Carlos served as the Rocklin City Manager from 1984

This is the tenth in a series of newsletter issues
listing women professionals who work in
California cities. The original objective was to
identify women in answer to the rhetorical
question: “Where are the women in city
management?” Our look at the subject has
discovered an impressive list of professional
women in California local government.
There is one “J” city: Jackson, and three “K”
cities: Kerman, King City, and Kingsburg. There
are nine cities with names that begin with “La”
from the City of La Cañada Flintridge to the City
of La Verne. We apologize in advance to those
we have omitted. Of course, we cannot include
information on those who deserve recognition if
we cannot find it. Many local government
professionals fail to post their career profiles. We
have attempted to present a good
representative list.

Yvonne Kimball is the City
Manager in the City of Jackson,
California. Jackson is the county
seatin Amador County, and has
a current population of 4,651.
Jackson is named for Colonel
Alden Jackson, and was
founded in the Sierra foothills in
1848. Yvonne started her
Jackson City Manager tenure in September,
2017. She followed longtime City Manager Mike
Daley, who served in the post for 17-years prior
to his retirement. Susan Peters served as Interim
City Manager before Yvonne reported. Yvone
began her public management career as an
City Manager Intern in Palm Bay, Titusville and
Satellite Beach, Florida in 2006-2008. She was
appointed City Manager in Bowling Green,
Florida in 2008 and served there until 2011. In
2010 Yvonne was hired as the Town Manager in
the Town of Dewy-Humboldt, Arizona. She then
came to Jackson in 2017. She earned an MPA
from the University of Central Florida. In 2016 she
received a 10-year ICMA Service Award.
Yvonne has English and Mandrin language skills.
She served on the State of Arizona Governor’s
Groundwater Advisory Committee starting in
January, 2014. Yvonne is an ICMA credentialed
city/town manager (ICMA-CM).

John Kunkel is the Kerman City Manager.
Kerman is a Fresno County city with a population
of about 13,544. The city location was a
watering tank and pump station for the

westerly end of the San Gabriel Valley, and
home to the Jet Propulsion Laboratory of NASA.

Riverside County’s Coachella Valley resort city
La Quinta incorporated in 1982. Located

Robert M. Christofferson (1930 – 2018)
Robert M. Christofferson passed away on November
5, 2018 at the age of 88 in Redding, California. Bob
was in failing health and had been staying at
Welcome Home Assisted Living in Redding since June
11. Bob began his public management career in
1955 as an Administrative Intern in the City of Beverly
Hills. In 1956 he was hired as the Assistant to the City
Manager in Glendale. Bob was appointed City
Manager in San Dimas in 1965 and worked in that
position until 1968 when he became the City
Administrator in the City of Covina. Bob moved to be
City Manager in Salinas in 1972, where he served for
about 11-years. In 1983 he was selected to be the
Fresno City Manager where he served until 1986. In
1987 Bob started his tenure as the Redding City
Manager. He followed Redding City Manager Bob
Courtney and was succeeded by City Manager Mike
Warren. Following his retirement in 1994, after 38-
years in public service, Bob founded the Western
Executive Search firm where he served as President
from 1994 until 2008. Bob earned a BA from the
University of California and an MPA from the
University of Southern California (USC). In 1991 he
received a 35-year ICMA Service Award. Bob served
as an ICMA Regional Vice President on the ICMA
Executive Board in 1989-1991.

and a true professional. He did an interim stint in
Fort Bragg after I left in 1997. He fell in love with the
Mendocino Coast and purchased a home near the
town of Mendocino. I always enjoyed the
conversations and meetings I had with him.

he was City Manager in Salinas, and I was a new
first-time City Manager in Soledad. He gave good
advice then and treated me well as a new green
City Manager. I always had a high regard and
respect for him and his talent. He was

She earned a BA from San Francisco State University,

Gina began her public service career in 1997 as a
Senior Administrative Analyst in Rancho Palos Verdes.

