strengthening our communityIt’s been a year of transition and reform at the Victorian Multicultural
Commission. Our Annual Report is an opportunity to take stock of the
work we’ve done and look at what lies ahead.
The past year has ushered in significant reform within the multicultural affairs portfolio, brought about by the new Victorian Government’s Plan for a Multicultural Victoria.
At the macro level, five substantive reforms have either been implemented, or are in the process of being implemented, including: the broadening of the portfolio to incorporate citizenship; legislative reform with the passage of the Multicultural Victoria Act 2011 (MVA); consequential organisational reforms have established a more independent Victorian Multicultural Commission (VMC) and the Office of Multicultural Affairs & Citizenship (OMAC); the changing of the composition of the Commissioners including a new Youth Commissioner and a commissioner position nominated by a peak community organisation; and the establishment of eight Regional Advisory Councils.
The creation of a more independent Commission, with strengthened powers to undertake research on systemic issues, has meant that some of the policy, program and administrative functions formerly located within the VMC, have been transferred into the OMAC within the Department of Premier and Cabinet (DPC).
These changes have occurred at a time when multiculturalism, as a term and concept, has been questioned by some leaders around the world. However, it is heartening that here in Victoria our brand of multiculturalism – guided by the preamble and principles enshrined within our Multicultural Victoria Act – is still a template for success.
Further, those leaders who asserted that multiculturalism has failed were, at best, not being fair to the term or the policy; for relative to our approach their nations had not implemented genuine multiculturalism. A society that is culturally, racially and religiously diverse can certainly be described as being multicultural, however, that doesn’t equate to a multicultural policy framework that endeavours to ensure equality of opportunity and access for all members of its society.
That’s not to say we are without our own challenges, for diversity does present a myriad of challenges. But managed well – with a balance of
rights and responsibilities and within a framework of mutual respect and respect also for the laws and institutions of the land – we are not only better placed to address the challenges and inequities, but also better able to reap the inherent social, cultural and economic benefits that diversity so amply provides.
Our approach, particularly in Victoria, has also been underpinned by a priceless ingredient – all our major political parties have been unswerving in their commitment to our state’s unique brand of multiculturalism.
To illustrate, the State Budget announced in May 2011 was a boost for our communities and earmarked additional funding over the next four years for a number of key initiatives, including the successful International Student Care Service, language services, LOTE accreditation, rights and responsibilities seminars, and youth support. All up, the total budget for the multicultural affairs and citizenship portfolio has been increased to $19.6 million in 2011–12.
Within this context of substantive reforms, challenges and opportunities, the Commission has continued to respond to community need and has helped to empower communities. This Annual Report provides a snapshot of some of our endeavours across a range of programs and policy areas.
One of the cornerstones of the portfolio has been the Community Grants Program, which provided funding to more than 2,000 community organisations. It was particularly pleasing to see that our senior citizens community organisations were given a boost in the year, with a 40% increase in their annual grant allocation and being offered free, public liability insurance through a scheme sponsored by the Commission.
Another first for the Commission, through our Promoting Harmony program, was the hosting of the inaugural Multifaith Victoria Forum. Held in August 2010, over 180 people participated to share knowledge, develop practical skills and expand their existing networks. This, and the many other activities funded via the Promoting Harmony program, are designed to dispel stereotypes, build bridges of understanding and enhance our social cohesion and harmony.

The needs of our relatively new refugee communities has been a focus within all of the Commission’s programs and activities, including advocating on the various needs and issues, especially in the areas of education and employment. Our dedicated Refugee Action Program has continued to fund projects across the State that focus on local needs and solutions that have been identified by the communities themselves.
One of our most visual projects has been the funding directed towards cultural precincts and community infrastructure. The Cultural Precincts Enhancement Fund has delivered a range of streetscape and community infrastructure improvements over the past few years. Two of this year’s highlights included the completion of refurbishment works to the Chinese Museum and the establishment of Museo Italiano.
These and other projects will ensure the stories of migration and settlement remain preserved and showcased for generations to come. They also offer greater access to a broader range of educational, cultural and social activities to schools, community groups and the broader public.
The first round of the $12 million Cultural Precincts and Community Infrastructure Fund has also delivered great results with over $5.2 million awarded to many exciting projects in 2010–11, including major grants allocated for the Eaton Mall precinct in Oakleigh, Victoria Street in Richmond, a Hindu Cultural and Education Centre in Carrum Downs and the Jewish National Library.
Turning to language services, the Commission has been at the forefront of meeting the needs of newly arrived migrants and refugees, and the approximately one million Victorians who speak a language other than English at home. Amongst the various projects designed to facilitate access to services, the scholarship program saw 20 students graduate with NAATI paraprofessional interpreter accreditation in Dari and Tamil.
One of the most anticipated and exciting events of the year is Cultural Diversity Week. This year approximately 200 community organisations and schools across the state were funded by the Commission to carry out local activities that celebrated and promoted their diversity. The Week culminated with Viva Victoria, the vibrant annual multicultural festival at Federation Square, enjoyed by some 40,000 visitors.
The year also saw us welcome our new Minister for Multicultural Affairs and Citizenship, the Hon. Nicholas Kotsiras; a committed advocate for our State’s cultural diversity. The Commission looks forward to working with Minister Kotsiras and further enhancing Victoria’s leadership in multicultural affairs.
Over the past 12 months our work both as a Commission, and in our collaborations with community groups and government departments, was guided by the principles enshrined in the Multicultural Victoria Act 2004.
Looking forward, the Multicultural Victoria Act 2011, with its refinements and enhancements, will continue to guide the Commission by providing it with additional objectives and functions, as well as enhanced powers to research, advise and report to the Minister on systemic and community-wide settlement and services issues.
But the Commission won’t be able to deliver against its objectives on its own – our aspirations will best be attained through collaboration across the whole of government and the whole of the community. Emphasising this, the Victorian Government has enshrined this whole-of-government approach within the Multicultural Victoria Act 2011.
In concluding, I would like to extend my appreciation to the previous Chairperson, Mr George Lekakis AO. I think I speak for many in the community and my colleagues here at the Commission who have had the pleasure of working with Mr Lekakis. His passionate, inclusive and altruistic commitment has left Victoria a better place. He did a remarkable job over almost ten years in the role and I’m grateful for the opportunity to have served as his Deputy for some of that time.
I’d also like to thank my fellow Commissioners and the staff at the Commission for their support and hard work over the past year. Ensuring the efficient implementation of the new reforms and delivering existing programs has been a big ask and I thank all of you for your professionalism, support and, for the most part, good cheer. Of course we had some exceptional colleagues within the DPC who assisted us greatly and I extend our heart-felt appreciation to each of you.
I would like to extend my thanks to the Minister for Multicultural Affairs and Citizenship, the Hon. Nicholas Kotsiras, for giving me the opportunity to guide the Commission through this time of transition and reform and, in particular, for his whole-hearted and genuine commitment to a multicultural Victoria.

