Once again the community in Delft is an- gered that more children are becoming tar- gets for such terrible attacks, and there is a renewed call for the return of the death penalty. But, as more information comes to light about this incident there is the feeling that this incident could have been avoided with basic safety precautions. With this late incident that took place on Saturday, it appears that the child was sent to take keys to her father, and reported miss- ing when she did not return. Police then launched a search assisted by members of the Delft Child Rapid Response unit. At approximately 22:00 the family was alerted of a body of a girl found near the R300 highway, and when they got there the grand- mother confirmed that it was the missing child. She sustained extensive burns but fortu- nately she was alive, and could inform the police that she had been raped. Police were shocked when she described how her assailant laughed while she was burning. Suspect Police then did a search of the area and found several items that will be sent for fo- rensic testing. The victim was taken to a nearby medical facility where she is in a se- rious but stable condition. On Sunday at noon members of the com- munity spotted a suspect under a bridge near the area where the body was found and alerted police. By the time the police got to the scene some of the community had already appre- hended him and wanted to assault him. The suspect was handed over to police who saw that he had fresh burn wounds as well as scratch marks on the back of his body. The 27-year-old was arrested and will ap- pear in the Bellville court on charges of at- tempted murder and rape. An angry community is calling for par-ents to be aware of safety of their chil-dren, with the horrific rape and burn-

ing of a nine-year-old this weekend.Once again the community in Delft is an-

gered that more children are becoming tar-gets for such terrible attacks, and there isa renewed call for the return of the deathpenalty.But, as more information comes to light

about this incident there is the feeling thatthis incident could have been avoided withbasic safety precautions.

“I would like to applaud the members of theDelft South community who apprehendedthe man and handed him over to SAPS forarrest. This situation could have easilyturned into one of vigilante violence and Iapplaud those members of the communitywho kept calm in a volatile situation and en-sured that justice can take its course.

“By working with the SAPS, our commu-nities can go a long way towards increasingthe safety of their neighbourhoods and sur-rounding areas.

“It is now up to the SAPS to ensure that

there is sufficient evidence which can resultin a successful prosecution and that the sus-pect pays for his crimes by being put behindbars away from our communities.

“In terms of my oversight role I will bemonitoring the case and requesting updatesfrom our watching briefs team who will bein court to monitor the proceedings.”

As more information about the incidentbecame available, members of the commu-nity felt that many parents in the area arenot taking proper precautions to keep theirchildren safe.

Arnold Josephs who lives in the area nearwhere the body was found said that toomany parents just let their children wanderaround the streets at all times of the night.

“Sometimes when I come from work andit is dark I still see very young children play-ing in the streets, and I know people whosend their children to the shops at all timesof the night,” he said.

“This is asking for trouble because youjust can’t trust anybody out there, and thisincident proves how quickly something badcan happen.”

Dit was ’n feestyd vir die wenners in die ge-meenskap.

Tien gelukkige wenners het net voor dievakansie elkeen R2 500 se pryse gewen(R1 500 se kruideniersware en R1 000 kon-tant). Dít net omdat hulle gereeld hul skema-huishuur van die Stad Kaapstad betaal het.

Dié wenners was deel van ’n gelukkigetrekkingkompetisie van TraceOnline, allesdeel van die projek Let’s Pay to Stay.

Met hierdie projek word mense aangemoe-dig om gereeld vir hul huise te betaal en sote verseker dat hulle nie hul huise as gevolgvan wanbetaling verloor nie.

Die tien wenners was behoorlik uit hul velvan blydskap met die pryse.

“Net omdat ek die regte ding doen,” het

een van hulle gesê.Ander kon nie uitgepraat raak oor die feit

dat die prys presies op die regte tyd gekomhet nie, aangesien hulle nie werk het nie ennie genoeg geld vir kos gehad het nie.

Een van die vroue vertel dat haar skoon-dogter wat by haar bly, leukeumie het endat hulle baie swaar kry. “Die prys was virons ’n lifeline!”

