he carne to Iowa. He had· been successful in speculating in town lots in that city and had when he came 'here about $700.00 besides his wagon and span of horses. He arrived in Monona county in Octooer . . .. of the ·same year and settled upon the east half of section eighteen. In December 1850 he went to Story county and through that winter was engaged in teaching school, returning to his farm in the spring or the summer of 1857 drew to a close he returned to Story county and was there married October 1st, 1857, to Eliza A. Miller, a native of Hancock county, who passed away some years ago. The following year he taught school in the same locality and in the summer of 1858 was engaged in carrying on a farm of his mother-in-law's in that county. In the spring of the succeeding year he settled on his farm here which he has made his residence ever since. He was identified with the organization of townshipS' and taught the first school within its limits in 1861 and 1862. Probably within the county there is no better known or more highly valued citizen than was Mr. Roe, and an appreciation of the people was shown several times by placing him in prominent positions of honor and trust, and in 1869 he took his place on the Board of Supervisors of the county and had that position for about two years. In the fall of 1887 he was elected representative to the General. _Assembly of Iowa, where he served two terms. He was the father of seven children. He owned large hind interests in the Maple Valley and late years was a well known figure at the Old Set­tler's Picnics in both Monona and Woodbury counties.

Roe, as a citizen as a legislator, and in every other walk of life, ha~ ·been such as to com­mend his example as an inspiration to those who follow after. His unswerving fidelity to duty, his faithfulness in every public and private trust, and his character as a citizen should inspire all with whom he came in contact to a higher ideal of life and living, and be it further

moved to Dubuque, Iowa, at which place he died on April 22, 1920. He was united in marriage with Mi\Ss JY!ary I<'olan, January 9, 1887, who, wi£h the following children survives him, John, Irvin, Othmer, Alice and Helen.

He received his education in the Grant county schools of Wiscop.sin and on removing to Dubuque became identified with the teamster's union as th~ir financial officer and bu\Siness agent and through his untiring efforts became a power in local, state and national policies of organized labor· where •be became noted for his conservatism and true ethics of progress.

His fraternal and social worth was recognized by honors extended by the ancient order of United Workmen of Iowa, being a member of the executive board and auditing committee of the Grand Lodge of ·Iowa. He was a devout Catholic and regular attendant of the Holy Trinity church -of Dubuque.

A democrat in politioo, serving as representative from Du·buque ·county in the regular and extra ses.sions of the Thirty-second General Assemblies, also the Thirty-third, Thirty-fourth and Thirty-eighth General Assemblies.

Tluerefore, Be It Resolvecl, That the House of Representatives takes this occasion to present this tribute to the memory of a faithful public servant, and to express appreciation of his cha.racter and public service and at the same time to extend to his bereaved family its sincere sympathy in their sorrow, and,

Be It Fnrther Resolved, That a copy of these resolutions be spread upon the journai of the House and the chief clerk be instructed to forward an engrossed copy of same to the family of the deceased.

vern at First and Ma1n streets 1n the City of Dubuque. ~ran up the present location of Southern Avenue to KEY WEST, GRACELAND, Twel ve Mil e House, FILLMORE, and into CASCADE. Years later, this became the route of Highways 1 51 and 1 . When the route was resurveyed in 1853, Dillon was appointed for the work, but declined.

MILLARD POST OFFICE. Postal station. Established on May 1, 18 52, the office was located in the NE 1 I 4 Section 16 of PRAIRIE CREEK TOWNSHIP near the intersection of the MILITARY ROAD and McCarthy Road . When John Smith, the postmaster, announced to officials in Washington, D.C., that he planned to sell his property, the office named for Presi­dent Millard Fillmore was closed on August 29 , 1853. It was replaced by the MELLERAY POST OFFICE.

MILLER, Elmer John. (DUBUQUE, lA, June 3, 1900-Dubuque, lA, Nov. 3, 1964). County Assessor. The first person appointed as a county assessor, Miller served in the office from its creation in 1 948 until his death. Prior to that he was employed as a deputy assessor in the county auditor's office under Peter KIES and was the first deputy assessor under Allen DAYKIN.

