We started this year off and running with an OAMR Board Meeting on November 9, 2018 at the Tualatin Library. I thank all of you who made the trip to Tualatin and those who conference called in. Participation by all members in these meetings is so valuable. It was a productive meeting that was preceded by the Special Projects & Fundraising Committee and Conference Committee meetings. Some of the highlights of the meeting were as follows:

Kathy Payne, MMC, City of St.

Helens was appointed to the position of Second Vice President. Congrats, Kathy!!

The Board moved forward with

an updated 2019 conference schedule. The new schedule

provides additional CMC/MMC points and moves the banquet to Thursday night. Stay tuned for more information on this as the Conference Committee begins planning.

The Records Management

Committee (RMC) submitted the updated Disaster Preparedness and Recovery Manual for a d o p t i o n . T h e B o a r d unanimously adopted the updates. Thanks to the RMC for all your hard work on this.

Approved the NW Clerks

Institute three-state Agreement for another three years.

Conference Committee Chair

Melissa Thompson-Kiefer announced the theme for the 2019 Conference as, “Shoot for the Stars.”

It’s been a busy few months for me which included a trip to the Alaska Association of Municipal Clerks (AAMC) conference in November. AAMC President Shellie Saner was a gracious host; as was incoming

President Sara Peterson who will be attending our 2019 Conference. Their conference provided a host of great speakers with many takeaways with topics such as stress management and cyber threats. My next conference will be in March with the Washington Municipal Clerks Association. The Board quickly got back to work upon my return to begin filling the Region 1 Director vacancy that was created when Kathy Payne moved into the position of 2nd VP. Region 1 had their holiday luncheon on December 7 where they discussed the vacancy. Shortly following that meeting Dawne Shaw, City of Warrenton, submitted a letter of interest to the Board. On December 11, the Board unanimously voted to appoint Dawne as the Region 1 Director. Congrats, Dawne! The Board will meet again on February 8 in Salem. The 2019 Mid-Year Academy will be held on Friday, April 5, 2019, at the RiverHouse on the Deschutes in Bend, from 8:30 A.M. to 4:00 P.M. The session is entitled, “Work Smarter, Live Better,” and will be presented by Joe Robinson. This session will provide three education points for both CMC and MMC candidates on completion of an assessment. The cost of the workshop is $150 for OAMR members, $165 for non-members, and includes lunch. Joe Robinson, a work-life balance trainer, will provide tips to OAMR members on how to lead a balanced life. Robinson is one of the country’s most quoted experts on work-life balance, productivity, and stress management. He has appeared on The Today Show, CNN, NBC Nightly News, National Public Radio’s All Things Considered, and in the Wall Street Journal, Time, Fortune, the Los Angeles Times, and dozens of newspapers and radio stations around the country to discuss how to work smarter and break out of the burnout cycle. Robinson notes that in a crazy-busy world, it's very easy to get caught up in a work style that makes us act before we think, reacting to devices and others all day. It's a pattern that leads to doing more than we can do well, and results in mistakes, stress, burnout, and reduced productivity.

There's a more productive way to work: managing demands, instead of having them manage us. This inspirational and interactive training will show OAMR members how to do that, by using the latest research and best practices to make key adjustments to performing tasks and response to stress, time frenzy, and other reflex behaviors. Additionally, we will leave with an array of self-management tools to manage interruptions and email overload, improve time management and prioritization, increase focus, reframe stress, refuel energy, and dramatically upgrade quality of life. Robinson will also present strategies to navigate the work-life divide and activate a fulfilling life outside the office, shown to increase attention and success on the job. As a top keynote speaker and work-life balance, stress management, and time management trainer, Robinson has inspired conferences and workshop audiences from IBM to Kellogg's, Nestle, Blackstone, Anheuser Busch (ABinBev), the Reserve Bank of India, Capgemini, LEGO, Kaiser Permanente, New York City Public Health Department, Blue Shield, Denver Fire and Rescue, Westin Hotels, the National Council for Behaviorial Health, Lockheed Martin, Fullerton School District, Exxon Mobil, the University of California at Los Angeles, Imagine Entertainment, and many more. OAMR is excited to offer another Athenian Leadership Dialogue before the 2019 Mid-Year Academy. It will be held on Thursday, April 4, 2019, from 9:00 A.M. to 4:00 P.M., at the RiverHouse on the Deschutes, 2850 Rippling River Court, Bend, Oregon. The session will be based on the book, The Year of Yes, by Shonda Rhimes. It will be facilitated by Anthony J. Mejia, MMC, City Clerk for the City of Palm Springs, California. The cost for the session is $75 and includes lunch.

The Kirkus Review reports that Rhimes, “The queen of Thursday night TV delivers a sincere and inspiring account of saying yes to life.”

Rhimes, the brain behind hits like Grey’s Anatomy and Scandal, is an introvert. She describes herself as a young girl, playing alone in the pantry, making up soap-opera script stories to act out with the canned goods. Speaking in public terrified her; going to events exhausted her. She was always busy, and she didn’t have enough time for her daughters. One Thanksgiving changed it all: when her sister observed that she never said “yes” to anything, Rhimes took it as a challenge. She started, among other things, accepting invitations, facing unpleasant conversations, and playing with her children whenever they asked. The result was a year of challenges and self-discovery that

led to a fundamental shift in how she lives her life. Rhimes tells us all about it in the speedy, smart style of her much-loved TV shows. She’s warm, eminently relatable, and funny. We get an idea of what it’s like to be a successful TV writer and producer, to be the ruler of Shondaland, but the focus is squarely on the lessons one can

learn from saying yes rather than shying away. Saying no was easy, Rhimes writes. It was comfortable, “a way to disappear.” But after her year, no matter how tempting it is, “I can no longer allow myself to say no. No is no longer in my vocabulary.” The book is a fast read—readers could finish it in the time it takes to watch a full lineup o f h e r T h u r s d a y n i g h t p r o g r a m i n g — b u t i t ’ s n o t insubstantial. Like a cashmere shawl you pack just in case, Year of Yes is well worth the purse space, and it

would make an equally great gift.

