1 INTRODUCTION
Canham Consulting Ltd have been commissioned by The Lind Trust to produce a
Transport Assessment Addendum in support of a planning application for commercial/
business use at the site located on Former St Andrews Hospital, Northside, St Andrews
Business Park.
The addendum follows the Transport Assessment (TA) undertaken by Richard Jackson
Ltd for the previously consented development (planning ref: 2013/0486). The reason for
the addendum is that since the original TA was undertaken several planning policies
have changed and some time has passed resulting in the need for a validation count to
verify the original traffic count data.
This report then reviews the original TA to identify what areas need to be renewed, then
provides the additional information needed.

2 DEVELOPMENT DESCRIPTION & ACCESSIBILITY
2.1 Proposed Development
The proposed development consists of commercial and business units on what was the
former Saint Andrews Hospital. Since the time of the original TA, the original buildings
have been demolished with only the clock tower and central section remaining. The
demolition works have had no impact on the access or existing loop road.
The proposed development remains as per that presented within the original TA. The
proposed development floor space is 12750m2 equal to the previous use. Appendix A
contains the proposed development plan.
It is proposed that the site will be accessed from Northside as the current development is
accessed. There are no proposed changes to the access arrangements and facilities to
allow movement to the Norvic Clinic to the north of the site will remain.
Parking standards for the proposed development uses have not changed since the
original TA.
2.2 Public Transport
As covered in the TA, there are four bus stops within the vicinity of the site. These are:
Thorpe St Andrew, adjacent Business Park’ on the Yarmouth Road. This is next to
the main entrance to the business park approximately 400m south of the site.
‘Broadland Business Park, adjacent Old Chapel’ accessible by foothpaths and is
approximately 400m south east of the site.
‘Thorpe St Andrew, adjacent Sainsburys’ is adjacent Sainsburys supermarket and is
accessible by footpath/footbridge over the railway line, 700m south west of the site.
‘Dussindale Park, opposite Cavalier Close’ is adjacent to the playing fields to
Dussindale Primary School and is approximately 800m north west of the site. This is
also accessible by footpaths.
The bus services that serve the above stops are summarised in Table 1. Timetables can

The development proposals remain the same as previously therefore the trip generation will
be the same as presented in the original TA. For ease, the previous and proposed trip
generation is summarised below.
3.1 Previous Trip Generation
The previous trip generation as derived using TRICs data. The former use had a floor
space of 10,000m2. Table 2 shows the trips, trip rates and comparison trip rates for a
building of 12750m2.

3.2 Proposed Trip Generation
The site is proposed to accommodate 12,750m2 of office space. Based on Norfolk County
Council’s parking standards 2007, this would equate to 425 spaces which has been
identified within the original TA.
The proposed trip generation for office space has been derived using NCC’s method of
80% of vehicles which will park at the development are likely to arrive between 0800-0900
hours. This is the same method as the original TA. Table 3 summarises the proposed trip
generation for the AM peak period.

It can be seen from Table 3 that the total number of two way trips in the AM peak hour is
394.
3.3 Traffic Count
The original TA undertook a traffic count of the Yarmouth Road/Northside/Southside
roundabout junction on 6 March 2013. Following discussion with Norfolk County Council
(NCC) to discuss the scope of works for this addendum report it was agreed to undertake a
validation traffic count for the AM peak hour of 0800-0900 hours.
A validation traffic count was undertaken on Tuesday 12 July 2016. The traffic count data is
included within Appendix B.

3.4 Traffic Impact
To assess the likely impact the proposed development will have on the local highway
network the previous use trips will need to be offset against the proposed trips. This means
that the net effect will be 77 new trips (394 - 317).
The impact that the proposed development site traffic may have will be the additional
generated traffic in the AM peak which has been calculated as 77 two way trips. The impact
of these trips can be assessed against the number of trips already using the main access of
the highway network at the Yarmouth Road/Northside/Southside junction.
The total number of trips, on the Yarmouth Road/Northside junction in the AM peak were
counted as summarized in Section 3.3 above. The total number of vehicles (excluding
pedestrians and cyclists) from the 2016 count was 2425. The proportion of the additional
impact can therefore be calculated as (77/2425) x 100 = 3%. This is the same impact as
derived in the original TA and 2013 counts. (2013 impact was (77/2536) x 100 = 3%.)
This impact of 3% is relatively small and NCC’s guidance is such that any impact less than
5% is negligible and therefore no mitigation is required.
The NPPF guidance on impact states that:
‘All developments that generate significant amounts of movement should be
supported by a Transport Assessment. Plans and decisions should take account of
whether:
The opportunities for sustainable transport modes have been taken up depending
on the nature and location of the site, to reduce the need for major transport
infrastructure;
Safe and suitable access to the site can be achieved for all people; and
Improvements can be undertaken within the transport network that cost effectively
limit the significant impacts of the development. Development should only be
prevented or refused on transport grounds where the residual cumulative impacts of
development are severe.
It can therefore by seen that the impact is not severe and in fact very small at only 3% of the
total movements at the sites initial connection to the highway network.

4 SUMMARY
The development proposals are the same as the previous application with proposals to
change the use to B1 office and modify the existing building to provide 12,750sqm of office
use.
The traffic impact assessment has demonstrated that the change of use could generate
approximately 3% additional traffic during the AM peak hour, which is a small amount and
not deemed significant. It can be concluded that the proposal will not have a detrimental
impact on the highway network.
Given the above, it is considered that there are no transport related reasons for an
objection to be raised to this planning application.
