1 INTRODUCTION

This revised report has been prepared by Hemanote Consultants to assess the traffic

and parking implications of the proposed childcare centre to be located at 15-17

Smith Street, Ryde for 40 children between the ages of 0 to 6 years old.

This report is to be read in conjunction with the revised architectural plans prepared

by Sydney Access Consultants (reduced copy of the plan attached in Appendix A)

and submitted to the City of Ryde as part of a Development Application.

This report is set as follows:

Section 2: Description of the existing site location and it use;

Section 3: Description of existing traffic conditions near the subject site;

Section 4: Description of the proposal, vehicular access and on-site parking

provision, layout and circulation;

2 EXISTING SITE DESCRIPTION

Site Location

The subject site is located on the eastern side of Smith Street, at property No. 15-17

and north of intersection with Watt Avenue, within the suburb of Ryde. The site has a

frontage of approximately 18.3 metres to Smith Street from the west and 45.7m

metres to Watt Avenue from the south. Refer to Figure 1 for a site locality map.

Existing Site Land Use

The subject site has an area of approximately 836m2 and currently has a single-

storey dual occupancy residential dwelling.

The site is located in a mainly residential area characterised by a single dwelling

houses and residential flat buildings and in close proximity to Top Ryde City

Shopping Centre and Ryde Park.

3 EXISTING TRAFFIC CONDITIONS

3.1 Road Network and Classification

Smith Street is a local street running northeast-southwest between Pope Street (local

road) and Buffalo Road (local road). Watt Avenue is a local road running east-west

between Smith Street (local road) and a cul-de-sac end.

3.2 Road Description and Traffic Control

Watt Avenue is a two-way undivided carriageway, with a width between kerbs of

approximately 10 metres. It generally provides one travel lane per direction, with

kerbside parking lanes on both sides of the street, where unrestricted parking is

permitted along the north side and 2-hour parking is along the south side. At present,

there are seven on-street car parking spaces along the frontage of the subject site to

Watt Avenue.

Watt Avenue forms a T-intersection with Smith Street which is controlled by ‘Give

Way’ controls, with priority given to traffic along Smith Street. The legal speed limit on

Watt Avenue and Smith Street is 50 km/h.

3.3 Current Traffic Flows

A traffic volume count was undertaken by Engdata Services at the intersection of

Smith Street / Watt Avenue at the subject site on Thursday 28 July 2016 during

morning peak periods (7.00am to 10.00am) and afternoon peak periods (3.00pm to

6.00pm) considering the childcare centre proposed hours of operation and traffic

peak periods.

The traffic flows on Watt Avenue and Smith Street in the morning & afternoon peak

hours are attached in Appendix ‘D’ and shown in Table 1 below.

The results of the traffic volume counts undertaken determined that the traffic

morning peak period on Watt Avenue and Smith Street was between 8.30am to

9.30am and the afternoon peak period was between 5.00pm to 6.00pm on a typical

weekday.

The traffic flows on Watt Avenue and Smith Streets are considered to be appropriate

for a local road in a residential street that is in close proximity to a commercial area,

where traffic is free flowing without any major queuing or delays in peak hours.

It is determined that the current Level of Service on Watt Avenue is ‘A’ and on Smith

Street is ‘B’, in accordance with Table 4.4 of the Roads & Maritime Services’ “Guide

to Traffic Generating Developments - 2002” (attached below).

A SIDRA intersection performance analysis for the intersection of Smith Street / Watt

Avenue was undertaken by Bitzios Consulting for the pre-development and post-

development situations. Refer to the summary report form the analysis attached in

Appendix ‘C’.

It has also been determined that the current operational performance of the

intersection of Smith Street / Watt Avenue is in ‘Good operation’ at a Level of Service

‘A’, in accordance with Table 4.2 of the Roads & Maritime Services’ “Guide to Traffic

Generating Developments - 2002” (attached below) with an average delay of less

than 14 seconds per vehicle.

3.4 Existing Transportation Services

The subject site has good access to public transport services in the form of trains and

buses.

The site is located approximately 2.1km from Meadowbank Railway Station and

2.3km from West Ryde Railway Station.

Regular bus services operate along Lane Cove Road and Buffalo Road in the vicinity

of the subject site (i.e. bus routes 50 and 5187).

4 PROPOSED DEVELOPMENT

4.1 Description of the proposal

The proposal is for the construction of a new double-storey building at 15-17 Smith

Street, Ryde to be used as a childcare centre for 40 children between the ages of 0-6

years old.

