Admirable venue for acongress with appreciativeparticipants
The Green Gables Hotel wasan admirable venue for this
year’s British Esperanto Congressin the attractive seaside resort ofScarborough. A total of 74 peopletook part, ranging from enthusi-astic teenage Esperantists torespected senior figures from theBritish Esperanto movement.
Talks and meetingsThe guest speaker was AtilioOrellana Rojas, Director of theInternational Esperanto Institutein Holland, who lectured twice onthe subject of language instruc-tion, and once more on theEuropean concept of SouthAmerica in the 16th century, toappreciative audiences. Directorof Education, David Kelso,presented an update of theimpressive Springboard project –the flexible programme for UKprimary schools offering a uniqueintroduction to foreign languagesthrough Esperanto.

Additional meetings were ledby some of the UK’s most popu-lar Esperantists, including theeditor of La Brita EsperantistoDr Paul Gubbins, former EABPresident Stephen Thompson,and EAB congress co-ordinatorTerry Page. The congress in-cluded EAB’s annual generalmeeting, chaired by ProfessorJohn Wells, who also lectured onthe writer Raymond Schwartz. Anew EAB Management Commit-tee was elected at the AGM, andmembers were free to expresstheir views.
TheatreGuests were entertained by ashort play from the VerdaRanaro theatre group. It was apoignant tale expressing differentopinions about how to promoteEsperanto and the effects of theseon the loving relationship of twoEsperantists. Verda Ranaro’snext performance will be at theUniversal Esperanto Congress inFlorence in July.

EAB’s 29th Annual GeneralMeeting was held on 30April at Green Gables
Hotel, Scarborough; chaired byJohn Wells. The following is aslightly abridged version of thedraft minutes, which werecompiled by Vilçjo Walker at therequest of the ManagementCommittee.
Report and accountsThe Trustees’ Report, summaryaccounts and AGM agenda hadbeen distributed beforehand; theminutes of the previous meetingwere distributed at the meeting.Before starting the meeting weremembered with a short silencethe 21 members who had passedaway during the previous year.
Around 52 members attended;apologies had been received from
Edmund Grimley Evans, JohnRapley, Don Lord, David Hilland Bill Simcock.
The Trustees’ Report hadbeen published in Issue 33 ofEAB Update. This was accepted:a majority voted in favour, 0against, 2 abstained.
Joyce Bunting presented theAnnual Accounts: both incomeand expenditure had increased;the benefits of being a charitymainly related to tax savings(£1,182 had been reclaimedthrough gift aid nominations); apart-time office assistant hadbeen appointed. Joyce thankedOffice Manager Viv O’Dunne forher help in managing and admin-istering the finances (as well asher office and bookshop activi-ties) and appealed again for asuccessor (or at least an under-study) for the role of HonoraryTreasurer.
Ian Fantom questionedwhether we were voting on thesummary or full accounts, andasked why there was a need fortwo versions when several yearsago the entire accounts hadoccupied just two pages. HelenFantom explained that the fullaccounts were structured tocomply with SoRP (Statement ofRecommended Practice) regula-tions, while the summary waspresented to members reflectingareas relevant to the charity’soperation. Eric Walker empha-sised that the conclusions andtotals in both versions are thesame, and Terry Page highlightedthe declaration by the Independ-ent Examiners that ‘the summa-rised financial statements areconsistent with the full finalstatements and trustees’ report’.

