8.2 endorses the UNAIDS PolicyPosition Paper: IntensifyingHIV Prevention as amended;

8.3 urges UNAIDS to strengthenits leadership of, andsupport to, global, regionaland national efforts tointensify HIV prevention aspart of a comprehensiveresponse to AIDS;

8.4 requests UNAIDS to takethe lead in intensifyingHIV prevention, throughexpediting the developmentof an action plan based onthe Policy Position Paperand the recommendations ofthe Global Task Team, andto inform the ProgrammeCoordinating Board of thisaction plan by December2005; noting that this willentail further harmonizingand coordinating its effortsthrough a clear division ofresponsibilities betweenthe UNAIDS Secretariatand Cosponsors, as well asby coordinating its effortswith national and globalstakeholders;

8.5 requests UNAIDS to providea progress report in June2006 on UNAIDS’ efforts tointensify HIV prevention; and

8.6 notes the United Statesstatement that the UnitedStates could not fund needleand syringe programmesbecause such programmesare inconsistent with currentUnited States law and policy,and notes that this externalpartner cannot be expectedto fund activities inconsistentwith its own national lawsand policies.