The proposed development would consist of the following elements:

1. Childcare centre building accommodating a total of 40 children:

10 children between the ages of 0 to 2 years old (3 staff members);

10 children between the ages of 2 to 3 years old (2 staff member); and

20 children between the ages of 3 years and older (2 staff members).

2. Nine (9) off-street car parking spaces for staff and visitor/parent parking, including

one (1) accessible parking space for people with a disability.

There will be a maximum of seven (7) staff members at any given time. The

proposed hours of operation of the centre will be from 7.00am to 6.00pm on

weekdays only. Refer to Appendix 'A' for the proposed development plan.

4.2 Vehicular & Pedestrian Access

The vehicular access to and from the proposed on-site car parking area will be via a

new driveway crossing in Watt Avenue (replacing the two existing driveway crossings

in Smith Street and Watt Avenue).

The new driveway crossing is to be 5.5 metres in width and provides for two-way

vehicular movements, where two vehicles can pass each other in a forward direction

without causing any delays or congestion.

All vehicular access to be located in accordance with the requirements of

AS2890.1:2004, where adequate sight distance is provided.

A separate pedestrian gate and clearly defined path is provided from the front

boundary in Watt Avenue to the entrance to the proposed centre.

4.3 On-site Parking Provision

Ryde Development Control Plan 2014, Part 9.3, requires off-street parking for

childcare centres to be provided at a rate of 1 car space per 2 employees and 1

space for every 8 children for parents/visitors for the drop-off and pick-up of children.

The proposed childcare centre is to have a maximum of 38 children and 6 employees

at any given time and on-site car parking is to be provided as shown in Table 2

below:

The proposed development provides a total of nine (9) off-street parking spaces on

ground level for staff & visitor parking, including one (1) accessible parking space for

use by people with a disability. Therefore, the on-site parking provided is

adequate in accordance with Council’s requirements.

It should be noted that there are some convenient on-street parking opportunities are

also available in Smith Street and Watt Avenue. It should also be noted that the

majority of the adjacent residential dwellings have their own off-street parking

facilities.

4.4 On-site Parking Layout and Circulation

The proposed layout of the on-site car parking area and manoeuvring arrangements

has been designed to enhance access and pedestrian safety. A dedicated and

clearly defined pedestrian gate/path is to be provided from Watt Avenue at the front

of the site, between the front fence and the entrance of the childcare centre building,

in order to segregate pedestrian and vehicle movements and improve safety within

the site.

It is noted that the majority of staff members normally arrive at the childcare centre

before the children and leave the centre at the closing time after the children have

been picked-up by their parents/care takers.

AS2890.1:2004 Parking facilities Part 1: Off-street car parking requires a minimum

parking space width of 2.4 meters for class 1A (staff parking), 2.6 metres wide for

class 3 (visitor parking) and a minimum length of 5.4 meters for staff parking. The

proposed off-street car parking spaces have a minimum width of 2.5 metres for staff

parking and 2.6 metres for visitor parking and a length of 5.4 meters each, which is

adequate.

The accessible car parking space for people with a disability has a clear width of 3.48

metres. It should be noted that this space shall comprise a firm plane surface with a

fall not exceeding 1:40 in any direction (i.e. 2.5%) or 1:33 if the surface is a

bituminous seal and the parking space is out of doors.

Car parking spaces adjacent to walls/obstructions have been made wider than the

minimum width, to accommodate full door opening in accordance with Clause 2.4.2

(d) of AS2890.1:2004.

Clause 2.4.2 of AS2890.1:2004 requires a minimum aisle width of 5.8 metres for two-

way aisles, adjacent to 90o angle parking. The proposed aisle within the on-site

parking area has a minimum width of 6.1 metres, which is adequate for manoeuvring

into and out of parking spaces.

Pedestrian paths line markings can be provided within the car parking area and along

the fence and building line, to highlight to vehicles the presence of pedestrians and

direct pedestrians to a defined path away from vehicles. The accessible car space

will incorporate a 1m wide walkway adjacent to it, within the boundary of the subject

site.

All vehicles' manoeuvring within the site has been designed and checked using the

B85 design car turning path from AS2890.1:2004 and Austroads. Refer to the

attached vehicle swept path diagrams in Appendix ‘B’.

Therefore, the car parking layout and circulation are considered to be adequate

in accordance with AS2890.1:2004, where vehicles can enter and exit the site in

a forward direction.

