6021 MATTERS ARISING FROM THE MINUTES
Meeting of Tuesday, 16 October, 2012
(i) Minutes 6001 (iii): 5590 (viii): Quality Assurance Policy and Strategy (QAPS) – Paper No. 5590 The Director of Quality Assurance, Professor O. A. Itiola presented the report of Professor G. O. S. Ekhaguere - led Committee on Quality Assurance Policy and Strategy. In his presentation, Professor Itiola spelt out all necessary information on the University’s Quality Assurance Policy all its key objectives as well as a number of strategies for implementing the policy. These include: overview, notion of quality, quality assurance, functions of the
Directorate of Quality Assurance and so on. During the slide presentation, he touched on several aspects of the University’s diverse functions as its response to the national and global demand for quality.
After the presentation, the Vice Chancellor thanked the Director of Quality Assurance and remarked that the document had been submitted since 24 March, 2011. Senate also noted that the University had commenced operation of the policy since 2011. During the period, the Directorate embarked on awareness seminars in the Registry, Faculties/Institutes/Centres. Senate was also informed that the Directorate had appointed representatives of Quality Assurance in different Units of the University to ensure smooth operation of the policy in the University.
(ii) Minutes 5985 (i); 5951 (iv); 5945 (v); 5920 (A) (iv): Recommendation from the Senate Curriculum Committee: Review of Curriculum; Department of Library, Archival and Information Studies (Paper No. 5464) Senate deferred the consideration of the above matter because the report from the Dean of Postgraduate School was not ready.

(iv) Minute 6001 (i) Recommendations from the Board of the Postgraduate School (i) – Withdrawal of Postgraduate School Diploma in Election Administration (PGDEA) Certificate to INEC Sponsored students in the Department of Political Science – Report of the Ad –Hoc Committee (Paper No. 5669) Professor C. O. O. Kolawole, the Chairman of the above committee presented the report. After his presentation, Senate adopted the report of the Ad-hoc Committee on Withdrawal of Postgraduate School Diploma in Election Administration Certificates to INEC-sponsored students in the Department of Political Science. In his reaction, the Dean of Postgraduate School informed the Senate that the Department of Political Science actually sent a wrong prospectus, which was not consistent with the approved admission guidelines of Postgraduate School for 2007/2008 Session, to INEC Headquarters in Abuja.
Senate observed that the Department of Political Science only relied on the screening done by INEC officials with a wrong brochure and this led to the recommendation of some unqualified applicants. Further, Senate learnt that the INEC candidates were not subjected to further screening by the Postgraduate School before their results were processed for the Board of Postgraduate School approval. Also the Departmental and Faculty Board of Examiners approved the results of PGDEA for INEC staff, thus the results were passed to the Board of Postgraduate School for further processing and approval.
The matter was discussed at length as some members felt that the University should withdraw the certificates issued to the candidates because they were issued in error. Their reason was because the INEC candidates were not qualified to run the programme in the first instance and so could not be entitled to any certificates. On the other hand some members felt the certificate should not be withdrawn because of the legal implication of such decision on the University.
Senate noted the various comments made by members for and against the above recommendation as well as implications of taking decision on either side.
Senate thereafter decided that the University should not withdraw the Postgraduate School Diploma Certificates awarded to the INEC Sponsored Students in the Department of Political Science to avoid any legal implications from the students. Senate used the opportunity to warn all those involved not to let such negligence repeat itself.
(v) Recommendations from the Board of the Postgraduate School – Paper No. 5638 Senate considered recommendations from the Board of the Postgraduate School and decided as follows:
(i) Approved, subject to amendments:
Revised Curriculum for M.P.H. Programmes as follows:
(a) Revised Curriculum for the Master of Public Health (Health Promotion and Education)
(b) Revised Curriculum for the Master of Public Health (Population and Reproductive Health)
(c) Revised Curriculum for the M.P.H. Degree Programme in the Department of Environmental Health Sciences – Subject to the following decisions:
• Faculty of Pharmacy to be included in the Admissions Regulation. • Course Unit of EHS 713 in the old curriculum, page 11 to be upgraded from
2 to 3 units. • Dean of Postgraduate School to ensure all typographical errors observed in
the papers are corrected. (d) Revised Curriculum of the Academic Degree of Masters of Public Health in
Medical Demography (M. P. H Medical Demography Academic Status). (e) Revised Curriculum of the Masters of Public Health Degree Programme in Field
Epidemiology (M. P. H Field Epidemiology Academic Status)
However, the above approval is subject to amendments on the definition of required course on page 5 to reflect Senate approval.
(f) Revised Curriculum of the Master of Public Health degree Programme (Child and Adolescent Health) – However, the above approval was subject to insertion of Dean of Postgraduate School’s executive approval of the Paper on behalf of Postgraduate Board.
(g) Revised Curriculum of M. P. H (Population and Reproductive Health Nutrition) (MPHPoPRN) Department of Human Nutrition.
(h) Revised Curriculum of MPH degree Programme with Specialization in Health Policy and Management. (HPM) In addition, Senate agreed that the Consultant lecturer should be formally contracted.
(i) Revised Curriculum of Master of Health Service Administration (MHSA) (j) Revised Proposal for the Professional and Academic Masters in Public Health in
Community. Senate noted that the approval was only for M.P.H Programme and not for Ph.D. Degree Programme.
(k) Revised Curriculum for proposed Higher Academic and Professional Degree in Occupational Health (M. P. H, Ph.D., MD).
(ii) Stepped Down;
(a) Revised Curriculum of M.P.H. in Reproductive and Family Health Department of Preventive Medicine and Primary Care
(b) Proposed selected Amendments of the 2004 Regulations Governing the Higher Degrees The paper was stepped down due to the observations made in the aspect of grievances of students, duties of supervisors and on the issues that have to do with professional matters that would not require the writing of projects.

