Agenda

Spectrum Management Operations have evolved in recent years from a pre-mission planning task into an ongoing operational activity spanning well beyond Signal operations across all Warfighting Functions, and with direct responsibility for the Electronic Protect (EP) pillar within Electronic Warfare (EW). This discussion will cover where Army Spectrum Management Operations stood on 9-11, how it evolved in response to Counter-IED actions, the relationship with EW, and how the Army will pursue modernization of one of the three pillars of Cyber Electromagnetic Activities.

Cyber/Electromagnetic Activities (CEMA)

Cyber electromagnetic activities are activities leveraged to seize, retain, and exploit an advantage over

adversaries and enemies in both cyberspace and the electromagnetic spectrum, while simultaneously

denying and degrading adversary and enemy use of the same and protecting the mission command system.

(ADRP 3-0) The three components of cyber electromagnetic activities are cyberspace operations,

electronic warfare, and electromagnetic spectrum operations.

Use Electromagnetic and directed energy to control the electromagnetic spectrum or to attack the enemy •Electronic Attack •Electronic Protection •Electronic Warfare Support

Planning, coordination, and managing use of the electromagnetic spectrum through operational, engineering and administrative procedures to de-conflict all systems. •Spectrum Management •Frequency Assignment •Host Nation Coordination •Policy

Employ cyber capabilities to achieve objectives in and through cyberspace •DoD Information Network Operation •Offensive Cyberspace Operations •Defensive Cyberspace Operations

NetOps Convergence

• ASA(ALT): NetOps Integration Initiatives Directive for PEOs, signed 18 Aug 12,

• Para 4f, directed Electromagnetic Spectrum Management Operations (EMSMO) to:

- Converge on:

•Spectrum XXI-O.

•Coalition Joint Spectrum Management Planning Tool (CJSMPT).

•WIN-T Inc 2 Spectrum Management Tool.

- PEO IEW&S lead, supported by PEO C3T and PEO EIS

• Para 5a, Each Lead PEO assign an Acquisition Program that is already engaged in this mission area with execution responsibilities for each Integration Initiative.

- PM EW/ PdM EWI

• Para 5c, Each assigned Acquisition program be prepared to address execution of their assigned integration initiative at this year’s WSRs

EMSO Convergence

• Update and align the EMSO Convergence Strategy due to current

budget constraints

– Converge SMO capabilities into EWPMT to support SMs

assigned to the S3 (EW Cell)

• Accounted for in the EWPMT CDD

– Converge SMO capabilities into WIN-T SMT/NMS to support

SMs assigned to the S6 (NOSC)

• Leverage WIN-T & J-TNT convergence to support BOIP

delta

– Analyze CP CE and WIN-T infrastructure to ensure data

exchange/interoperability IOT support mission execution.

– Converge SMO capabilities to the following tools

• GEMSIS – Spectrum XXI-O (DISA)

• PM EWI – EWPMT

• PM WIN-T – Objective WIN-T NMS

EMSO Document Strategy

Description: Development, integration, and acquisition of data sharing and ESMO (EW & SMO) tools to support convergence between tactical and enterprise systems IAW the Army NetOps Integrated Systems Engineering Plan (iSEP). Coordination with JEMSO and overall EMBM construct to support strategic to tactical EMSO (EW Ops & SMO) implementation. The importance of the electromagnetic spectrum (EMS) and its relationship to the operational capabilities of the Army is the focus of EMSO. EMSO include all activities in military operations to successfully control the EMS.
