Family explores world togetherANDRÉ BAKKES
For the Zapp family there is no tomorrow– there is only now.
Besides their four children, Hermanand Candelaria Zapp have populated thepresent with persuasive inspiration and anastonishing narrative of their adventures.
Thirteen years ago the couple from Argen-tina set out to see the Americas in their 1928Graham Paige vehicle.
A six-month endeavour evolved into a 13-year odyssey around the globe, and quitenaturally two people became six.
Herman (44) and Candelaria (42), alongwith their four children Pampa (10), Tehue(8), Paloma (5) and Wallaby (4) have beensharing their unexpected journey with peo-ple from all over the world.
Last night they continued this trend atMilnerton Aquatic Club and soon they willbe on their way to Namibia and then boldlycarry on through Africa.
SpecialTygerBurger spoke to them before they
gave their final presentation in South Afri-ca.
“We are not special. We are just like every-one else, but we are doing something spe-cial,” exclaims Candelaria with a heavySpanish accent.
“If you have a dream you must not beafraid to follow it. Yes, there are many upsand downs – so many challenges – but youmust just go, go, go!”
Herman adds: “We know it will be tricky,but that is what we’re looking for! Adven-ture, challenges... Every day is exciting, eve-ry day we don’t know what will happen. Thatis what keeps us alive and in love, becausewe work together to overcome.”
The couple left their whole world behindthem in 2000 when they bought an old carfrom a friend in Argentina and set off toAlaska. They had enough money to last themsix months.
Through the goodwill of people they’vemet on their journey, neither the money northe motivation to continue ever dried up.
TravelsAfter the Argentina-Alaska journey they
travelled from La Quiaca (Argentina) toUshuaia (the southern most city in theworld); from the West of the USA, throughCanada, all the way to the East of the USA;all the way around Australia; from Oceanato Japan, China and India; and then they fi-nally arrived in South Africa.
They wanted to travel through Africa ina year, but SA was so fascinating they’vebeen here for more than eight months!
Candelaria explains: “You have it all here!The mountains, the beaches, the trees... Eve-ryone told us we will fall in love with CapeTown and I was worried about this, becauseif everyone tells you that then you expect toomuch and be disappointed. But Cape Townis even better than we thought!”
According to Herman people also toldthem that they will be robbed somewhere
along their journey through South Africa –and indeed they were.
“They were right! But they never told meabout baboons! Baboons stole our medi-cine,” he laughs.
HighlightsThe family has been exceptionally fortu-
nate, since they have never been the victimof a serious crime or illness on their 13-yearjourney.
When Herman and Candelaria were askedto name one (one!) highlight they struggled.
“One?” asks Candelaria. “I would say thebiggest highlight is people! Making friendswith the locals.”
Another part of the journey that sparkleswith wonder was when the family put the ve-hicle on a raft and rowed through the Ama-zon jungle.
She adds that the most difficult part oftheir travels was that very first day whenthey left their lives behind.
“Your mind had so many questions andthere were no answers. It was very difficultto hear your heart. Everybody else also hadmany questions. The unknown is scary... Wewere so afraid and fragile the day we left. Butwe also felt powerful, because we were con-quering our fears. That first day our carbroke just 65 kilometres into our journey! Ithink it was very good that we didn’t returnback home to fix it, or we might never haveleft,” says Candelaria.

AfwykingVolgens haar ma het Charné ’n onbepaal-
de genetiese afwyking, wat ook die longe af-fekteer. Reani het egter beide die genetieseen metaboliese afwyking.Die sindroom alleenlik veroorsaak pynli-
ke, bloeiende sere in die derm en simptomemoet behandel word vir verligting en omkanker te voorkom.Madeleine sê die toestand is 99% beves-
tig, maar hulle wag nog vir finale bevesti-ging van die spesialis.“Dis ’n kombinasie van probleme in Rea-
ni se spysvertering wat haar so siek maak,want elke deel van haar spysvertering het’n probleem,” sê sy.Daarby is Reani ook ondermeer asimpto-
maties, want sy toon geen simptome wan-neer sy siek word nie en sy kan nie juis pynvoel nie; haar klein lyfie kan nie proteïeneverteer nie; sy word met spesiale melk ge-voed wat ingevoer moet word; en gebruikdaagliks verskeiemedikasies insluitend ge-reelde antibiotika-behandeling.Sy het ook kroniese esofagitis, wat in-

R700 per dag. Ons ondervind ook gereeldverskaffersprobleme met die maatskappy,wat die spesiale melk en voedingspypiesoorsee vervaardig en invoer,” sê Madelei-ne.
TuisversorgersHoewel die Badenhorst-gesin se mediese
fonds Reani se vier (twee per dag) tuisver-sorgers betaal, moet die gesin self al die an-der mediese toerusting en basiese benodig-hede aanskaf.“Alles wat ’n mens as vanselfsprekend in