Post Approval Comments
The Vice Chancellor informed the meeting that henceforth, Senate meetings will hold at 12.00 noon instead of 4.00 p.m. earlier fixed for the meeting.
(f) Recommendations from the Office of the Vice Chancellor – Paper No. 5665 Senate considered Paper No. 5665 being recommendations from the office of the Vice Chancellor and approved the following:
• Proposal for Establishment of Vice Chancellor’s Roll of Honours for Students with outstanding Academic achievements. The Sum of N25, 000 was approved as “Book Support” for Students with outstanding academic achievements.

(h) Consideration of Institute for Life and Earth Sciences Academic Calendar for 2012/2013 session for PAULESI – Paper No. 5667 The Director of Institute for Life and Earth Sciences presented an academic calendar for 2012/2013 session for PAULESI. He went on to inform Senate that the Students were yet to arrive due to the late release of scholarship funds by the Federal Government and travel tickets from PAULESI headquarters. Senate noted the information.
(i) Establishments of University of Ibadan Research Foundation (UIRF) The Vice Chancellor briefed the meeting on further development in respect of the earlier approved University of Ibadan Research Foundation. (The Research Foundation was approved at the meeting of Senate held on 7/12/2012) He stated that the process of constituting the Board had commenced. The Vice Chancellor also remarked that he would further brief members of Senate on the outlined thematic areas and the allocation of 25 Million Naira to each group.
(j) Communication from Business Committee of Senate – Re: Time to change to Paperless Agenda and Minutes for Senate Meetings – Paper No. 5668 The Chairman of the Business Committee of Senate, Professor A. Raji-Oyelade presented the above Paper. Senate considered the paper and accepted the prayer that henceforth Senate minutes and Agenda should be submitted in soft copies. It approved that for subsequent meetings of Senate, the minutes and agenda papers should be presented in electronic format with only few hard copies produced for record purposes. Academic office was requested to link up with the IT and Media office for the modalities of the operation of paperless Senate.
6023 ANY OTHER BUSINESS
(i) Higher Degree Examination Results 2011/2012 Academic Session – Paper No. 5670 Senate stepped down the above matter as a result of several typographical errors as well as wrong packaging. It decided that the Postgraduate School should amend the results as pointed out at the meeting and re-present for the Vice Chancellor’s executive approval. The paper should thereafter be brought back to Senate for ratification.
(ii) Circulation of Agenda and Minutes of Senate A member suggested and it was agreed that Business Committee of Senate should ensure that Agenda papers and Minutes of Senate were circulated to members a week before the meeting of Senate.
6024 ADJOURNMENT
The motion for adjournment of the meeting was moved by Professor A. O. Olorunnisola and was seconded by Professor A. A. Adesomoju.