The reappointment of theIndependent Examiner (KingstonSmith) was discussed; Joycementioned that they had recentlycome top in a ‘charity accountantof the year’ competition. Re-appointment was accepted: amajority voted in favour, 0against, 1 abstained.
Subscription ratesThe trustees explained theirproposal to leave the subscriptionrates unchanged. Joyce explainedthat members can always make adonation if they wish to pay morethan the standard subscription.Brian O’Sullivan asked if sub-scriptions could be paid ininstalments. Eric Walker high-lighted the experience of the‘Esperanto Action’ group’s £1membership rate, which had notattracted many additional mem-bers beyond those already payingEAB subscriptions. Ian Fantomwarned of the dangers of at-tempting to ‘undercut the compe-tition’.
The proposal to leave thesubscriptions unchanged wasaccepted: a majority voted infavour, 0 against, 1 abstained.
ResolutionsResolution 1: ‘This meeting is ofthe opinion that suggestions,ideas and criticisms from mem-bers should be welcomed by theManagement Committee, andshould be given due acknowl-edgement and consideration.’
The proposer was not present;Anice Szrajbman (the resolution’sseconder) felt that there shouldbe more discussion about issues,rather than simply receiving theresults of the ManagementCommittee’s deliberations.Angela Tellier remembered a‘meet the ManCom’ session in theprogramme of a previous BritishEsperanto Congress, and JohnWells agreed that this should be astanding item at future con-gresses. Ian Fantom complainedthat the Management Committee
had not, in his view, given dueacknowledgement to his ownsuggestions about falling mem-bership. Eric Walker highlightedthat the Letters page of EABUpdate is available for membersto air suggestions, but Ian Fan-tom recounted his disagreementwith its editor over whether hisletter was ‘suitable for publica-tion’. Lillian Wrigley observedthat older members do die, andso membership numbers will fallunless we recruit younger mem-bers.
The resolution was accepted:a majority voted in favour, 0against, 1 abstained.
Resolution 2: ‘This meetingexpresses concern at the apparentoveruse of confidentiality, and ofthe Data Protection Act, with theeffect that the membershipremains relatively uninformedabout key issues in the associa-tion.’
Annice Szrajbman (theresolution’s proposer) explainedthat several years ago she had
tried to circulate a proposal forreviving the South EasternFederation, but when she wroteto EAB and to several local groupsecretaries, she received no reply.Joyce was unable to comment onthat particular event (Annicecouldn’t be precise about thedates so it was possible that theoffice was in the process ofrelocating between temporaryaddresses at the time); thecurrent practice is that the office
will forward communications to anamed member or local contactson request, but will only give outa member’s address details if themember has ticked the relevantpermission box on their member-ship details. Also, such requestsneed to be clear and concise; if itis just one part of a lengthy lettercovering many topics then thereis a risk that this one part mightget overlooked.
Bill Walker was concernedthat ‘junk mail’ and unsolicitedmailings would alienate mem-bers, and asked that the trusteesbe allowed to use their judgementabout the permitted uses of themembership database. AndrewWheatley observed that EAB isnot alone in having to accommo-date the Data Protection Act, andElizabeth Stanley pointed outthat, whether EAB is registeredunder the Act or not, we do haveto comply with it; we mustrespect individuals’ decisions onwhether they want to be con-tacted. Ian Fantom wanted to
revisit the reasons for the deci-sion taken (years ago) to registerEAB under the Act, complainingthat he had received inconsistentanswers to this in the past.
Ian Fantom also complainedthat the Management Committeehad [in 2000] deliberately‘dismantled’ the federationstructure by scrapping thekapkotizo [the annual paymentof £1 per member from EAB totheir local federation] and

Konsila Komisiono [the regularmeeting of federation representa-tives in London]. Eric Walkerchallenged this, explaining thatseveral cost-saving decisions weretaken at a time when EAB’sexpenditure considerably ex-ceeded income, so (i) instead ofpaying the kapkotizo automati-cally (even to inactive groups),the trustees made its paymentconditional on receipt of anannual report from the federation– only two federations submittedreports, and one of those saidthat they did not want to receivethe money – and (ii) the travelexpenses of bringing local repre-sentatives to London weresignificant, so the face-to-facemeeting was replaced first by atelephone conference call andthen later by a proposed e-maildiscussion group – but when thatwas advertised in EAB Update,
only one person volunteered totake part. Jean Bisset said theoriginal Konsila Komisiono hadnot been an effective conduitbetween EAB and her ownfederation.
The resolution was notaccepted; 13 voted in favour,25 against, 11 abstained.
Ian Fantom expressed hisview that this resolution had notbeen handled properly by thechairman.
Election of trusteesElizabeth Stanley, Arthur Sly(both proposed by MichaelSeaton) and Tom Shorney(proposed by Elizabeth Stanley)
were appointed as vote-counters:a majority voted in favour,0 against, 0 abstained.
Before the election of thetrustees, John Wells read astatement (see p.9) drawingattention to the declarations andstatements made in EAB Update,issue 33. He listed a number ofIan Fantom’s strengths but feltthat his unwillingness to workwith the other trustees made himunsuitable as a candidate for themanagement committee.
Ian Fantom disputed JohnWells’s account of events, and thereport of related incidents in EABUpdate. He complained of adeliberate campaign to obstructhis work of addressing member-ship numbers, with ‘Kelso’ as the‘ringleader’, supported by‘Tatton’ (whom he accused ofhaving ulterior motives behindthe association’s move to Barlas-
ton) and the honorary secretary,who had refused to speak to him[Geoffrey Sutton, the previoushon. secretary, states that he hasnever refused to speak to anyone.On the other hand, he is notprepared to engage in incessantspurious argument. GS, editor].Jean Bisset objected to IanFantom’s use of just surnameswhen referring to people.
Comments and suggestionsfrom the membershipWebsite: Bill Walker announcedan enhancement to the EABwebsite, allowing people to placeorders and make online (credit/debit card) payments for book-
shop items, membership anddonations.
Publicity: Helen Fantomsummarised the publicity result-ing from Jim Voiels’ press releaseabout the congress, with contri-butions from Brian Sullivan andAngela Tellier (see separatereport). John Wells thankedthem for their hard work. PaulGubbins stressed some learningpoints arising from the experi-ence, with the need for moreadvanced planning so that people‘on site’ can be prepared whenreporters or photographers turnup, and Terry Page echoed theneed for a two-way dialogue withthe local congress committee.Helen Fantom appealed for morevolunteers for the ‘local contacts’list; Stephen Thompson askedthat anyone quoted in a pressrelease or listed as a contactshould receive a copy of thatrelease in advance.
Membership: Eric Walkerresponded to comments aboutfalling membership; other Espe-ranto associations in English-speaking countries had sufferedcomparable falls, but with lesserfalls in bilingual countries(Ireland, Canada, etc), whileother clubs and associations inIpswich also suffered from fallingmembership. Ian Fantom com-plained that his research intomembership over the last yearhad been ignored, and said theonly cases in the last ten yearswhen the trend had been reversedwere due to his own initiatives.Derek Tatton compared thesimilar trends in trade unions,the Women’s Institute, etc withthriving organisations: theUniversity of the Third Age(UA3), book groups, web net-works and discussion groups.Terry Page highlighted the ageprofile; many membership-basedorganisations are becoming notjust smaller but older. Ian Fan-tom complained that his researchinto membership numbers hadbeen obstructed and that peoplewere unwilling to listen to hisanswers. Lillian Wrigley said shehad found U3A more flexiblethan the Workers’ EducationAssocation, and that young

