ANGELES CITY – In an attempt to im-prove the state of the Pampang PublicMarket, Mayor Edgardo Pamintuan or-ganized a consultative meeting with thevendors and stall owners of the said mar-ket on Wednesday at the Shanghai Pal-ace Restaurant, Balibago, this city.

According to Pamintuan, there is agenuine need to improve the way ven-dors work and manage their business-es, especially in terms of cleanliness andorderliness to create a better environmentfor both patrons and sellers of the mar-ket.

This was also expressed by the mayorin his 2012 State of the City Address(SOCA) last July.

City holds consultative meeting with market vendors“We have visited several public mar-

kets, including Pangasinan’s and Bal-anga’s to observe their good practicesin maintaining cleanliness and order intheir respective public markets. Wethought that if they can do it, there is noreason that we also can,” Pamintuansaid.

He also added that politics has noth-ing to do with the consultative meetingconducted.

“Long after we [public officials] aregone, the vendors of the public marketare still going to stay. It doesn’t matterwho the mayor or officials will be in thefuture – the issue we are tackling todaywill benefit you, the vendors, and not us,

in attracting more market goers to boostyour sales further.” Pamintuan explained.

Alexander Cauguiran, Pamintuan’schief of staff, chaired the consultativemeeting and provided several observa-tions about the city’s public market cit-ing both good and bad practices that needto be restructured.

“Stall owners and vendors have tokeep in mind that the public market inPampang is also your second home –and we should not treat our homes theway they are being treated today,” Cau-guiran stressed.

The chief of staff also proposed ex-tensive short-term, medium-term andlong-term recommendations to both the

vendors and market officials that shouldbe practiced and implemented in all sec-tions of the market.

These proposals include the properdisplay of goods, handling and disposalof innards & blood, the installation of tem-porary plastic flooring panels along al-leyways, implementation of product price-tagging and labeling, and even the es-tablishment of a central evisceration areafor meat cutting.

The presentation ended with anopen forum where the stall owners, ven-dors and market administrators sharedtheir suggestions on what they coulddo to promote cleanliness in their work-place.

“HERO is an upgrade of EfrenPenaflorida’s kariton revolutionand we call it “Kariton Robolusy-on because our robot is de-signed to assist teachers,” aniGimeno.

Ipinaliwanag niya na siHERO ay may kakayahang tu-ruan ang mga mag-aaral ng mgasimpleng paksa sa Ingles,agham at matematika.

Sa kalagayang ito,makakatambal ng guro si HEROupang maghahatid ng dagdagnakaalaman sa mga mag-aaral.

Ayon pa kay Gimeno, maykakayahan din si HERO na mag-bigay ng paperless quiz sa mgamag-aaral, magpakita ng mgaeducational videos, at maaaringmakipaglaro ng mga electronicgames.

Kung mataas naman angmakukuha ng mag-aaral sa pag-susulit sa tatlong nabanggit nakurso, nagbibigay si HERO ngkendi. Kung mainit naman angpanahon, may sensor si HEROupang magbigay ng pinalamigna bottled water.

Ayon kay Gimeno, gumugolsina Morales, Renosa, Santossa pagbuo at pagpoprogramakay HERO ng walong oras mulaLunes hanggang Biyernes, at 14na oras naman kung Sabado atLinggo.

Ang team leader na si Mo-rales at kasaping si Renosa aykapwa bahagi ng koponangDYCI Primes na lumahok saWRO na isinagawa sa Abu Dhabinoong nakaraang taon kungsaan sila ay pumang-apat atnag-uwi ng isang dagdag na es-pesyal na pagkilala.

Si Santos naman ay nagingbahagi ng koponan ng DYCI nalumaban sa First Lego LeagueWorld Food Festival na isinaga-wa sa St. Louis, Missouri saEstados Unidos sa unang baha-gi ng taon kung saan ay tumang-

gap din ng espesyal na paran-gal ang kaniyang koponan.

Ang dati namang team cap-tain ng DYCI na si Nerrisa Nico-las na nagwagi sa WRO noong2010 ang nagsilbing tagapag-sanay ng DYCI Magnetics.

Si Nicolas ay kasalukuyangnasa unang taon ng pag-aaral ngComputer Science sa DYCI.