PROPOSAL FOR THE ESTABLISHMENT OF THE CENTRE FOR
DISASTER RISK MANAGEMENT (CDRM)
1.0 INTRODUCTION
Disasters are sudden events or accidents which cause damage to life and property. In Nigeria like
any other country of Africa, socio-economic development is often hampered by the occurrence
of natural and human induced disasters which have increased in frequency and intensity in recent
times. Disaster is a development issues, recognizing the link between disaster and development
has become crucial. The main hazards encountered in the country range from frequent oil spills
particularly in the Niger Delta, increasing industrial pollution and waste in notable industrial
centers across the country, rise in the number and severity of ocean and gully erosions in the
south east and costal areas, threat of drought and desertification in the Sahel region, pest
infestation as in quella birds and locusts in Yobe-Bornu axis, avian influenza H5N1(bird flu) in
some parts of the country, flood devastation and general land degradation nationwide.
This range of hazard is compounded by rapid population growth, urbanization, high incidence of
poverty, contravention of town planning regulations leading to occurrences of collapse building

and various social-political issues including strong ethnic plurality, social and political
deteriorating livelihoods, perceived or real social marginalization, crime and general insecurity,
heightened social and political tensions which occasionally lead to unrest and the displacement
of people. All of these, along with natural disasters, make the impact of hazards more
aggravated with enormous consequences for the economic development of the country.
Understanding and management of disaster requires a multidisciplinary approach. To effectively
prevent, prepare for and respond to debilitating disasters, there is an urgent need to develop
disaster management programmes, which will provide training in disaster risk reduction and
create a cadre of professionals who are well able in developing policies for disaster management
and handling of disasters and emergencies. The Department of Geography with its potential in
GIS expertise, GIS infrastructure, currently procured state-of-the-art weather forecast
equipments, newly refurbished cartographic and remote sensing laboratory and widely acclaimed
and renowned experts in environmental issues and spatial phenomena is capable of providing
postgraduate training in disaster management. Our desire is that University of Ibadan, being the
premier university in Nigeria, should be at the fore front of teaching and research in this subject
area.
Disaster is a phenomenon that varies over space both in number of occurrence, intensity and
severity. It is also a development issue. The importance of mainstreaming disaster risk reduction
is recognized by the Hyogo Framework for Action (HFA) adopted at the World Conference of
Disaster Reduction (WCDR-2005), where integration of disaster risk reduction in the
development process is a priority. Understanding disaster management within development
process requires multidisciplinary and multidimensional perspectives. This is because over the
years, occurrences and incidences of disaster is on the increase and attempts to make general
citizenry and even those in very high quarters see the need for proactive disaster risk reduction
has proved abortive, while long range, comprehensive and preventive approach to disaster
management seems to be a mirage. In addition, adequate manpower and manpower training in
disaster risk reduction is lacking in Nigeria, Nigeria, because majority still believes in mere relief
doling against pre-emptive strategies as solution to emergencies and disasters. Furthermore, the
center as part of the University mission will fill a huge gap in manpower training needs in the

