and 10-years later LeRoy is still
serving at the Torrance City Manager. He
began his public management career as an
Administrative Intern in the City of Pasadena in
1965. He then joined the Torrance city staff in
1966 when Edward J. Ferraro was City Manager,
and began working his way up in the
organization. LeRoy’s Torrance positions include:
Personnel Analyst (1966-1968); Senior
Administrative Assistant (1968-1971); Assistant to
the City Manager (1971-1978); Chief Assistant to
the City Manager (1979-1981); and Assistant City
Manager (1981-1982). LeRoy was selected to
serve as the fourth Torrance City Manager in
1983, and he continues to serve in that position.
LeRoy earned a BA from
California State University,

received a very rare 45-

partner Nancy recently returned from a 92-day
world cruise on the Cunard Luxury Ocean Liner
Queen Elizabeth. The first picture is leaving

Picking Up the Pieces: Costa Mesa
Assistant City Manager Rick Francis
has taken a high-level position at John
Wayne Airport. He is slated to work as
the Assistant Airport Director. Rick joined the Costa
Mesa city staff in 2012. Prior to Costa Mesa, Rick
worked 18-years with the County of Orange; first as a
probation officer, and then as Director of the
Program Support and Research Division of the
Probation Department. He also worked as the Chief
of Staff for former Orange County Supervisor and
current State Senator John Moorlach. Interim Milpitas
Police Chief Steve Pangelinan is also serving as the
Acting City Manager while City Manager Tom
Williams is on paid administrative leave. Tom has
been on leave since last month. He has worked as
the Milpitas City Manager for nearly 12-years. He is
accused of using city credit cards inappropriately.
Rancho Cordova Director of Community
Development Aaron Busch is the new Assistant City
Manager in Vacaville. Aaron fills the position
vacated with Jeremy Craig became the Interim City
Manager following the retirement of City Manager
Laura Kuhn. Prior to his service in Rancho Cordova,
Aaron worked in Yuba City, Roseville and Rancho
Mirage. He earned a BA from Fresno State University.
Palo Alto Director of Community Services Rob de
Geus is the new Deputy City Manager working with
City Manager James Keene. Rob has worked with
the City of Palo Alto for the past 17-years, starting as
a Recreation Coordinator. Before joining the Palo
Alto staff in 2000, Rob worked with the Ladera
Recreation District. He earned an AA degree at
Santa Rosa Junior College, a BS and an MPA from
San Jose State University.
Tom Robinson, retired former La Mirada City
Manager, who also served as the Interim City
Manager in La Habra Heights, on vacation at
Victoria Falls National Park, a World Heritage Site, in
the Zimbabwe and Zambia area of Africa. The
World Heritage Site covers both banks of the
Zambezi River, including Victoria Falls National Park.

Barry Tippin, 53, who has been serving as Interim City
Manager since the retirement of City Manager Kurt
Starman, has been appointed to serve as the next
City Manager in the City of Redding. Barry joined the
city staff in 2004 as the City Engineer. He previously
worked for CALTRANS. Prior to his appointment to
serve as the Interim City Manager, Barry worked as
the Redding Electric Utility Director. Arcadia City
Manager Dominic Lazzaretto is one of the four
featured City Managers in the “On Point” feature on
Page 4 of the June,2017 issue of ICMA’s PM
magazine. Dominic worked as the Community
Development Director in La Palma from 2003 to 2005,
and served as the Assistant City Manager (2005-2007,
and as the La Palma City Manager from 2007 to 2012
when he became the Arcadia City Manager.
Dominic earned an MPA from California State
University, Long Beach. City Manager Patricia Martel
of Daly City, an ICMA past President, recently attend
a conference in Hobart, Tasmania, AUS. While Pat
was out of the office Joseph F. Curran served as the
Acting City Manager. Joe’s “day job” is serving as the
Director of Library and Recreation Services, as well
as, Assistant to the City Manager for Daly City. Joe
earned a BA and MPA from the University of
California, Irvine. Joe joined the Daly City staff in 1996
after working about 5-years as a Management
Analyst for the City of Norwalk (1991-1996). Lake
Havasu City, Arizona’s City Manager Clarence
“Charlie” Cassens has announced that he will retire
at the end of 2017. He plans to leave his position on
December 28. He was hired as the Interim City
Manager in October, 2009. The “Interim” was
dropped in June, 2010. Charlie is from San Diego,
California, he worked for the Otay Municipal Water
District (1987-2001). He was the Lake Havasu City
Public Information Officer prior to being elevated to
City Manager. Charlie is a 2013 graduate of the
Arizona City/County Management Associations
Harvard Senior Executive Program. Beverly Hills
Assistant to the City Manager Timothy Hou earned a
BS and MPA from Cornell University, and an MBA from
the University of Pennsylvania. Timothy began his
career as a Management Assistant in the City of Long
Beach in July, 2007. He also worked for Burbank and
Burbank Water and Power before joining the Beverly
Hills city staff in August, 2016. Weed City
Administrator Ronald W. Stock is a former City
Administrator in Lamar, Colorado. Ron has been in
Weed since 2012. Ron also served as the City
Manager in Leesburg, Florida; Craig, Colorado; and
County Administrator in Wabasha, Minnesota. Ron
also was the City Attorney in Sterling, Aspen and
Steamboat Springs, Colorado. He earned a Law
Degree from the University of Denver. In 2011 he
received a 30-year ICMA Service Award.

