This statement was made by a Sassa spokesperson in response to the DSD claim- ing about 30 Elsies River residents were left hanging after Sassa employees were a no- show at a planned public meeting last week. The meeting was scheduled between the local councillor and the DSD to address grievances related to ongoing illegal grant deductions. No official notice Shivani Wahab, Sassa spokesperson in the Western Cape, says there was no official no- tice of the said meeting held in Elsies River last week. “We have noted with disappointment the media statement issued by the DSD,” Wahab says. She stated that the DSD “should probably use their time to render more effective servi- ces to vulnerable children placed in foster care as the major ongoing challenges experi- enced with drugs and substance abuse in the province, and developing sustainable pover- ty alleviation programmes which can be used to place and train social grant benefici- aries so the dependancy on social grants can be reduced”. Sihle Ngobese, spokesperson for Albert Fritz, minister of social development in the province, says Sassa’s behaviour demon- strated “a complete contempt for poor peo- ple”, and is completely unacceptable. “Given the majority of people present looking for answers on the ongoing inci- dents of unauthorised deductions from their social grants, Sassa’s ducking added insult to injury,” Ngobese says. Sassa itself cites having received in excessof 2000 complaints in February alone.“Sassa must act on every complaint they

receive from the communities at these meet-ings, but in order to do this, it must attendmeetings, especially when it has committedto attending,” Ngobese says.In response Wahab says Sassa is commit-

ted to interacting with the public and to datehas attended numerous meetings in Scotts-dene, Manenberg, Gugulethu and Mitchell’sPlain on the issue of deductions.“We are always willing to address the pub-

lic on these platforms to ensure that we pro-vide clarity on deductions and any other so-cial grant related matter,” she says.Wahab explains that in addition to commu-

nitymeetings, Sassahas a beneficiary educa-tion programme in place, via communityprint media and numerous radio stationsacross the province.For the last four months these beneficiary

education programmes have focused on theissue of deductions and safety tips for social

grant beneficiaries. Sassa staff also conductbeneficiary education at their local offices,pay points and service points.“The message we reiterate to all our social

grant beneficiaries is the importance of notdivulging the confidential pin number to athird party as well as general safety tips tominimise social grant fraud,” she says.Meanwhile theDSDwill continue to attend

these public meetings in order to play theiroversight role over Sassa, which is an inde-pendent national entity. Ngobese says eventhough the DSD has no operational controlover Sassa, the provincialministry has sincethe beginning of this year received 27 com-plaints related to illegal deductions.To date, the ministry has assisted with 626

cases since 2010. “It must always be borne inmind that social grant recipients are thepoorest of the poor, and are people from themost vulnerable segments of our society. Tohave any money missing from their grantshas serious implications for their day-to-daybasic needs, such as food,” he adds.

and killed her alleged robber.According to Bishop Lavis police the

incident happened onMonday 29Februa-ry at about 15:00.Police spokesperson Captain Marie

Louw says the 16-year-old boy from Lan-ga was fatally wounded when he sus-tained a gunshot wound to the forehead.She explains according to witnesses,

three suspects approached a car as themotorist stood at the traffic light.One of the suspects, armed with a

knife, hit the left passenger side windowand grabbed the handbag that was on theseat. “Thedriver of the vehicle, awoman,then shot at the suspect as he grabbedherhandbag and fatally wounded the sus-pect. The other two suspects fled the

scene,” Louw says.Meanwhile passengers in a parked taxi

nearby jumped out and picked the bag offthe ground and threw it back in the driv-er’s vehicle.Louw says the boy has previous cases

of theft out of motor vehicles on hisrecord and has previously attempted tostab a law enforcement officer.His two accomplices have not yet been

identified but police believe they are alsoteenagers. Police are also viewing foot-age of the incident to obtain the identitiesof the two remaining suspects.The incident has sparked widespread

interest in themainstreammedia and ac-cording to reports the intersection ofJakes Gerwel Drive and Bluegum Streetis a known hot-spot for smash-and-grabs.“Various charges are being investigat-

ed,” Louw further says.