Picking Up the Pieces: Solvang
City Manager Brad Vidro will
retired after 13-years in the city,
the past dozen as the City
Manager. Brad is retiring after
about 35-years of public service.
He has worked as the Public
Works Director in South Lake
Tahoe, Placerville and started in
Solvang in that post. Brad began
his career as an Associate
Transportation Engineer for the
State of California in 1983. In 2018 Brad received a 30-
year ICMA Service Award. Martinez Assistant City
Manager Anne Cardwell is the new Vallejo Assistant
City Manager. Anne has been the Martinez ACM
since September, 2016. Prior to her Martinez service,
Anne worked for the City of Benicia for 13-years; her
final 3-years as Assistant City Manager. Anne earned
a BA in psychology from the University of California,
Berkeley, and a Master’s degree in educational
psychology from the University of California, Los
Angeles (UCLA). Lancaster Deputy City Manager
Jason D. Caudle will be the new City Manager
following the retirement of Lancaster City Manager
Mark Bozigian. Jason has worked as Deputy City
Manager for the past 10-years, joining the city staff in
2008. He will become City Manager on December
22. Jason previously served as the City Manager in
Tehachapi (1998-2007), and as a public
management Vice President for the predecessor firm
to Newcomb Williams Financial Group (2007-2008).
He earned a BA and MPA from California State
University, Bakersfield. Poway City Manager Tina
White will retire in May, 2019. Tina joined the Poway
staff as a Management Analyst in 2001. She has
been the City Manager for the past two years. Tina
was the Assistant City Manager in Poway from 2010
to 2016. Tina earned a BA from California State
University, San Diego. Bryan Jones has been hired as
the City Manager in the City of Eastvale. Bryan has
been the Interim City Manager since City Manager
Michele Nissen left the city to become the Corona
Assistant City Manager. Bryan previously served as
the Public Works Director in the City of Fremont in
2014, and before that he was Deputy Transportation
Director in the City of Carlsbad. Before that he held
positions in Auburn and Fresno.

Ted Von Minden, passed away on October 12, 2018.
Ted joined the Los Angeles County Sheriff’s
Department on March 21, 1949 and retired as
Undersheriff on March 31, 1987. Ted was a veteran of
World War II and the Korean War. Funeral services
were held on October 25, 2018.
Following the resignation of Lincoln City
Manager Matt Brower, and after Interim
City Manager Bill Zenoni, retired
Manteca City Manager Robert F.
Adams (1996-2008) signed on as the
Lincoln Interim City Manager in July,
2018. Matt is the current City Manager
in Heber City, Utah. Since his retirement in 2008, Bob
has served in a number of interim capacities,
including: Vallejo City Manager (2009-2010), Madera
Human Resources Director (2011), Desert Hot Springs
City Manager (2013), and Public Works Director in
Coachella (2016-2017). Bob began his career with
assistant positions in Visalia and Santa Rosa, and then
served as City Manager in Dinuba (1981-1988) and
Lafayette (1988-1996). Sierra Energy Research Park
and the Area 52 Accelerator Executive Director Rob
White has been appointed to serve as the City of
Vallejo Planning and Development Services Director.
Rob has 25-years of land use and regulatory
compliance experience. Rob previously worked as
the Director of Redevelopment and Economic
Development for Livermore, and as the Assistant City
Manager in the City of Davis. He also previously
worked for the County of Sacramento.

More Pieces Picked Up: Retired City
Manager Richard Rowe recently
traveled to Elk Grove with his Southern
California S Gaugers Model Train Club to participate
at the S Fest West Train Show. Richard reports, to his
surprise he ran into retired Sacramento City Manager
John Shirey as the show. John was a vendor, and is
also a model train enthusiast. Richard says that he first
met John in the 1970’s when he has an assistant in El
Monte, and John was an assistant in Monterey Park.
Redlands City Manager N. Enrique Martinez was
recently dismissed. He had been on paid
administrative leave for about a month. The action
was announced November 6. He was accused of
sexual harassment by former Redlands Human
Resources Director Amy Hagan. Richard Edward
Watson passed away on November 6, 2018, in
Vacaville just days after his 87th birthday. Richard
was born October 24, 1931, in San Mateo. Richard
served in the United States Air Force during the 1950s,
Captain R. E. Watson was inducted into the Mach
Buster's Club for exceeding the speed of sound in his
F-86 Sabre Jet. After his military service he had a long
career in public management. He was as Assistant
City Manager in Monterey, City Manager of Millbrae,
Executive Director of the County Supervisors
Association of California in Sacramento, County
Manager of Solano County, among other positions in
city and county management. Former Martinez City
Manager Philip Vince recently returned home to the
east coast from a two- week trip to San Diego where
his daughter delivered a beautiful baby boy on
Halloween. Phil is enjoying being a first-time
Grandpa. Trackdown congratulations to Phil and his
family. Winters, California, where the City Manager is
John Donlevy is the City Manager, has set a flat rate
fine of $30 for most vehicle parking violations, with a
larger increase for parking offenses related to
disabled parking spaces and abandoned vehicles.
John says that enforcement officers will take a
relatively low-tech solution to enforcement by
chalking the tires of parked vehicles. Palo Alto Chief
Information Officer Jonathan Reichental has been
accused by Jeanne Fleming of the United Neighbors
of taking illegal trips from 2013 to 2017. Jeanne
Fleming has filed a complaint with the California Fair
Political Practices Commission. Palo Alto City
Manager James Keene defends the action of the
