retirement in 2012. Mike began his career in
Simi Valley in 1972 as an Administrative Assistant
with then-City Manager Bruce Altman. In 1975
he became the Assistant to the City Manager
and in 1979 he was appointed Deputy City
Manager. Mike left the City's employment in
1986, and for nearly 4-years until December,
1989, Mike served as the Chief of Staff to a
Member of Congress. This experience gave
Mike a good understanding of the Federal
Government and how the Congress and State
Legislature operate. In 1986 Mike was
appointed to the Simi Valley Assistant City
Manager post, and in 1995 he became the Simi
Valley City Manager. Mike earned a BA from

MPA from USC. He received a 35-year ICMA
Service Award in 2011. Mike became the Simi
Valley City Manager when former City
Manager Lin Koester left the City in 1995 to

Stephen H. Williams served as
the Director of Public Works for
Cochise County in the State of
Arizona in 1984. In 1986 he

city staff as the Director of Public Works. In 2003
Steve as appointed to the Palmdale Assistant

Anne V. Ambrose worked as the Assistant to
the Director at Wichita State University
between 1992 and 1997. In July, 2001 Anne
joined the city staff in the City of Palmdale as
the Public Safety Manager. In April, 2006 she
was appointed Director of Public Safety and
Community Relations, and though she is now
the Director of Administrative Services she has
retained the public safety and community
relations duties and responsibilities. She was
appointed to the Palmdale Director of
Administrative Services in August, 2013. Anne
earned a BA in applied conflict management

Carmel-by-the-Sea Assistant City Administrator
and City Clerk Heidi Burch, who served for a
time as Interim City Administrator in 2011,
resigned effective November 29, 2013. Heidi
joined the Carmel city staff in 2005 as the
Assistant City Administrator and City Clerk. She
served as City Clerk for 6-years until 2011. Prior
to working for Carmel, Heidi worked about 8-
years for a broadcast software and service firm.

Picking Up the Pieces: Sacramento City
Manager John Shirey, 66, has
announced that he will leave office in
November, 2016 when his current employment
agreement expires. John was appointed to the
Sacramento City Manager post in 2011. John served
as the Executive Director of the California
Redevelopment Association (CRA) prior to that, and
is a former City Manager in Cincinnati, Ohio.
Camarillo City Manager Bruce Feng has announced
his retirement effective in April, 2016 after 5-years as
City Manager and 10-years with the city. Bruce, 59,
started his career as a plan check engineer in San
Diego in 1979. Prior to joining the Camarillo staff
Bruce worked in Burbank. It appears as if former Post
Hueneme City Manager Dave Norman will be the
successor to Camarillo City Manager Bruce Feng,
who will retire in April, 2016. Dave joined the
Camarillo staff in 2012 as the Community
Development Director, and he was named Assistant
City Manager in January, 2015. He was the Port
Hueneme City Manager for 6-years. Former Martinez
City Manager Philip Vince is currently living in Old
Orchard Beach, Maine. Phil refers to himself as
"Vinnie the Geek." Phil is a San Francisco State
University alumnus. He is a past President of
MMANC when he was a Senior Management
Analyst in Novato in 2004. Phil is a native of San Jose.
One of Paramount City Manager John Moreno's first
action after taking over for retired veteran City
Manager Linda Beneditti-Leal in October, 2015 was
to appoint his Assistant City Manager replacement.
John tapped Kevin Chun of La Cañada Flintridge to
be the new ACM. Kevin has held positions in Irvine,
Culver City and Bellflower. He earned a BA from the
University of California, Irvine, and an MPA from the
University of Southern California (USC). Former
Assistant City Manager Michael Paul Busch has
been with Urban Futures since 2007. Mike acquired
Urban Futures a couple years ago and continues to
serve the company as CEO. He is a busy man!
Since 2010 he has served in an adjunct faculty post
at the Price School of Public Policy at USC, and he
was recently appointed Chief Strategy Officer for
Clarbec Wines in Sonoma. He is enjoying pursuing
his passions for public finance, and the wine
industry. Russell J. Morreale, 59, is the new Director
of Financial Services in the City of Milpitas. He
succeeds Emma Karlen, who was promoted to
Assistant City Manager last year. Russell is a Southern
California native, growing up in the Palos Verdes
area. He earned a BA and MBA from California
State University, Long Beach. Russell is a CPA. He
has served in the Cities of Manhattan Beach,
Ventura and Los Altos. HIs wife Carla is the City Clerk
in Rancho Palos Verdes. Former Marysville City
Manager Stephen R. Casey, who passed away last
September after a battle with cancer. Steve retired
as the Marysville City Manager in 2012. He
previously served as the City Manager in Solvang
and Crescent City. He was diagnosed with cancer
in 2009. Walter Munchheimer is the current
Marysville City Manager. Beverly Hills Public Works
Services Director George Chavez, 53, has been
selected to serve as the next Beverly Hills Assistant
City Manager. He will take the post vacated by
Mahdi Aluzri when he was appointed City Manager
last year. George joined the Beverly Hills city staff
more than 25-years ago. He has served in various
positions, including Assistant Director of Community
Development. Former League of California Cities
Legislative Representative Natasha Drane (Karl) has
worked for Sacramento County since December,
2013 as a Governmental Relations and Legislative
Officer. Natasha joined the League staff in
November, 2007 as a Legislative Analyst. She was
promoted in January, 2009. Natasha earned a BA in
Government and Women's Studies from California
State University, Sacramento. Thomas S. Heck
served as the Director of Building and Grounds at
the University of Southern California (USC) (1998-
2000) after he served in the United States Air Force
between 1977 and 1998. He served as the Town
Manager in Manalapan, Florida in 2010, and is
currently a Deputy Program Manager for Kwajalein
Range Services, RMI.

