Initial investigation disclosed thatabout 10:00 a.m., for no justifiable rea-son, the suspect fired his gun upwardupon seeing the group of six fishermenled by Alfredo Villamor, 63, also of Baran-gay Barretto laying their Beach Siene(fishing nets or pukot) within 150 metersaway from the shoreline of suspect pri-vate resort.

Report added suspect also aimed hisgun to said group of fishermen.

CANDELARIA, Zambales – Thesecond edition of the three-day“Kaligawan ha Mayanan” festi-val kicked off Thursday with Gov.Hermogenes Ebdane Jr. leadingparticipants in the first ever “AlayLangoy” swim event at the sce-nic Uacon Lake in this town.

At the same time, a 116-ki-lometer cycling event took offearly yesterday morning, bring-ing a total of 106 bikers and cy-cling enthusiasts pedaling alongthe picturesque Zambales coun-tryside from Subic town to Can-delaria.

“Kaligawan” is an annual fes-tivity organized by Gov. Ebdaneto promote tourism in the north-ernmost municipalities of Zam-bales.

Literally translating to “festiv-ities in the North”, Kaligawanwas created last year to attractvisitors here and in the nearbytowns of Sta. Cruz, Masinloc andPalauig and make them appre-ciate the eco-tourism sites, thelocal culture and products thatthese towns have to offer.

“The towns from Palauig toSta. Cruz need a little more boostin terms of tourism promotioncompared to the municipalitiesdown south, which already reaprevenues from tourists who flockto local beaches during sum-mer,” Ebdane said.

“With this festival, we’d liketo tell visitors to Zambales thatthere are also attractions upnorth where they could experi-ence and enjoy simple outdoorfun for the family or extreme ad-venture for the sports aficiona-dos,” he added.

Aside from the Kaligawanfestival, Ebdane has also orga-nized the Sta. Cruz-Mangatarem

Off-Road Challenge last Augustand the First Zambales DragonBoat Festival last month to helppush tourism in this part of theprovince.

At the Kaligawan event, thefirst day of the festival also fea-tured a kayak clinic and a kay-ak fun race that were handledby the Canoe and Kayak Asso-ciation of the Philippines at Ua-con Lake.

At night, the final bouts forthe Zamba Boxing Competitionwere held at the Candelaria townplaza.

For the second day, organiz-ers have scheduled several funevents at the Uacon Cove, whichis the staging area for trips towhite-sands island of Potipot.These include the “Pulayo” funrun, sibit-sibit banca race, 5-kmkayak race, beach volleyball,and “Extreme Challenge” fungames.

In the afternoon, the provin-cial government, along withsome volunteer groups, will con-duct a medical mission at baran-gay Sinabacan here.

Friday’s events will end witha variety show at the governor’sheadquarters also in Sinabacan.

At the Kaligawan, visitorscould either participate, com-pete or just watch and enjoy dif-ferent events like the Kayak clin-ic and the Kayak fun race, theZamba boxing finals, Pulayomarathon, sibit-sibit banca race,beach volleyball and other funand challenging games and re-lays.

On the third day of the Kali-gawan festival, a beach partyhas been organized at the Ua-con Cove, with the various tour-ism establishments in the areaputting out shows and entertain-ment along the beach area.

HERMOSA, Bataan – Less thantwo months after a 17-year oldgirl was reported missing, heralleged skeletal remains werediscovered by a boy tending toa carabao at a grassy portion inPulo, a secluded barangay herelast week (Thursday day after-noon).

Amihan Cachila, 42, of Pen-tor in Dinalupuhan, Bataan saidthey last saw their daughter onNovember 14, 2011 who left forher on-the-job training at theLighthouse Hotel and Restau-rant in the Subic Bay Metropol-itan Authority.

The girl, the couple’s onlydaughter, was a second yearcollege taking up Hotel and Res-taurant Services course at theEast wood College in Dinalupi-

han town.“Kung sino man ang may ki-

CLARK FREEPORT – Theslump in Western economies hasnot dented on the export perfor-mance of investors here, as theClark Development Corp. (CDC)which runs this freeport reportedyesterday that exports of freeportinvestors have soared to at least$1.8 billion worth in 2011.

The estimate was as of lastNovember, amid expectationsthat foreign demand for productsproduced in this freeport evenpeaked during the holiday sea-son last December.

CDC president and chief ex-ecutive officer Felipe Antonio B.Remollo noted that the partial$1.8 billion estimate was al-ready higher than the $1.4 bil-lion export record in 2010.

