Meetings and Conferences
We are pleased to submit this 2008-2009 Annual Report for the UMass Amherst Student Chapter of the In-
stitute of Transportation Engineers. With a core group of approximately 25 students, we have had an active
and productive year. We attended a myriad of ITE meetings and activities, went on several field trips, par-
ticipated in community service activities, and made sure to find the time to have some fun as well. In addi-
tion to those activities, which are outlined below and described in further detail in the supplemental report,
the chapter continued to make a concerted effort to expand the number of undergraduate students actively
involved in chapter activities. Through a series of initiatives we were able to engage several undergraduate
students as board members and many more as chapter members. The student chapter has also attempted
to reach out and foster the growth of other student chapters throughout the Northeast District. ITE has long
been an integral part of student life at UMass and we are excited to continue this tradition.

MAITE/NEITE Joint Section Meeting
Student Chapter members attended the
MAITE/NEITE/Northeast District Joint Meeting
in Waltham, MA on September 10, 2008. The
Chapter member David Hurwitz represented
the chapter in both the NEITE and Northeast
District board meetings. The chapter was
successful in garnering financial support for
the year’s activities. Chapter members
attended the technical sessions, social hour,
and dinner. It was an excellent opportunity to
meet ITE members
from across New
England, and the
state of MA in
particular.
2007 District 1 Annual Meeting
In May 2008, Student Chapter members
attended the ITE District 1 Annual Meeting held
in Atlantic City, NJ. At this meeting, the Chapter
was presented with the District 1 Student
Chapter Award and Student Chapter Member
David Hurwitz was presented with the Award for
the best student paper in the Northeast District.
For the 3rd consecutive year a UMass team
entered in the Traffic Bowl. Students can be
seen below enjoying

the board walk outside
the conference hotel.
2008 ITE Annual Meeting
Student Chapter members attended the 2008
ITE Annual Meeting and Exhibit in Anaheim, CA
from August 17-20. David Hurwitz presented a
paper on the impacts of roadway alignment on
dilemma zone issues at high-speed signalized
intersections. The event was an excellent
opportunity to network with transportation
professionals from all over the country,
attend technical sessions, and learn about the
newest technologies,
products and services in
the Exhibit area.
MEETINGS AND CONFERENCES
NEITE Annual Meeting
The NEITE Annual Meeting was held on
December 1, 2008 in Warwick, RI. Student
Chapter members attended the day’s events
including technical presentations, a social hour,
and dinner. During the dinner session, Kevin
Dandre, a huge supporter of the UMass Student
Chapter was announced as the NEITE Vice
President for the up coming year. The NEITE
Annual Meeting was a fantastic opportunity for
networking with professional engineers from
across the New England region.

MAITE Student Research Symposium
UMass Chapter Meetings
The Student Chapter holds general meetings
once a month throughout the academic year to
conduct business and plan events. These
meetings also provide an opportunity for
interested students to learn about the types of
activities the chapter participates in, and how
they can be involved. Student Chapter officers
also meet regularly to plan general meetings.
On February 20, 2009, the Massachusetts
Chapter of ITE held its annual Student Research
Symposium in Lowell, MA. This year, the event
was sponsored by the University of
Massachusetts Lowell. Several members of the
UMass Amherst ITE Student Chapter presented
their research and prepared posters on topics
ranging from traffic simulation to crash data.
Students also participated in the job fair and the
opportunity to network with transportation
professionals.
TRB Annual Meeting
From January 15-20, 2008 approximately a
dozen members of the Student Chapter
attended the TRB Annual Meeting in
Washington, D.C. Chapter members Heather
Rothenberg and David Hurwitz were presented
with UTC Student of the year awards. Several
members of the chapter gave power point and
poster presentations throughout the duration of
the meeting. Chapter members enjoyed
attending sessions and meeting students from
around the country.
2008 BSCES Berger Seminar/Lunch
Student Chapter members attended the 2008
Bertram Berger Seminar and Luncheon, held on
May 3, sponsored by the Boston Society of Civil
Engineers. This meeting provided student
chapter members to network with professional
civil engineers practicing predominantly outside
of transportation engineering, thereby increasing
their exposure to others aspects of the field of
civil engineering.

