MINUTES OF THE REGULAR CITY OF CRESCENT COUNCIL MEETING March 5th, 2012...THE CRESCENT CITY COUNCIL met in regular session in the Crescent Community Hall at 7:00pm pursuant to the law. Mayor Shea called the meeting to order. The following Council members were present: Anderson, Clark, Jacobsen, Morgan, Stokes. MOTION BY CLARK, seconded by Anderson to accept consent agenda. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. 202/203 Budget submitted for approval. MOTION BY ANDERSON, seconded by Stokes to approve the 202/203 budget. Anderson, Clark, Jacobsen, Stokes, Morgan, all ayes. Motion carried. TIM SNYDER/PEOPLESERVICE, INC. addressed the council regarding a mission control on the Golden Hills lift station. This is the same system that is on the main lift station. It sends more information that the manual checks that are done. Cost of unit and installation would be roughly $2400. After researching the figures, savings cost would be minimal so council tabled the discussion. PeopleService is still looking for a certified operator to replace Jacob Glunz who was Crescent’s operator. Hydrant flushing schedule has not been set but will be in the spring. Snyder is setting up a schedule to find all the valves so they can be marked and exercised. They will also be looking into hydrant markers. BOB ANDERSON/UPDATES on water extension line in the engineering proposal was sent to city attorney. City is waiting to hear from him. Word from FEMA is that they don’t like the $2,000,000 repair figure for the lagoons so the engineers need to re-figure and re-submit. FEMA would rather it be figured lower and then if necessary do change orders to complete the job. MANHOLE project is moving along. Publication for bidders should be ready by mid-March. There may have to be a special meeting to open bids so work could begin mid-April or the end of April. There was some discussion on the pump house electric meter. Clerk was asked to have this removed and after talking to MidAmerican, they would remove transformer also. There may be a chance that in coming years we may need electricity at that location and then we would have to pay thousands to have a new transformer installed. Council decided to leave meter as is until further notice. NO PARK REPORT GALEN BARRETT/FIRE CHIEF reported that February had 4 calls which brings yearly to 40. He would like to donate the 936 General fire truck back to Missouri Valley Fire Assoc., they wish to refurbish it. What’s Up at CECC?Submitted by Linda Brewer

As this is written, spring has sprung! Though we won’t be opening our water table anytime soon, as we know what the weather in Iowa can do. But it’s great to be able to get outside every day, and more important, we can “take off our jackets!” Why is it so important to kids to be able to do that? The kids had a couple of days off from school at the end of February, and we had a field trip to the Children’s Museum in Omaha. They have a new construction exhibit on the second floor that is great. There are all sorts of interactive displays including how a toilet flushes, a particular favorite. We thank Chance Booker and Jan Gunderson for going along to help chaperon and Alex and Ethan Brewer who helped keep an eye on everyone, not an easy task when you have 20 kids in 0 different parts of the building. We also thank Mike Harmon who turned out to be our secret sidewalk shoveler, Madison and Angie Lair who donated more toys and clothes, Justsens, who also donated clothes and Carol and Cole Chollett who gave us some toys and Legos. They were “really cool” Lego pieces. Our preschool curriculum for the past couple of weeks has been famous artists and their work. The goal is not so much to have kids learn about Andy Warhol or Picasso, but to learn that there are lots of ways to create art, and that they can be artists even if they are only four or five. Or older, because lots of the after-school kids wanted to make their own masterpieces, as well. The kids made “chance collages” by dropping stuff on to paper, cut apart self portraits and glued them down all mixed up, ala Picasso; made monoprints, used basic colors and shapes to make art and tried many other artists’ styles. Probably the most fun was decorating and melting plastic pieces that turned into Dale Chihuly style designs, though of course, he uses blown glass. We’d like to take the kids to Joslyn Art Museum sometime so they could see his real art work. As the school year winds down, the preschoolers are working on the alphabet, learning the names and sounds the letters make and writing them. They’ve been “reading” books all year and now can actually recognize some words. That’s very exciting. On Friday, April 27, we’ll have our annual Week of the Young Child picnic and open house from 5:30 to 7:00. We invite anyone interested in seeing the center and finding out more about our programs to attend. If you are looking for care for your child for the summer, it would be a good chance to visit. We hope you will join us. If you would like more information about the center, give us a call at 72-545-906, email us at [email protected] or check out our website at www.cecckids.com.

