• The two universities are planning to expand their cultural cooperation in the region area including Africa, Arab World, and Europe.

The goals are:• Unification of higher education system.• Establishing a training program for higher education

management.• Technology transfer to strengthen higher education

reform activities.• Capacity building of human resources.• Increasing the efficiency of the scientific research

infrastructure.

Needs Assessment

• Diverse, pressing, and contradictory challenges faced by higher education require more complex and higher level leadership, management, and administration.

• New generation of administrators required to undertake strategic administrative and management functions (e.g. strategic planning, quality assurance, human resources, marketing,, academic development, student welfare,….).

• In more permeable higher education systems, act as “translators” operate at interface of academic heartland and corporate and administrative centers, link internal higher education with external stakeholders.