Our rOle The VMC is the main link between Victoria’s culturally and linguistically diverse (CALD) communities and the government. Its aim is to support and empower communities, promote unity and understanding, and celebrate Victoria’s diversity. The Commission also provides independent advice to the Government to inform the development of legislative and policy frameworks and the delivery of services to our multicultural society.
The Commission operates under the Multicultural Victoria Act, which conveys the Victorian Government’s commitment to recognise and support cultural, religious and linguistic diversity in Victoria and enhance the responsiveness and accountability of government departments in meeting the needs of all Victorians.
During the 2010–2011 financial year, the Multicultural Victoria Act 2004, under which the VMC operated, was repealed and replaced by the Multicultural Victoria Act 2011. The new Act was passed by Parliament on 10 May 2011, and proclaimed on 1 September 2011.
abOuT THe Multicultural Victoria act 2011The Multicultural Victoria Act 2011 (MVA) enshrines in legislation a preamble and a set of principles that recognise the State’s cultural, religious and linguistic diversity as one of its greatest assets.
In broad terms, this legislation serves as a formal declaration of Victoria’s commitment to diversity and community harmony. It commits all of us to work together to ensure a prosperous and united
future in which diversity is respected and cultural heritage preserved, and where all individuals can access opportunities to participate in and contribute to the social, cultural, economic and political life of the State. This is within the overarching framework of abiding by the State’s laws and respecting the democratic processes under which those laws are made.
The MVA makes it a legislative requirement for all Victorian Government departments to annually report to the Minister for Multicultural Affairs and Citizenship on their activities and achievements in relation to multicultural affairs. This includes their use of interpreting and translating services, their communications in languages other than English, the appointment of people from different cultural and linguistic backgrounds to government boards and committees, and any other major improvements or initiatives that meet the identified needs of Victoria’s CALD communities.

(1) The Parliament recognises and values the cultural, religious, racial and linguistic diversity of the people of Victoria.
(2) The Parliament further recognises that one of the central tenets of multiculturalism is citizenship and that the expression citizenship is not limited to formal Australian citizenship, but refers to the rights and responsibilities of all people in a multicultural society.
(3.) The Parliament wishes to promote Victoria as a united community with shared laws, values, aspirations and responsibilities within which people from a diversity of backgrounds have:

(a) the freedom and opportunity to preserve and express their cultural heritage; and
(b) the freedom and opportunity to participate and contribute to the social, cultural, economic and political life of Victoria; and
(c) equal rights and responsibilities under the laws of Victoria.
MVa PrinCiPles OF MulTiCulTuralisM
(1) Parliament recognises that the people of Victoria are united in their shared commitment to—
(a) a democratic framework governed by the rule of law; and
(b) Victoria and Australia and to the people, interests and future of Victoria and Australia.
(2) The Parliament further recognises that all Victorians come from diverse backgrounds and values the richness that such diversity brings to the Victorian community.
(3.) The Parliament supports the rights and responsibilities of citizenship to which subsection (1) refers and promotes the diversity to which subsection (2) refers by recognising the following principles of multiculturalism—
(a) all individuals in Victoria are entitled to mutual respect and understanding regardless of their diverse backgrounds;
(b) all individuals and institutions in Victoria should promote and preserve diversity within the context of shared laws, values, aspirations and responsibilities;
(c) all individuals in Victoria (regardless of background) have shown that they can work together to build a positive and progressive future and this co-operation is to be encouraged so as to enhance Victoria as a great place in which to live;
(d) all individuals in Victoria are equally entitled to access opportunities and participate in and contribute to the social, cultural, economic and political life of the State;
(e) all individuals in Victoria have a responsibility to abide by the State’s laws and respect the democratic processes under which those laws are made;
(f) all individuals in Victoria should be united in a shared commitment to Australia and to community service;
(g) all individuals and institutions should recognise Victoria’s diversity as an asset and a valuable resource benefiting Australia.
(4) The Parliament further recognises that Victoria’s diversity should be reflected in a whole of government approach to policy development, implementation and evaluation.
This report provides a snapshot of the Commission’s activities and achievements in the 2010–2011 financial year within the context of its objectives and functions under the MVA.
MulTiCulTural aFFairs and CiTizensHiP POrTFOliO: MaCHinery-OF-GOVernMenT CHanGesOn 4 April 2011, the Victorian Government established the Office of Multicultural Affairs and Citizenship (OMAC) within the Department of Premier and Cabinet. This machinery-of-government change
resulted in transferring the following functions from the Victorian Multicultural Commission (VMC) to OMAC:• executive support services for whole-of-
government policy coordination for Multicultural Affairs and Citizenship
• administration of the VMC’s Community Grants Program, to support Victoria’s multicultural community
• implementation of a strategic response to settlement issues and coordination of whole-of-government response to the needs of newly arrived humanitarian category entrants
• delivery of strategic projects to foster understanding, appreciation and respect for cultural diversity, including research projects
• coordination of whole-of-government reporting requirements under the Multicultural Victoria Act
• provision of policy advice on language services in Victoria
• delivery of the Cultural Precincts Enhancement Fund and Cultural Precincts and Community Infrastructure Fund programs
• provision of Ministerial briefings, correspondence and communication support in relation to the Multicultural Affairs and Citizenship portfolio
• provision of support services to international students in crisis.
Our COMMissiOnersThe VMC comprises 12 Commissioners who advocate the values of the VMC and act as a conduit between the community and the Commission. The Commission also promotes the views of the community on a range of boards and committees and at national forums.
Over the past year, Commissioners continued to participate in community functions, consultations, events, conferences and seminars. In 2010–2011 the Commissioners collectively attended more than 600 community engagements.

