City Managers
Major local government issues seem to be in the
budgeting area these days, as has generally
been the case historically. New and improved
methods of service delivery with an eye to
economy are on most agendas from time-to-
time. Contract services are not favored by union
leaders as they are in the business of protecting
the positions of their members, and recruiting
new members. As spending approaches and
surpasses annual revenues, more and more
public agencies are seriously looking to
contracting out as a cost-effective service
delivery method that will produce budget
savings.

Since the 1954 Lakewood Plan, “contracting
out” became a focus and service delivery
method that allowed many cites to incorporate.
On November 20, 1957 eight cities gathered
together to organized the California Contract
Cities Association (CCCA). The Founding cities
included: Lakewood, Bellflower, Duarte, La
Puente, Norwalk, Paramount, Rolling Hills, and
Santa Fe Springs. Today in 2017 CCCA has
grown to 70 member cities with a combined
population of more than 7 million. Through
municipal seminars, education, exchanging of
ideas and information, the CCCA has come to
be a voice for “contracting out” government
services and service delivery. Information about

In May, 1960 the California Contract Cities
Association (CCCA) held its inaugural Municipal
Seminar in Palm Springs. The 58th Annual
Municipal Seminar is planned for May 11-14,
2017 in Indian Wells. Presented in this issue of the
City Manager Newsletter by Trackdown is a
partial list of current “contract cities” City
Manager.
Malibu is a city west of the City
of Los Angeles along the
Pacific Coast. Malibu is known
for its celebrity homes and its
beaches. Reva Feldman is the
current City Manager in
Malibu. Reva was selected to
succeed City Manager Jim
Thorsen, who worked for a
decade in the post. Following Jim’s retirement,
Reva accepted the job in April, 2016. She had
previously served as the Malibu Assistant City
Manager starting in 2012, after joining the staff in
2005 and serving as the Administrative Services
Director replacing Julia James, who left for a
position with South Gate. Reva earned a BA
from the University of California, Los Angeles
(UCLA). She was born in San Francisco. Reva
served as the Chair of the City Managers and
Administrator’s Committee of the California
Contract Cities Association.

Mark R. Alexander, a San Dimas native, has
served as the City Manager in La Cañada
Flintridge since 2003. Mark joined the La Cañada
Flintridge city staff in 1988. Prior to his 2003
appointment to City Manager, Mark worked as
an Administrative Assistant, Assistant to the City
Manager (1991), Deputy City Attorney (2002),
and Assistant City Manager (1994). Prior to
going to work for La Cañada Flintridge Mark
held administrative positions in San Dimas,
Glendora and Simi Valley. Mark Represented

Tony Ramos was appointed to the Claremont
City Manager position in 2011. He started his
public service career in 1979 as a Recreation
Supervisor in West Covina. He joined the Walnut
city staff in 1985 as and Administrative Aide and

1986 Tony was named Assistant to the City
Manager, and in 1990 he was promoted to
Walnut Assistant City Manager. Tony joined the

Michael S. Flad is the South Gate City Manager.
He previously worked for the City of Burbank
starting in 1988. He worked his way up in that
organization in Finance, Risk Management,
Community Development, the City Manager’s
Office and Parks and Recreation and
Community Services Departments. Mike was
appointed Burbank City Manager in 2008.
Though most of his early career was in Burbank,
he did leave for a time to serve as the Assistant
City Manager in Ukiah in Northern California.
After returning, he left Burbank again in 2012 to
become the South Gate City Manager. Mike
earned a BA from the University of California, Los

first President and served from 1957 to 1959. In
2006-2007 Jeffrey Prang, then a member of the
West Hollywood City Council, served as
President. Jeff is currently the Los Angeles
County Tax Assessor. West Hollywood
incorporated in 1984 and has a 2010 census
population of 34,399. The West Hollywood City
Manager is Paul Arevalo. He has served in that
position since 1990. He had previously worked as

City Managers
It is obvious that we do not have sufficient space
to list and profile all of the “contract cities” City
Managers. For that, we are sorry. However,
even though he was listed in the most recent
issue of the newsletter, the Lakewood City
Manager needs to be again acknowledged.
Veteran Lakewood City Manager Howard L.
Chambers who is retiring in August of this year,
and is a former attendee at “Proof of Life”
lunches too, must be profiled in this group.
Howard actually previously retired in 2011 and
was reinstated as City Manager in 2012. He
served as Interim City Manager for a few
months. Howard grew up in Lakewood, hanging
out at Lakewood parks. He first went to work for
the city as a part-time Recreation Leader, and
in 1968 he was hired as a Lakewood
Administrative Aide. Howard was selected to
serve as a Rosemead Administrative Assistant in
1969, and he was promoted to Assistant City
Manager in 1972. He returned to Lakewood in
1973 as an Executive Assistant, and in 1976 he
was appointed to the Lakewood City
Administrator position. In 1980, the city adopted
a City Manager form of government and
Howard was appointed City Manager. Howard
received a rare 45-year ICMA Service Award in
2013. In 2001 he was awarded the ICMA
Arts/Cultural Management Innovation Award.
Howard earned a BA from Long Beach State
University, a MA from Pepperdine University, and
an MPA from the University of Southern
California (USC). He participated in the ICMA
Exchange Program to New Zealand and the
Japan Fellowship Exchange. Howard served on
the Board for the City Manager’s Department of
the League of California Cities in 1991-1994.
Howard is an ICMA Credentialed Manager.
Howard is thought of highly by his staff and his
colleagues throughout the State.