“This signals not only the re-covery of Clark’s top exportingsectors in electronics, tires, gar-ments, and other industrialgoods, but also the increasinglevel of optimism in the globaleconomy,” Remollo said.

The CDC noted that the Jap-anese firm Nanox has remainedClark’s top exporter at $693 mil-lion, with the newly establishedKorean firm Phoenix Semicon-ductor Philippines Corporation(PSPC) coming second withexports worth $ 404 million.

The other top exporters in-cluded Yokohama, L&T Int’lGroup Philippines, Inc., andSMK Electronics (Phils.) Corp.

This, even as the CDC notedthat while Nanox has consistent-ly been Clark’s top exporterssince it established in this Free-port in 2000, PSPC overtook itlast November.

Clark export soars despite slump in Western economiesIn a report, the CDC Enter-

prise Operations and Manage-ment Department (EOMD) indi-cated that Korean firm PhoenixSemiconductor Philippines Cor-poration (PSPC) posted exportsworth over 98.5 million last No-vember.

Export figures in Novemberindicated Nanox came in sec-ond for that month, with some$62.8 million exports.

“From August to October lastyear, Nanox, a Japanese firm,was consistently topping the ex-port statistics, but by November,exports of PSPC overtook Nan-ox with a difference of $35.7 mil-lion between them,” the CDCnoted.

The CDC said Nanox “cus-tomizes display format andelectro-optic properties whichare used for home appliances,audio and healthcare equipment,medical equipment, meters forelectricity, gas, water facilities,and automotive products,among others items.

On the other hand, PSPC,which moved into Clark only inJanuary last year, is a facility forSTS Semiconductor, which isKorea’s leading provider of semi-conductor packaging.

“It provides turn-key-solu-tions, a wide range of productswith DDR3, NAND, Flash Cardsand also offers a full range ofmemory modules for PCs, note-books, among others. SUBIC BAY FREEPORT —While most companies andagencies were partying duringthe holiday season, the Sub-ic Bay Metropolitan Authori-ties (SBMA) and some busi-ness locators and concernedgroups in this freeport werebusy reaching out to indigentcommunities in the area.

SBMA Chairman RobertoGarcia said the annual gift-giv-ing activity recently was partof the continuing commitmentof SBMA and various groupshere to share with indigentfamilies the blessings theyreceive each year.

“This is not any other do-nation or relief operation. Thisis sharing in our humblestway the blessings that SubicFreeport has received and willbe receiving in the future,”Garcia said.

He added that aside fromthe SBMA, many locator-com-panies in Subic coordinatedwith the agency to identifybeneficiary communities fortheir gift-giving projects in linewith their corporate social re-sponsibility program.

In Nagyantok, Subic, Zam-bales, teachers and studentsof the College of Subic Mont-essori (CSM) visited theNagyantok ElementarySchool Annex to distributeassorted toys, school suppliesand food packs to 290 pupils.The Montessori groups alsoconducted fun games and pre-sented some song and dancenumbers to cheer the less for-tunate children.

CSM president SoledadManingding said that theschool’s gift-giving projectwas made possible throughthe initiatives of students.

“Instead of having an ex-pensive Christmas party, theCSM high school and elemen-tary students opted to collectused and new clothes, cannedgoods, toys, and even somepersonal savings to donate tothe students in Nagyantok,”Maningding added.

She noted that CSM stu-dents and their parents are al-ready planning to make thegift-giving project a yearlycommitment as a way of shar-ing blessings to the less-priv-ileged.

Field of dreamsYOU HAVE to give it to Victor Jose “Chichos” Luciano, still – or issteeled more apt? – president-CEO of the Clark International AirportCorp.

Since Day One of his watch, Chichos has remained steadfast,if not obstinate, in his faith in the potential, aye, the destiny of theClark International Airport to be a truly international airport if notthe premier global gateway of the country. A cursory scan of allthose pressed releases churned out of the CIAC public affairs officeis all it takes to believe in Chichos’ vision for the CIA.

Some vision that, with but a little reading of those same CIACreleases, will prove to be way too long in verbalization but utterlyshort in materialization.

A case in point is the “terminal fever” that has afflicted CIACsince the mid-point of the Macapagal-Arroyo administration. Sostill remember the Terminal 2 project promised to be finished beforeGMA stepped down?