VMC ObjeCTiVes and FunCTiOns
The VMC’s objectives and functions, as specified in the MVA are:

(a) promote full participation by Victoria’s diverse communities in the social, cultural, economic and political life of Victoria
(b) promote access by Victoria’s diverse communities to services made available by governments and other bodies
(c) encourage all of Victoria’s diverse communities to retain and express their social identity and cultural inheritance and to promote mutual respect
(d) promote co-operation between organisations involved in multicultural affairs and diversity
(e) promote unity, understanding and harmony among Victoria’s diverse communities
(f) promote a better understanding of Victoria’s diverse communities
(g) promote interaction between individuals and communities from diverse backgrounds

(i) promote the rights and responsibilities of citizenship as a unifying force that strengthens our diverse multicultural community; and

VMC ObjeCTiVes and FunCTiOns
Functions
(a) ensure that the objectives of the Commission are met to the maximum extent that is practicable
(b) research, report and advise the Minister on systemic community issues relating to the objectives of the Commission:
(i) that are identified by regional advisory councils or through other community consultation; or
(ii) that relate to the adequacy of government services, settlement support or service delivery for diverse communities
(c) investigate, report and make recommendations to the Minister on any aspect of multicultural affairs referred to it by the Minister
(d) advise the Minister on factors inhibiting the development of harmonious community relations and on barriers to the participation of Victoria’s diverse communities in the social, cultural, economic and political life of Victoria
(e) undertake systematic and wide-ranging consultation with bodies and people to:
(i) determine the needs of Victoria’s diverse communities, including any needs covered by a report prepared by the Minister under section 28; and
(ii) promote the objectives of the Commission.
(f) develop and maintain partnerships between community organisations providing assistance in settlement support and service delivery for diverse communities; and
(g) develop and maintain harmonious community relations between all relevant groups in the context of Victoria’s diverse communities.

In 2010–2011 the Victorian Multicultural Commission (VMC) and the Office of Multicultural Affairs and Citizenship (OMAC) awarded and distributed more than 2,800 grants worth $5.3 million to 1,875 multicultural community organisations, schools and councils. Victoria’s success as a strong, vibrant multicultural society is underpinned by the Community Grants Program which encourages and supports emerging communities, together with more established communities, to share and celebrate cultural diversity with all Victorians.
Among the achievements of the 2010–2011 Community Grants Program was a 40 per cent funding increase towards the Multicultural Senior Citizens organisational support grant. The increase in funding was also accompanied by the provision of public liability insurance to all senior citizens organisations currently receiving funding through the grants program. Over 700 multicultural senior citizens groups were able to build upon their existing activities which enrich the lives of many vulnerable and isolated Victorians.
The Community Strengthening team conducted consultations and information sessions to a wide variety of community groups during 2010–2011. In total, nine consultations were run across Victoria with multicultural community organisations in both metropolitan and regional areas including Gippsland, Shepparton and Geelong.
The Community Grants information sessions ran throughout the 2010–2011 period and provided applicants with the opportunity to access more information about the program as well as discuss potential applications. The presentations received positive feedback from those who attended. The workshops were held with the Islamic Council of Victoria, the South East Region Migrant Resource Centre and the African Elderly Association of North Melbourne.
FundinG CaTeGOries The Community Grants Program has seven grant categories that provide multicultural community groups with support dependent upon their needs, and were developed out of extensive consultation with Victoria’s CALD communities. • buildings and Facilities improvement grants
assist multicultural community organisations to undertake minor upgrades to buildings they own to improve accessibility and service delivery (appendix 2a);
• educational Program grants support Victoria’s after hours community language schools including professional development and materials co-funded by the Department of Education and Early Childhood Development (appendix 2b);
• strengthening Multicultural Communities grants support community organisations to undertake projects that address the unmet needs of Victoria’s CALD communities. Priority is given to projects that develop the capacity of new and emerging communities, provide assistance to migrant and refugee women and young people, or document the contribution of migrants and refugees to Victoria (appendix 2c);
• Multifaith/interfaith grants support a range of initiatives that aim to promote multifaith and multicultural harmony. The grants promote understanding about the diversity of faiths within Victoria, assist in the establishment of new interfaith networks or help build the capacity of existing networks (appendix 2d);
• Multicultural Festivals and events grants support major festivals, conferences and special community events that aim to encourage participation by the whole community in celebrating and valuing our cultural diversity (appendix 2e);
• senior Citizens Organisational support grants support multicultural senior citizens clubs and organisations to hold regular social and community strengthening activities such as dinner dances and provide a forum for young people and seniors from CALD backgrounds to join together (appendix 2f);

• Organisational support grants contribute towards every day running costs for community organisations such as venue hire, transportation, utilities and catering to enable groups to run successfully without prohibitive costs for members (appendix 2g).
Te Karangatahi–waka on the waterThe OMAC Community Grants program is instrumental in promoting social cohesion by providing an opportunity for multicultural groups and the broader community to come together to learn about the various cultures that make up the unique multicultural tapestry of Victoria. The OMAC Community Strengthening team worked collaboratively with Multicultural Arts Victoria (MAV), Victoria Police and an emerging Victorian Maori community group, Te Karangatahi, to provide opportunities to celebrate Maori and Indigenous culture. With this support in place, the emerging Maori group was able to train a group of rowers to undertake traditional Maori activities in a waka, a spiritual vessel. The group presented their very first performance at the Frankston Waterfront Festival in January 2011 after being welcomed
onto the lands of the Boonwarrung people. A moving welcome to the country by Aunty Caroline, followed by a group of young Indigenous dancers, was met with a heartfelt welcome by Maori elders present and a traditional haka. After the success of the Frankston Waterfront Festival, Te Karangatahi turned their attention to the Viva Victoria Festival hosted at Federation Square in Melbourne during Cultural Diversity Week 2011. The support from OMAC helped to build capacity in the community by assisting the group to prepare and organise the presentation of Maori culture. The Viva Victoria festival facilitated the meeting and welcome of Indigenous and Maori elders. Thousands of Victorians were able to witness traditional Maori culture including the launch of a Maori waka on the Yarra River.