Nog ’n wenner vertel dat hy so bly was dathy byna die helfte van die kos gedeel het metbure en familie wat swaarkry.

Haar droom is om ander te wys dat jy – werk-loos en al – geld kan verdien net deur jouhande te gebruik.

Haar inspirasie? “Ek het opgemerk hoemense met waentjies vol goed wat hullelangs die pad optel verby my huis stap endit na die skrootwerf neem. Ek het ook begindink aan die studente wat nie werk kry nie.Baie van hulle soek werk ná skool,” het Mag-daleine Leo, ’n bejaarde en oud-onderwyservertel.

Sy het in Februarie verlede jaar ’n projekbegin waarby sy ornamente en alle soortitems vervaardig wat mens in en om diehuis kan gebruik.

As deel van haar projek vervaardig sy sak-ke uit ou sakkies, versier sy poppe wat ’nmens in ’n toilet kan uitstal en stoele watin kinders se kamers gesit kan word, kus-sings, serpe en truie.

“Deel van die projek is om te wys jy kanvir jouself werk skep,” het sy gesê.

Magdaleine, wat in 1996 as onderwyser af-getree het, het tot verlede jaar nog skolieremet hul werk gehelp. Sy het egter vanjaarbesluit om daarmee op te hou en op haar pro-jek te fokus.

“Die studente het tot by my huis gekom,soms ná 18:00. Ek het hulle gehelp met mees-te van hul skoolvakke. Vanjaar het ek egterbesluit om dit te stop. . . ’n mens raak mosmoeg,” het sy glimlaggend gesê.

Sy het vir haar ’n uitsnysaag, ’n soldeer-toestel, gom en spykers gekoop, blikkies by-mekaar gemaak en van oral lappies gekol-lekteer waarmee sy deesdae haar produktevervaardig.

“My seun werk as ’n stoffeerder en af entoe kry ek ook van my materiaal by homwaarmee ek stoele maak wat ek dan as deur-stuiter gebruik.

“’n Mens kry seer wanneer jy ander sowerkloos sien. Mense begin dan te steel om-

dat hulle niks het nie. Ek dink mense kanself hul eie geld begin verdien deur hul han-de te gebruik,” het sy verder vertel.

Magdaleine verkoop nie die produkte watsy vervaardig nie, maar stal dit soms by diekleuterskool uit waar sy voorheen as onder-wyser gewerk het. Sy het ook noue bandemet kerke in die gebied waar sy mense wilaanmoedig om iets soortgelyks te doen.“Dalk kan die mense verbeter op dit wat ekgemaak het,” het sy gesê.

Magdaleine wil ook hê die ouers van ma-trikulante wat nie die paal gehaal het nie,moet van die projek bewus gemaak word.

“Ek hou daarvan as iemand iets doen, omdit dan self te probeer,” het sy gesê.

Bellville South police have been tackling thescourge of drugs in the community.In two seperate incidents they confiscated

a total of 20.34 g of tik at a house in Jool Street,on Saturday where one suspect was arrested,and on Sunday they found quantities of man-drax and dagga at a house in Erasmus Street,Bellville South.A 33-year-old was arrested in connection

with these drugs.Over the weekend police also arrested sus-

pects in possession of tik, dagga andmandraxaswell as having bunches of Khat in their pos-session.

“Young lives must be guided into good-ness.”These were the words of Pastor Charles

George from the Home of Compassion Min-istries who in conjunction with the Depart-ment of Community and Safety, successful-ly facilitated a festive season youth at riskprogramme within the Delft Eindhovencommunity.He pointed out that due to the increasing-

ly daily dilemmas faced within the Delftcommunity such as issues of gang violence,drug abuse and teenage pregnancy, they de-cided to host this event as a life changinginitiative.“Home of Compassion Ministries togeth-

er with the Department of Community andSafetyproduced this life changing initiativeprogramme to rescue and help our commu-nity and youth at risk.“Working within the community for the

past 20 years over the duration of the holi-dayswith similar projects, this time aroundwe successfully attracted over 1 000 youthat risk to attend,” he said.

