Operasie Tsotsi, ’n gemeenskaplike po-ging tussen die polisie en die gemeen-skap, het die misdaadtrein in
Scottsdene die naweek so te sê tot stilstandgebring.“Ek het in vier jaar Scottsdene nog nooit
só gesien nie,” sê brig. Gerda van Niekerk,stasiebevelvoerder van die Kraaifontein-po-lisiekantoor. Volgens haar was die impakvan die operasie ongehoord.Die paar straatblokke in Scottsdene waar-
op gefokus is, staan bekend as die bendestra-te en is die afgelope paar jaar geteister deurbendegeweld.Die area loop elkenaweekdeur onder skie-
tery en tientallemense het vanjaar reeds hullewens hier verloor.“Saammet die polisie het gemeenskapsle-
de wat genoeg gehad het van die geweld, diebendestrate te voet binnegeval,” vertel VanNiekerk.Eers het die kinders van Scottsdene vroeg

Die naweek is ook gekenmerk deur watVan Niekerk ’n “stop ’n dop”-tydperk noem.“Ons het ooreengekom met al die drank-
winkels in die area dat geen drank die na-week in Scottsdene verkoop sou word nie enekwasverbaas oordie samewerkingwat onsgekry het,” vertel sy.
Die hoogtepunt van die naweek was egterSondagmiddag toe die gemeenskap saammet die polisie en kerke ’n kerkdiens op diepitch gehou het.Die pitch soos dit in die gemeenskap be-
kend staan, word elke Sondag oorval deurhonderde mense van al die uithoeke van die
stad, wat hier kom spin, pop en drag, maarSondag het dit ietwat anders gelyk.“Waar dit gewoonlik oor naweke ’n ru-
moerige partytjie, gekenmerkdeurdrank endwelmisbruik is , is daar Sondag net gesingen kerk gehou,” sê Twigg.

Van Niekerk sê dat sy na die afgelope na-week weer eens besef het dat die krag in diegemeenskap lê. “Ek sal nooit ophouhoop datons die oorlog teen bendegeweld in Scottsde-ne eendag sal kan oorwin nie, en sal voort-bou op die suksesse van Operasie Tsotsi.”

“To be dead would be better thansuffering like this,” says Antho-nyLeeraar fromBrackenfell. He
is only one out of the thousands of SouthAfrican pensioners who have been affec-ted by the Transnet pension debacle.“I would rather strap myself to a rail-
way line and let one of their trains killme,than carry on living out my old days inpoverty. I lost everything and life is notgetting any better,” he told TygerBurgerlast week.Leereer (57) joined Transnet in the
1970s, where he worked as a client centremanager for the next 20 years until hewasmedically boarded in 1997 for dystonia –a neurological disorder which affects yo-ur ability to move normally.“At this stage I could barely do any
work and was forced to stop working. Iwas however completely dependant onmy pension fund payments, which by thistime was already being affected by the al-leged mismanagement of Transnet pensi-on funds in 1994,” he said.Leeraar was only one of many who lost
almost everything, after about 65 000members had their benefits reduced by45%- earning less than the state’s old-agepension of R1 350/month.
Living below the breadline“At the moment I should be getting mo-
re than R6000 per month but I only getR2900, and after the medical aid deducti-ons I have only about R300 left,” he said.Leereer and other Transnet pensioners
also had to make do with an increase ofonly 2% per year.“I was forced to sell my house and my
car and later my wife also divorced me,”he said.He currently lives in a room with a
friend and despite of his debilitating ill-ness was forced to take up a small tempo-rary job again.“It is hard for me, but I ha-ve no choice. I can’t live on R300 permonth and when this job is done, I don’tknow what I’m going to do next.”Leeraar says this is nothing less than
a human rights abuse.“This is our money
and our futures that ha-ve been blatantly stolenand I know there arema-ny more Capetonians li-ke me out there.”He says he has spoken
to numerous Transnetpensioners living in are-as such as Kraaifontein,Brackenfell, Parow andGoodwood, who are allliving below the breadli-ne.
Class action suitMeanwhile, after a
long and hard struggle, the Pretoria HighCourt a month ago allowed the commen-cement of a class action proceedingagainst Transet and two of its pensionfunds, Transnet Pension Fund and theTransnet Second Defined Benefit Fund(TSBF), on behalf of 65 000 former Trans-net employees. The class action is cur-rently being brought before the PretoriaHigh Court. Transnet will have to defenditself against a R85bn claim- the first of itskind and the biggest ever class actionlawsuit in South-Africa.Although this decision is being appea-
led by Transnet, many political parties inthe country are rallying for the pensio-ners.In a recent statement DA Natasha Mi-
chael, shadowminister of public enterpri-ses, stated that this planned appeal isunacceptable.“These pensioners, most of
them between the ages of 70 and 90 yearsold, havededicated their lives to SouthAf-rica through infrastructure building.Withholding their pension money is no-thing short of exploitation,” she said. “Wecannot allow these men and woman whoworked all their lives to improve South
African infrastructureto be left to starve andsuffer when they can nolonger look after them-selves,” she said.
‘Drawing out thesuffering’“Transnet is so deter-
mined to draw out thesuffering that these pen-sioners must endure.Elderly South Africanswho have dedicatedtheir lives to the growthof our country must beable to live their retire-ment in dignity.
“We cannot allow these men and wo-man who worked all their lives to impro-ve South African infrastructure to be leftto starve and suffer when they can no lon-ger look after themselves,” she said.Meanwhile, the Freedom Front Plus, is
currently taking steps that could negati-vely affect Transnets’s credit rating, byproviding all its creditors, capital expan-sion service providers and large credit ra-ting agencies with a copy of the judgmentfor their consideration.Parliamentary spokesperson, Anton
Albert says: “Transnet has to realise thatit could face credit downgrading due tothe stripping of the assets of the pensionfunds and the theft of the money of inno-cent pensioners. Transnet will be payinga price for this. The FF Plus will see toit.”An investigation by the Public Protec-tor is also pending.