The applications were initially checked against the grant criteria by the Community Strengthening team and were then reviewed by a funding sub-committee of Commissioners, who judged the applications on their merit, the quality of the expected outcomes and the relevance to program guidelines. The sub-committee consisted of Ms Marcia Pinskier, Mr Yasser Soliman, Ms Madhu Bhatia, Ms Elizabeth Dozd and Ms Elleni Bereded-Samuel.
The Community Strengthening team provided assistance to multicultural groups, responding to telephone and in-person enquiries. Regular grants information sessions were also conducted throughout metropolitan and regional Victoria to ensure that communities were provided with the opportunity to access the Community Grants Program.

• Geelong Sudanese Community celebrated the Sudanese national day with Sudanese people from all over Victoria as well as those from the broader and diverse communities of Geelong and nearby;
• Chilean Club of Victoria hosted an event to encourage, promote, showcase and celebrate the artistic endeavours of Chileans and their culture with the occasion of the Independence Day and Bicentenary anniversary of the Chilean nation.

MulTiFaiTH adVisOry GrOuPThe Multifaith Advisory Group (MAG), established in January 2008, sustains on-going dialogue between the Victorian Government and Victoria’s diverse faith communities and leaders.
The MAG is comprised of approximately 25 senior faith leaders who represent the Christian, Jewish, Muslim, Sikh, Hindu, Buddhist and Baha’i communities. Representatives provide the government with insight into a range of issues impacting upon their respective communities and advise on ways in which the government can better promote harmony and cohesion in Victoria. In this way, the MAG acts as an invaluable conduit between the Government and Victoria’s many faith communities.
In November 2010, the MAG released a joint media statement to mark White Ribbon Day, which seeks to raise awareness of, and prevent, violence against women. Victoria’s diverse faith leaders asserted that: “Violence against women cannot be tolerated…we will not remain silent, and we will not allow this issue to be consigned to the fringe of public and interfaith dialogue.” The MAG called for all Victorians and Australians to stand together to condemn and prevent violence against women.
In March 2011, MAG members came together with other community stakeholders to affirm the right of all faith communities to express their beliefs and practice their traditions. In early 2011, a Muslim group’s right to congregate for Friday prayers was called into question by a small minority segment of the local community. In a show of solidarity, MAG members met with representatives of the Muslim group and committed their support to ensure that the group’s right to practice its faith is protected and respected.
The MAG continues to promote respect and social harmony within Victoria.
MinisTerial COunCilsAs a result of a Council of Australian Governments (COAG) Review of Ministerial Councils, the Ministerial Council on Immigration and Multicultural Affairs (MCIMA) was disbanded in March 2011. The contribution that the Council and the Standing Committee on Immigration and Multicultural Affairs (SCIMA) made in facilitating discussion, consultation and cooperation between the Australian Government and state and territory governments on migration, settlement, citizenship and multicultural affairs was recognised by all parties.
At Victoria’s suggestion, the rationalisation of the Ministerial Councils included the establishment of a Select Council on Immigration and Settlement that will continue to examine the implementation of recommendations from the Working Party Report on Settlement Issues.
VMC annual COMMuniTy COnsulTaTiOnsEach year the VMC holds public consultations with leaders representing Victoria’s culturally and linguistically diverse communities to gauge the communities’ views on how the State Government is performing in multicultural affairs.
In August 2010 the VMC facilitated nine state-wide consultations across Victoria. These provided community members with the opportunity to provide feedback on the Victorian Government’s progress in multicultural affairs, as outlined in the 2008–2009 Victorian Government Achievements in Multicultural Affairs report, and to hear about recent government initiatives. The 2010 consultations were attended by over 500 community members.
The VMC communicates the key issues and outcomes from the consultations to government departments and, where possible, seeks a resolution to the specific issues raised. Individuals and organisations are subsequently advised of any steps taken to address their concerns.
The Commission, guided by the new Multicultural Victoria Act 2011, is committed to engaging
with the Victorian public and faith and community leaders, to respond to the changing needs

CASE STUDY local Government and Multiculturalism conference (Standing committee on local Government and cultural diversity)
The Standing Committee on Local Government and Cultural Diversity was established in 2005 to help develop strategies to facilitate greater responsiveness to culturally and linguistically diverse communities, and to share ideas and information between local and state government. In August 2010 the Standing Committee, in partnership with the VMC and the Municipal Association of Victoria (MAV), planned and delivered the Local Government and Multiculturalism Conference: Innovation and Leadership on the Ground in Wangarratta.The conference was attended by over 170 delegates from federal, state and local government, and community and business sectors. Approximately 100 delegates came from metropolitan Victoria, while regional and rural areas of Victoria were represented by over 70 delegates.
The 2010 conference presented an opportunity to hear about leadership and innovation in local government, and provided a forum for information exchange, networking and ideas. The conference workshops, developed by the Standing Committee, covered the topics of: Health and Ageing; Community Relations; Promoting Change with Councils; and International Students/Temporary Residents. Conference delegates acknowledged the positive work, collaboration and achievements of Local Councils in responding to the changing needs of Victoria’s culturally, religiously and linguistically diverse communities. They expressed a strong commitment to strengthening and maintaining partnerships between all tiers of government, service providers and community organisations to progress multiculturalism and social harmony in local communities.
The 2009–2010 Victorian Government Reporting on Multicultural Affairs report was tabled in Parliament on 29 June 2011 and will form the basis for state-wide consultations in 2011. It is available at www.multicultural.vic.gov.au.

