After making cash donations to the pagoda,Maj-Gen Tha Aye and party attended a ceremony tooffer provisions to monasteries in Myeik held at theBuddha Sasana Beikman of the pagoda.

After inspecting the jetty built by Pho LapyaeCo, handling of loads and upgrading of the approachroad to Myeik Myothit, Maj-Gen Tha Aye and partypaid homage to Maha Thiddhizaya Pagoda and lookedinto greening tasks in the precinct of the pagoda.

Blackwater incident WASHINGTON, 9 Dec — US State Department

Inspector General Howard Krongard, who came underfire for allegedly hampering an investigation of securityfirm Blackwater, announced his resignation on Friday.

State Department spokesman Gonzalo Gallegossaid Krongard told co-workers in his department thathe was leaving. Gallegos did not give any details suchas the date of Krongard’s last day at work.

However, McClatchy News reports that it obtainedan e-mail from Krongard to his staff in which Krongardsays he plans to leave by 15 January.

Blackwater, which provides security in Iraq forState Department officials and US diplomats, becamethe subject of federal and Congressional investigationsafter some of its guards fired on civilians in a Baghdadintersection on 16 September killing 17 Iraqis.

LONDON, 8 Dec — Many teachers do not know enough about poetry, leavingtheir pupils with only limited experience of classic poems and verses from othercultures, school inspectorate Ofsted said on Friday.

Government-led initiatives to raise standards of basic literacy have meantlittle detailed attention has been given to teaching poetry, itadded in a report. Inspectors said the problem was most noticeable in primaryschools, but that provision for poetry was at least satisfactory in all 86 schoolsthey visited and good or very good in two thirds of them.In the primary schoolsinspected, the same poems were chosen repeatedly, including The Highwayman”by Alfred Noyes, “Jabberwocky” by Lewis Carroll and “The Owl and thePussycat” by Edward Lear.

“Too few of these poems are genuinely challenging or connect with thedirect experience of primary pupils,” the report said.—MNA/Reuters

BEIJING, 8 Dec— Chinais to launch its firstsatellite to monitor theenvironment in the firsthalf of next year, the StateEnvironmental ProtectionAdministration (SEPA)said on Friday.

The satellite will beused to monitor theenvironment and reporton natural disasters, saidWu Xiaoqing, the SEPAdeputy director, at a Pressconference.

“Our capability tomanage the environmentand forecast naturaldisasters will improveconsiderably with theoperation of the satellite,”Wu said.

So far, China has setup more than 2,000stations on the ground to

monitor the air, rivers andlakes, and the overallecosystem. But the groundnetwork still can not meetthe demand of timely anddynamic monitoring on

the fast-changing environ-ment, Wu said.

Wu did not elaborateon the details of how thesatellite will operate.

SHIJIAZHUANG, 8 DecPolice have arrested anarsonist for a karaoke barfire last month in northChina’s Hebei Provincethat killed 11, the localgovernment said on Friday.

Jiang Dayong, a waiterat the Gedu Karaoke bar,admitted to setting the baron fire at around 4 am on 14 November to

retaliate for frequentscoldings by the bar staff,the Chengde Countygovernment said.

The 19-year-old said hehad been scolded at 1 amon 14 November for somereason. Thinking he hadbeen scolded too manytimes before, he decidedto take revenge.

He said he got somegasoline from a motorbikeparked inside the bar andput it into a plastic bottle.He then poured the gasonto the bar floor andignited it. The blaze killeda karaoke bar worker and10 waitresses sleeping in anearby foot massage housein the same building.

Tian Yumin, the l egalrepresentative of the bar,and its operator, WangYing, were also arrested.The Chengde governmentsaid families of the victimshad been compensated onaverage 200,000 yuan(26,666 US dollars) each.

Vivica Fox reaches pleadeal for drunken drivingLOS ANGELES, 9 Dec — Actress Vivica A Fox

pleaded no contest on Friday to drunken driving andmust serve three years probation and complete analcohol education programme, an official said.

DHAKA, 8 Dec —Bangladesh and Swit-zerland will sign anagreement on avoidanceof double taxation nextweek to bolster bilateraltrade, commerce andinvestment, local news-paper The FinancialExpress reported onFriday.

A source of the ExportPromotion Bureau (EPB)was quoted as sayingthe measure will helpBangladesh attract moreforeign direct investmentfrom Switzerland.

Besides, the source

said, such agreement withany country, especiallywith any EU country, willbenefit the exporters toa large extent.