Residents and businesses which generatetheir own electricity via renewable energysources will soon have the option of feedinga limited amount of their surplus energyback into the grid. This will be used as anincentive to be off-set against their electri-city accounts.The implementation of the small-scale
embedded generation (SSEG) tariffs willmake it legally possible to feed electrical po-wer back into the municipal grid. MostSSEG projects generate electricity from re-newable sources such as the sun and wind.According toClive Justus, chairperson of
sub council 4, the City is embracing SSEGtechnology to assist with the country’s acu-te power shortage.“By doing so, we are assisting businesses
and households tominimise their own elec-tricity consumption,” he says.Consumers who wish to feed SSEG-gene-
rated electricity into the municipal electri-city grid will be required to have a bi-direc-tional advanced meter infrastructure(AMI) installed by theCity at their own costThe City’s Electricity Services Depart-
ment is finalising the outstanding costs,which will enable the City to provide resi-dents and businesses with an off-set for fee-
ding power back into the municipal grid.Anannouncement about the first consumerto be signing the SSEG agreement with theCity is imminent.It is a legal requirement that consumers
wishing to connect SSEG to the grid mustobtain consent inwriting from the Directorof Electricity Services.According to Justus, theCityhas set itself
a target of sourcing 10% of its electricityfrom renewable energy resources by 2020and the roll-out of the small-scale embeddedgeneration tariff supports this goal.In a pilot project, a small number of resi-
dential, industrial and commercial consu-mershave already connected rooftop photo-voltaic (PV) generation to the City’s electri-city grid.However, conventional metering instal-
lations does not allow for a two-way flow ofelectricity and the City has been hosting aproject that is serching for a solution thatwill allow consumers to feed power back in-to the grid and to receive an off-set by doingso.“The implementation of the small-scaleembedded generation (SSEG) tariffs willmake it legally possible to feed electrical po-werback into themunicipal grid,” says Jus-tus.

