MINUTES OF THE TRANSPORTATION ADVISORY BOARD SPECIAL SESSION
HELD JUNE 18, 2020 IN THE CITY HALL COUNCIL CHAMBERS, 303 PALO PINTO
STREET, WEATHERFORD, TEXAS.
CALL TO ORDER & ANNOUNCEMENT OF A QUORUM
Chair Jarrod Pearson called the meeting to order at 5:30 p.m. Present were Chair Jarrod Pearson,
Kathy Mosby, Andy Hough, and Chase Rutledge. City Staff included: Manny Palacios, Terry
Hughes, Matt Leppla, Chad Marbut, Lena Snow, Cole Burns and Kevin Tucker. Absent: Justin
Nelson. APPROVAL OF THE MINUTES Consider approval of the minutes of the Transportation Advisory Board special session
held June 18, 2020.
On the motion of Andy Hough, second by Kathy Mosby, the Board voted to approve the
minutes. Motion carried 4 - 0. REGULAR AGENDA ITEMS Discuss a request for investigation through City’s Neighborhood Traffic Calming
Program for Lakeway Estates. The subject location Lakeway Estates is in the far northeast part of the city close to Lake
Weatherford. Mr. Palacios advised Lakeway Estates is a new development with 3 phases. The
third phase was just completed about 2 months ago. Mr. Palacios said he had received a request
for investigation from Mrs. Kelly Delgado regarding speeding vehicles going over the speed
limit. Mrs. Delgado advised there is heavy construction traffic speeding through, such as
commercial vehicles, 18 wheelers, dump trucks, heavy equipment, flat bed trailers, concrete
mixers. Just along this small section of Lakeway Drive which is two tenths of a mile. Mr.
Palacios advised Mrs. Delgado could not attend the meeting and he had communicated verbally
and by email with her regarding her request. Mr. Palacios explained speed counts were
completed in three locations on Lakeway Drive. The data collected showed one westbound
location where it was above the 30 miles per hour which was 38 miles per hour, staff does not
think there is an issue. Looked like all three locations average about 30-32 miles per hour. Mrs.
Delgado has requested a traffic re-count due to the count had taken place during spring break
which excludes school traffic. Mr. Palacios said regarding her concern of the heavy construction
traffic she is probably referring to the new development that was just completed.
Mr. Palacios advised he did not see that much school traffic would be going through there. He
thinks most of the time where West Lake Drive and Lakeway Drive intersect is now a connector
to Eagle Ridge Subdivision in Hudson Oaks being a cut through for the residents. Mr. Palacios
advised it was his opinion or staff’s recommendation is to collect more data and re-evaluate the
issue.

On the motion of Jarrod Pearson, Chair, second by Kathy Mosby, the Board voted to approve
option one to collect more data. Motion carried 4 - 0. Discuss and consider proposed recommendations for Westover Village Traffic calming
plan.
This agenda item had previously been discussed at the Special Session meeting held
February 27, 2020. A request for investigation regarding speeding and visibility issues on BB
Fielder Road. Mr. Palacios advised there had been traffic counts done and the data received
showed first location, eastbound 29 miles per hour, westbound 44 miles per hour. The second
middle location, 49 miles per hour eastbound, 49 miles per hour westbound, so this indicated sort
of a speeding issue on BB Fielder Road. Second issue was the visibility at three intersections,
one at Marion Drive, Caroline Drive, and the other at Catherine Drive. The recommendation
from the last meeting was for staff to work with the Westover Village Homeowners Association
(HOA).
A consultant firm was contacted to look at these locations for visibility and speeding issues.
When data was received from the consulting firm for the sight distance, each intersection was
graded good, fair, or poor. The two graded poor were the ones of concern. The areas are Caroline
Drive, Catherine Drive at BB Fielder Road which the conflict areas showed a screening wall that
is making visibility complicated. Going off the consultant’s recommendations, were to put a four
way stop at Catherine Drive and BB Fielder Road, and Caroline Drive and BB Fielder Road
reason being poor visibility. The third location, Marion Drive was graded fair due to good
visibility. Regarding the speeding issue currently BB Fielder Road has four lanes existing and to
slow down traffic the recommendation was to make it a three lane with a center turn lane and
bike lanes on both sides of the roadway. Mr. Palacios advised staff recommendations are as
follows:
• Place four way stops at two intersections, Catherine Drive and BB Fielder Road, and
Caroline Drive and BB Fielder Road.
• No stop control at Marion Drive and BB Fielder Road currently and continue to monitor.
• No pavement stripping currently, monitor traffic speeds after placement of stop controls.
• Staff will update Transportation Advisory Board (TAB) in the future on traffic speed data
and sight visibility.
On the motion of Andy Hough, second by Kathy Mosby, the Board voted to approve the
following staff recommendations. Motion carried 4 - 0. Discuss and consider updating FM 730 – Azle Highway speed zone limits.
Mr. Palacios presented this item to the Board.
On the motion of Kathy Mosby, second by Andy Hough, the Board voted to approve Staff
recommendation to update FM 730 Speed Zone Limit Ordinance. Motion carried 4 - 0. Discuss and consider traffic control signs for Columbia street neighborhood.