He said Bangladeshexported various productsincluding knit and wovengarment, agro-processedand frozen foods worth31.24 million US dollarsto Switzerland in the last

NEW DELHI, 8 Dec — India has cancelled a 600-million-US-dollar deal to buy 197 military helicoptersfrom EADS and may offer the contract to other bid-ders, newspapers said on Friday.

Besides being a setback for EADS, the maker of theAirbus family of commercial jets, the deal's collapsewill also further delay India's plans to replace itsageing helicopter fleet by at least two years, newspaperssaid. India will issue a fresh tender next year, aDefence Ministry source told the Hindustan Times.

Elimination of poppy through extendedraising of poultry, pigs and fish

Narcotic drugs including opium pose a grave

danger to mankind. This being the case, they have

been banned from being produced, used and trafficked

in successive periods. In the time of the State Peace

and Development Council also, the Central

Committee for Drug Abuse Control (CCDAC) was

formed in order to ward off the dangers of the drugs.

The CCDAC reconstituted the poppy substitute

agriculture and livestock breeding committees in

1997 with a view to minimizing the production, use

and trafficking of narcotic drugs.

The poppy substitute livestock breeding

committee is carrying out the poppy substitute

livestock breeding tasks in border areas for elimination

of poppy cultivation. The poppy substitute livestock

breeding tasks are to undertake livestock breeding on

a manageable scale that suit the region, to engage in

extended breeding of quality milch cows and poultry

with the help of the livestock and fisheries bank, to

distribute pedigree animals and poultry to special

regions, to set up model livestock breeding villages

for development of livestock breeding, to put

fingerlings into rivers, creeks, ponds and lakes for

ensuring food security, and to place emphasis on

animal health and prevention of infectious diseases.

The committee is also undertaking the

education and development tasks which included

conducting courses on livestock breeding at the drug

rehabilitation camps, conducting on-job training

courses on modern livestock breeding and conducting

training courses on apiculture for boosting the crop

yield.

In its effort to implement the livestock breeding

tasks, the committee distributed pedigree animals free

of charge for improvement of the socio-economic life

of former poppy growers. It distributed four stallions,

ten bulls, ten cows, 3,301 pigs and 61,988 poultry to

the special region 1 and 2 of Kachin State from 1989 to

2007. And it also distributed 38 horses, 69 bulls, 120

cows, 24,331 pigs, 5,485 pedigree pigs, 545,047 poultry

and 39,304 domestic fowls poultry to Kokang region,

Wa region, Shan region and Paloung region in Shan

State (North), Mawpha region and PaO region in Shan

State (East), Kayah State, Kachin State and Mon State.

The Livestock Breeding and Veterinary

Department vaccinated cattle against the infectious

diseases in border areas where poppy thrived in the

past. The department gave vaccines to 460,909 cattle,

124,174 pigs and 1,489,630 poultry from 1999-2000

to 2006-2007 spending K 12.039 million.

The poppy substitute livestock breeding

committee put 2.13 million fingerlings worth K 2.13

million into rivers, creeks and lakes in Phekhon,

Hsihseng and Laukkai regions in 2000-2001, 1.36

million fingerlings worth K 1.36 million in Moneko,

Tamonye, Laukkai, Monesi, Phekhon and Hsihseng

regions in 2002-2003, 0.58 million fingerlings worth

K 0.58 million in Kaungkha, Lashio, Kunlon, Laukkai,

Homein, Phekhon, Moebye, and Naungtaw regions,

Shan State (North) in 2002-2003, 0.39 million

fingerlings worth K 0.78 million in Hsihseng, Phekhon,

Mongyan, Mongkai, Moebye, Tanyan, Homein and

Nayein regions in 2003-2004, 1.246 million fingerlings

worth K 0.26 million in Kunlon, Loilen, Monei,

The government is making all-out effortsto get rid of poppy cultivation, the evil legacyof colonialists. Regarding this, it is providingnational races who were engaged in poppycultivation for various reasons in the pastwith agriculture and livestock breedingundertakings in order to improve their livingstandards.

Kaungkha, Laukkai, Kutkai, Mongpauk, Moneko

and Naungtaw regions, Shan State (North) in 2004-

2005, 1.468 million fingerlings worth K 4.32 million

in Laukkai, Lashio, Tanyan and Kunlong regions in

2005-2006, 0.75 million fingerlings worth K 0.325

million in Monei, Nayein, Hsihseng, Manmaw,

Tanyan, Kunlong, Lashio, Loikaw, Wanpan,

Kaungkha and Homein regions, Shan State (South)

in 2006-2007. To ensure pollination, boosting the

crop yield and producing honey, the committee kept

2075 beehives in Laukkai, Tamonye, Kutkai, Lashio,

Shwepyi Aye, Hsihseng, Dhashi, Waingmaw and

Muse regions from 1999-2000 to 2006-2007 to boost

the crop yield in 3,368 acres. It also conducted

apiculture courses for 1,070 trainees.