5 ON-STREET PARKING PROVISION

5.1 Existing Parking Controls

The subject site is located in a mainly residential area and in close proximity to Top

Ryde City Shopping Centre and Ryde Park. Unrestricted parking is permitted on

both sides of Smith Street including the frontage of the subject site. Unrestricted

parking is permitted along the north side of Watt Avenue, including the frontage of

the subject site, while 2-hour parking is along the south side of the street.

5.2 Parking Utilisation Survey

A parking survey was carried out by Hemanote Consultants in Smith Street and Watt

Avenue near the subject site, on a typical weekday in order to determine the

availability of on-street parking spaces and the current utilisation levels nearby the

subject site.

The parking survey was undertaken at 30 minute intervals on Thursday 28 July 2016,

during morning (7.00am to 9.00am) and afternoon (3.00pm to 6.00pm) peak periods,

considering the proposed hours of operation of the childcare centre and traffic peak

periods.

On-street parking spaces surveyed in the vicinity of the subject site were generally

moderate to highly utilised during the survey periods, with a moderate turnover rate

and some parking spaces being available. It should be noted that the process of

dropping-off and picking-up a child takes an average of between 7 to 10 minutes.

5.3 Impacts of Proposed Development on Parking

The parking demand resulting from the proposed childcare centre can be easily

accommodated within the proposed on-site parking area for staff and visitors, which

is provided in accordance with Council’s car parking requirements.

Therefore, the proposal will have no major impact on parking in the surrounding area.

6 EXTERNAL TRAFFIC IMPACT

An indication of the potential traffic generation of the proposed development is

provided by the RMS Guide to Traffic Generating Development - 2002.

The Guide specifies the following traffic generation rates for long-day care centres:

0.8 peak period vehicle trips per child for two hours between 7.00am and 9.00am; and

0.7 peak period vehicle trips per child for two hours between 4.00pm and 6.00pm.

Therefore, the proposed childcare centre for 40 children has an estimated hourly

traffic generation as shown on the following table:

It should be noted that the rate used by the RMS Guide is based on surveys of

childcare centres, where it was determined that the mean proportion of children

transported to the centre by car was 93% for long-day care centres.

It should also be noted that the process of dropping-off and picking-up a child takes

an average of between 7 to 10 minutes.

A SIDRA intersection performance analysis for the intersection of Smith Street / Watt

Avenue was undertaken by Bitzios Consulting for the pre-development and post-

development situations. The analysis concluded that the proposed childcare

development at the subject site would have little/marginal impact on the performance

of the intersection. Refer to the summary report form the analysis attached in

Appendix ‘C’.

The estimated peak period traffic generation is considered to be of low impact on

existing flows on Smith Street, Watt Avenue and surrounding road network. The

traffic generated by the operation of the proposed childcare centre will not alter the

current levels of service and additional traffic generated can be readily

accommodated within the road network.

The potential increase in the number of vehicle movements in and about Smith Street

and Watt Avenue will remain well within the Environmental capacity of the street, with

no adverse impacts on the amenity of the area.

7 CONCLUSION

It can be concluded from the traffic and parking impact assessment that the proposed

childcare centre to be located at 15-17 Smith Street, Ryde is adequate and will have

no major impacts on current traffic or parking conditions:

The traffic flows on Watt Avenue and Smith Street are considered to be

appropriate for local roads in an urban residential area that is in close proximity

to commercial properties, with free flowing traffic without any major queuing or

delay in peak traffic periods.

The external impact of the traffic generated by the proposal is considered to be

satisfactory and will not result in an unacceptable peak hour traffic generation.

A SIDRA intersection performance analysis for the intersection of Smith Street /

Watt Avenue was undertaken by Bitzios Consulting for the pre-development and

post-development situations. The analysis concluded that the proposed childcare

development at the subject site would have little/marginal impact on the

performance of the intersection.

The potential increase in the number of vehicle movements in and about Smith

Street and Watt Avenue will remain well within the Environmental capacity of the

streets, with no adverse impacts on the amenity of the area.

The subject site has good access to public transport services in the form of

regular bus and train services.

The level of on-site car parking provision is considered to be adequate and in

accordance with Council’s requirements.

The on-site car parking layout and circulation is adequate in accordance with

AS2890.1:2004, where vehicles can enter and exit the site in a forward direction.

The proposed development will have no major impact on parking.