MotivatedGeorge pointed out that youngsters came

from various areas that included Blik-kiesdorp, Delft South and surrounding are-as.“The lives of these youth at riskwere pos-

itively impacted and they were motivatedby being given positive insight towardsstriving for a better future.“We invited motivational speakers that

included rehabilitated drug addicts as facil-itators and speakers to share their life sto-

ries with our youth to help prevent theyouthat risk from the “hopeless” future thisadverse community currently offers”.Another highlight on the programmewas

when MEC Dan Plato visited the eventwhich took place on various days to moti-

vate and encourage the youth to strive forpositive goals in their lives.The pastor concluded that Home of Com-

passion strives towards creating positivegoal directed programmes to give our youthpositive role models to look up to.

Minister of Community Safety, Dan Plato, gets to meet some of the youngsters taking part inthe programme that was held in Delft.

The City of Cape Town’s ElectricityServices Department has com-menced an end-of-life replacementproject for electricity meters.This project will initially focus on

end-of-life prepayment meters butwill be expanded later to replacesomeof the older creditmeters in theGreater Cape Town area. Eskomsupply areas are not included in thisproject.The design life of prepayment me-

ters is approximately 20 years andthe field failures of these older me-ters have reached the stage whereplanned replacement is required.Approximately 10 % of prepaymentmeters currently qualify for replace-ment and the areas initially targetedwill be those where the density ofolder meters is the highest.The city has appointed Elex Kh-

anyisa to do these replacements overthe next three years.If a meter needs to be replaced, a

between R2 and R10, when withdrawingtheir pensions at Pick n Pay in Cape Gate.According to statistical reports for 2013,

2.8 million people receive social grants inthe Western Cape alone. Of this, 258 759 areold age grants.

Investigation“This is the first time a fee was charged,

before it was free.“And why was the fee not the same across

the board? Pick n Pay had a notice up thatall Sassa transactions were free and nowthey are charging!” said one of the pension-ers* TygerBurger spoke to.When this particular pensioner contacted

the Sassa call centre, she was advised by aconsultant that the matter was under inves-tigation.On enquiry, Jonathan Ackerman, direc-

tor of customer services at Pick n Pay, con-firmed that the store does not charge any feefor the withdrawal of Sassa grant payments.“We have consulted with Sassa and it ap-

pears that some Sassa transactions mayhave incurred transaction fees...“Pick n Pay considers the payment of so-

cial grants as a service to our communitiesand does not profit from it at all,” he toldTy-gerBurger.He referred customers who found they

have been charged a transaction fee to the

Sassa call centre.ShivaniWahab, spokesperson forSassaal-

so confirmed that there should be no trans-action fees charged when beneficiaries ac-cess their social grants via approved mer-chants such as Pick n Pay.“Transaction fees apply only in the case

of ATM withdrawals, where standard ATMrates apply,” she said.“We will have to take the matter up with

CPS (Cash Paymaster Services) who is con-tracted to Sassa for the payment of socialgrants, for further investigation.”

RefundsIt is not certain yet what the outcome of

this investigation is, but TygerBurger couldestablish that no additional deductionsweremade from the pensioners in question dur-ing January.The deductionsmade inDecember howev-

er, were not refunded, according to one ofthe pensioners.“According to a Sassa consultant themon-

ey is still on my account but the Pick n Paysystemshowsnothing,” she said onMonday.CPS is a business unit of global company

NET1, who provides payment solutions andtransaction processing services across sev-eral industries.According to its website, the company de-

ploys what they call a universal electronicpayment system (UEPS), to distribute socialwelfare grants on a monthly basis to overnine million beneficiaries in South Africaon behalf of Sassa.It is further stated that the company de-

rives up to 66 %of its revenue from its socialwelfare grant distribution business.At the time of going to print, TygerBurger

The rough and tumble of life is all part ofa days work forMuhidinsalum “Muhidin”Adla.During the week and weekends he per-

forms as an acrobat. His dream however isto someday start his very own circusschool.Despite not having a fixed income Adla