Manager William B. Avera, who first served
in an interim capacity following the
retirement of City Manager Clint Quilter in
2013, joined the Hollister city staff in 1994
as the Redevelopment Manager. Bill
earned a BA in geography/urban planning from
California State University, San Bernardino. Clint is
residing in Lone Pine. Tustin Finance Director Pamela
Arends-King has resigned to accept a post with a
Northern California Sanitation District. Pamela
previously served as the Director of Administrative
Services/Treasurer in Seal Beach (December, 1999-
October, 2005), and as the Assistant Director of
Finance & Management Services in Santa Ana (
2005-2008). She earned an MBA from The Paul
Merage School of Business at the University of
California, Irvine. Pamela is the President of the
California Municipal Treasurers Association, and a
former President of the California Society of
Municipal Finance Officers (CSMFO). Longtime El
Camino College President Thomas Fallo will step
down in February, 2016 after 20-years at the helm of
the Torrance campus starting in 1995. Tom is among
the highest-paid California community college
Presidents at $362,000 annually by the time he
leaves office. Retired City Manager and ukulele
player Lauren M. Wasserman has been spotted at
the Ukulele Society of America's weekly Kanikapila
in Carlsbad. Lauren served as Montclair City
Administrator (1970-1978), Rancho Cucamonga City
Manager (1978-1989), and Encinitas City Manager
(1994-1999). Since his retirement, among other
things Lauren served as the Interim City Manager in
Imperial Beach, Interim Water Utilities Director in
Oceanside, and the Interim Public Services Director
in Coronado. William B. Elliott, current City Manager
in Estacada, Oregon, who has served as City
Manager in Sequim, Washington; Milton-Freewater,
Oregon; Coos Bay, Oregon; and Safford, Arizona
earned an Associates of Arts (AA) degree from
Cerritos Junior College in 1964. He earned a BS from
Grace College. Bill received a 30-year ICMA Service
Award in 2012. Dinuba City Manager Luis Patlan
took over from City Manager Beth Nunes. who
unexpectedly died in office in October, 2014. Luis
was introduced to the community in June, 2015. Luis
previously served as the City Manager in Kerman.
He earned a BA from California State University,
Fresno. Retired American Canyon City Manager
Richard Ramirez, who founded Interim Public
Management Services (IPMS) in June, 2011, served
as the Interim City Manager in Auburn from January,
to May, 2014. Rich may be contacted at telephone

management career in South El Monte in 1975. He
served as City Manager in Lincoln, Paso Robles,
Hemet and American Canyon, as well as holding an
Assistant Manager post in Sacramento. Like former
Santee City Manager Keith Till, who is currently the

earned a BA from Humboldt State University, where
he played on the Men's Soccer Team, and he
