Housing Europe is the European Federation of Public, Cooperative and Social Housing
•Established in 1988, it is a network of 43 national and regional federations which together gather about 43.000 public, social and cooperative housing providers in 23 countries.
•Altogether they manage over 26 million homes, about 11% of existing dwellings in the EU.
Vision
Access to decent and affordable housing for all in communities which are socially, economically and environmentally sustainable and where all are enabled to reach their full potential.

Housing quality and fuel poverty
•Housing quality: buildings are responsible for approximately 40% of energy consumption and 36% of CO2 emissions in the EU (% (https://ec.europa.eu/energy/en/topics/energy-efficiency/buildings).

Transition Zero project
•Horizon 2020 - up to €3.6 million over the three years 2016 to 2019
•Based on Energiesprong model (NL) ‘net zero energy refurbishing’ 111,000 housing to E=0 levels, to be rolled out in France and UK
•To bring about desirable, viable net-zero energy refurbishment solutions to the mass market by 2020.