people are motivated by politicalconcerns. Gillian Cartledgecompared membership (not free)with the internet (free) whereEsperanto is thriving, but feltthat the association had becomemore vibrant since the move toBarlaston, and that fund-raisingdoes not have to be tied tomembership numbers. IanFantom asked why, if people‘knew the answers’, he had beenasked to research the topic.
Eric Walker summarised hisexperience of telephoning lapsedmembers who have ignoredreminders; around half say theyhad ‘forgotten’ and a quarterhave died or moved; rarely dothey say they have ‘lost interest’ –although he acknowledged thatthis might be their trying not tooffend.
Young Members and JEB[Young British Esperantists]: IanFantom said that membership ofEAB was not attractive to youngpeople. Jack Warren cited recentreductions in funding for lan-guage teaching, and the removalof compulsory GCSE foreignlanguage exams; in his view whenmainstream foreign language-teaching falls, Esperanto sufferstoo. Andrew Wheatley reiteratedhow young people use the inter-net, and asked how we can makeour events sufficiently inclusiveto attract younger people.
Hanna Tellier asked for amembership category thatincludes voting rights and EABUpdate but not La Brita Esper-antisto; Angela Tellier asked usto consider a flat rate for mem-bers, independent of any sub-scription to publications. RolfFantom highlighted the impor-
tant distinction between peoplewho just learn Esperanto to useit, and those who want to becomeactive in promoting the languageto others. In his experience, manyyoung people skip the nationalevents, preferring to start byattending international ones rightaway. Vicky Fisher welcomedseeing so many young faces atthis event.
Eric Walker stressed how bothcircumstances and JEB’s rolehave changed, and asked if EABnow needed a youth section. IanFantom felt that we need to havesomething relevant to offer to
young people before trying torecruit them, but had proposed a£10 ‘youth membership’ categoryas an interim step. Malcolm Joneshighlighted how the rules of theNorwich Jubilee EsperantoFoundation have been relaxed toallow young British Esperantiststo receive funding to attendEsperanto events in Britain.
Petra Fantom explained howJEB had separated from EAB soas not to be bound by charityregulations but stressed that JEBis still happy to work with EAB;JEB membership is free as JEB ismainly a ‘friendship’ group.

Ian Fantomagain explained his handling ofEric Walker’s ‘youth section’proposal and blamed the Man-agement Committee for ‘talkingout’ the idea. Annice Szrajbmansuggested that JEB should have arepresentative on the Manage-ment Committee; Joyce con-firmed that this was alreadyprovided for, within the JEB-EABaffiliation agreement.
Michael Gunton stated thatyoung people like to sign up to asingle issue, and participate inorder to effect change; some wantto ‘dip in and out’ withoutmaking a commitment. JohnWells contrasted that approachwith our situation; learning

Congress publicityThis seems to have gone particularly well this year.
There were four broadcasts on Friday, 28 April: YorkshireCoast Radio interviewed David Kelso; BBC Radio 4’s Todayprogramme featured interviews with Paul Gubbins and HelenFantom, in which Paul managed to insert information about theSpringboard project even though the interviewer tried to interrupthim; Yorkshire TV’s Calendar programme had an interview withcongress organisers Brian O’Sullivan, Gillian Cartledge andGeoffrey Wood; and BBC Radio York briefly interviewed GeoffreySutton on its Breakfast Show.
On 29 April, the Yorkshire Post featured a half-page articlewith a photo of Angela Tellier. The 1 May saw Malcolm Jonesinterviewed in Russian on the BBC World Service, and BrianO’Sullivan was interviewed again, this time by BBC Radio Shef-field on 3 May.
One reason for the extra coverage is that Jim Voiels is nowsending our news releases not only to the usual regional media andto the Community Newsline but also to Advance Media Informa-tion, who distribute our news to the Press Association and thenational media.