Sa kabila ng kabataan, gin-abayan ni Nicolas ang mgamas nakababatang kasapi ngDYCI Magnetics. Si Infante aykabilang sa koponang pang-el-ementarya ng DYCI na luma-hok sa WRO noong nakaraangtaon.

Katulad ng DYCI Primes,gumugol din ng mahabang orasang mga kasapi ng DYCI Mag-netics sa pagbuo sa robot na si“Eve.”

Ayon kay Gimeno, si “Eve”ay isang “Cu-bot” or curator ro-bot na may kakayahang uma-siste sa pagbibigay ng mga im-pormasyong pangkasaysayanat pangkultura.

Ang ika-11 PRO ay mulinginorganisa ng First in Education-al Learning Trends Always (FEL-TA), Department of Science andTechnology (DOST) at ng Sci-ence Education Institute (SEI).

Ang DYCI ay unang lumahoksa nasabing kumpetisyon noong2008 kung kailan sila ay pu-mang-apat.

Noong 2009 at 2010, nama-yani ang DYCI sa PRO at nag-ing kinatawan ng bansa sa WROnoong mga taong iyon.

Sa tunggalian sa WROnoong 2010 sa SMX ConventionCenter, nasungkit ng DYCI angkanilang unang kampeonato sapamamagitan ng robot natinawag nilang “PNoy.”

Noong nakaraang taon, mul-ing lumahok sa WRO ang DYCImatapos makuha ang ikalawangkarangalan sa PRO, ngunit pu-mang-apat lamang sila sa mun-do bukod sa pagtanggap ngisang special award.

Ang pinakbet pandesalay sasangkapan ng ibat-ibang gulay na isina-sangkap sa ulam na pak-bet, tulad ng okra, talong,ampalaya at iba pa.

Ipinagmalaki niDumlao na sariwang am-palaya ang kanilang iniha-halo sa nasabing pande-sal. Kung lasa naman angpag-uusapan, tiniyak niyana hindi ito mapait. “La-sang pandesal pa rin, peronanduon na yung sustan-siya ng ampalaya,” aniya.

Iginiit pa ni Dumlao naang inobasyong isinasaga-wa nila ay isang tugon nilasa mahigpit na kumpetisy-on ng mga panaderya saBulakan.

Inayunan din ito ninaTeresita Boado, angtagapagtatag ng Bara-soain Bakeshop na ma-higit ng 50 taon sa indus-triya. Iginiit niya na anginobasyon ay maghahatidng mas mataas na kalidadng produkto ng mga pa-naderya sa lalawigan.

She has been leadingagency officials in person-ally checking facilities atthe height of typhoons,especially during the re-cent floodings. “And dur-ing dry season, we haveto make sure that ricefields in the tail-ends aregiven irrigation water,” shesaid.

Engr. Jose Ariel Dom-ingo, manager of Division3, said he and his fellowofficials and employeesare thankful that the CSChas recognized the effortsof Salazar.

“She really deservesthe award,” Domingo said.

“The boy has an Americanfather and is an American citi-zen born in the US,” the staffsaid. On the other hand, Jackieis an official of the University ofthe Visayas which is owned bythe Gullas family.

Kung panahon naman ngtag-ulan, kailangang higit na lu-malim ang tubig bago dumaloydahil sa pagiging mataas ngtosang sa orihinal na daluyan ngtubig.

Ayon kay Sacdalan, magingang kanyang ama na unang na-glinang ng kanilang bukirin aykinakabahan na hindi mapakin-abangan ang bukirin sa mgasusunod na panahon.

CABANATUAN CITY - A sus-pect in the robbery slay of aJapanese engineer four yearsago, who tops this city’s mostwanted persons list, was col-lared by police operatives atPurok 6, Barangay BagongSikat here on Monday, policereported Wednesday.

Supt. Eli Depra, city policechief, identified the suspect asLauro Javier, 43, a resident ofthe same place.

The suspect was arrestedby a combined force from thecity police and the Criminal In-vestigation Team - Nueva Eci-ja on the strength of a warrantof arrest issued by RegionalTrial Court Branch 30 JudgeVirgilio Caballero in January2012, Depra said.

Police records showedthat Javier was allegedly oneof two suspects who robbedand killed Junichi Itoh, 45, inBarangay Patalac here onMarch 5, 2008. Itoh was a Jap-anese mechanical engineerfrom Osaka, Japan who mar-ried a Filipina.