In September 2006, GMA presided over thelaying of the time capsule for the construction ofTerminal 2. It was announced then that the sum ofP3 billion, to come from the Manila InternationalAirport Authority, the Philippine Amusement andGaming Corp., and the Bureau of Immigration,among other agencies will be allotted for the project.

That was the first and last time we heard ofthat.

Then came the $1.2 billion proposal from anALMAL Investments Co., a subsidiary of theKuwaiti mega developer M.A. Kharafi Projects,“to cover all civil components of the DMIATerminals 1, 2 and 3 plus the adjacent 1,500hectares in the aviation complex strictly followingthe CIAC original master plan.”

Travels to Kuwait and Egypt by CIAC officialsand even GMA herself yielded nothing but loosetalks of Rolexes and Patek Philippes findingthemselves on non-Arab wrists.

Thereafter followed the CIAC report of a groupof major government-linked and private firms inMalaysia called Bristeel Overseas Ventures, Inc.(BOV) offered to infuse at least $150 million inforeign direct investment to immediately undertakethe much-needed expansion of the passengerterminal of the Clark International Airport.

And then we came to read that in a regularmeeting on May 17, 2010, the CIAC Board“resolved to accept for detailed negotiations” theproposal of the Philco Aero Inc. on the PassengerTerminal 2 Development Project of the DMIA, asit was deemed “superior” to the BOVI proposal.

A year and eight months after, not a singlehollow block for the Terminal 2 project is in placeat the CIA.

Last week, CIAC was high with terminal feveragain.

Chichos announced that “they” are pushingfor the construction of a budget terminal that willhandle about 10 million passengers a year at theCIA.

According to the press release, “The newfacility, amounting to P12 billion, will take threeyears to complete and make (the CIA) the secondlargest airport in the country, next to Manila’s

Ninoy Aquino International Airport.”“This budget terminal is the kind of terminal

that meets the requirements of our airport in Clark.Our terminal right now can only accommodate2.5 million. So we need a budget terminal toeffectively say that DMIA is the next budget airlineairport of the country.” So was Chichos quoteddirectly.

Hyping further: “AirAsia is seen to carry some800,000 passengers every year and an additionalincrease of 500,000 each year. AirAsia alone isexpecting to have five million passengers out ofClark in the next four years.”

Great, if not unreasonable, expectations fromAir Asia there, Mr. Luciano. If we may be so blunt.

Why, Air Asia – its Philippine subsidiary thatis — only last August brought in its brand newplane with the declaration that starting Decemberit would be flying from Clark to Bangkok, HongKong and Singapore, plus “maybe” PuertoPrincesa and Davao.

It is now January and the only Air Asia-Philippines flights we heard of – again throughChichos – were those to Cagayan de Oro bringingrelief goods to the victims of Typhoon Sendong.

Indeed, this same Air Asia Phil. asked anumber of local mediamen to block off three dayslast November for a fam-trip to Kuala Lumpur. IfBusinessweek’s Peter Alagos had not been sodirect as to ask Air Asia Phil. about the trip a daybefore the scheduled departure, the mediamenwould not have known that the trip was cancelled.

As Air Asia Phil. could not be relied upon on asimple cancellation of a scheduled trip, how canit be expected to deliver on such a gargantuanundertaking as bringing in 800,000 passengersto Clark each year?

Still we indulge in Chichos’ wet dream for CIAand hear him on: “The airlines are already here.So the budget terminal is timely.”

Yeah, we are reminded here of the memorablemisquote from the Kevin Costner 1989 baseballmovie: “If you build it, they will come.” Albeit inreverse.

They are here – the airlines. So we build theterminal. Ah, what dreams – to Chichos – do come.

EO 64 (s 2011)Quo Vadis CIAC?

THE CLARK International Airport Corporation (CIAC) has in thevery short span of time of its existence been subjected to variouscorporate formats and organizational relationships. Like anunwanted orphan which nobody knew what to do with. This resultedin boards and top management which did not receive the correctand consistent signals from whoever was in charge in theadministration. However, one direction has always been clear- thatCIAC is destined and to be developed as the premier internationalairport of the Philippines.Even during those years, just a little overfive years ago, when the majority of flights were mainly birds, Whenthe budget flights became the focus of CIAC during these last fiveyears and the number of international passengers reached morethan 700,000 per year to the major destinations in South Asia, thisfocus became much clearer in terms of the airport’s vision=mission.The CIAC governance may have been misaligned, misguided, misledand “did not walk the talk.” There were too many interests and toomany cooks.