In the meantime, the Ministry of Livestock

and Fisheries distributed poultry, pigs and cattle

worth K 102 million for improvement of the socio-

economic life of national races in border areas.The

ministry also carried out tasks for higher living

standards of national races, prevention and control of

animal diseases, setting up of model farms, putting

fingerlings into rivers, creeks and lakes, distribution

of quality animals, keeping beehives and conducting

apiculture courses, spending K 1,658 million.

Thanks to relentless efforts of the CCDAC

and the ministry, the number of buffalo has increased

to 36,220 in 2007 from 15212 in 2000, that of cattle

to 24,669 from 20,792, that of pig to 58,245 from

24,940 and that of poultry to 173,128 from 53,300 in

Laukkai, Kongyan, Mongmaw, Panwaing and

Panhsan regions.

The government is making all-out efforts to

get rid of poppy cultivation, the evil legacy of

colonialists. Regarding this, it is providing national

races who were engaged in poppy cultivation for

various reasons in the past with agriculture and

livestock breeding undertakings in order to improve

their living standards.

At a time when efforts are being made for the

emergence of a modern and developed nation the

poppy substitute livestock breeding undertakings

being implemented by the CCDAC and the poppy

substitute livestock breeding committee are surely

something to be proud of.

Study says child cancer risk highernear nuclear plants

BERLIN, 9 Dec — A German study has found that young children living nearnuclear power plants have a significantly higher risk of developing leukaemiaand other forms of cancer, a German newspaper reported on Saturday.

“Our study confirmed that in Germany a connection has been observedbetween the distance of a domicile to the nearest nuclear power plant.... and therisk of developing cancer, such as leukaemia, before the fifth birthday,”Suddeutsche Zeitung newspaper quoted the report as saying. The newspaper saidthe study was done by the University of Mainz for Germany’s Federal Office forRadiation Protection (BFS). A copy of the report was not immediately available.

The researchers found that 37 children within a five-kilometre (3-mile)radius of nuclear power plants had developed leukaemia between 1980 and2003, while the statistical average during this time period was 17, the paper said.

The newspaper cited an unnamed radiation protection expert familiar withthe study who said its conclusions understated the problem. He said the datashowed there was an increased cancer risk for children living within 50kilometres of a reactor. — MNA/Reuters

The ISNA news agency did not give adirect quote from Oil MinisterGholamhossein Nozari. A senior oilofficial last month said “nearly all” ofIran's crude oil sales were now beingpaid for in non-US currencies.

For nearly two years, OPEC's secondbiggest producer has been reducing itsexposure to the dollar, saying the weakUS currency is eroding its purchasingpower. Iranian President MahmoudAhmadinejad, who often rails againstthe West, has called the US currency a“worthless piece of paper”.

GEF launches account for tropical forest

LONDON, 8 Dec —Britain said on Thursdayit wanted to give policethe power to holdterrorism suspects for upto 42 days without charge,as part of compromiseproposals which stillfailed to appease manywho condemn the planson rights grounds.

Since taking over fromTony Blair in June,Prime Minister GordonBrown has said policepowers need to beextended to give themtime to carry out complexinvestigations that couldinvolve multiple plots andmany countries.

But he has had tobacktrack from initialplans to simply raise the

detention limit, in the faceof mounting oppositionnot only from politicalopponents and civil rightsgroups, but from seniorlegal figures and fromwithin his own LabourParty. Instead, the newand complicated pro-posals would allow thegovernment to usetemporary measures onlyin extreme situations,permitting detectives toquuestion suspects for amaximum of 42 days —up from the current 28.

These additionalpowers would be subjectto parliamentary approvaland would expire after twomonths.

Home Secretary JacquiSmith said the measures

were needed to address anincreasing “serious andsustained threat”.

Britain’s securityservices have said they aremonitoring thousands ofindividuals who pose arisk. This year 42 peoplehave been convicted ofterrorism offences.

“The window to savethe last remainingfunctioning expanses oftropical forests, which are

responsible for the deliveryof crucial global environ-mental services, is closingfast,” said MoniqueBarbut, the chief executiveofficer (CEO) andchairperson of the world'slargest environmentalfunding body.

“GEF is teaming up withits partner agencies,governments, business andcivil society to address thischallenge head on. GEF’sinvestments are alsoexpected to encourage

more robust financing fromprivate investors lookingto build environmentally-friendly forest markets.”