hosting several workshops in communitiesacross the province starting this monththrough their Home Food Gardening pro-gramme.TheCapeTownbasedNPO teaches people

how to prepare the soil and grow healthy

plants so that families can sit down to platesof safe, fresh nutritious food all year round.Founder and director Pat Featherstone

says the programme is open to all adults in-terested in learning about gardening.“Itwill give you the skills to put fresh veg-

etables on your family’s table throughoutthe year,” she says.The course runs over a 12-week period

and costs just R15 per person.Training is once a week, with support

throughout from the Soil for Life trainers,– all very experienced home gardenersthemselves.The Home Food Gardens course is availa-ble in many areas of Cape Town which in-clude Bishop Lavis, Bonteheuwel, Delft,Driftsands, Mfuleni, Mitchell’s Plain, Han-over Park, Lavender Hill, Retreat, Steen-berg, Khayelitsha (including Makhaza,Nkanini)and Philippi.“All you need is time and a willingness

Abrahams, a single momwith an unstable income,says: “Hope loves dancingand I support her sport100%, however financial-ly it is tough forme to con-tribute to all her needswhen it comes to the sport.We hope the public can as-sist us in helping herreach the nationals,”Abrahams says.Hope has been part of

the majorettes sinceGrade 1 and over the yearshas dedicated her extratime to the sport.“This is what I love do-

ing as we get to travel andperform at these competi-tions,” she says.Despite having a tight

practise schedule,Hopehas found a balancebetween dancing and her school work. Sheis dedicated to both and has even improvedacademically due to the extra mural activi-ty.“The energy she puts into dancing is ex-

actly the same energy she puts into herschool work. She has developed great confi-dence through this sport and hopes to fur-ther her career in dancing when she leavesschool,” Abrahams says.Dr Van der Ross school management be-

lieves the learners have the potential toreach great heights if they receive the nec-essary motivation, stimulation and sup-port.For the past four years the learners have

taken part in the national majorette and

cheerleading competition, and although theschool is excited about the achievement,they have great concerns about the finan-cial implications of the events.However, they are determined to get all

the learners who participate in this sport tothe competition through the help of dona-tions.Coach Morisha Prince says due to the fi-

nancial constraints usually about 35 of the41 learners will make it to the competition.“It really is sad to see that not all of them

can travel to the competitions and althoughwe would love everyone to join, it is tough,but we remain positive,” she says.To make a contribution to Hope’s plight

After 32 years of living in a council-owned property, an 89-year-old Rav-ensmead woman can finally call her

house her own.Sarah Visagie was one of five residents

who were recently handed their title deedsduring a private ceremony at the local wardcouncillor’s office in Ravensmead whichtook place in partnership with the provin-cial Department of Human Settlements andthe City of Cape Town.

Visagie has been living in the councilproperty since 1984 and never thought thatduring her lifetime she would be a benefici-ary of a title deed.

“I have been waiting for this moment fora very long time and it is finally here. Andas overwhelming as it is, I feel proud to bea homeowner. I will pass it on to my childrenwho can pass it on to theirs when I pass onone day, but for now I will enjoy my home.”

Ward councillor Beverley van Reenen,says these residents have been living inthese homes for more than 30 years and cannow finally call it their home.

“Many people have homes, but do not ownthem as they are still paying it off, so thisis definitely a memorable moment for thesebeneficiaries as they now have somethingthey can pass on to their children or grand-children,” she says.

Van Reenen says with the title deed comesgreat responsibility as the home owners canno longer depend on the City if they havemaintenance issues.

“They must take pride in their homes asit is one of their biggest assets and they needto protect it. We urge them to take out homeinsurance in the event of a fire or any disas-ter which may destroy or damage theirhomes. We also advise them against fallingfor any scams where someone comes andwants to buy their home from them to turnit into a shop or business,” she says.

John Blanchard, land and asset manage-

ment for the human settlements departmentwho was present at the handover ceremony,says in some cases people have sold theirproperties for about R5 000 and do not realisethey are losing way more than they have in-vested in the property over the years.

“They own a piece of the earth and shouldnot give it up to become a backyard dwelleror while they rent out their home.This doesoccur, but we strongly advise beneficiariesto keep the property and set up a will statingthat they leave the property behind for theirchildren, or family members” he says.