City Manager John Shirey has joined
Golden Pacific Bank as an adviser to its
Board of Directors. Turlock has approved
a process to select a replacement for City
Manager Gary Hampton, who is retiring.
Included in the interview process will be three panels
of community members, and a panel of the City
executive staff. Rancho Cordova City Manager
Cyrus Abhar. Cyrus previously served as the Rancho
Cordova Public Works Director and Chief Building
Official. He has been a Rancho Cordova city
employee since the City incorporated on July 1,
2003. Cyrus serves on the Folsom Lake College
Foundation Board of Directors. He earned a BS in civil
engineering from the University of Texas, Austin. Cyrus
likes to ride his bicycle along the American River
Parkway. Cyrus replaced former City Manager Brian
Nakamura.

Retired Lodi City Manager Henry A. Glaves passed
away at the age of 79 in 2001. Henry served as the
Lodi City Manager from October, 1957 until April,
1985. He was born in El Paso, Texas and lived in Lodi
for 49-years after completing his education at USC
following WW II, when he served in the U.S. Army.
Henry met his wife Trude during his service in Austria,
as part of the Allied occupation forces. Henry served
as the President of the City Managers Department of
the League of California Cities in 1976-1977. Lodi’s
Henry Glaves Park is named in the former city
manager’s memory. Redding City Manager Kurt
Starman, 52, announced his retirement in January
with his last day in office on May 19. Kurt joined the
Redding city staff in 1991. He worked as a Budget
Services Officer, Director of Administrative Services,
Deputy City Manager and Assistant City Manager.
Kurt was appointed City Manager in 2006. He plans
to earn a Law Degree after retiring. He has earned
an MPA from the University of Southern California
(USC).

Long Beach City Manager Pat West announced that
Kevin J. Jackson is that City’s new Deputy City
Manager. Kevin was the Neighborhood Services
Director in Champaign, Illinois. Kevin replaces Interim
Deputy City Manager Anitra Dempsey, who has
served in the post since former Deputy City Manager
Arturo Sanchez took a position in the City of
Sacramento. Kevin earned a BA and MPA from
Arizona State University. Morro Bay City Manager
David Buckingham was an unsuccessful candidate
for the Vail, Colorado Town Manager. Last year
David was among the finalists for the Whitefish,
Montana City Manager post. David has been the
Morro Bay City Manager since September, 2014,
shortly after he was discharged from the U.S. Army.
Ontario City Manager Al Bolling has been charged
with working with a consultant executive recruiter to
conduct a search for his replacement. Al asked the
City Council to return him to his previous
position of Assistant City Manager. Al was
selected as Ontario City Manager in 2013.
Interim City Manager Jeffrey Epp, a former
City Attorney, has been appointed City
Manager in the City of Escondido. Jeff
served as the Escondido City Attorney between
(1985-2016). Prior to joining the City of Escondido he
worked as the Cheyenne, Wyoming Assistant City
Attorney between 1983 and 1985. He earned his Juris
Doctor degree from the University of Wyoming
College of Law.

Debra Rose is the new Lake Forest City Manager
succeeding retired longtime City Manager Robert
Dunek. Debra has worked with the Lake Forest city
staff for the past 17-years. She worked for Garden
Grove prior to joining the Lake Forest staff in 2000.
Debra earned a BA from the University of California,
Los Angeles (UCLA), and an MPA from California
State University, Fullerton. Carl Hatfield Jr. served as
the City Manager Sandy, Oregon (1973-1976),
Oakdale (1976-1979) and Ojai (November, 1979-
1985). Carl earned a BS from Long Beach State
College in 1959. Carl passed away at the age of 68
in January, 2009. He started his public service career
as an Administrative Intern in Anaheim. Former
Malibu City Manager James E. Thorsen is the new City
Manager in Cherry Hills Village, Colorado. Jim retired
from Malibu last year. Jim earned a BS in civil
engineering from Colorado State University, and has
been working toward an MPA at California State
University, Northridge. Prior to his work in Malibu, Jim
was the Assistant City Manager in Agoura Hills.
Lemoore City Manager Andi Welsh has
reached a separation agreement with
the City and has resigned effective May
9. She has been on Administrative
Leave with full compensation since
January 11. Andi relocated from Arizona
to take the Lemoore position in June, 2015. Andi
previously served as the Assistant to the Town
Manager in the Town of Gilbert, Arizona. She also
held executive posts in El Mirage, and Sedona,
Arizona. She earned a BA from the University of
California, Santa Cruz, and an MPA from Villanova
University. She is past President of the Verde Valley
Habitat for Humanity (2009-2011). Former California
City Manager Ronald L. Kiedrowski, who moved to
Florida following his retirement, has returned to the
Golden State in the City of Pacific Grove, home of
the Point Pino Lighthouse, and where Ben Harvey is
the current City Manager. [The Point Pino Lighthouse
is the oldest continuously operating lighthouse on the
West Coast.] Ron began his career in 1964. After a
few position assignments, he was appointed Assistant
City Manager in Paso Robles in 1981. He went to
Show Low, Arizona as City Manager in 1984 and then
worked as City Manager in La Quinta (1986-1992);
and American Canyon (1992-1994). He retired as
Assistant City Manager in San Pablo in 2003.