9th Annual UMass ITE Technical Day
On May 1, 2007 the student chapter held the 9th Annual UMass
Technical Day. Throughout the day over 55 students and professionals
participated in the meeting. The meeting was held on the UMass
Campus in the Massachusetts Room of Mullins Center (Basketball
Stadium), which overlooks the basketball courts. The theme of the
meeting was Embracing the Green Revolution: Impacts on the
Transportation Profession. Student members participated in a poster
session to show off their current research during the social hour of the
meeting which was held between the technical sessions and the dinner.
The keynote address was presented by Lucy Garliauskas, of the Federal
Highway Administration. Jane Garvey, past director of the Federal
Aviation Commission, presented the leadership award named in her
honor to Luisa Paiewonsky, Commissioner of the MassHighway
Department.
10th Annual UMass ITE Technical Day
On March 26, 2008 the student chapter held the 10th Annual UMass
Technical Day. The student chapter supported all of the organizational
and logistical requirements for hosting the Joint NEITE/UMass ITE
Meeting including room reservations, catering for lunch, snack, and
dinner, advertising the event throughout the district and section,
scheduling the technical presentation speakers, and soliciting corporate
sponsorship. Throughout the day over 100 students and professionals
participated in the meeting. The meeting included a working lunch
“Workforce development: Young engineers in Transportation” and a Panel
Session entitled “The Future of Transportation in the next 10 Years and
Beyond: Issues, Challenges and Solutions.” The keynote address was
presented by Luisa Paiewonsky, Commissioner of the MassHighway
Department. Jane Garvey, past director of the Federal Aviation
Administration, presented the leadership award endowed in her name to
Marsha Anderson Bomar, President of Street Smarts.

The Chapter visited MassHighway Traffic Operations Center (TOC) in Boston
on July 8, 2008. The Chapter viewed a brand new control center which was
constructed specifically to monitor the “Big Dig” tunnels. This TOC is one of
the most advanced in the county. Additionally, the chapter toured the control
center which is responsible for the rest of the CCTV cameras located across
the Commonwealth. Here, student members had the opportunity to “play” with
the pan, tilt, and zoom capabilities of the cameras so they could get a feel for
exactly how this system can be used to identify and respond to changing
traffic conditions and other incidents on the road.
MassHighway Traffic Operations Center
FIELD TRIPS
On July, 17, 2008 the Student Chapter visited the MassHighway High
Occupancy Vehicle (HOV) facility. This facility includes 6 miles of a 1-way
reversible HOV lane, heading in and out of Boston, along the I-93 corridor. The
lane is shifted twice a day, during the morning (into the city) and evening (out
of the city) commuter traffic. The Zipper car (top right picture) is the vehicle
used to shift the 6 miles of jersey barriers used to delineate the HOV lane from
the opposing direction of traffic. Chapter members were provided with the
opportunity to ride the zipper while it shifted the jersey barriers in preparation
for the evening commute out of the city.
MassHighway High Occupancy Vehicle Facility
Bridge Reconstruction Project The Student Chapter visited an active bridge construction and refurbishment
project in the town of Greenfield, MA on July 22, 2008. The project consisted of
3 bridges, 2 of which were refurbished, 1 of which was entirely reconstructed for
a total project cost of $24 million. Each of the bridges were in different stages of
completion allowing the student to view a completed product as well as a work in
progress. Students saw examples of concrete framing and pores, as well as
effective work zone design, and various strategies for handling drainage from a
bridge deck as well as pedestrian access. After the tour of the facility the
foreman gave the students a glimpse at the design plans for the project to help
emphasize how much engineering actually goes into an individual bridge project.

The Student Chapter co-sponsored the Transportation Seminar speaker series for the 2008-2009
academic year. This sponsorship included advertising the seminar via email and posters as well as
presenting speaker gifts. The following speakers participated in the weekly one hour lectures.

The student chapter has continued to pursue traffic data collection as a means
of exposing student members to professional practice and as one of the
primary sources of revenue generation for chapter activities. It provides
students valuable field experiences as well as interactions with currently
employee transportation professionals. This year the student chapter collected
ATR based vol/speed/class and turning movement counts on campus at an
intersection that is being considered for a roundabout (Oct 21-23, 08), and
volume data on the adjacent street and driveway to the campus police station
as a step in the redesigning of the facility (Mar 24-25, 09).
Active Traffic Data Collection Program
Professional Development
On Nov 12th, the student chapter hosted it’s very first ITE Webinar. The title of
the presentation was Pedestrian Crosswalk Policies: New Tools and Treatments.
The Higgins Room (a multi-media conference room) In Marston Hall was
reserved for the event, which allowed the power point presentation and texted
questions to be viewed from the ceiling projector. We were ale so able to
conference call in to hear the real time discussion. The chapter won the grant
money to pay for the lecture as well as a cold-cut lunch provided to the
participants by winning a competitive RFP from the NEITE section. In all, 15
chapter members attended the presentation and associated lunch.
Hosted First Ever ITE Webinar
The student chapter was selected to participate in the 2008 ITE Trip/Parking
Generation Project. The bulk of the data collection was conducted throughout
the Fall 08 semester and the final documentation was completed and accepted
by the committee in the early summer. The chapter was provided a $1000 award
for the purpose of conducting 80 hours of trip and parking generation data
collection and analysis for self storage facilities. Over 20 chapter members
helped conduct over 48 hours of field observations at each site as well as
convening meetings to determine the appropriate analysis for the collected data.