Investigation also showedthat the victim, along with in-laws had unwound in a near-by resort and were on theirway home onboard a tricyclewhen the suspects on a sin-gle motorcycle blocked theirway and at gunpoint an-nounced a hold-up.

“The victim fought backwhen one of the suspectsgrabbed his bag,” Depra said,adding that this prompted thesuspects to shoot the foreign-er at close range.

Itoh succumbed to a bul-let wound on his face, policereported.

Depra said the case wasconsidered high profile consid-ering that the victim was a for-eign national.

Javier denied the charges.

Where?Right there on the tarmac. He pointed to two Vietnam War

vintage aircraft already long decommissioned.Those aren’t F-16s, they’re F-8s.So what do you make of one F-8 plus one F-8?Yeah, right. Not just the butt of, but the joke itself is the

Philippine Air Force.“All air, no force” as some wag put it most aptly.To put some force in the air, PAF ordered a fleet of Aermachii

S-211, primarily a trainer aircraft configured into fighter plane.Nowhere near the F-16 but could do – PAF said then – for guardingthe archipelago.

The joke that is PAF turned tragic with theS-211 readily dubbed “the widowmaker” for theplane’s propensity to crash.

Internet fact check now:January 14, 2002. PAF S-211 #017 crashed

into houses inside the National Food Authoritycompound in Cabanatuan City, Nueva Ecija, dueto mechanical problems after making several lowpasses over the city in a “contact proficiency” flightfrom Basa Air Base. Both pilots and three civilianson the ground were killed.

November 26, 2007. PAF S-211 #804 wentmissing after it failed to return to its Palawan baseafter a security patrol and search mission overthe disputed Kalayaan Islands in the South ChinaSea, both pilots still missing and their fateremains unknown.

July 18, 2010. PAF S-211 #024 crashed inTarlac just seven miles short from the thresholdof Clark International Airport Runway 20L due tofuel starvation. Investigators later found out thata defective hydraulic pump caused an unusualvibration that loosened the fuel lines that dumpedconsiderable amount of fuel for the return trip ofthe pilots who went to Ilocos Norte for a crosscountry navigation training flight. Both pilots safelyejected and minimal damage was incurred at thecrash site and no loss of life was reported.

April 28, 2011. PAF S-211 #020 crashed inBagac, Bataan after making several aerobaticmaneuvers over the shoreline during a “contactproficiency” flight from Clark Air Base.Investigators later found out that the aircraftentered into a high-G recovery maneuver from aloop that caused the engine to go into a high-Gstall and crashed less than a hundred metersfrom the shoreline. Both pilots died instantly.

Of PAF’s 25 S-211, the report noted, “13remain in inventory, 5 in service but only 2 areairworthy, as of July 2011.”

And more than enough crashes – and scoreskilled too – of the PAF’s Huey helicopters – againVietnam War vintage – to merit the moniker “flyingcoffins.”

A farce of a force, PAF has been for too long.The joke has to stop.

Two or three months back, we got somepleasant surprise with the arrival in Clark of fournew combat utility helicopters from Augusta PZLSwidnik of Italy and Poland, half of a batch ofeight PAF ordered back in February 2010 yet forP2.8 billion.

Aside from the eight “Sokol” – falcon in Polish– choppers, the price tag covered the pilots’training as well as maintenance and technicalsupport.

PAF said the Sokol is night vision goggle-capable, equipped with autopilot equipment, fittedwith gun mounts on both sides and canaccommodate 10.

Far superior to the Huey, in short.Then only last week, at the 51st anniversary

of PAF Air Defense Wing in Clark, PAF chief Lt.Gen. Lauro Catalino de la Cruz announced the“looming acquisition” of 12 TA-50 light attack jetsfrom South Korea.

Built by Korea Aerospace Industries andLockheed Martin of the USA, the TA-50 “is largelyderived from the F-16 Fighting Falcon,” in termsof “use of a single engine, speed, size, cost, andthe range of weapons.”

It has the standard M-197 20mm three-barrelcannon and a fire control radar system and canaccommodate the AIM-9 Sidewinder air-to-airmissile and a variety of additional weapons canbe mounted to its underwing hardpoints. Reportsclaimed.

“Compatible air-to-surface weapons with theTA-50 include the AGM-65 Maverick air-to-groundmissile, Hydra 70 rocket launchers, CBU-58 andMk-20 cluster bombs, and Mk-82, -83, and -84general purpose bombs.”