A young cancer survivor and member ofthe De Tyger Leo Club of Lions Internation-al was recently awarded the prestigiousLouis Volks Humanitarian Award, whichis considered a top honour for any LionsClub member.Deon vanWulven (24) received the award
at a Leo’s Conference in Mooreesburg inrecognition for his active service and workdone within Lions International Club andfulfilling various portfolioswithin the LeosClub the past few years. He is currently thetreasurer of the De Tyger Leo Club, aproject of Lions International, andwas alsorecently elected as the new club presidentfor 2013/14, starting in July.Some of the previous positions that Van
Wulven held include that of club president,co-ordinator, workshop facilitator and sev-eral other portfolios.“The Lions organisation is two-fold, serv-
ice and leadership, and I have served inboth,” says a proud Van Wulven.He has been a member of the De Tyger
Leo Club for the past nine years and wasone of the founders of the club. He was in-troduced to the Lions at a very young ageby his parents, who are both members ofthe Tygerberg Hills Lions Club.“They would bring me along to projects
and events, and I enjoyed it. In 2005 we –I, together with my sister and a few friends
– started the De Tyger Club,” says VanWul-ven.“It’s the best feeling knowing that you’ve
made a positive difference in someone’slife,” he added.With a hectic schedule, balancing his

week inWashingtonDC in theUS attendinga workshop to help members of the commu-nity understand the process taken by re-searchers in testing new drugs to treat HIV.Blankenberg was the only South African
communitymember to attend theworkshopduring the annual meeting of the HIV Pre-ventionTrialsNetwork (HPTN). Shewas se-lected through a randomdraw organised bythe Desmond Tutu TB Centre (DTTC) atStellenbosch University’s Parow Campus.“It was a new experience for me, but I
learnt so much. It has encouraged me tospeak to young girls at school and people inthe community about the importance of get-ting tested and treated for HIV,” Blanken-berg said.Blankenberg’s involvement in the work-
shop is considered extremely important, astheDTTChas launched a five-year researchstudy, together with its Zambian and US
counterparts, to help prevent the spread ofHIV.Nine communities throughout the West-
ern Cape, as well as 12 from Zambia, willbe involved in the trial.The study is the largest ever HIV preven-
tion study on a community level to be con-ducted worldwide and will involve thou-sands of people in theWesternCape, includ-ing in Bloekombos in the Kraaifonteindistrict, Khayelitsha, Delft-South, Cloetes-ville, Dalevale and Wellington.Community health workers will be visit-
ing these residents over the next few years,providing voluntary HIV counselling andtesting andhelpingpeoplewho testHIVpos-itive to access healthcare.Blankenberg says she’s energised about
the prospect of helping to train communityadvisory boards about the study.“It’s important for people to realise how
research can help people in the community.I want to be a voice in the community. Iwant people to know that HIV can be treat-ed…that there is help and that they shouldget medication.”

The International Association of LionsClubs welcomed the Immediate Past Presi-dent of The International Association of Li-ons Clubs, Doctor Wing-Kun Tam of HongKong’s Special Administrative Region(SAR) in the People’s Republic of China.
The president visited Cape Town as partof his services to the International Associa-tion of Lions Clubs on Saturday 25 May atthe Merriman Lions Community Centre inGoodwood for a prestigious celebration din-ner.
Clive Fox, Lions’s president of Mer-rimans Lions Club says the Foundation ispart of the Lions Association which wasformed in 1968.
The Foundation has raised millions ofdollars worldwide to meet its three majorobjectives.
These include humanitarian services, vo-cational assistance and major disaster re-lief.
Local Lions Club recipients of the MelvinJones Fellowships were Martin Kallis, thecurrent president of De Grendel Lions Clubin Edgemead, and Alan van Wulven, a pastpresident of Tygerberg Hills Lions Club.
Both members have served their clubs,district and community with great distinc-tion and richly deserve the high accoladefor their humanitarian services.
Fox says: “It is always the Immediate PastInternational President who manages thefoundation after his year of service in theassociation’s highest office.
“It was indeed a rare honour for both Kal-lis and van Wulven to have received theirfellowship plaques and lapel pins from thepast Lion Club International Foundationchairperson, Dr Wing-Kun Tam.”