CulTural diVersiTy WeeKEach year during Cultural Diversity Week, the Victorian Multicultural Commission (VMC) funds hundreds of events at schools, community groups, libraries, local councils and private companies, all focussing on the wonderful diversity Victoria offers.
Cultural Diversity Week ran from 19–27 March 2011 and culminated with a free multicultural festival at Federation Square. Viva Victoria attracted more than 40,000 people and turned Federation Square into a colourful and lively display of music, dance, art and food stalls. The Premier’s Gala Dinner was also a highlight of Cultural Diversity Week, with more than 1400 community members taking advantage of the opportunity to celebrate with people from a vast range of cultural backgrounds.
A popular fixture on the Cultural Diversity Week calendar, the Black Harmony Gathering at the Fairfield Ampitheatre, was also an important and inspirational event. It provides a platform for established and emerging artists to perform, and engenders a spirit of positive engagement and mutual support across a range of community groups. During the week, English language students from new and emerging communities were treated to a day out at Werribee Open Range Zoo, while school students and teachers were recognised for their efforts and creativity at the Quest Awards held at Parliament House.
rOyal MelbOurne sHOWThe VMC took part in the Royal Melbourne Show from 18–28 September 2010. More than 15,000 visitors passed through the Victorian Government Pavilion each day, enjoying African drumming workshops, Indigenous performers, flamenco dance, Bollywood displays and hip hop performers, as well as learning about the work of the Victorian Government on multicultural affairs. VMC staff answered visitors’ enquiries and distributed information on the work of the Commission.
PrinT and Online COMMuniCaTiOnThe VMC uses a range of communications tools to keep the public informed and raise awareness of issues regarding multicultural affairs in Victoria.
OnlineThe multicultural website (www.multicultural.vic.gov. au) continues to be an important communications resource, providing regular updates on issues of importance to community groups, as well as advertising community and government events and activities. The redeveloped website has seen an increase of 61 per cent in traffic since the 2008–2009 financial year.
The multicultural website comprises six sections:• About Us – Commission and legislation• Grants – information on how to apply for funding• Population and Migration – statistical information• Projects and Initiatives – information on VMC projects• All of Us – All of Us policy, campaign, resource kit• Resources – publications, news, event calendar.
The VMC delivers a fortnightly e-newsletter, VMC Update to 2,900 subscribers. It provides information on upcoming events, plus government and community based projects and programs.

Victoria’s awards for excellence in Multicultural affairsThe 8th Victoria’s Multicultural Awards for Excellence were held on 21 September 2010. The Awards program, established by the Commission in 2002, recognises and rewards the contribution of individuals and organisations in the promotion of Victoria’s multicultural harmony. The nine award categories were:

ViCTOrian reFuGee reCOGniTiOn reCOrd (Vrrr)Each year, the Victorian Government seeks nominations from across Victoria to formally recognise the invaluable contribution refugees voluntarily make to the community. The VRRR is an important event on the state’s calendar and this year was no exception.

On 23 June 2011, 23 worthy recipients were added to the VRRR in a ceremony at the Immigration Museum. The recipients were recognised for having overcome personal hardship to help others, through their involvement in various voluntary programs and community support services. These include running sporting programs, helping young mothers with maternal health programs, helping new arrivals settle into life in Australia and volunteering at community centres.
The VMC also invited local photographers to create portraits of the recipients, which were exhibited at Federation Square during Refugee Week. This project helps to share the story of each of the VRRR recipients with the wider Victorian community. For a full list of the recipients see appendix 4.
PreMier’s COMMuniTy reCePTiOnsThe Premier’s community receptions provide an opportunity to formally acknowledge the contribution of individual communities to the State of Victoria. In 2010–2011, the Commission coordinated the following receptions that were hosted by the Premier: • Indian – 19 August 2010• Vietnamese – 15 September 2010 • Chinese – 5 October 2010.

Viva VictoriaThe Viva Victoria festival has become a popular highlight on the Cultural Diversity Week calendar. A free, public and family-friendly event, Viva has been held annually at Federation Square in Melbourne since 2009. On 27 March 2011, around 40,000 people flocked to enjoy a vast array of cultural performances, cuisines, arts, crafts, workshops and children’s activities. The 2011 festival featured three stages of dance and musical performances from some of Victoria’s most popular and established local artists, including Bombay Royale, VulgerGrad, Lady Lash and Afro Mandinko. The event also provides a platform for young and emerging artists from Victoria’s multicultural communities to perform to a diverse public audience – a unique and valuable experience.
The aim of the event is to provide an opportunity for the Victorian public to come together to experience and celebrate the many cultures living in our state, engendering mutual respect and racial harmony. Around 50 different cultures were represented in the festival, making it one of the state’s largest celebrations of cultural diversity.The Hon. Nicholas Kotsiras MP, Minister for Multicultural Affairs and Citizenship, officially welcomed the audience to Federation Square for the celebrations. “Viva Victoria is one of the state’s greatest celebrations of our multiculturalism and it is wonderful to see so many people coming together to share, learn and celebrate,” said Mr Kotsiras.

Key aCHieVeMenTs in 2010–2011In 2010–2011 the VMC continued to deliver on the government’s commitment to foster multifaith and multicultural harmony in Victoria, by building new and stronger relationships with Victoria’s many faith communities.
Some of the initiatives supported through the 2010–2011 promoting harmony investment included:• School-based programs to engender greater
understanding and acceptance of faith and cultural diversity amongst students, including support to the Jewish Christian Muslim Association Schools Program.
• The establishment of a point of coordination and promotion for multifaith and interfaith activity in Victoria, as recommended by the 2009 Parliament of the World’s Religions Legacy Committee and achieved through a partnership with the Faith Communities Council of Victoria.
• Media and communications training for current and up-and-coming leaders from new and emerging communities to enable participants to effectively represent their communities, and build constructive relationships and rapport with the broader Victorian community through the media.
• Community events that celebrate the traditions of Victoria’s many diverse faiths, and foster greater understanding and acceptance across the wider Victorian community.
• Leadership development training to assist young people of diverse faith and cultural backgrounds in regional Victoria to develop their leadership, communication and decision-making skills, establish links with local employment sectors, and create ongoing dialogue between young people and decision-makers.
• Support for both new and existing interfaith networks around Victoria to ensure on-going dialogue, relationship development, and collaboration among diverse faith groups in local communities.
• The maintenance of key advisory bodies to the Victorian Government, including the Multifaith Advisory Group and the Multifaith Multicultural Youth Network.
During the 2010–2011 financial year, the Commission continued to co-ordinate and deliver
on the government’s commitment to fostering multifaith harmony in Victoria by engaging and