It astonishes me when peopleclaim the Summer Festival is
too expensive. I defy anyone tofind a hotel or guest house of thequality of Wedgwood MemorialCollege which can offer six nightsof full board (that’s three qualitymeals a day plus tea, coffee,biscuits and cake) for just £214.This works out at under £36 aday.
This price is all the moreremarkable if you consider itincludes something like six hoursof Esperanto tuition or activity aday, involving a choice of coursesaimed at post-beginner, interme-diate and advanced learners. Andthat’s not all. This year it ispossible to come for half theweek (at half the cost) and takejust one half-course (although
most people who have booked sofar are opting to take two half-courses – for example the twointermediate courses – and staythe whole week).
Tutors this year includeMalcolm Jones (who is returningto Barlaston to teach on thebeginner/post-beginner Course-you-can [20–22 October]), TerryPage, Jack Warren, David Kelsoand others. And, if you want tocome to Barlaston during theSummer Festival simply to usethe college as a base to explorethe tourist delights of the regionor, alternatively, to work inde-pendently on Esperanto researchin the Butler Library, that too isperfectly possible (already twopeople have signed up to do justthis).

Finally, a personal plea.Because of high costs in Britain(especially transport) feweroverseas Esperantists are comingto the Summer Festival and,conversely, cheap flights fromBritain to the continent areencouraging British Esperantiststo attend events outside thecountry (understandably, sincethis is what Esperanto is about).Nevertheless, these two factorspose a significant threat to thefuture of the Summer Festival.Accordingly, if you are hesitatingwhether to come to Barlaston inthe summer, hesitate no longerand book a place. On the ‘use itor lose it’ principle the SummerFestival needs your support.

You will also find, on page 4, the text ofa motion of censure that was put to theManagement Committee at its February2006 meeting, a motion calling for thesuspension of the trustee Ian Fantom. Thereasons for proposing the motion are set outthere, together with a summary of thediscussion that followed. The outcome wasthat the Management accepted the motioncalling for Ian’s suspension by 5 votes to 1,with 2 abstentions.
In my own statement at the foot of page6 I did my best to summarize the situationin an impartial manner. I have alwaysduring my period of office leant overbackwards to ensure that Ian is accorded hisdemocratic right to be heard and to expresshis opinions, and I have striven to remainneutral in the ongoing disagreement
between him and other Trustees.Following the vote of censure, the
Management Committee invited Ian Fantomto present his side of the matter, which heduly did in the statement printed on page 8.The Management Committee felt itnecessary to comment on this statement byIan, and the Management Committee’sagreed comment appears at the foot of page8. As President of the Association, it wasnaturally appropriate that I should sign itwith my name.
In my message printed on page 6,written after the February meeting, I toldyou that matters had reached a point whereIan Fantom was willing to collaborate withnone of the Trustees except his wife Helenand me. He told me this face-to-face. I havenow to tell you that as a result of what Iwrote in Update Ian, when he next saw me,hissed at me the accusation ‘perfidulo’(traitor), and has since then refused tospeak to me. Despite this, I have for my ownpart continued to speak to him normally. Sothe situation now is that Ian is willing tocollaborate with none at all of the Trusteesexcept his wife.
I deeply regret this. Ian has manytalents. He is full of good ideas for publicityand for promoting Esperanto. For example,he helped me considerably with the speech Imade at the British Congress in Felixstowe.He has produced an excellent newsletter forthe London Esperanto Club and publicitymaterial for next year’s congress.
However, he is no longer willing towork with the other Trustees. He will noteven speak to the President.

• Don Lord, who learnt Esperanto in 1941 and celebrates his80th birthday this year, has kindly given permission for EAB topublish his ‘Çiutaga Esperanto’ articles in book form: Conversa-tional Esperanto / Çiutaga Esperanto. The articles originallyappeared over the years in La Brita Esperantisto and (a few) inEAB Update, but have been arranged into categories andslightly edited for this edition.
• For those readers who are not already familiar with DonLord’s ‘Çiutaga Esperanto’, these are short texts, mostly dia-logues, written in lively, everyday Esperanto and designed forlearners who would like to improve their fluency. The topicscovered are everyday ones, and the style is colloquial, butneither the vocabulary nor the grammar is simplified. However,even relatively inexperienced users of Esperanto can learn fromthem as the more difficult terms are followed by an Englishtranslation in brackets, and many of the texts also have notes.