Rhimes said “yes” to sharing her insights. Following her may not land you on the cover of a magazine, but you’ll be glad you did.

Region I

Greetings from Region I! My name is Dawne Shaw and I was recently appointed as the 2018-2020 Region I Director.

I replaced St. Helens City Recorder Kathy Payne, MMC, who was appointed to the position of Second Vice President (Congratulations Kathy!). I have been with the City of Warrenton since late 2014 and a member of OAMR since 2016. I am looking forward to representing our region!

Region I members got together on December 7 for a holiday lunch and

ornament exchange at T. Paul’s Supper Club in Astoria. We had a great time! Great food and, most of all, great company!

Region II held our Holiday Luncheon on December 7 at Olive Garden in Beaverton. There were 17 of us in attendance, and lots of laughter.

The City of Banks held their 7th Annual Christmas Tree Lighting on

November 25, 2018 at Greenville City Park. Approximately 250 attendees enjoyed performances by the Banks High School Band & Choir, they enjoyed cocoa and cookies provided by the Friends of Banks Library, and Santa arrived on

an engine from the Banks Fire District #13 to visit and hand out candy canes. Mayor Edison led the crowd in a countdown to the lighting of the Christmas Tree.

Audit Committee

The 2018-2019 Audit Committee is

comprised of members: Dale Shafer,

Audit for Fiscal Year ending October

The Audit Committee’s report will be

submitted to the OAMR Board at its

Mid-Year meeting, and a copy of the

report will be included in the OAMR

Season’s Greetings from the Records Management Committee!

What a momentous few months for the Records Management Committee (RMC)! We met Oregon’s new Publ ic Records Advocate (PRA), made Oregon Law Enforcement Records Association (OLERA) friends, finished the Disaster Preparedness and Recovery Plan (DPRP), and went to Conference! Oh, and we made stops in Corvallis and Wilsonville. Phewph!

At our meeting in July and at Conference in Portland the RMC had the pleasure of getting to know our new Public Records Advocate

(PRA), Ginger McCall. While Ginger and her Deputy PRA, Todd Albert, are still figuring out how to start a new state agency, it has been wonderful to take in the knowledge and advice they offer. Your RMC highly recommends reaching out to them with any public records questions. In July, we had the pleasure of meeting Brian Wallace, with the Marion County Sheriff’s Office, who also represents the OLERA. W e h a v e s t a r t e d s e v e r a l conversations about our shared interest in records management that should lead to a strong inter-disciplinary connection over the coming years.

Also in July, we concluded our multi-year effort to revise and update the

Next up, the RMC will tackle that pesky electronic mail trend by launching a review of the E-Mail Policy Manual that the RMC and State Archives developed in 2010. We will look at how to update it and add information about text messaging and social media too. We ask for your patience on this one – it may take a while! As has been our recent tradition, we moved around our beautiful state a bit – Carla in Corvallis and Kim in Wilsonville were excellent hosts (thank you!). We’re looking forward to 2019 meetings in Salem, Canby, and Albany. And finally, I’d like to thank Kattie Riggs, Oregon City, for stepping forward to help serve as co- or vice- chair of the RMC. November 5, 2018, and closes on January 18, 2019. The recipient notification will go out on February 1, 2019.

PD1 – PDIV scholarships opened on December 3, 2018 and closes on March 1, 2019. The recipient notification will go out on March 22, 2019.

Annual Academy and Annual Conference scholarships opens April 8, 2018 and closes on June 7 , 2 0 1 9 . T h e r e c i p i e n t notification will go out on June 28, 2019.

IIMC scholarship opens May 3, 2019 and closes on August 2, 2019. The recipients are notified at the Annual Conference.

Harris/Davis Scholarship opens on February 4, 2019, Monday, and closes on March 1, 2019, F r i d a y . T h e r e c i p i e n t notification will be March 23, 2018.

The Scholarship funds for this year are smaller than in the previous years and the awarding of scholarships will be much tighter. The Scholarship Committee encourages all to apply for a scholarship, but do keep in mind there will be fewer scholarships awarded. You can begin applying when the scholarship opens. Please read the guidelines for each s c h o l a r s h i p . S c h o l a r s h i p recipients are responsible for complying with the guidelines and deadlines. The Annual Conference scholarship recipients are required to do a written report.

All other scholarship recipients (Mid-Year Academy, all PDs and the Annual Academy) are required to do a Knowledge Transfer Action Plan (KTAP), and no written report. Scholarships provide professional development towards the CMC and M M C , a n d n e t w o r k i n g opportunities for OAMR members. The Scholarship Committee is excited to receive your applications. also provided great updates and reminders. We are very fortunate to have a strong OAMR Records Management Committee that keeps our membership up to date on the l a te s t changes to records management.”

“The second session that I attended was Ethics –An overview of Oregon Government Ethics Commission. This training is always a great refresher. I enjoy hearing how easy it is to fall into an ethics trap. It seems that it would be fairly easy to determine what an ethical practice is or not. However, the training shines a light on all those grey areas, where you think that you are doing the right thing when you really are not.”