Ubuntu Youth StageIn March 2011 the Viva Victoria festival marked another exciting end to Cultural Diversity Week. For the first time ever, Viva played host to the Ubuntu Youth Stage; an initiative devised and implemented by members of the Multifaith Multicultural Youth Network (MMYN). The Ubuntu Youth Stage came to fruition after MMYN members identified that young people did not have direct involvement in organising events for Viva Victoria and that Viva events did not specifically target 16 to 25 year olds. Ubuntu was the very first dedicated stage for young people at Viva Victoria. Members of the MMYN took the lead in organising and implementing the event.The term Ubuntu has its origins in the Zulu language, and relates to a philosophy of interconnectedness and humanity towards others. In order to harness this sentiment, Ubuntu’s MMYN organisers, together with Multicultural Arts Victoria, enlisted performers from diverse cultural, ethnic and religious backgrounds, as well as young people with varying levels of performance experience, to come together and deliver an inspiring event. Attended by thousands of people during the course of the day, Ubuntu hosted nine separate acts with over thirty performers ranging from some of Melbourne’s most well-known performers to up-and-coming young performers. For many of the young people performing, Ubuntu provided a first opportunity to share their talents on a public stage.

Multifaith Victoria Forum
The inaugural Multifaith Victoria Forum was held on Thursday 5 August 2010 at the Melbourne Town Hall. Over 180 participants from a range of interfaith networks, government, faith-based and community organisations participated in the forum to share knowledge, develop practical skills and expand their existing networks.Following the Parliament of the World’s Religions in December 2009, the Multifaith Victoria Forum provided an opportunity for people with varying levels of involvement in interfaith activities to connect with the growing interfaith movement in Victoria. With representatives from across the state, and from a spectrum of diverse faiths and backgrounds, the forum was a valuable opportunity for people to learn from one another and share their experiences.In addition, the forum offered a series of practical workshops to develop participants’ skills in a range of areas. Workshop topics included: engaging young people; establishing and maintaining an interfaith network; utilising the media and promotion; and practical project management. The forum evaluation confirmed its success where the majority of respondents were overwhelmingly in favour of a similar event being held in the future.

Multifaith Multicultural Youth Network
The Multifaith Multicultural Youth Network (MMYN) continued to thrive in 2010–2011. Made up of 25 young people from diverse faiths, cultures, ages, and life experiences from across Victoria, the MMYN continued its activities for a fourth year, with 17 new young people recruited in October 2010. In 2010–2011 the MMYN facilitated and participated in a range of projects, consultations and events including:
• schools Creating Global Communities Conference. In September 2010, MMYN members were invited to assist with the Department of Education and Early Childhood Development’s conference: Schools Creating Global Communities. Representatives from the MMYN facilitated discussion between 108 students from 27 schools across Victoria. The students had the opportunity to express their views about Victoria’s education system to a panel of government education sector representatives.
• Premier’s Gala dinner. MMYN members attended the Premier’s Gala Dinner during Cultural Diversity Week in March. It was a great honour for the members to be invited to celebrate Victoria’s diversity with local cultural and faith leaders.
• Multifaith advisory Group. In February and May 2011, representatives of the MMYN attended the Multifaith Advisory Group (MAG) meeting. The purpose of MMYN representation at the MAG meetings was to (1) foster an ongoing and collaborative relationship between the two groups, and (2) allow perspectives from young people to be heard and appreciated by more senior members of the MAG.
• Consultation with refugee advocacy Group rise. In May 2011, MMYN members conducted a meeting at the offices of RISE (Refugees, Survivors and Ex-Detainees), a not-for-profit advocacy group governed and managed by people from asylum seeker and refugee backgrounds. The meeting allowed Network members to learn more about the experiences of young people from refugee and asylum seeker backgrounds, and identify ways for them to become more involved.

The Commission is committed to the Victorian Government’s policy to increase access to
government services for all Victorians. In 2010–2011 the VMC’s Language Services Strategy
continued to spearhead a range of programs designed to increase cultural awareness and
remove language barriers.
Key aCHieVeMenTs in 2010–2011 During the 2010–2011 financial year, the VMC undertook a variety of projects and programs designed to improve access to government services for Victoria’s CALD communities.
language servicesOne of the major barriers to accessing government services and information is low English language proficiency. Victorian Government policy supports the provision of language services as the most effective means of overcoming this barrier, to improve access and outcomes for people who do not speak English well or at all.
The VMC, via the Language Services Strategy, continued to promote the effective use of interpreting and translation to facilitate access to government services.
Since the inception of the Strategy in 2002, more than 110 projects have been funded to improve the use of language services by government service providers and to help develop and strengthen the quality and supply of interpreters. Key achievements included:• The VMC Interpreter Scholarship Program
has awarded a total of 256 scholarships in 17 languages over the last nine years.
• In 2010–2011, 32 scholarships were awarded to students enrolled in the RMIT Diploma of Interpreting, 17 to students studying in the Dari class and 15 to those in the Tamil class. Eighteen students from the 2009 Program were presented with National Accreditation Authority for Translators and Interpreters (NAATI) para professional accreditation in Karen and Nuer at the Interpreter Scholarship Presentation Ceremony
held at Queen’s Hall, Parliament House in April 2010.
• Speaking Your Language: the inaugural VMC Languages Forum was held on 30 September 2010 on the occasion of International Translation Day. The forum was a celebration of Victoria’s linguistic diversity and was a great opportunity to raise awareness of interpreting and translation services, and to discuss the value of bilingualism and languages other than English (LOTE) in our community. The revised Victorian Government Policy and Procedures on using interpreting services was launched at the event, together with new Interpreter Card and Interpreter Symbol resources. The Monash Intergenerational Languages and Schools ARC Linkage project, a partnership between Monash University, the VMC, DEECD, Independent Schools Victoria and the Council on the Ageing, was also showcased at the event.
• In 2010–2011 the Commission worked with Monash University to develop and deliver the Professional Development and Internship Program (Translating and Interpreting). The program provides professional development opportunities to practising translators and interpreters in specific domains including community, legal and health. The content of the program was developed in consultation with key government departments and agencies to ensure consistency with Victorian Government policy and relevance to the needs of service providers. In 2010–2011 a total of 87 interpreters and translators took part in the program. A number of bursaries were provided by VMC, VITS LanguageLink and TIS National to support interpreters and translators to undertake the program.