EO 192(s1994) created CIAC to be agovernment owned and controlled corporation asa wholly owned subsidiary of Clark DevelopmentCorporation to manage the Clark Civil AviationComplex. In 1996, EO 360 transferred CIAC tobe a subsidiary of BCDA, to be consistent withRA 7227 creating BCDA to manage and developthe baselands.

In 2001, CDC and CIAC were merged with CDCas the surviving corporation. In 2003, EO 186reestablished CIAC as a subsidiary of BCDA. EO193 then repealed EO 186 to make CIAC again asubsidiary of CDC. EO 341(2004) made MIAA haveadministrative supervision over all internationalairports in the Philippines, which includes DMIAof CIAC. Finally, EO 716(s2008) transferred backCIAC from CDC to be the subsidiary of BCDAwith policy supervision of DOTC. A total of 2,200hectares plus 166.9 hectares of the IE will be underCIAC management as its benefit and logistics areaand support to the aviation complex.

Confused? Don’t feel bad. I still am and I wasthere. Now get ready for the next development.

Last December 21, 2011, President BenignoS. Aquino signed EO 64 (2011) “Transferring theCIAC from the Office of the President to the DOTC,making CIAC an agency attached to the DOTC,and further transferring the shares of stock ofCIAC.” DOTC will exercise administrative controland supervision over CIAC. The DOTC Secretarywill be the Chairman of CIAC’s Board, theSecretary of Tourism, the Vice Chairman, the

General Manager of MIAA and the Director Generalof CAAP will be members along with seven otherdirectors to be appointed in accordance with theprocesses of the new guidelines on the selectionand appointment of GOCC Boards. The shares ofstocks will be transferred from BCDA to theNational Government.

EO 64(2011)—quo vadis CIAC? Where do yougo from here? Is this the final and necessary stepand financial and operational commitment towardsstrategically making CIAC the premierinternational airport of the country? Or is it anotherone of those political manueverings which divertus from the real issues and the lack of politicaland economic will in the aviation industry?

Let me provide unsolicited advice. Theconsequent impact of EO 64 on CIAC, itsoperations, management, manpower, finances,stakeholders and strategy is going to be verycomplicated and tedious. To quarterback itsimplementation will require right brain and leftbrainmix supported by “cojones”. Do you seethem around? Sorry, so far, I only see “showbiz”types. There is a lot of learning and decisionmaking to be done. At the beginning. I just hopethat there will not be another EO in the near futurewith another bright idea. Or is that too much toexpect.

We will discuss the resulting issues andcomplications in the next few columns. Pleasebear with us and just wonder how suchphenomena can happen.

Canlas warned that asuccessful impeachmentof Corona would “backfire”if Corona’s successoreventually reverses thehigh court’s verdict to dis-tribute hacienda lands tothe farmers. “We all knowthat ‘betrayal of publictrust’ is a legal and moralbasis for impeaching apresident,” Canlas said.

At the same time,Nacpil also said that in-side the hacienda, farmerare “gearing up for broad-er implementation of their‘bungkalan’ or cultivation of

the remaining agriculturallands.”

“More and more farm-workers are consultingwith Ambala on how tocarry out the bungkalan,such as the meeting lastJanuary 3 at BarangayBalete attended by about700 farmworkers. Farmworkers from almost all ofthe barangays inside thehacienda are very eager tostart cultivation,” Nacpilsaid.

Last January 5, Amba-la also filed a petition forcancellation of the conver-sion order at the Depart-ment of Agrarian Reform(DAR) of 500 hectares ofhacienda lands from beingagricultural to industrial.The lands include 184hectares turned over asloan payment to the RizalCommercial BankingCorp. (RCBC) at BarangayBalete.

”The conversion orderis deemed void as therewere no improvement forfive years since 1996 in thearea of RCBC, so we aredemanding RCBC’s pull-out from the hacienda,”Canlas said.

Si Xian ang naging pakpak niya, na sa halip na ligawan agad ang bida ng My Binondo Girl, inaalalayan muna nito ito.Nasabi ito ni Xian nang malamang parang nabalian ng isang pakpak si Kim magmula nu’ng mag-break sila ni Gerard Anderson.“In time, she can fly again but still I will be there for her forever,” sabi pa nito.Malaking pressure kay Xian ang paulit-ulit na pagsasabi sa kanya na si Kim, on top of her career.