Martinez Assistant to the City
Manager Michael Chandler
has authored a report being
on joining the Marin Clean
Energy program that
promises to supply electricity from cleaner sources
than PG&E. One of the goals of the Martinez Climate
Action Plan, adoped in June, 2009, is to reduce
greenhouse gas emissions from sources within the city
limits. Hugh McKinley retired as the City Manager in
Glendale in December, 1983. Hugh was hired in
Glendale in 1978 after he had served as the San
Diego City Manager from 1975 to 1978. Hugh started
his career in Oregon where he went to college,
earning a BA from Reed College. He first worked for
Corvallis as an Administrative Assistant in 1952. In
September, 1953 Hugh was appointed City Manager
in Sutherlin, Oregon. He moved from there in 1956 to
become the City Manager in Grants Pass, Oregon.
He left there in October, 1960 to serve about 15-
yfears as the City Manager in Eugene, Oregon,
moving to California in 1978. Hugh served as an ICMA
Regional Vice President on the Executive Board in
1969-1971. Hugh worked in the private sector from
1988 until 1990. Jeff Milkes started as the new
Recreation and Community Services Director in
Cupertino in January, 2017. Jeff, previously worked
as the Parks and Recreation Manager for Southeast
Portland, Oregon. He took over the Cupertino post
from Acting Director Christine Hanel, who served in
the position after the retirement of Carol Atwood.
Mike earned a BA in Recreation and Park
Management from the University of Oregon, and an
MA in Recreation, Tourism and Resource
Development from Texas A & M University. The
original name for the City of Pleasanton was “Alisal.”
One of California’s must mythic characters, Joaquin
Murrieta, is said to have spent time in Alisal. Sutter
Creek City Manager Amy Gedney also serves the city
as their Public Works Manager. Amy was first
appointed Interim City Manager in January, 2014.
She previously worked for Modesto, and as the City
Manager in Gustine. At this point, Susan Peters
continues to serve as Interim City Manager in
Jackson. By the way, the City of Jackson has a Police
Officer with the same name as NCIS super star Mark
Harmon! William R. Smith is the current Colton City
Manager starting in 2015. He previously worked as
the Colton Community Services Director from 2004 to
2015. He earned an MPA from Bellevue University.
Retired Mountain View City Manager Kevin Duggan,
currently with ICMA, authored the “Guard Against
Ethical Missteps” piece in the June, 2017 issue of P.M.
Magazine, appearing on Page 2.

Tim Lincecum was awarded consecutive Cy Young
Awards in 2008 and 2009 to become the first Major
League Baseball pitcher to win the award in his first
two full seasons. He also appeared in four
consecutive All-Star Games, from 2008 through 2011.
In 2013, Tim pitched the first Petco Park no-hitter
against the San Diego Padres. He repeated the feat
again the following year, also against the Padres,
becoming the first pitcher in MLB history to secure the
first no-hit repeat against the same team in
consecutive seasons. Tim is one of only two pitchers
in MLB history to win multiple World Series
championships, multiple Cy Young Awards, throw
multiple no-hitters, and be elected to multiple All-Star
Games, the other being Hall of Fame Sandy Koufax.
New Bellflower Events Center
This new two story building contains 25,000 s.f. The
first floor will house the new Los Angeles County
Firefighters’ Museum. A new Bellflower Events Center
will be located on the second floor. Following
completion of this $9.6 million project a parking
structure will be built across the street.