area of Disaster Risk Management thereby contributing to the sustainable management of the
Nigeria environment and providing sound judgment in Disaster Management. In addition, the
center will complement the efforts of the National Emergency Management Agency (NEMA) to
build capacities for disaster management in the country through the training of staff of relevant
ministries, parastatals at the Federal, State and Local Government level in Disaster Management.
2.0 PHILOSOPHY OF THE CENTER
• To train manpower and build capacity in disaster management in Nigeria and Africa.
• To equip graduates of the programme with necessary skills and knowledge that will
enable them understand major issues and procedures relating to disaster and its interdisciplinary
management
2.1 VISION
The vision of the center is to become a world class center of excellence in Disaster Risk
Reduction through training, research and community services.
2.2 MISSION
The mission is to produce the critical mass of professionals and academics in Disaster Risk
Management to enhance sustainable development of Africa.
3.0 AIM AND OBJECTIVES
The overall aim of the center is to train suitable candidates to become professionals and
academics in disaster risk reduction and management. The specific objectives include:
• To enable students to acquire skill and knowledge relevant to our understanding of major
issues and techniques pertaining to disasters.

• To enable students to understand the causes, characteristics processes and consequences
of natural and human induced hazards.
• To produce highly trained professionals, academics in the field of managing and
governing the adaption to and mitigation/risk reduction of disasters.
• To train students in vulnerability analysis and risk assessment.
THE NEED FOR CDRM
The programme of the Professional Masters degree in Disaster Risk Management was approved
by senate on 04 May, 2010. The programme is being supported by a 3-year collaborative
agreement between the National Emergency Management Agency (NEMA) and the University
of Ibadan. Under the agreement and according to the Memorandum of Understanding (MOU)
signed, all the six participating Universities are expected to establish an autonomous Center for
Disaster Risk Management as part of the collaborative agreement. However, of all the six
Universities, it is only the University of Ibadan that is yet to establish the Center as stipulated in
the MOU. This is because DRM started as a programme in the Department of Geography of the
University so as to fast track the approval of the center’s curriculum by Senate. The programme
is currently based in the Department of Geography, Faculty of the Social Sciences with 23
students enrolled for the 2010/2011.
In addition, the Disaster Risk Management programme is muti-disciplinary in nature and
therefore will be able to perform its functions as n autonomous center rather than a programme in
a department. Therefore, in order to meet NEMA requirement and promote the multi-
disciplinary nature of the course, the establishment of an autonomous center is long overdue.
Activities of the Cengtre
In February 2011, the M.Sc. programme in DRM was selected as one of the ten flagship
programmes of the Earth and Life Science Institute of the Pan African University (PAU) at the

University of Ibadan. However, unlike the Professional Masters’ degree programme the M.Sc.
programme of PAU will be awarding academic degrees and will be based in the Faculty of
Science.
The center will be involved in the following activities when established. They are:
• Training of Professional and Academic postgraduate/Diploma students from Nigeria and
other parts of Africa.
• Research in Disaster Risk Reduction and Policy
• Community Services in Disaster Risk Reduction in and around South-West Geopolitical
Zone
• Outreach activities including advocacy, conferences, public lectures and dissemination of
Research findings
Programmes
The programmes that will be run by the center will include:

Duration of the Programmes

An 18-month, Master’s programme, and 12 months postgraduate programmes consisting of
course work and dissertation/project writing is envisaged. A 3-year Ph.D. programme is
proposed after a Masters’ degree in Disaster Risk Management or related disciplines.

Professional Master in Disaster Risk Management
ELIGIBILITY
The proposed programmes in the center are mainly for people interested or currently working
and academics wishing to start a career in DRM in the fields of disaster, risk and emergency
management in either the public or private sector. These include agricultural officials, building
inspectors, communication officials, federal/state disaster and emergency managers, fire service
officials, health officials, insurance assessors, local government officials, park service specialists,
park service superintendents, armed security officers, structural engineers, traffic personnel,
town planners, veterinary officers, etc.
REGULATIONS
Admission Requirements
Admission to the Professional Master and Postgraduate Diploma in Disaster Risk Management
is open to graduates of this University and other approved universities and higher institutions
recognized by the senate of the University, with a good Honours Degree in the Social Sciences,
Public Health and related disciplines, Agriculture and Forestry, Veterinary Medicine,
Environmental Science, Town Planning, Science and Engineering, or equivalent professional
qualifications such as HND, etc. with a minimum of Upper Credit. Work experience, especially

