Madam/Sir,
Solid Waste Management is an important activity that is to be taken up under
SBM(G) and plays a pivotal role in achieving the vision of a Swachha Odisha Sustha
Odisha. In addition, the State is required to comply with the National Green Tribunal
(NGT) orders on Solid Waste Management (SWM) and Plastic Waste Management
(PWM). Accordingly, intensive activities have been planned for introducing
sustainable Waste Management systems and practices across rural Odisha. These
activities have to be taken up in convergence and dove-tailed with schemes and
grants like MGNREGS, CFC and SFC, etc. Moreover, necessary steps have to be
taken up for convergence of SWM and PWM activities with the initiatives of other
departments of Government of Odisha like H&UD department.

As defined in the SWM Rules 2016, "Solid waste" means and includes solid
or semi-solid domestic waste, sanitary waste, commercial waste, institutional waste,
catering and market waste and other non-residential wastes, street sweepings, silt
removed or collected from the surface drains, horticulture waste, agriculture and
dairy waste, treated bio-medical waste excluding industrial waste, bio-medical waste
and e-waste, battery waste, radio-active waste generated in the area under the local
authorities. Solid waste may be categorized into three broad categories -
i. Organic waste (ex. food and agricultural wastes) which may be composted,
ii. Inert wastes (which are not bio-degradable, recyclable or combustible like
dust or silt) which may require to be landfilled, and
iii. Recyclable wastes (ex. plastics, metal, etc.) which may be recycled for
recovery, through registered vendors
The institutional arrangement and an enforcement mechanism for the soon to
be implemented "Bye-Laws for Solid Waste Management in Gram Panchayats of
Odisha 2019", along with tentative list of activities for management of solid waste,
with focus on convergence through various schemes and grants is given in Annexure
2. The overall focus and goals of these activities include-
i. Ensuring clean and healthy villagesii. SWM in places of public importance like tourist spots, bus stands, haats,
places of religious importance etc.iii. Source segregation of wastes, facilitating their efficient disposal through use
of suitable waste management technologies, ultimately targeting zero waste in
landfillsiv. Capacity building of gram panchayats on sustainable SWM practices through
convergence

For systematically implementing these activities and making rural Odisha
compliant to Solid Waste Management Rules 2016, the Gram Panchayats of Odisha
have been divided into 2 categories-1) Group I Gram Panchayats - 153 GPs (annexed in Annexure 1) have been
selected for focused implementation of targeted activities, making them compliant to
the SWM Rules 2016 by September 30, 2019.

2) Group II Gram Panchayats -All other GPs of Odisha shall be made compliant to
the SWM Rules 2016 by March 31, 2020.
All GPs of Odisha shall be simultaneously made compliant to Plastic Waste
Management Rules 2016, by October 2nd, 2020. A separate letter shall be issued
with the details on the same.

To ensure effective implementation of the activities in the prescribed
timeframe, review meetings shall be taken by District Magistrates & Collectors (Bi
weekly), BDOs (Bi-weekly) and a weekly review meeting at the GPs. Districts shall
report the progress of activities in a bi-weekly progress report as given in the
Annexure 3.
In order to kick-start the SWM and PWM interventions at the GP Level, a
baseline assessment of the existing situation at the GPs needs to done. It is
requested that GP SWM Assessment teams may be constituted at the block level
under the leadership of BOO which shall conduct a baseline study of the existing
situation as well as requirements at the GP level. The JE-1&2 RWSS, and AEE,
RWSS shall be the nodal officers of the assessment teams as well as for preparation
of GP Action Plan. An orientation workshop for JEs and AEEs on the same is to be
conducted from 18th July 2019. The assessment teams may comprise of GP
Sarpanch, PEO, GPM, Young Professional Rurban Cluster, Cluster Coordinator
OLM etc. The orientation of the GP team members will be carried out from 29th July
2019. The teams will have to visit the GP and carry-out assessment and submit their
report to the BOO in the format attached (Annexure - 4). Based on the above
assessment the GP Action Plan shall be formulated (Format Enclosed:Annexure -
5). The expenditure incurred in carrying out the Baseline Assessment may be met
out of the SBM-G funds. A detailed guideline on the same shall be conveyed to the
district at the earliest.