(27), a professional acrobat who is original-ly from Dar Es Salaam in Tanzania says hewill continue to perform as a street artistand teach children in the impoverishedWesbank to realise this life-long dream.Apart from owning a school he also

dreams about one day performing for theworld famous Cirque du Soleil.“Inmy heart I dream about Cirque du So-

leil,” he said.Adla is currently part of the group called

MamboJambo.Heoften trainswithhis fourfriends at the Multi Purpose Centre inWesbank and performs during theweek andover the weekends in Sea Point, Camps Bayand the V&A Waterfront.Muhidin trained as an acrobat since the

age of seven.He immigrated to South Africa five years

ago.“I came to South Africa to work. I only

work as an acrobat and have been doing sofor many years now,” he said.Muhidin has over the years also worked

for an international German circus produc-tion called Africa! Africa! and receivedtraining in Chinawhere he stayed for an en-tire year.“I started working for Africa! Africa! at

age 16 years. They saw me perform in the

streets,” he said.Muhidin started performing in the streets

of Tanzania to earn money for his parents.“My mother was unemployed and my fa-

ther used to sell clothes.”Muhidin started Mambo Jambo in 2013

with four friends.“The training is a lot of hard work. We

practise a lot.We look on the internet fornew ideas, but often also come up with ourown,”he said.Themost difficult trick toper-form, he says, is standing on someone’shead balancing his body with only onehand.“It took me two years before I was able to

do that.Often when I train I always say ‘nopain no gain’,” he said.

As the 2014 school year gets going ElswoodSenior Secondary is hoping to continue thetrend of increasing their matric pass rate.Principal Nikolaas Zass, was quick to

point out that their pass rate had droppedslightly from 2012, but the school was work-ing on plans to improve those figures.“We had 36 matrics last year of which 27

were successful,” he said.“Compared to our 2012 results of 86.4 %

there was a slight drop in our pass rate andwe did not have any learners passing withan A aggregate last year.”He pointed out that there were many so-

cial and economic factors which could havecontributed towards a drop in the matricpass rate.“Many of our Grade 12 learners lived very

far from school and had to leave their homesbefore five in the morning to reach schoolon time.“Unemployment also played a major role

in influencing examination outcomes.Manyparents had difficulty in assisting their chil-dren academically and financially due to fi-nancial constraints and poor social condi-tions at home.“While we do have these circumstances

the school attempted, to the best of their abil-ity, to assist disadvantaged and financiallydeprived learners.“I must commend the staff and teachers of

Elswood for their unselfish contribution inassisting and supporting learners duringtheir difficult period in preparing them-selves for their examinations.“Teachers availed themselves after school

to assist learners who had problems with

their schoolworkor even thosewhowereun-able to study at home to study at school inan environment conducive for studying.”Zass also pointed out that he was very

proud of all his Grade 12 learners, but hadto single out one that had succeeded despiteall odds.“Many of the learners who passed proved

that they want to rise beyond their currentcircumstances to achieve something in theirlives, but I would like to take this opportuni-ty to isolate one particular learner who real-ly had it difficult to make her dream real-ised.“I pay tribute to Sesetu Matiwane, from

Khayelitsha, who had to leave home beforefive everymorning,walking the dark streetswith nothing but faith to protect her andthen to crown all her sacrifices with a Bach-elor of Arts pass!“That should be a motivation to other ma-

triculants out there.”

from the Adriaanse Hall to Avonwood,where the police did the presentation oncrime, andhealthmatterswere discussed onThursday.“MC Ashley also came in to give them a

really fantastic show and then we did someteam building exercises with them,” saidMarlon.

Friday was spent preparing for the high-light of the eventwith a visit to the Sea Pointpools, and that included getting the shop-ping done for the treats of the day that in-cluded hot dogs, braai aswell as party packs.“The children enjoyed this trip immense-

It’s all about having health matters run-ning smoothly for the City of Cape Town’sHealth Directorate this summer season.