So much firepower promised in the TA-50there.

“This is a realization of the dream we havedreamt a long, long time ago,” De la Cruz said.

More than that, may this be the end of PAFas a joke.

Vice President Jejomar Binay received last Mondayat the EPZA Resettlement Site in Angeles City.

The chair of the Housing and Urban DevelopmentCoordinating Council was there to distribute 175 landtitles to families at the site developed for MountPinatubo victims.

Binay may as well have come to the opening salvoof his presidential campaign.

From the time his arrival was announced – to theblare of loudspeakers playing his 2010 campaign of‘Kay Binay, Gaganda ang Buhay” – throughout theshort program, cheers from over a thousand resettledfolk filled the air.

And Pampanga’s political leaders made theirpresence felt, as much – if not less – to show theirconcern for the resettlement community as – if notmore – to express solidarity with Binay.

There was Gov. Lilia “Nanay Baby” Pineda whomBinay hailed as “sure unopposed winner” in her bidfor re-election next year.

There was Mayor Edgardo Pamintuan, Binay’sconfederate in the MABINI group of human rightslawyers that stood up against the Marcos dictatorship.

There was Pamintuan’s prospective challenger in2013 – sitting 1st District Rep. Carmelo “Tarzan”Lazatin.

There was wanna-comeback- to-the-House formerRep. Francis “Blueboy “ Nepomuceno, whomPamintuan trounced in the 2010 city mayoralty contest.

There was no Mabalacat City Mayor Marino“Boking” Morales, who has long assured Binay “justcall my name and I will be there.” The veep may haveforgotten to call him this time.

Why, with but those present – and Boking – Binayis already assured of the over million votes ofPampanga and over hundred votes of the city.

So what about his prospective rival for thepresidency, the man he beat for the vice presidencyin 2010, ex-Transportation and current InteriorSecretary Mar Roxas?

With his utter inaction that led some broad basedcoalitions here to suspect him being in someconspiracy to stall the development of the ClarkInternational Airport, we can only see twilight for Roxas’presidential ambitions here.

For now, it’s Binay.

In Washington, a mut-ed congratulation was sent tothe Soviet scientists who man-aged the feat. torial rights over the celestialbody. Vice President RichardNixon expressed some sourgrapes by noting that it took theSoviet four tries to hit the moonand reassured Americans that"We are way ahead" in thespace race.

Nixon's reassurances aside,the Soviet success in sending arocket to the moon provokedeven greater effort by the UnitedStates to gain an advantage inthe space race. In 1960, presi-dential candidate John F.Kennedy made it one of hiscampaign themes. After winningthe election, President Kennedyincreased spending for thespace program and vowed thatAmerica would send a man tothe moon by the end of the de-cade. In 1969, American astro-naut Neil Armstrong became thefirst man to walk on the moon.

Jun Gonzales, office-in-charge of the provincialprosecutor’s office said asimilar proposal wasmade years ago but thiswas junked amid lack oflegislation.

“The move was thought

to be unconstitutional be-cause such requirement isnot cited in the Constitu-tion,” Gonzalez said.

However, Ebdane saidthat if his proposal couldnot be adopted officially,candidates should at leastbe encouraged to voluntar-ily subject themselves toa drug test “to show thepeople their sincerity to

fight illegal drugs in thecountry.”

“A voluntary test wouldalso tell us who are thosewho refused to be testedand enable us to ask why,”Ebdane noted.

Pampanga Gov. LiliaPineda expressed supportfor Ebdane’s proposal,saying it would be an ef-fective way to curb thedrug menace in the coun-try.”

Superintendent EdgardoTinio during a peace andorder council meeting atthe Executive House, Cap-itol grounds Thursday.

Pineda said the cour-tesy call of the new PDEAchief in Region III is timelyas it coincided with thescheduled conference ofthe police chiefs from the19 towns and two cities ofthe province.

tional Airport (DMIA) for itspotential as an entry pointfor illegal drugs.

For her part, Gov. Pine-da said drug use is usual-ly the cause of heinouscrimes committed in theprovince.

“We should always bevigilant and keep a watch-ful eye to ensure the safe-ty of Capampangans,” shesaid.

The governor added,coordination between thelaw enforcers and localgovernment units is alsocrucial in the fight againstillegal drugs.