Blanchard further urges other beneficia-ries to come forward to claim their titledeeds.

dies within two weeks after you bought itfrom the breeder.This is the scenario involving a disgrun-tled couple after they bought a puppy froma breeder who charges R6000 per puppy.The man got a 50% discount from thebreeder, his colleague’s wife, and was abletopickup the longed-forpuppywithinweeksafter its birth, and with only onemore injec-tion to go.However, the puppy almost immediatelygot gravely ill.“I had incurred costs from the vet whenI rushedmydog to the animal clinic inKenil-worth after it had developed parvovirus, butit was already too late. They said they couldtry to help him, but chances were that hewouldn’t pull through,” said the man, whoasked not to be named.It would have cost him R15 000, he said, tohave the puppy treated, but he and his wifedecided against this and to rather have thepuppy euthanised, as this was too steep andthe puppy’s odds to survive were so slim. “Ifthey get this disease, it’s basically over.”Theman saidwhen they collected the pup-py, the breeder said it was due for one lastinoculation.

“When we got there, we were told the dogstill needed its final vaccination. We onlyhad the dog for two weeks. The breeder fail-ed to get the third injection.”After the dog died, the couple had a disa-greementwith the breeder,who they said re-fused to reimburse them, or allow them tohave a new puppy.“The breeder told us the breed was verysusceptible to this virus and there was noth-ing they could have done differently. It’s al-ways been a childhood dreamofmine to owna Rottweiler. I saved up to buy this one.”

TygerBurger put the question to the staffat the Tygerberg Animal Hospital (TAH) ofwhat couldhave beendone to save the puppyin this instance, and what others can doshould they suspect the virus in their owndog.According to veterinarian Dr Ryan Nor-

rie, they see a lot of darker coloured dogs be-ing infected with the parvovirus.“We do happen to see a lot of what we call

black and tan dogs, such as Rottweilers andGermanshepherds, but all dogs are suscepti-ble to the virus. Some dogs have a stronger

immune system than others,” he said.According to him, prices for treatmentvary based on the treatment plan followedand the number of days a puppy will stay inisolation – a highly sterilised room wherethe animal is kept separate.“When a dog or puppy is admitted into iso-lation, they will be placed on a drip that willcontain a number of antibiotics, pain medi-cation, and a five-course dewormer.“Glucose, proteins and electrolytes arecontinuously checked in order to tailortreatment where needed. If a patient is notimproving with the initial treatment plan,then we will formulate a new one until wefind one that is accepted,” he said.Norrie added it was vital that the patientis kept hydrated and fed – a “big challenge,as the patient will suffer from diarrhoea andvomiting”.At this point the patient can be given anti-nausea and anti-ulcer medication, and isusually force-fed with new syringes with ev-ery feed. However, sometimes nasal feedingwith tubes becomes necessary, he said.TAHwill bathe the patient often and applypetroleum jelly and baby powder to sensi-tive areas because of the constant diarrhoea,with fresh bedding given with every bath.“We find that extra love andTLCcanmakea difference to a scared and depressed fur ba-by. It is very important to have constantmonitoring as you just don’t knowwith par-vovirus!”

Commuters on the northern train lineshad to endure massive delays followingthe derailment of a train carriage earlyFriday morning.News of the delays were posted on so-cial media sites including Facebook.Photos of train platforms packed withcommuters, stationary trains and longqueues of people waiting to make use ofthe public transport mode were alsoshared on several pages. Several com-plaints about the delays were also post-ed, with some people claiming that theyhad to wait hours before travelling; oth-ers about having to use trains re-routedvia other stations.Some travellers also made mention ofthe even worse congested roads causedas a result of the delay.Delays of about an hour were expected

on Friday.Riana Scott, spokesperson for Metro-rail, told TygerBurger that the massivedelay was a result of a derailed train car-riage near theBellville train station. Thetrain in question was empty at the timeof the incident.“The train was en route to Huguenotat 05:42 this morning (Friday morning)when the wheels of the last carriageslipped off track between the Bellvilleand Stikland stations,” Scott says.No injuries were reported.Metrorail’s technical crew were on-site to rerail the carriage soon after theincident occurred. The incident affectednorthern train traffic mostly, Metrorailsaid.This included trains operating be-tween Kuils River and Strand as well asKuils River and Muldersvlei.The train line was reopened for nor-mal operations by 09:10.