In conjunction with the Western CapeHealth Department, they are working tire-lessly to prevent diarrhoea-related fatali-ties during this season. Diarrhoea becomesa key focus for City Health at this time ofyear, with statistics showing that it is mostprevalent between November and May.

Since 2009, there has been a decrease inthe number of cases related to diarrhoeawith dehydration.

City Health reported that there were 4 161cases in 2010/11 and 3 447 cases in 2012/13.

The number of fatalities in children un-der the age of five has also decreased signif-icantly, from 170 deaths in 2009/10 to 74 in2012/13.

“The decrease in cases of diarrhoea withdehydration was noted across all eight CityHealth subdistricts in 2012/2013,” said thecity’s mayoral committee member forhealth, Lungiswa James.

“Off-season cases have also dropped. Thissuggests that our activities and efforts havebeen well placed and encourages us to con-tinue. It also bodes well for our goal to re-duce diarrhoea-related deaths.”

The city and its partners have devised anall-encompassing plan in recent years tocontinue reducing the number of people af-fected by diarrhoea, in particular fatalitiesamong young children.

This includes providing various supple-ments to children, training clinic staff inemergency rehydration, and fast trackingcases to ensure timeous treatment.

Their programme also takes awarenesscampaigns to clinics and schools, whilecommunity workers, volunteers, EarlyChildhood Development staff, and informalfood vendors are trained about health andhygiene matters.

The plan also aims to reduce the spreadof new diarrhoea cases by minimising therisk of oral-faecal exposure.

It has been found that the simple activityof frequent hand-washing with soap is high-ly effective in preventing diarrhoea as wellas the spread of other illnesses and infec-tions and has the potential to save morelives than an expensive vaccine or sophisti-cated medical intervention.

The City of Cape Town has endorsed the‘squeeze bottle’ which is a low-cost locallydesigned, easy and portable solution forhand-washing with soap when a tap is notavailable. This squeeze bottle is gainingpopularity and is also making a contribu-tion to waste minimisation (it sees the recy-cling of empty two-litre bottles).

Kraaifontein AME Primary, is one of10 schools in the Western Cape takingpart in a pilot project this year whereXhosa will be taught as a third addi-tional language.

The project will form part of a feasi-bility test, for the Department of Ba-sic Education to permanently intro-duce a third African language intothe school curriculum.

Each province in the country hasidentified 10 schools for the pilotproject, which will be launched inFebruary.

Schools were invited last year toapply to be part of the project.

According to the Western Cape De-partment of Education spokespersonPaddy Attwell, the department is cur-rently in the process of appointingfive teachers to travel between theschools in question.

Set the scene: Western Province Athletics hosted a middle distance training camp at UWC recently. A group of 24 athletes in the youth/ju­nior (6) and senior (6) in both genders were there. The purpose of the training camp was to set the “tone” for the upcoming track and fieldseason, as well as to prepare a small group of athletes to compete for a spot in the SA Cross Country team to the African Championships.

Entries have opened for the historic triath-lon, the TriRock Robben Island, which willbe taking place on the 2 November.

The event strives to honour the heritageof Robben Island by providing an authenticcultural experience.

Athletes and spectators will be given theopportunity to spend the night on the islandin Robben Island Prison, where they will re-ceive a tour by a prison warden and talk by

an ex-prisoner about some of the freedomfighters that it housed.

In addition to this athleteswill also be ableto witness the island in all its scenic beautythrough the swim, run and cycle stages ofthe event itself.

The triathlon will consist of a morningsprint distance of a 400 m swim, 14 km cycleand 4 km run with the afternoon race con-sisting of an 800 m swim, 27 km cycle and

8 km run.There will also be an additional running

race in the afternoon dedicated to 27 yearsNelson Mandela spent on the island.

Santos coach David Notoane says he ishappy with the draw, but will be doing hishomework on the minnows to prevent anyupsets.

“We are playing at home and that is veryimportant, but we are playing against a Sec-ond Division team which is tricky,” he says.
