• Concept– Leverage the amphibious capabilities of the Navy/Marine

Corps team to provide support to civil authorities

• Seabasing of:– Personnel and equipment – Air and surface mobility– Relief supplies– Sustainment for forces ashore

• Appropriate conditions and circumstances– Manmade or natural disaster overwhelms

local and state capacity to respond– Large population areas in the littorals – Isolated islands – Disrupted / inaccessible GLOCs– Forces and equipment available for

1. USN & USMC marshal, embark equipment, and depart for JOA

• USMC pre-positioned gear

2. USMC “Fly Away” echelon boards while USN ships are enroute

3. Additional personnel and equipment, if required, conduct ground convoy

4. Forces transferred to CCDR for employment

• Assumes RFF and MA approved

5. Mission complete, forces transferred back to service component for future assignment and tasking