cil aims to assist academically deservingstudents who are struggling to secure fund-ing to complete their studies.The campaign was launched on the UWC

campus on Monday 29 February .UWC SRC president Akhona Landu says

with two-thirds of the 20 000 registered stu-dents in the institution needing some sortof financial assistance, the campaigncomes at a time when collective and sus-tainable solutions are needed for students.“With the SRC having identified access

to higher education as needing to be a basichuman right, their vision for the campaignis ‘Excellence through opportunity’,” hesays.The campaign falls under the SRC’s lega-

cy project, which aims to initiate sustaina-ble student support initiatives that willhave long-term impacts, continuing pasttheir year of service.“As the student leadership body, we find

it very important to always be putting stu-dents and their needs first in all our engage-ments and activities,” he says.

Holistic needs“We understand that student needs tran-

scend access to continuing with their stud-ies as there are other elements, such as theavailability of study resources and accessto regular meals, that also contribute to-wards creating a healthy and progressiveenvironment for students,” Landu says.This is why their campaign “is so rele-

vant as it includes the holistic needs thatare aimed for students to succeed”.Landu says the nationwide campaign en-

courages all key role players from publicand private sector, including influential in-dividuals and alumni to support this effort,and contribute to a cause that will changethe lives of students whose progress to-wards a better future is hindered by chal-lenging family financial circumstances.The SRC have already secured R2m from

the UWC executive management as seedfunding supporting this campaign, whichfollowed the SRC’S initial pledge ofR350 000from their allocated budget.The vice-chancellor and rector, Professor

Tyrone Pretorius, says it can be said thatUWC is a victim of its own success.“Regardless of our ‘Human Development

Index’ (HDI) status, we have been consist-ent with our performance, which hasearned the University the distinction of be-ing one of the five top-rated institutions inthe country.“The fact remains, however, that we are

still an HDI institution that needs supportfrom various stakeholders,” he says.Landu says given the wide-ranging chal-

Kaapstad se hawelose program en bekendstaan as die Local Network of Care, is op 11Februarie gestig, sê Joseph Adams, koördi-neerder en voorsitter. Die Local Network ofCare is ’n groepering van gemeenskapsorga-nisasies wat bestaan uit vrywillige werkersen omsieners wat in ’n spesifieke gebiedwoon en hulp verleen in die gemeenskap.

Die netwerk wil verhoed dat kwesbares opstraat beland en ook die herintegrasie vanstraatbewoners terug in hul gemeenskappebevorder, sê die Stad.

“Die program is ’n groepering van nie-re-geringsorganisasies, gemeenskapsorganisa-sie, kerke en geloofsgebaseerde organisasieswat almal op een of ander manier hulp ver-leen in die gemeenskap,” beaam Joseph.

Die program word bestuur onder die vaan-del van die departement van maatskaplikewerke se vroeë kinderontwikkelingsdirek-toraat. Ons mik daarna om kinders van diestraat te hou en hulle te integreer in die ge-meenskap met die doel om so min as moont-lik mense op die straat te hê,” sê hy.

Die programme wat die netwerk aanbied,sluit in dwelmmisbruik, jeugontwikkeling,die sorg van ouer mense en nog ander. “Eenvan die programme waarmee ons tans besigis, is die graad 1’s en 2’s in die gebied watnog nie plasing by laerskole het nie. Ons isbesig om met die direktoraat daaroor tepraat, om te hoor hoe ons die kinders in dieskool kan kry, hulle daar kan hou en sodoen-de verhoed dat hulle op straat en gevolglikin die moeilikheid beland,” vertel Joseph.

Die netwerk bestaan uit altesame 11 lede.Die groep se volgende openbare vergaderingis op Woensdag 9 Maart in die gemeenskap-saal in Silversandsweg. Die vergadering be-gin om 12:00.

“Ons wil ander organisasies uitnooi om tekom registreer vir die Local Network of Ca-re-program in Wesbank. Hulle kan ons by-staan en help met die verskillende program-me wat hulle aanbied teen dwelmmisbruik,bendebestryding, gesinsgeweld, asook kuns-en kultuurprogramme of selfs sportaktiwi-teite,” sê Joseph.
