The 851 Trafalgar Court parking garage was originally developed in 1984 as parking for an adjacent office building. In 1989, the garage was damaged due to overloading by a large truck. The original post tensioned garage was converted into a precast prestressed concrete garage by extending the cast in place columns vertically, adding load bearing precast spandrel panels, and then installing a new deck over the existing deck, bearing on the new spandrels. The two deck levels are approximately 30-inches apart. Facility Engineering Associates (FEA) was involved in the due diligence in 2007, however, none of the history of the garage was provided during the due diligence, and as the garage was over the retention pond, no evaluation of the underside of the garage was performed. In May 2009, two double tees at the end of the garage “sank” onto the lower deck level due to deterioration of the bearing stems. FEA was retained to provide evaluation and design services to verify the damage was isolated, and that no additional stems were deteriorating. Utilizing a remote controlled camera system, FEA verified the remaining stems were in good condition, and designed repairs for the deteriorated stems to be repaired from the top. The stems were repaired, and the slab access openings closed, within two months of the original failure. The garage fully re-opened in July of 2009.
