AUG. 10, 1895.] UNIVERSITIES AND COLLEGES. [T Bar 397 Kilburn from an attack of paralysis on the preceding night. Mr. Greenly was admitted to Membership in 1827. He left Bristol, where he had practised for over half a century, about ten years ago, and migrated to London, where, how- ever, he visited a few patients till he was about 85. Mr. Greenly's mode of life was simple and regular. He was an abstainer for nearly sixty years, and till a few years ago was in the habit of rising every morning at five o'clock to read Greek and Hebrew. What is X.'s duty, seeing that Z. has never requiredany attendance previously in the neighbourhood?*** Under the circumstances related we are of opinion that X.

should act purely as the locum tenen8 of the absent Y.

MIDWIFERY SUBSTITUTE.BALLARAT, VIcTORIA.-The following is the rule by which the case ofaccouchement referred to should in principle be governed: " When apractitioner is called in or otherwise requested to attend at anaccouchment for another, and completes the delivery, or is detainedfor a considerable time, he is entitled by custom-except in the case ofillness, etc., provided for by Rule 3-to one-half of the tee; but on thecompletion of the delivery, or on the arrival of the pre-engagedaccoucheur, he should resin the further management of the case.In a case, however, which gives rise to unusual fatigue, anxiety, andresponsibilityit is right that the accoucheur in attendance shouldreceive the entire fee. (Note.-In either event, when the officiatingaccoucheur is a stranger or a non-acquaintance of the family doctor,the fuill fee should be tendered to him.)"-Code of Medical Ethics,chap. ii, sect. 5, Rule 12.

FEES TO MEDICAL WITNESSES.N. C.-The fees allowable to a medical witness for attending to giveevidence in a criminal case are 1 guinea per diem and travelling ex-penses. No special allowance is made for examinations except inexceptional cases. If no order for payment has been made by thecourt nothing will probably be allowed.

ACCIDENTS AND THE FAMILY ATTENDANT.MR. X. came as a newcomer with his family to a town. After a fewmonths he brought his two sons to Dr. A. for treatment, and after afew consultations they got well. A daughter of Mr. X's was also onceseen by Dr. A. A couple of months later Mr. X. himself, who had neverrequired treatment, met with an accident, and was carried, un-conscious, into the first house, an'd the nearest doctor, Dr' B wasfetched. Dr. B., without asking the nearest relative if Mr. X. had hadany regular doctor, at once took charge of the case, and on Mr. X.reaching his own home has attended him ever since. Dr. A. has re-ceived no communication on the subject from Dr. B. Both medicalmen are on good and friendly terms.

1. Was Dr. A. right in assuming he was Mr. X.'s family doctor, seeingno one else had advised any of its members ?

2. Was Dr. B. justified in continuing to attend the case and makingno communication with Dr. A.?*** There cannot be any reasonable doubt that, under the

circumstances specified, the rule referred to by our correspondent inhis private note (Code, chap. 11, sec. 5, rule 7) is strictly applicable to

an annual rate of 1.32 per 1,000, against an average rate of 1.77 in thecorresponding quarters of the ten preceding years. The mortality fromdiphtheria and from diarrhoea showed a slight excess, while that for eachof the other principal zymotic diseases was considerably below theaverage. Of the 35 fatal cases of small-pox registered last quarter inEngland and Wales, 4 occurred in Derby, 3 in London, 3 in Liverpool,and 3 in Oldham.The rate of infant mortality in England and Wales last quarter, or the

proportion of deaths under one year of age to registered births, was equalto 129 per 1,000, which corresponded with the mean proportion in thesecond quarters of the ten preceding years. In London the rate of ijifantmortality was 131 per 1,000, while it averaged 145 in the thirty-two largeprovincial towns among which it rangedc trom 100 In Croydon. 107 inHuddersfield, and 116 in Nottingham to 171 in Manchester, 177 in Bolton,178 in Burnley, and 199 in Preston.The mean temperature of the air during last quarter at the Royal Ob-

servatory, Greenwich, was 55 10, and was 2.80 above the average in thecorresponding quarters of 124 years; the mean temperature showed anexcess of 1.70 in April, 3 50 in May, and 3.10 in June. The rainfall duringthe quarter amounted to 1.91 inch, and was only about one-third of theaverage.

