(ii) They shall come into force on the date of their publication in the Official Gazette.

2. In the Establishment of New Homoeopathy Medical College, (Opening of New or Higher Course of Study or Training and Increase of Admission Capacity by a Medical College) Regulations, 2011 (herein after referred to

as the said regulations), in regulation 9, for sub-regulation (1), the following sub-regulation shall be substituted

namely:-

“The Central Council of Homoeopathy shall issue a letter of intent to set up a new Homoeopathy

medical college or open new course or increase in intake capacity as considered necessary.”

3. In the said regulations, for the Schedule, the following Schedule shall be substituted, namely:-

New applications under section 12A of the Homoeopathy Central Council Act, 1973

1. Online receipt of applications by the Central

Government

From 1st July to 31

st August (both days inclusive) of any

year.

2. Forwarding of eligible application by the Central

Government to the Central Council of

Homoeopathy for technical scrutiny.

By the 30th September of the year in which online

application is received by the Central Government.

3. Recommendations of the Central Council to the

Central Government for issuing Letter of

Permission (LOP)/denial

By the 31st March of the year following the year in which

above said application is received by the Central

Government.

4. Decision of the Ministry of Ayurveda, Yoga and

Naturopathy, Unani, Siddha and Homoeopathy

By the 31st May of the year following the year in which

the aforesaid application is received by the Central

Government.

Note: (i) The Central Government, after receipt of the applications shall do the preliminary scrutiny of

applications for basic eligible criteria like Application Fee, No Objection Certificate (NOC) of the State

Government, Consent of Affiliation of the University and the Central Government shall forward only

the eligible applications to the Council for further consideration and the in-eligible and incomplete

applications shall be rejected and returned to the applicants.

(ii) The Council shall inspect the colleges and issue Letter of Intent (LOI), if the college is found eligible

and the Council shall then inspect/verify the compliance of the conditions of LOI and send the

recommendation of either Denial or Letter of Permission (LOP) as the case may be., by 31st March of

the year following the year in which the aforesaid application is received by the Central Government

for approval of the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy”.