• A Regional Interpreter Skills Course for speakers of new and emerging languages was developed and delivered to 20 students in Geelong and nine students in Morwell. The program assisted participants to gain an understanding of the basic techniques and skills of interpreting, and aimed to increase the number of skilled interpreters in emerging languages in regional Victoria.
• The Commission sought industry and sector advice on matters relating to the provision of language services in Victoria through the Translating and Interpreting External Advisory Group. The group provides a vehicle for the exchange of information on language services between stakeholders and local government departments.
education and TrainingThe Education and Training team designed and delivered various cultural awareness training programs and information sessions across Victoria. The focus of all of these programs has been to build individual, professional and organisational cultural competence across the Victorian Public Service (VPS) and funded agencies.
A series of programs were tailored to meet the needs of specific audiences and sectors across the VPS. These programs range from Working Effectively with Interpreters, Cultural Awareness, Cross Cultural Communication and Cultural Competence in the Workplace. Cultural competency training was designed and delivered by the VMC to the Australian Bureau of Statistics, Census Management team. The training focused on engaging CALD communities in the upcoming census and communicating across cultures.
In addition to these tailored programs, the Commission launched a Public Education Program in November 2010. • building Cultural Competence in the Workplace
A full day workshop was designed and delivered in November 2010 to assist participants with planning and implementing a cultural competence framework for the workplace. This program was an extension program for professionals who had already participated in cultural awareness training and who had responsibility for the strategic or organisational planning and implementation of projects to improve the cultural competence of a workplace or workforce. Over 130 participants attended the program which was delivered in Melbourne, Ballarat, Bendigo, Warrnambool, Wodonga, Morwell and Mildura.
CulTural COMPeTenCe – MaTernal and CHild HealTH PrOFessiOnals TraininG PrOGraMIn August 2010, VMC evaluated the pilot program Cultural Competence Training for Early Childhood Professionals Project, which aimed to address key sector issues relating to the use of interpreters and the provision of professional practice that is culturally sensitive. The evaluation findings were implemented into the full program which has been delivered to Maternal and Child Health (MCH) professionals since September 2010.
By October 2011, it is anticipated that around 450 MCH professionals will have received training in regional and metropolitan government areas. Key learning outcomes of the program included: the development and improvement of skills relating to general cultural awareness; working effectively with interpreters and communicating with CALD communities in a culturally sensitive manner. The project also included the development of resources for Early Childhood Intervention Services (ECIS).
Feedback from MCH professionals has been very positive and participants reported an improved awareness when engaging with CALD communities.

VMC Community Consultation Workshops:Communicating with culturally and linguistically diverse (Cald) clientsNew free introductory workshops on cultural awareness were run to coincide with the VMC Community Consultations during August 2010. These workshops were held in four locations in Werribee, Geelong, Whittlesea and Morwell. Due to high demand an additional workshop was held in Werribee. The focus of the workshops was on building an awareness of the issues, challenges and opportunities that may exist when communicating with clients from CALD backgrounds. The program was designed to be relevant to professionals and organisations who seek to make their services more accessible to people from CALD backgrounds. A total of 130 people participated in the workshops, with high representation from the local government, health and not-for-profit sectors. Participant feedback was very positive and many chose to extend their cultural awareness by attending the Building Cultural Competence in the Workplace workshop series in November 2010.

language ServicesOver 100 members of the language services industry gathered at Queen’s Hall, Parliament House on 27 April 2011 to congratulate 32 interpreter scholarship recipients, and applaud 20 graduates of the Diploma of Interpreting who obtained National Accreditation Authority for Translators and Interpreters (NAATI) at the para-professional level. Minister for Multicultural Affairs and Citizenship, Nicholas Kotsiras, highlighted the need for language services in meeting the needs of newly arrived migrants and refugees. “Interpreters are key to community participation and engagement,” Mr Kotsiras said. “Interpreters play a key role in assisting those who are unable to communicate in English to access vital medical, educational and legal services.”A graduate of the 2010 RMIT Diploma of Interpreting in Tamil, Mrs Lakshmi Balakrishan said, “being an interpreter has been a transformational experience for me. It is a privilege to be part of this language services industry and to be able to help others to convey their feelings and needs in a meaningful way.””It is important to me to feel that I am contributing to the betterment of this country. I know that providing interpreting services is a vital function and I get great personal satisfaction out of providing this service.”

Key aCHieVeMenTs 2010–2011
refugee action ProgramThrough partnerships with migrant resource centres, community organisations and local government, the Refugee Action Program (RAP) has had success providing vital settlement support to recently arrived communities from refugee and humanitarian backgrounds during 2010–2011. The RAP works to: • build the capacity of newly arrived communities
in Victoria to access services• identify local settlement issues and concerns • plan tailored, community-owned responses, and• improve settlement outcomes.
The RAP enables individuals from humanitarian backgrounds to access educational, training and employment opportunities, language and recreational programs, as well as health, housing and other essential services.
In 2010–2011, the Program operated across metropolitan Melbourne and in Mildura, Swan Hill, Latrobe, Greater Shepparton and Moira City
Councils, in areas where communities from refugee and humanitarian backgrounds have settled.
Some of the RAP initiatives included an advocacy and leadership program for the Ogaden Community in Melbourne’s north, the establishment of a 3ZZZ radio program for the Chin Community in the western suburbs, and women’s health clinics for Iraqi and Congolese communities in and around Shepparton.
asylum seeker supportThe VMC also funded four key agencies that support asylum seekers living in Victoria.
This funding – granted to the Asylum Seeker Resource Centre, the Asylum Seeker Welcome Centre, Hotham Mission Asylum Seeker Project and the Edmund Rice Centre Asylum Seeker Project – assists these agencies to provide legal advice and casework, housing and transport assistance, referral to health services, evening meals and social activities to vulnerable asylum seekers who would otherwise be without support.
The Victorian Government is committed to the well-being of Victoria’s communities with
a refugee and humanitarian background. In the 2010–2011 financial year the Commission,
through the Refugee Action Program (RAP) initiative, provided vital settlement support and
access to essential services to communities from refugee backgrounds.
CASE STUDY Refugee action Program InitiativeKaren Community radio broadcasting Program As part of the RAP partnership with New Hope Foundation in the north-west metropolitan region, the Karen community in Werribee were supported to establish the first Karen Community Radio Broadcasting Program at 3ZZZ. Nine Karen youth received radio program training and are now delivering a weekly half hour program in Karen.
Funds were also used to support a group of Karen youth to attend the Radio Active Multicultural and Indigenous Youth Media conference in Canberra. Participants were able to gain a greater understanding of the use of multimedia from prominent media professionals, thereby assisting them to develop and deliver culturally relevant radio programming to the wider community.