house where they found mydaughter and held a gun to herhead too. They then proceededto ransack our house continual-ly threatening death and injuryto keep us co-operating. We aregrateful that we escaped withour lives and no physicalinjuries.The loss of possessions is
meaningless as we continue totry and cope with the mentalscars. In the days after theincident, the SAPS dropped byregularly to update us on theinvestigation and check on ourwelfare.In these times, the SAPS is

The event was celebrated by many in-cluding some special guests includingthree of the school’s first staff members,the first learner at the centre, as well asMinister of Education in the Western Cape,Donald Grant.
According to Ruth Bourne, principal,some of the speakers at the event includedChristien Coetzee Klingler (chairperson:School Governing Body), Mary Jourdan(one of the first teachers at the Carel duToit Centre), Prof James Loock (head ofENT at Tygerberg Hospital) and MinisterGrant.
Mary Jourdan, one of the first teachersat the school, said she is happy to see thecentre is still applying the same “experien-tial teaching” methods today, methods shealso used when she started teaching at theschool 40 years ago.
Bourne said one learner’s mothershared a moving testimonial about howher first child was diagnosed late and islearning sign language in Worcester, andhow devastated she was when her secondchild was also born deaf. The second childwas diagnosed early and is now a learnerat the centre, and is busy learning naturalspoken language.
Guests were also entertained to a concertperformance by the Carel du Toit learnersentitled “I have a Dream”.
The Carel du Toit Centre is a schoolbased at Tygerberg Hospital which helpsdeaf children acquire speech and languageskills through the use of appropriate hear-ing technology and enrolment in an audito-ry-oral programme.
With early identification of hearing loss,a large percentage of deaf children are ableto acquire sufficient speech and languageabilities for them to be able to adapt intel-lectually, socially and emotionally in a so-ciety of hearing people.

Ratesand tariffpolicies:‘propoor’The City of Cape Town’s Rates and Tariffpolicies are designed to ensure all citizenshave access to basic services.
This policy enables individuals whomeet the criteria to have access to free ba-sic services and a rates rebate.
Johan van der Merwe, Portfolio Chair-man: Finance, says there are certain crite-ria stipulated by the City of Cape Town,that the applicants for indigent benefitsmust meet.
Applicants can apply for indigent bene-fits at municipal offices by completing therelevant form and submit it with other rel-evant documentation; such as, copy ofidentity document(s) and proof of grossmonthly household income.
Every residential property will receivea 100% rebate on the rates levied on thefirst R200 000 of the municipal value of theproperty.
A monthly indigent grant of R67,42 willbe credited to every residential propertyvalued at R300 000 or below, and in addi-tion to the 6 kilolitres (kl) of water alreadyallocated, an extra 4.5 kl Z totalling 10.5 klof water free of charge.
This grant also covers the sewage cost re-lated to the extra free allocation of water.
The charges for the 240 litre refuse binsprovided to residential properties are sub-sidised as follows: properties valued up toR100 000 receive a 100% rebate; those val-ued between R100 001 and up to R150 000 re-ceive a 75% rebate; those valued betweenR150 001 and R350 000 receive a 50% rebateand those valued between R350 001 andR400 000 receive a 25% rebate.
For residential properties purchasingless than 250 kWh of electricity per month,the first 60 kWh will be free and those pur-chasing between 250 kWh and 450 kWh permonth will receive the first 25 kWh forfree.
In addition to these property valuationrebates, owners of residential propertiesmay apply for further indigent assistanceto reduce their municipal bills.
Some of the criteria for the applicationprocess are the following:
V The property involved must only beused for residential purposes,
V The applicant must be the registeredowner of the property or resident in a childheaded household where the property isregistered in the name of the deceased par-ent(s),
V A divorcee who received the propertyby means of his or her divorce settlement,
V Applicants must be full-time occupantsof property, and
V The applicant must have a prepaymentelectricity meter and a water managementdevice installed.
Successful applicants with a grossmonthly household income of R3 500 orless, will irrespective of the valuation oftheir properties, receive a 100% rates re-bate, the indigent grant of R67,42 for waterand sanitation and a 100% rebate of thecharge for the refuse bin.
Backyarders on council owned proper-ties provided with direct access to water,sanitation and refuse removal serviceswill also receive the R67,42 indigent grantfor water and sanitation charges to provide10.5 kl of water free of charge as well as afree 240 l refuse bin service.
Successful applicants with a grossmonthly household income between R3 500and R4 000 will receive a 75% rates rebate,those with gross monthly household in-come between R4 000 and R4 500 will re-ceive a 50% rates rebate and those with agross monthly income between R4 500 andR5 000 will receive a 25% rates rebate.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie,elektrisiteit en vaste-afvalbestuur.
2.1 WATER
Drie stelle watertariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur kwesbare groepe.
2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’nBeëdigde verklaring sal vereis word, en die aansoek sal op grond van diepersentasie van die hoofgebruik ondersoek en oorweeg word.
2.1.14 Bestaande skuilings vir haweloses – geakkrediteerde skuilings wat bydie Stad Kaapstad geregistreer is. Bygewerk om die verbruikstariewe virouetehuise (buiten dié wat as huishoudelike groepe geklassifiseer is)sowel as tehuise vir die gesondheid van diegene met fisiese of geestelikegestremdhede in te sluit.