MILLER, Henry B. (Indian Harbor, IN-St. Louis , MO, Sept. 29, 1970). President, DUBUQUE BOAT AND BOILER WORKS. Miller, a member of the Society of Naval Architects and Marine Engineers and executive director of the Water Resources Association, came to Dubuque in 1 941 to head the boat works. He was instrumental in the restoration of the SHOT TOWER.

MILLER, John P. (WORTHINGTON, lA, Apr. 16, 1864-DYERSVILLE, lA, Apr. 14, 1949). Council­man. A former director of the Dyersville National Bank and a charter member of the DYERSVILLE COM­MERCIAL CLUB, Miller served two terms on the Dyersville City Council.

MILLER, Louis. (Saarbrucken, Germany, June, 1836-1916). Supervisor. Miller, a justice of the peace, served on the FARLEY town council and school board ~~d was a member of the DUBUQUE COUNTY T ARD OF SUPERVISORS from JEFFERSON

. 863. When M1ller arrived in Farley he began farm­~~g, but soon entered the hotel business operating d e Farley Eating House and Hotel located near the b epot. The building was destroyed by fire in 1 864 Hut Was rebuilt in 1 871 and renamed the Sherman

on the Cedar Rapids and Farley branch of the CHI­CAGO, MILWAUKEE, AND SAINT PAUL RAIL­ROAD. In 1892, Miller returned to the hotel business , running the Commercial House in Farley.

MILLER, Lyle. (Monmouth , lA, Jan. 18 , 1900-ASBURY, lA, Dec. 22, 1976). Council member. Miller was a buttermaker at the Epworth Creamery for forty­two years prior to his retirement in 1972. He served on the Epworth City Council and was a member of the school board for many years until the consolidation of districts led to the formation of the WESTERN DUBUQUE SCHOOL DISTRICT .

MILLER, Raymond J. (DUBUQUE, lA, Aug. 16, 1920-Dubuque, lA, Jan. 9, 1990). State represen­tative. The first Republican elected by DUBUQUE COUNTY, Miller served in the Iowa House of Repre­sentatives in 1967- 1968. He was also a director and president of the CENTER TOWNSHIP School Board.

MILLER, Simon. (Grant County, WI, Feb. 5, 1861-DUBUQUE, lA, Apr. 3, 1920). State representative . Miller moved to Dubuque in 1 886 and, from then until 1891, worked at the MILWAUKEE RAILROAD SHOPS and then as a teamster. He was elected busi­ness agent for the Teamsters ' Union, Local 567, I. B. of T of Dubuque, and served as president for three years and then secretary-treasurer. Miller was presi­dent of the Dubuque Trades and Labor Congress for four years and was a district organizer of the Ameri­can Federation of Labor. Elected to the Iowa House in 1906, he served four terms.

MILLER, Thomas J. (DUBUQUE, lA, Aug. 11, 1944-). Iowa attorney general. Miller, first elected attorney general on November 7, 1978, led the office to ag­gressively pursue consumer fraud cases in Iowa. A graduate of Harvard Law School, Miller served in VISTA (Volunteers in Service to America) in 1 969-1 970 and then was a legislative assistant to United States Rep­resentative John Culver. Following two years of work in the Legal Aid Bureau of Baltimore and as a part­time faculty member of the Maryland School of Law, he worked from 1973 to 1 979 in private practice in McGregor and Marquette, Iowa. He also served as a lobbyist for the Iowa Farmers ' Union and the Iowa Fam­ily Farm Coalition. Active in the National Association of Attorneys General, Miller served as chair of the Consumer Protection Committee and the Insurance Committee, an officer of the organization , and presi­dent. In 1 990, Miller was the recipient of the Wyman Award , presented to the Attorney General who con­tributed the most. When it was inaugurated in 1 988 ,