An intrusive new type of weed, knownas a wild sunflower, has been spottedBrackenfell, Kraaifontein, Bellville,
Kuils River and surrounds.Reports from observant members of the
public have helped the City of Cape Townto act fast to prevent the spread of the inva-sive wild sunflower (Verbesina encelioides).
“The largest population has been foundin Atlantis, where a recent wildfire has leftthe site disturbed, allowing the wild sun-flower to establish in thearea. If left unman-aged, this plant has the potential to takeover this site and suppress the fynbos fromrecovering after the fire,” says Johan vander Merwe, City mayco member for envi-ronmental planning.
“The flower heads and seeds have beenremoved and incinerated at all the identi-fied sites to prevent the wild sunflowerfrom spreading any further. Plants havebeen removed and all sites will be moni-tored to ensure that the control methodshave been effective,” he said.
According to Van der Merwe, the wildsunflower was first spotted in the Bothasigand Hazendal areas by members of the Cus-
todians for Rare and Endangered Wildflow-ers (Crew).
Crew reported this to the City’s Early De-tection, Rapid Response (EDRR) team,which enabled the City to remove theseplants before they produced seed after theirflowering cycle, which is underway.
“This is the first time that the wild sun-flower has been recorded in the WesternCape,” he said.
It is considered an intrusive invader be-cause it spreads over fertile land and pre-vents the development of any other localplant species.
Van der Merwe says the plant is an annu-al herb originating from North America.
“It was until recently known to be foundin theNorthernCape, Limpopo,NorthWestand Mpumalanga. The wild sunflower in-vades roadsides, cultivated and uncultivat-ed land, disturbed sites and sandy water-courses. Die Wes-Kaapse polisie het Donderdag dienaam bekend gemaak van die vrou wat op16 Augustus dood aangetref is op ’n mid-delman in Brackenfell.

DieBrackenfell-polisie kondit egter nognie bevestig nie en het op die amptelikeverslag van die nadoodse ondersoek ge-wag. “Die verslag sal aandui wat presiestot haar dood gelei het,” sê Van Wyk.
Daar was na bewering twee wonde aanBurger se nek wat eers soos steekwondegelyk het, maar ’n betroubare bron het la-ter gesê dat die wonde eerder snywondewas.

Brackenfell and Kraaifontein last Sun-day?The video of the falling object has cau-
sed quite a stir on YouTube, but nobodycan guess what this strange humanoidobject is.
After watching thevideo, some folk werecompletely freakedout, suspecting para-normal activity,whe-reas others wrote itoff as a clever marke-ting stunt.Noulen Basson re-
corded the video andis also known for hisdocumentary filmabout the northernsuburbs. He swears that this was no cle-ver stunt.“I was relaxing at home when my girl-
friend Marileze Wolmarans, noticed ablack spot very high up in the sky at ap-proximately 18:40 last Sunday. I ran andset up my Canon 1100D with a Sigma 70-300mm lens and zoomed in to the max-imum. It has a digital zoom functionwhich gives you twice the zoom but itdoesn’t allow you to record in that mode,so I recorded the image on the viewfinderwith a Canon 650D,” Noulen explains.“At first it seemed like a lifeless body
dangling upside down, then it seemed toturn around or crouch into a ball-like
shape and itwas then thatwe saw the Spi-derman-like stance; like it was holdingonto its legs. We observed it until it wastoo dark to see anymore,” he says.Noulen says the object moved at a very

The Durbanville police are warning resi-dents about a couple pretending to be stuckalongside the road without petrol, but areactually defrauding people of their money.According to Lt Marchell Rhode, spokes-
person of the Durbanville police, the policereceived a call from a concerned residentabout an incident on Klein Roosboom Roadoutside Durbanville.“They stop vehicles on the road to ask the
drivers for petrol money as they pretend tobe without petrol,” Rhode says.“But once people give them money, they
drive away.”He says this has happened several times.TheDurbanville police are currently con-
ducting an investigation and brought the
couple in for questioning. No arrests havebeenmade, because no criminal charge hasyet been laid.Readerswith any informationregarding such incidents are urged to con-tact the police as soon as possible.In some instances a woman seems to be
sitting alone in the vehicle, while a man islying on the back seat of the car, says ColMarius Swanepoel of the Durbanville po-lice. “They try to get the sympathy of othermotorists to get them to stop,” he said.According to Swanepoel they sometimes