MEDICAL NEWS,BRUSSELS MEDICAL GRADUATES' ASsoCIA1ON.-The annual

meeting and dinner of this Association took place at the Caf6Royal, Regent Street, on July 29th. Dr. Warburton, of Liver-pool, was elected President for the year 1895-96; Dr. S. Sun-derland, Vice-President; and Drs. Brookhouse, Burland,Thomas, Hearnden, Gabe, Achard, Snape, Turtle, Naumann,and Wunderlich, members of Council. At the dinner whichfollowed there were present among the guests Sir WalterFoster, Dr. Glover, Mr. John Langton, and other well-knowngentlemen. Dr. Snape, in proposing the toast of "TheBritish Medical Association," drew attention to the greatdesire of many of its members that that Association shouldundertake a wider circle of duties, more particularly allud-ing to the question of medical defence. Sir Walter Foster,in replying, said that he sympathised with the wishes of thespeaker, but feared there were grave difficulties in the wayof carrying out the desired change. He particularly com-plimented the Brussels graduates on their admirable or-ganisation, and said that personally he was in favour of theirbeing allowed to register their degrees as additional qualifica-ons. Dr. Beresford Ryley, in proposing " The Guests," gavehe history of the Brussels Medical Graduates' Association,and of their agitation in 1886 to get their degrees registeredwhich was so ably assisted by Sir Walter Foster; he trustedhat the latter and Dr. Glover would use their best efforts onhe Council to get for graduates of Brussels since 1886 thesame right granted by the Medical Act of that year tograduates before that date. Dr. Glover, in his reply, ex-pressed a very strong opinion in favour of this registration,but thought that the present inability to register was partlyowing to the refusal of the Belgian Government to allowreciprocal advantages to English practitioners in Belgium.Dr. Pocock, in a subsequent toast, pointed out that Dr.Glover was under a little misapprehension as to the objectsof the Brussels Medical Graduates' Association; they did notwish that any foreigner should be put on the Reykter forforeign qualifieations-indeed, they would strongly object toit, unless he also held English ones; their contention onlywas that those who were already on the Register for Englishqualifications ought to be allowed to register, if they thoughtfit, any foreign degrees they might have obtained after exa-mination from a State-recognised university. Dr. Gloveracknowledged this correction, and thought that the conten-tion of the Brussels graduates was an exceedingly reasonableone.BRITISH LARYNGOLOGICAL, RHINOLOGICAL, AND OTOLOGICAL

AsSOCIATIoN.-The annual summer meeting was held on July25th and 26th, Dr.W. McNeill Whistler, President, in the chair.A discussion on the Surgical Treatment of the Accessory

Cavities of the Nose, was opened by Dr. J. N. Mackenzie(Baltimore), who dealt with Empyema of the Antrum of H igh-more. He was in accord with Freeman, who opened belowthe nasal duct, but considered that the opening by analveolus was required in all but recent cases. Dr. Luc (Paris#dealt with Disease of the Frontal Sinus. His method ofoperation consists in openinlg wide by the anterior wall of thesinus, and establishing- a free communication with the noseby means of an india-rubber drain. Dr. BrysonDelavan (New York) confined his observations to EthmoidalDisease; and Dr. F. H. Bosworth (New York) said he,favourite method of gaining access to the cells after removalof the anterior end of the middle turbinal was by the use ofa drill. Dr. W. H. Daly (Pittsburg), Dr. Roaldes (NewOrleans), Mr. Mayo Collier, and Dr. Dundas Grant continuedthe discussion. The subject of the treatment of LaryDgealStenosis was opened by Dr. Sajous (Paris), who dealt withthe stenotic conditions of the infraglottic space. A paper onthis subject by Professor Massei (Naples) followed. OnJuly 26th Dr. Krause (Berlin) and Dr. Heryng (Warsaw)opened a discussion upon the Surgical Treatment of LaryngealTuberculosis, and described their mnethods of treatment bycurettement and the application of lactic acid. Dr. Gleits-mann (New York) stated that he had adopted, with certainslight modifications, the methods originated by Heryng andKrause. Dr. Sims Woodhead introduced a discussion uponthe Antitoxin Treatment of Diphtheria, and described hisviews and experiences as gained from an investigation of2,000 cases. He supported the treatment not only for diph-theria, but also as a prophylactic against its occurrence inthose exposed to infection. Mr. L. Birowne, Dr. Macintyre,and Dr. Roaldes closed the discussion. The Society dined atthe Langham Hotel on Friday night, and a very successfulmeeting was then concluded.HosPITAL SATURDAY FUND.-A sum of nearly £10 000 has

now been received at the central offices of the iIospitalSaturday Fund on behalf of the present year's collection.This amount has been derived from collections in the variousMetropolitan business houses and workshops, and the ladies'street collection of July 13th. In many of the industrialestablishments of London weekly collections will be continueduntil Christmas.