The subject location is in the southeast part of the city. A new development named Windmill
Meadows has been completed. There is a new road called Clover Street that was built as part of
the development public improvements. The road now connects Columbia Street from west to
east to this neighborhood. Before Tower Street and Columbia Street was just a curve, no traffic
control, and Cherry Street has no traffic control because it is a dead-end street low volume
traffic. Mr. Palacios advised staff is recommending a three way stop sign at Tower Street and
Columbia Street, yield signs for the new road in Windmill Meadows, and two way stop at
Columbia stopping at Cherry Street. Another one stop stopping at Jade Street. Basically, trying
to make sure the traffic control is safe at these intersections.
On the motion of Chase Rutledge, second by Kathy Mosby, the Board voted to approve Staff
recommendation. Motion carried 4 - 0. Discuss and consider extending the school zone for Mary Martin Elementary School.
The subject location is in the northeast part of the city close to the lake, Mary Martin Elementary
School and Silverstone Subdivision. Mr. Palacios advised the staff does an annual Homeowners
Association meeting with neighborhoods and this request was brought up at the Silverstone
Homeowners Association (HOA) meeting. They requested extending the school zone to Saddle
Ridge Trail and Silverstone Drive for the children who walk home. Staff recommends extending
the school zone per Silverstone Homeowners Association (HOA) request.
On the motion of Andy Hough, second by Kathy Mosby, the Board voted to approve Staff
recommendation. Motion carried 4 - 0. Discuss and consider traffic signal ordinance.
Basically, Transportation and Public Works writes ordinances for stop signs, intersections, yield
signs and speed zones. Looking at the Traffic Signal Light ordinances and found most of them
were missing or possibly deleted. Staff checked to see which Traffic Signal Lights had an
ordinance if they did not have one then it was placed on a list, there were 18 locations. Mr.
Palacios ask the Board for a recommendation to write an ordinance for all the traffic signal
locations on the list.
On the motion of Chase Rutledge, second by Kathy Mosby, the Board voted to approve Staff
recommendation. Motion carried 4 - 0. STAFF REPORTS Update on street projects.
Mr. Palacios talked about the street rehabilitation plan for next year. Basically, wanted to advise
the Board of a big project that is being worked on it is the northeast corner, downtown street
rehabilitation plan. So, planning on rehabbing these streets, Trinity Avenue and Austin Avenue
will be one-way streets to provide more parking for downtown area and the utilities will be
placed underground. Mr. Palacios presented the Board with pictures of before and after of the

Church Street project. This plan is a conceptual plan for now, this same plan was presented to
Council and they liked it. So, wanted to let the Board know what streets that will be improving
soon.
Matt Leppla presented to the Board a video instead of still shots. The video is step by step of
rehabilitation process. created by Manny Palacios. Mr. Leppla advised this is something we like
to show to people who are unfamiliar with how we go from a substandard street that does not
have any curb and gutter and is in bad shape and what it can look like in the end. CITIZEN COMMENTS ON NON-AGENDA ITEMS

Terry Hughes stated just completed the thoroughfare map and will start developing and updating
the Capital Improvement Plan.
Chad Marbut advised BB Fielder will be on the future agenda, will bring a staff report on it at the
next meeting. ANNOUNCEMENT OF FUTURE MEETING DATE
The next proposed meeting dates are July 16th or July 23rd. This is dependent on if the meeting
room is available.

BACKGROUND/DISCUSSIONStaff has received a complaint from resident at the intersection of W. Bridge and Harcourt Street about near accidents atthis intersection. The resident stated that vehicles never obey the existing Yield signs and motorist just run through theintersection. Staff looked at the intersection and determined that the existing Yield signs need to be replaced with Stopsigns. Staff also determined that a stop sign is warranted at this intersection due visibility issue.