• Die volgende fase om die aantal blokke in die huishoudelike groepskategorieuit te brei ten einde dit verder met die volledig huishoudelike kategorie teversoen, soos wat kliënte gedurende die oorlegplegingsproses vir 2012/13versoek het, het ’n aanvang geneem.
• Veranderinge in diverse tariewe en prosedures, met inbegrip van stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane), industriëleafvalwater en brandkrane, word in bylae 4 by die begrotingsdokumentuiteengesit.
2.2. SANITASIE

• RESIDENSIËLE TARIEWE: Geheel en al herstruktureer. Algehele styging ininkomste uit die groep is 7,86%, maar individuele kliënte sal waarskynlikverskillende stygings waarneem op grond van werklike verbruik.
• GRATIS BASIESE ELEKTRISITEIT: Hulptariefkliënte wat minder as 250 kWh permaand ontvang, se gratis basiese toevoer sal tot 60 kWh verhoog word, endiegene wat tussen 250 kWh en 450 kWh per maand ontvang, sal ’n gratisbasiese toevoer van 25 kWh per maand kry.
• NETTO METERTARIEF: Die energiekomponent word nou in verbruik enopwekking ingedeel en hernoem RESIDENSIëLE KLEINSKAAL- INGEBOUDEOPWEKKING.
• TARIEF VIR KOMMERSIëLE KLEINSKAAL- INGEBOUDE OPWEKKING: Nuwetarief ingestel om die ingeboude opwekking van hernieubare energie virnieresidensiële aansoeke te fasiliteer (nie beskikbaar vir verbruikers van kleinkrag 2).
• NUWE TYDSPESIFIEKE TARIEF: ’n Nuwe tydspesifieke tarief virmediumspanning word slegs vir die Atlantisgebied ingestel.
• KLEIN KRAGVERBRUIKER 1: Met die buitespits-kombinasie sal vanaf 1 Julie2013 tot slegs bestaande kliënte beperk word. Die buitespits-komponentestyg ook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit tefaseer.

- Beide residensiële en kommersiële kliënte wat bourommel weggooi, kan dieaflaaifasiliteite gratis gebruik;
- Kliënte wat bourommel by aflaaifasiliteite weggooi, mag slegs een vrag perdag soontoe neem, aangesien hierdie fasiliteite nie groot hoeveelhede afvalkan hanteer nie.

Northlink College helps Soitec empower local communityA special awards ceremony was held recent-ly in Touws River to celebrate the gradua-tion of the 18 Northlink College students,who completed the first course of the SouthAfrican Concentrating Photovoltaic Train-ing Programme (CPV Training Programme)that was developed by Soitec Solar GmbH.
The students received their certificates ofbasic training and are well on their way to
promising careers in the renewable energyindustry.
“I am really proud of these 18 students.Their success proves that in any career paththere is a ladder that is not always easy toclimb. The more effort you put in, the higheryou climb and in the end you will reach suc-cess,” says Dion Miller, programme manag-er engineering studies and co-ordinator of
the project for Northlink College.Soitec Solar is currently in the construc-
tion phase of a 36 MW CPV utility scale pow-er plant being developed in Touws River.
Training for the programme was facilitat-ed by Johan Holtzhausen (electrical engi-neering lecturer) and Henry Mafumba (mod-erator), both from Northlink College BelharCampus.
The first leg of the training programmecommenced in January this year and fo-cused almost entirely on basic electricaltraining.
All of the 18 candidates who participatedin the first leg have successfully completedtheir training and will progress to the sec-ond leg, which includes further specialisedelectrical and mechanical training.

saw over 100 teams battle it out in almost 60matches, but the teams will still have toprogress through several more qualificationrounds to join tournament hosts Santos FC,defending champions Ajax Cape Town andPremier Soccer League side Chippa Unitedat the finals in August.
PrizesWith prize money of R10 000, tons of other
prizes and the bragging rights up for grabs,the competition should be tough.
Ajax will be looking to make it three-out-of-three this year, and five titles in total, af-ter dethroning then champions ASD Acade-my in the 2011 final and holding on to theircrown with a satisfying victory over Santosin 2012.