SUSTAINABILITY OF THE CENTER

The financial sustainability of the center is based on the following premises.
First is the fact that the programme of the center will fill a huge gap in manpower training needs
in disaster management in Nigerian and other African Countries. The proposed programmes in
the center will be attractive to professionals, policy makers and administrators and even
individuals that are concerned with Disaster Risk Reduction (DRM) at both middle and high
level management needs.
Secondly, there is a high demand for the programmes by many specialized
organizations/government agencies concerned with DRR all over Africa. A good example is the
National Emergency Management Agency (NEMA) of Nigeria that initiated the establishment of
a collaborative professional Master programme in Disaster Management with the University of
Ibadan and five other Federal Universities through a Memorandum of Understanding (MOU)
signed on 14 April, 2008. According to the MOU, all relevant parastatals and agencies of the
Federal, State and Local Governments in the South-West geo-political zone as well as private
and corporate agencies are expected to sponsor qualified staff to participate in programmes. It is
hoped that by including postgraduate Diploma as well as academic degrees in the progammes of
the center, it will attract more qualified graduates of tertiary institutions as well as armed forces,
health official and related professionals. Furthermore, the recent adoption of the programme as
one of the 10 flagship programmes of the Earth and Life Sciences Institute of the Pan African
University (PAU) will further attract more qualified candidates from other African countries as
well as regional organizations such as ECOWAs, African Development Bank (ADB) interested
in capacity building for DRR purpose.
Thirdly, by including research and community services in its activities, the center hopes to
receive funding from national agencies such as ETF, NEMA State Emergency Management
Agencies (SEMA) as well as Regional and International Organizations (World Bank, UNEP,
UNDRR, GEF etc) to carry out its mandates for capacity building, research and community
services.

If the center could achieve its goal and objectives, the center will go a long way to support the
on-going process of making the University of Ibadan a global citadel of academic excellence.

Remittance of Examination Fees to Faculties/Departments
The Committee of Provost, Deans and Directors (COPD) at its regular meeting held on Tuesday, 2 April, 2013 considered the complaints of some Deans in respect of the above matter and decided that henceforth, Bursary should remit 50% of fees collected from students in respect of Examination fees four weeks after resumption of new session.
The balance of 50% should be remitted before the end of four weeks into the second semester.
The recommendation is to take effect from next session i.e. 2013/2014 Academic Session.

Report of Ad-Hoc Committee on Introduction of English Language as General Examination for Postgraduate Students
1.0 Preamble
The Committee of Provost, Deans and Directors at its meeting held on Monday 15 October, 2012 while discussing the report of the trial examination on the use of English Language conducted by the Postgraduate School for Master degree students, set up an Ad-Hoc Committee with the following membership:

To look into the desirability of introducing examination on English Language as part of the screening process by the Postgraduate school for Masters Students.
2.0 Procedure
The Ad – hoc Committee met two times as follows: 7/02/2013, 11/03/2012. The inaugural meeting was used to discuss the desirability and modalities of conducting the examination and the need to co-opt more members into the ad-hoc Committee. The second meeting was held to consider the minutes and to make recommendations to COPD on the way forward.
2.1 Rationale for Introducing English Language as General Examination