Christian communities in Brackenfell,Kraaifontein and Kuils River are preparingfor a spiritual awakening, pre-empted by aprayer movement aptly referred to as SevenDays on the Wall. For seven days, from 19to 25 October, Christians are called upon topray around the clock non-stop. This globalinitiative was launched in South Africa lastyear for the first time, where some 700 chur-ches, ofwhich 200were from theCapePenin-sula, took part.In Stellenbosch, 30 local schools formedpart of the initiative and this year 15 chur-ches in Brackenfell will beworking togetherto involve as many schools possible in theOostenberg area.
The initiative is co-ordinated by the Brac-kenfell-based Christian organisation, Jesus-in-Action. “Firstly we need to unify commu-nities and churches of all denominationsand break down all barriers, after which wecan share the love of Christ with with all ofhumanity,” says Ettiene Pio of Jesus inActi-on.Pio expects the prayer initiative to be theforerunner in an extraordinary spiritualawakening. “As a result of only 1000 peoplepraying day and night for seven days, the li-ves of hundreds of thousands more will betouched by God. People will be set free fromdrugs and violence and communities will behealed,” he says. With a new album and a new name, The Bal-listics have had a very busy yearWhen TygerBurger last spoke to the Nort-
hern suburbs band, they had just releasedtheir debut EP and were playing under thename Ballistic Blues.Last year the band were joint winners of
the Rolling Stone Rockstarter competition(sharing the title with Cortina Whiplash)which kicked open the doors to the SouthAf-rican music industry. Thanks to this theygot to perform at Oppikoppi, toured Gau-teng, were featured in the SouthAfrican edi-tion ofRolling Stonemagazine and,most im-portantly, got the opportunity to recordtheir full-length album at VHMusic and Pu-blishing in Joostenbergvlakte.The band de-cided to change their name slightly becauseof the departure from playing solid blues.“We started out as a solid blues band and
only played blues-orientated gigs,” explains
lead guitarist, Tyan Odendal. But theirsoundhas evolved and the bandhave startedplaying music with other influences to newcrowds who weren’t necessarily into blues.“We’re not just blues anymore,” Tyan says.Frontman Nick Forbes, says the new al-

after the children, but they sitin a warm staffroom, drinkingcoffee and tea, while thechildren freeze outside.What is even more alarming
is that traffic officers occasion-ally make an appearance tooversee this barbaric custom. Agovernment official shouldreally know better.It is an important and

Ticket sales for the inaugural CapeTown Fringe Festival have opened.Produced by the Grahamstown Na-
tional Arts Festival (NAF) team and sup-ported by the City of Cape Town and Stand-ard Bank, performances will take place inspecially devised theatre spaces includingthe iconic City Hall.A total of 89 productions have been con-
firmed as the core of the Fringe’s pro-gramme. The selected shows represent ablend of work that is “old and new, tried,tested, opportunistic, comfortable, famil-iar, edgy and daring,” according to NAF ar-tistic director Ismail Mahomed.
Focus on theatreMahomed says that the festival organis-
ers have selected a few more productionsthan they initially intended to. As theywere looking through the proposals, theyimmediately began mentally assigningthem to thevenues, thereby finding innova-tive ways to accommodate more shows.“Roughly half the productions selected aretheatre, while the rest are fairly evenlyspread across music, physical theatre, per-formance art, and comedy,” he says.From the outset, organisers had been
anxious to ensure that the Cape TownFringe gets established as a predominantlya theatre-orientated festival.He points out that there are already sev-
eral long-standing, successful single genrefestivals in Cape Town that cover comedyand jazz for example, and organisers werewary of replicating them.Among the productions to be staged are

Afrika wat die uitnodiging ontvang het.Die seminaar vind plaas onder leiding
van die wêreldhoof, Goshi Yamaguchi(Saiko Shihan). Dit vind plaas om die25ste jaar te gedenk van die afsterwe vanGogen Yamaguchi en ook om sy hoogte-punte te eer.Francois het sy uitnodiging om deel
van hierdie geselskap te wees, te dankeaan die toewyding van meer as 40 jaaraan die vegkuns. “Ek beoefen al meer as40 jaar karate. Ek het as 7-jarige seun
met karate op Worcester begin. As ma-triekseun het ek die junior Goju-Kai-ka-rate-wêreldtitel in Japan verower,” ver-tel Francois. Om te kwalifiseer vir die ti-tel van “meester”, oftewel “shihan”,moet jy ’n minimum van 35 jaar karatebeoefen en vir minstens 5 jaar ’n Godan(5de Dan) wees. “Vir my is dit ’n beson-derse eer om saam met die bestes (mees-ters) in die wêreld te oefen. Die kursushandel oor nuwe tegnieke, metodes, toe-passing van kata en kumite asook kor-rekte asemhalingsmetodes. Om op hoog-te te bly van karate en die vooruitgangdaarvan, is vir my baie belangrik.“Ek glo daarin dat dissipline, respek
en deursettingsvermoë deel van elkemens moet wees om sukses te bereik. Enas ek hierdie bydrae kanmaak ten opsig-te van jongmense, is dit amper soos om’n swart gordel te verwerf.”