Preservation of Chapter History
In Feb, the chapter instituted a
committee to champion the
preservation and dissemination
of student chapter history. One
of the first initiatives was to
collect, digitize, and publish all of
the annual reports submitted by
the chapter to date. As of this
printing 7 reports have been collected and
published on the site.
Student Chapter Outreach
UMass ITE is on Facebook!
The student chapter’s Facebook is a brand new
initiative that went live on October 20th. The page
provides another vehicle for our chapter members
to interact with one
another, share photos
of activities, discuss
ideas about future
projects, and to post
schedules and activity
reminders.
ITE Student Chapter Bulletin Board
One of the best ways for the Student Chapter to
showcase its activities and engage undergrads is
to maintain a series of bulletin boards in Marston
Hall. The up-coming Chapter schedule for events
is highlighted as well as chapter awards.
Resume Book
In March, the Student Chapter compiled member
resumes into a book that could be distributed at
meetings and events throughout the year. Many
professionals commented on the professionalism
of the document, and several students have
already received requests for
job interviews from companies
who viewed the resume book.
T-Shirts
In the Fall of 2008 the student chapter held a
design competition for the development of a new
T-Shirt design. A multi-modal T-Shirt theme was
definitively selected for the design. A local print
shop was contracted to produce the shirts, and
every active chapter
member was given one
shirt subsidized by
chapter fundraising.
Webpage
The Student Chapter
webpage has undergone a
substantial transformation
under the leadership of
Steven. Sections such as
historic annual reports, logos of company
sponsors for Technical Day, and an alumni corner
have all been added. Additionally, the schedule of
events and photos of old activities are constantly
being added to the page.

The Chapter participated in the 2008 National
Engineers Week Future City competition.
Chapter member Heather Rothenberg served as
the Engineer Mentor for Monument Valley
Regional Middle School in Great Barrington, MA.
Heather evaluated the proposed city designs of
each student considering aspects such as
transportation, the
provision of utilities,
and the inclusion of
drainage.
MassHighway Adopt-A-Highway
The Chapter supports
the MassHighway Adopt-
A-Highway Program.
Once a month from Apr
15 to Nov 15 we clear
trash from the shoulders
of a 2 mile segment of
Rte 116. Once the task
is completed the chapter
subsidizes lunch for all of
the participants a
different local
restaurant.
Summer Transportation Institute
From June 30 to July 25, 2008 the Student Chapter greatly contributed to the
successful completion of the second annual UMass Amherst Summer
Transportation Institute (STI). Chapter member David Hurwitz held the
position of Academic Program Coordinator, while members Sara and Andy
were Staff Mentors. Additionally, members Heather and Chris gave
presentations and led panel discussions on higher education. The STI Program
was designed to expose upper middle and high school students to the field of
transportation. Each week of the month long program was focused on one of
the following areas: water, air, land, and multimodal transportation. Weekly
activities included faculty and graduate student lectures, skills and leadership
development activities (desert survival simulation), team oriented project work
(paper tower building, ship design, bridge building), and technical field trips
(Volpe Center).

Canoeing on the CT River
On Aug 21, 2008 Chapter members rented canoes
and enjoyed a summer afternoon out of the office
on the Connecticut River. Members paddled north
for approximately 1.5 miles to a small island
where they stopped for lunch before returning
home. The cost of the
canoe rentals an the
picnic lunch were
subsidized by the student
chapter.
SOCIAL ACTIVITIES
Bowling in Northampton
On Feb 19, 2008 Chapter members attended late
night disco bowling in Northampton. A half dozen
members took advantage of the opportunity to
socialize after work on a Thursday night. The
chapter subsidized the cost of lane and bowling
shoe rentals as well as
purchasing all you can
eat pizza and soda.
In-Door Rock Climbing
The Student Chapter spent an afternoon on Oct
23, 2008 at the Northampton Athletic Club
learning how to rock climb and belay on their 40
foot indoor climbing wall. Chapter members
David, Andy, and Hugo were each earned a belay
certification. The rental
of harnesses and
climbing shoes were
subsidized by the
chapter.
Intramural Co-Ed Volley Ball
Our chapter enrolled a team in the UMass
Intramural Co-Ed Fall 2008 season. The team had
a difficult 5 game regular season, but ground out
a playoff birth late in the season due to two
consecutive come from behind victories. However,
the playoffs were short
lived, the chapter was
defeated in their first
playoff game.
Holiday Party
Students celebrated the end of the Fall semester
with a holiday party held on December 18, 2008.
Student Chapter members and faculty advisor, Dr.
Knodler, enjoyed the opportunity to participate in
a little competition at the pool and air hockey
tables. The annual
“Yankee Swap” gift
exchange also took place
at the party.
9 Holes of Golf & Dinner
On September 16, the student chapter sponsored
a friendly 9 hole golf tournament which was
followed by a dinner which was held at the Harp
Bar & Restaurant. Members from the student
chapter, transportation
faculty, and staff members
from the transportation
center all participated in
the days events.