It was recalled that at one of the COPD meetings, the Dean of the Postgraduate School had informed the Committee about the plan of the School to introduce a general examination in English Language in order to have quality Postgraduate Students. The Chairman noted that it was based on this that the Postgraduate School organized a trial examination in eleven (11) Departments in the Faculty of Arts on English Language for Masters Students for 2012/2013 Academic Session. He informed the members that the COPD members were given a verbal report of the exercise at the COPD meeting of 31 March, 2013.
3.0 Adoption of English Language as a General Examination for all Postgraduate Students
The ad-hoc Committee discussed whether or not the introduction of a general examination on English Language is desirable and agreed that it was desirable. It was also decided that the examination should be conducted for all prospective postgraduate students i. e. both graduates of U.I. and from other universities. The focus of the examination was noted to be for proficiency and comprehension in English Language to aid good communication skills and to improve students’ chances of academic success in their postgraduate studies/programmes.
4.0 Mode of Conducting Examination
i. The Committee thought of conducting the examination online to break the barrier of location restriction for prospective postgraduate Candidates from countries around Nigeria. But it decided that the online examination may not be feasible now.
ii. The candidates are to be physically present in the University to undertake two – in – one examinations; the General Use of English Language Examination and the particular subject peculiar each Department.
iii. Also the ad-hoc Committee considered international examinations like TOEFL, GRE etc. as a waver examination for those candidates outside the country but deferred the adoption for now due to some issues arising from it.
iv. The Postgraduate School will determine the date, time, place, if disabled (what type) format of questions (after obtaining samples from Departments/Faculties). In the application form, candidates will be expected to indicate place of preference for writing the examination.
v. Postgraduate School to work out other details about the examination including those who might miss the examination and the consequences.
5.0 Recommendation
The Ad-hoc Committee recommended as follows:

i. The Postgraduate School should work with Departments to harmonize the test and ensure that all tests are conducted on the same day after giving a range of dates for the examination.
ii. The tests should be conducted in all Distance Learning Centres (Ibadan, Ilorin, Benin, Lagos and Abuja).
iii. The cut off point for the test should be a minimum of 40%. iv. A large online question database should be provided for practice/revision only. v. TOEFL examination considered to be good enough in future to screen foreign
students. vi. Provisions should be made for handicapped students.
vii. Provisions should be made for deficient students who fail the use of English tests. They should be asked to audit related courses in General Studies Programme.

SUSPENSION OF STUDIES: NEW REGULATION ON FEES PAYABLE BEFORE SUSPENSION OF STUDIES
Senate in its wisdom many years ago approval the suspension of studies for students on the following grounds of financial problem.
§ Financial problem § Ill health § Any other credible reason
However, the basic requirement for students suspending their studies is the payment of all fees for registration.
Students have complained, especially students suspending their studies on financial ground that the purpose may have been defeated since full payment of fees is a pre-condition for registration, although the fees are refundable subject to Administrative charges.
The COPD at its meeting of Tuesday, 2 April, 2013 considered the above and is recommending to senate that students suspending their studies on financial problem should be regarded to pay ten percent (10%) of the total fee required for registration.
Senate may wish to consider and approve.

PRAYER TO SENATE TO ENABLE MR. IDOWU AYODELE OLUJIMI (SI 96336) COLLECT HIS CERTIFICATE
I write in response to the recommendation of the Admissions officer (Undergraduate) in respect of Mr. Idowu Ayodele Olujimi to pray the Senate to most graciously approve that he given his certificate.
Mr. Idowu was admitted and duly cleared into the Department of Geography in the 1997/1998 Session. As the certification and letter of authority to pay he submitted shows. But his admission letter from JAMB was for the Faculty of the Social Sciences and Head of Department of Political Science facilitated his registration into the Department of Political Science, albeit without involving the Admissions office.
Mr. Idowu completed his studies in the Department of Political Science, but now faces the dilemma of his transfer from the Department of Geography to the Department of Political Science without due process.
Senate has the power to forgive this irregularity whose full implications may not have been clear to the student when the “Ogas” were communicating, and approve that Mr. Idowu be given his certificate.
I fervently pray this honourable Senate for approval.

At its meeting of Tuesday, 16 April, 2013the Business Committee of Senate considered the draft Guideline/Format for presenting Senate papers at Business Committee of Senate and amended it as follows:

The cover page should be in the following format:
• HEADING, should read “UNIVERSITY OF IBADAN” followed by the name of Faculty/College e.g.“FACULTY OF ARTS” or “COLLEGE OF MEDICINE”
• THE SENATE PAPER NUMBER and DATE OF MEETING should be indicated atthe top right hand corner under the heading.
• All matters for presentation at Senate are recommendations and so should read:

• This should be followed by an introductory statement/Prayer. The acronym is