This financial year the Commission has overseen the completion of key improvements
to community spaces through the Cultural Precincts Enhancement Fund (2007–2011) and
a successful expansion of the program to enhance community infrastructure.
Key aCHieVeMenTs 2010–2011 Since 2007, the physical expression of Victoria’s cultural heritage has been preserved and enhanced through the Victorian Government’s allocation of $22 million for cultural precincts and community infrastructure.
CulTural PreCinCTs enHanCeMenT FundThe Cultural Precincts Enhancement Fund was an $8 million program introduced in 2007 to revitalise Melbourne’s well-established and popular cultural precincts – the Lygon Street Italian precinct, the Little Bourke Street Chinese precinct and the Lonsdale Street Greek precinct. Now in its fourth year, the program has seen the delivery of many significant projects.
In partnership with the City of Melbourne and the Greek, Italian and Chinese communities, the streetscape of each precinct has been further revitalised this year through the following projects: • themed lighting markers at the southern and
northern ends of the Italian precinct, acting as gateways to the precinct
• themed glass screens with lighting in the Greek precinct, enhancing the outdoor dining experience for all patrons to the precinct
• the redevelopment of La Mama Theatre’s forecourt in the Italian precinct, now providing space for outdoor performances and community events, and
• the upgrade of pedestrian and cyclist amenities on Pelham Street, encouraging a link between the Italian precinct and Melbourne Museum.The year has also seen the completion of key
improvements to community spaces, including refurbishment works to the Chinese Museum in the Little Bourke Street precinct, and the establishment of Museo Italiano at CoAsIt in the Lygon Street precinct. These spaces can be enjoyed by Victorians and visitors alike, and provide an opportunity to access more information about the migration stories of these communities.
Further projects will complete the upgrade of the three precincts under this program in 2011–2012.
CulTural PreCinCTs and COMMuniTy inFrasTruCTure FundBuilding on the successful Cultural Precincts Enhancement Fund, the Cultural Precincts and Community Infrastructure Fund aims to:• support projects to enable Victoria’s most
captivating and exciting precincts to remain sustainable and attractive for investment, as well as cultural and tourism activities, and
• support the upgrade of existing, or the construction of new, community facilities promoting greater use and access by Victoria’s culturally and linguistically diverse communities.
This initiative is a $12 million capital infrastructure investment over a four year period (2010–14) in community assets across Victoria. The first application round held in 2010–2011 generated significant interest. Just over $5.2 million in funding was awarded to a range of minor and major projects, with excellent partnerships formed between the Victorian Government, local councils and community groups around Victoria.
Richmond’s Vietnamese precinct, the Eaton Mall Greek precinct in Oakleigh, the Afghan Bazaar in Dandenong and the Bendigo Chinese Museum’s Chinese precinct forecourt, are some of the precincts that will undergo enhancements through the first round of funding.
Some of the community facilities to be enhanced include the Hindu Cultural and Education Centre in Carrum Downs, the establishment of a Jewish National Library in South Caulfield and an extension to the Cambodian Association of Victoria’s community centre in Springvale.

The Hub was completed in February 2011 and is a multi-purpose community and educational centre that provides a comprehensive range of services and programs for culturally and linguistically diverse communities in the area.
The Northern Community Hub is located on the site that once housed the Migrant Hostels of Geelong and has historic significance to Diversitat and its 39 affiliated ethnic communities.
The construction of this new community facility
was made possible through partnership funding from the City of Greater Geelong, the Victorian and Federal Governments, as well as philanthropic contributions. The land on which the Hub was built was donated by the City of Greater Geelong.
Since its establishment, the Hub has facilitated significant community participation, including the development of community gardens by the Karen and Afghan communities, with future plans for a community workshop and art space.
CASE STUDY chinese Museum an enhanced visitor experience at the refurbished Chinese Museum
The Chinese Museum has been rejuvenated following major refurbishments, which have improved the experience of visitors, students, community groups, staff and volunteers. The Museum received a $1.2 million investment from the Victorian Government through the Cultural Precincts Enhancement Fund. This funding enabled the installation of a new Chinatown visitor information centre, the installation of air conditioning throughout the Museum and the installation of the Bridge of Memories – a new permanent exhibition, displaying
the stories of recent arrivals from all parts of the Asia Pacific region since the 1950s.In addition, it enabled the renovation of the Museum’s community space with upgraded community meeting and function rooms and new kitchen and bathroom facilities. This has provided greater access to a range of educational, cultural and social activities by schools and community groups.The number of visitors since the re-opening of the Museum in August 2010 has already well-exceeded the yearly average of 50,000 visitors. In particular, the new Bridge of Memories display has received a very positive response from both the community and visitors to the Museum.
CASE STUDY cultural PrecinctsMuseo italiano – a permanent display showcasing the contribution and identity of the italian-australian community in Victoria
The State Government provided $1.45 million through the Cultural Precincts Enhancement Fund for the establishment of Museo Italiano. It is Australia’s first museum dedicated to the celebration of Italian-Australian history and culture, and ensures the stories of migration and settlement
from Italy to Australia, particularly to Carlton, are showcased and preserved for generations to come. Opened in October 2010, Museo Italiano has since welcomed thousands of visitors and has become a local institution in the Lygon Street precinct, alongside cultural amenities such as LaMama Theatre and Piazza Italia, which were also funded under the Cultural Precincts Enhancement Fund to undertake improvements.