GEF would fund projectsto stop deforestation in 17countries of the Amazon,Congo Basin, New Guineaand Borneo. Tropicaldeforestation is on the rise,and is now responsible forover 20 per cent of globalCO2 emissions.

Habitat loss in tropicalforests threatens 74 per centof endangered mammals,44 per cent of endangeredbirds, 57 per cent ofendangered amphibians,and 67 per cent ofendangered reptiles. Eachof the GEF-targeted areashas over eight millionhectares of wet broadleafforests, and theycollectively harbor anastonishing 54 per cent oftropical forest cover and68 per cent of tropical forestcarbon. — MNA/Xinhua

BALI, (Indonesia), 8Dec — A new study byone of the world’s leadingforestry research instituteswarns Friday that the newpush to “reduce emissionsfrom deforestation anddegradation (REDD)” isimperiled by a routinefailure to grasp the rootcauses of deforestation.

The Centre forInternational ForestryResearch (CIFOR), aleading internationalforestry research organi-zation, said that thestudy, based on morethan a decade of in-depthresearch on the forcesdriving deforestationworldwide, found thatthere is ample opportunityto reduce carbon emis-sions if financial incen-tives will be sufficientenough to flip political andeconomic realities thatcause deforestation.

The study by

researchers at CIFORsought to link the un-derlying causes of loss of13 million hectares offorest each year to thepromise — and potentialpitfalls — of REDDschemes. The report wasreleased Friday at theUnited Nations Con-ference of the Parties(COP-13) in Bali, a resortisland of Indonesia, whereenvironment ministersfrom over 180 countriesare meeting to draw up along-term strategy for

COTONOU, 8 Dec —Benin has discovered twooutbreaks of bird fluamong poultry which itbelieves to be the deadlyH5N1 strain, the first suchcases in the West Africancountry, a senior healthofficial said on Friday.

The cases werediscovered late on Thurs-day in Adjarra, some 15kilometres (Mine miles)north of the capital Porto

Novo, and on a farm in thecommercial capitalCotonou.“We found se-veral dead birds. We wentahead with tests whichturned out to be positive,”Julien Toessi, a seniorpublic health official, toldReuters in an interview.

“We have takensamples which we havealready sent to Italy to beconfirmed but we areconvinced that these (bird)

deaths are due to the H5N1strain of bird flu,” he said.

Health Ministryofficials said severalhundred birds had beenslaughtered as a pre-cautionary measure in afive kilometres (threemiles) radius around thetwo separate locations. Allfarms within a 15-kilo-metre radius were beingdisinfected.

NAIROBI, 8 Dec —Desert locusts haveinvaded Kenya’s aridnortheastern region,threatening maize andwheat crops, but theAgriculture Ministry saidon Friday it was wellprepared to fight the pests.

The desert locust’sdestructive power stemsfrom its gregarious naturethat allows it to move inswarms, eating whatevervegetation it finds in itspath. A ministry state-ment published in localnewspapers said thelocusts were not aggre-ssively feeding yet, butwere in their last stage ofdevelopment and laying

eggs in the moist sandysoil of the hot region.

“In view of the aboveand understanding theecology of the pest, it isimportant to note that hop-pers which are the mostdestructive stage are ex-pected to appear fromaround 10 December,”the statement quotedRomano Kiome, theministry’s permanentsecretary, as saying. “Thisstage is the focus ofcontrol.” He said the gov-ernment was preparedwith pesticides andspraying equipment andthat the attack was thefirst since 1962.

Bayern held to draw by Duisburgbut stay top

BERLIN, 9 Dec — Bayern Munich were held to a goalless draw athome to Duisburg on Saturday but still clung on to top spot in theBundesliga as rivals Werder Bremen lost a 4-3 thriller at Hanover 96.

Duisburg rarely looked like claiming a first win away to Bayern in40 years but they held out comfortably enough, even after MohamadouIdrissou was sent off for kicking keeper Oliver Kahn with 10 minutesto go. The result meant Werder would have taken over at the top witha win but Thomas Schaaf's side were outplayed in Hanover.

Werder did manage to fight back from 3-1 to level the scores earlyin the second half but Mike Hanke completed his hat-trick to clinchvictory for Hanover 13 minutes from time.

Werder's frustration was obvious as Hugo Almeida was sent off ininjury time for tangling with Szabolcs Huszti.

With one round of matches to go before the long mid-season break,Bayern lead the standings with 35 points from 16 games.

Werder are second on 33, with Hamburg third on 31 after they hadto settle for a goalless draw at home to bottom club Energie Cottbus.
