Thank you for your consultation of 26 October 2012 in respect of the above. We apologise for ourdelay in responding to you. Our comments in respect of surface water drainage, green infrastructure,pollution prevention and construction environment management are set out below. Surface waterdrainage A positive approach to surface water management is shown on the proposed conceptuallayout (e.g. green corridors through the site incorporating open drainage features). The open spaceshown to the east of Derriford Hospital is considered to provide an important link to the Leigham MillStream. This will allow sustainable surface water drainage features to be incorporated into any futuredevelopment here and will allow the northern part of the development area to be drained via this route.The southern part of the development area appears to drain toward a pond on the southern boundary.Thought is required to determine how surface water from this feature will connect to the Leigham Millstream.There is an expectation that this area would not connect into existing surface water drains anda new connection to the watercourse will need to be considered. We recommend that considerationof this aspect occurs early on in the design process. Green Infrastructure and Ecology As a formerairport which currently has very limited ecological value there is potential here for ecological benefitsto be achieved alongside the development. We would expect Green Infrastructure (GI) to be one ofthe first aspects to be planned so as to ensure ecological function and continuity and indeed theproposed conceptual layout appears to have embraced the importance of GI. As highlighted above itshows that the green corridors within the site would include SUDs features but also cycle-paths andfoot-paths. It also indicates connections with wildlife corridors beyond the site boundary. The waterfeatures shown on the conceptual layout would be beneficial for biodiversity on this hilltop site. Pollution
Prevention (Water Quality) We are carrying out an urban diffuse pollution project downstream of thissite looking at the effect of rain storms on the sewage network and its impact on local bathing waters.We may require more information at the detailed planning stage to ensure that this development doesnot contribute to impacts downstream.We would encourage discussion with us with regard to sewerageproposals at the earliest opportunity. Furthermore, in view of the former use of the site it would benecessary for an investigation into land contamination to be undertaken. Construction EnvironmentManagement Any future development at this site should be supported by a Construction EnvironmentManagement Plan (CEMP) which should be agreed before construction is started. Any CEMP for thedevelopment should be drafted with the main contractor. A CEMP is a management system showinghow the environmental risks are managed through the construction phase, in a similar way that theContractor will manage Health and Safety risks. If an Environmental Impact Assessment (EIA) wererequired to support any subsequent planning application we would recommend that the CEMP isdrafted using the headings from our Pollution Prevention Guidance note (PPG) 6 which can be foundonline at http://publications.environment-agency.gov.uk/PDF/PMHO0410BSGN-E-E.pdf .The impactsfrom the construction phase identified in the EIA should be re-assembled in an appendix to theEnvironmental Statement. This will greatly assist the drafting of a CEMP so that the Contractor candeal with environmental issues directly related to the phase he controls and carry forward therequirements identified in the ES at the construction phase. In summary a CEMP should: ? Name anEnvironmental Clerk of Works responsible for managing the environmental risks and site wastemanagement through the construction phase, including an environmental induction for the workers,sub-contractors, and utilities entering the site. Maintaining 24 hour emergency contact numbers andearly liaison with the local Environment Agency Environment Officer and the maintenance andmanagement of pollution control measures such as spill kits ? Cover Pollution Control measures toavoid silt run-off, ensuring measures are in place before the main ground works e.g. soil stripping arebegun. The topography of this site makes it vulnerable to run-off. Often, silt control can be createdwhere SUDs infrastructure is to be sited and refurbished at the landscaping phase, once all othersurfaces are sealed on the site. ? Promote new Biodiversity features including ensuring that correctground conditions are left for the landscaping phase and biodiversity enhancements. ? Identify highrisk operations in the construction programme where a method statement should be agreed in advancewith the local Environment Agency Environment Officer. The local officer should be included in thesite contact list and invited to a pre-construction meeting with the contractor to discuss pollutionprevention and waste management for the site. ? Include the Statutory Waste Management Planhttp://www.environment-agency.gov.uk/business/sectors/32729.aspx linked to the environmental staffinduction.