Crescent Elementary Receives a National Blue Ribbon School Nomination

Crescent Elementary School has been nominated by the State of Iowa for the 202 National Blue Ribbon Schools award. The National Blue Ribbon Schools award highlights and gives recognition to both public and private elementary, middle and high schools that are producing outstanding results for all students regardless of race or socioeconomic status. Schools recognized as National Blue Ribbon Schools are those that have demonstrated consistent excellence, and in some cases, those that have made progress and closed gaps in student achievement. The National Blue Ribbon Schools Program is part of a larger U. S. Department of Education effort to identify and disseminate knowledge about best school leadership and teaching practices. Crescent Elementary was nominated for the award based on the following criteria: Exemplary High Performing; a school, whose students, regardless of backgrounds, is high performing. This means Crescent is ranked among the state’s highest performing schools as measured by performance on state assessments. The second criteria in which some schools are chosen is that at least 40 percent of its students from disadvantaged backgrounds have made progress in improving student performance as measured by the school’s performance on state assessments. The National Blue Ribbon Schools award sets a standard of excellence for all schools striving for the highest level of achievement. Each year since 982, the U.S. Department of Education has sought out schools where students attain and maintain high academic goals. Crescent has been selected as one of those schools. For the past 29 years, this prestigious program has honored more than 6000 of America’s most successful schools. For public schools, the U. S. Secretary of Education invites Chief State School Officers to nominate schools from their state that meet the National Blue Ribbon School recognition criteria. Dr. Jason Glass, Director of the Iowa Department of Education nominated Crescent Elementary for this honor. For many schools, attaining the National Blue Ribbon School award and recognition is a realization of a long-held dream. The schools are honored at an awards ceremony in Washington, DC, where each National Blue Ribbon School receives a plaque and flag to signify its National Blue Ribbon School status. National Blue Ribbon Schools serve as models for other schools throughout the nation and details of their achievements are shared on the U.S. Department of Education’s website. A note from Mrs. Chalupnik: As you can imagine, I was honored when I received the phone call that we were chosen to apply to become a National Blue Ribbon School. We are one of five schools in the state of Iowa who also received news of the nomination. The nomination process involves an application on my part and on the part of the district. Once the applications have been received, a selection committee reviews them and the schools are chosen. The unfortunate part is that we won’t know if we have been selected until September 202, after all state testing has been completed and evaluated across the state. This nomination is not only a testament to our school, but to our school community as well. The partnership we have with parents and the community strengthens our school. We will share in this honor together. College Scholarship Started at Crescent Elementary After attending high school graduations last spring, it was brought to our attention that Crescent Elementary is one of the few schools who does not offer a scholarship to a graduating senior wishing to attend college. We would like to change that! We are getting a late start on establishing our fund in order to be able to present a scholarship this 20-2 school year, but we are committed to raising at least $250 from staff, students, parents, and our community in order to offer our first scholarship. If we are able to raise additional funds, it may be possible to offer an additional scholarship. We have developed the application for seniors to complete and our high school counselors have alerted graduating seniors who intend on pursuing a degree to apply for the scholarship. If the interested senior meets the requirements of the application, the staff at Crescent will review the applications and choose a recipient. The names of the applicants will be removed for the selection process. Our first fundraiser, Valentine treat bags, was a huge success. We raised $263 for our first scholarship. We would love to be able to offer two scholarships this year so we are having an additional fundraiser in March with the students, a Penny War. We encourage members of our community to continue to support our students as they pursue college degrees. We would be grateful for any donation size and donations can be dropped off at our school office weekdays 7:30-4:00. We will gladly accept cash or check donations with checks payable to Crescent PTO. Thanks in advance for your continuing support.

Crescent is now forming Daisy and Brownie Troops for Fall 202. Daisies are Kindergarten and st grade. Brownies are 2nd and 3rd grade. Please contact Julie (72-545-3079) or Chelsea (402-709-5272) for more information. The meetings will be held at the Crescent City Hall on the 2nd and 4th Tuesdays at 6 pm.

•Under the Starry Skies! Our February family event was held at the UNO Mallory Kountze Planetarium. We had 3 students and family members attend the private showing with professor John Artherton. We learned about planets (even the dwarf planet Pluto) and the night skies. A couple interesting facts were: () The stars in our night skies are named mostly in Arabic. (2) The milky way got its name because it looks like a flowing river of milk. (3) Pleiades (more famously known as the Seven Sisters) star cluster was once used as an eye test in ancient cultures...if you could see six of the brightest stars with your naked eye, then your vision was pretty good. It is also the star cluster that the Subaru car emblem is based upon. If you want to download your own site map to see what is happening in the sky near you each month, go to skymap.com. • Art and Egyptian Mummies Our March family event will be at Joslyn Art Museum. They offer free admission on Saturday mornings from 0 - noon to the whole community. On certain Saturdays, they also offer a free Kid’s Saturday Surprise art project. The kids will be able to make their own canopic jars like the ones that were used in ancient times. • Help Us Collect! Super Saver receipt collection will end March 27th. Please submit any final receipts to the school or in the collection bin at People’s Bank. We have collected over $70,000 in receipts this year which we can use to buy equipment and supplies for our school! We have already received a soccer goal set and classroom computer headphones with these earnings. We continue to collect Box Tops and Labels for Education (Campbell’s soup labels and many more products) year round.

CresCent Fall Festival Get Ready for Some Old Fashioned Fun! The planning has begun for the Fall Festival. Mark your calendars for a day of old-fashioned fun taking place September 22nd. The day will start with the Crescent Auxiliary Pancake Breakfast. Activities include a 5K /0K run and beer tasting at the Ski Hills, a parade, a car at the school, the dunk tank is back, a baseball game, art display, the games for children at the park, horseshoe tournament, and parking lot dance. So shine up your cars, dust off your tractors, and get your floats ready! Fall will be here before you know it!

VOLUNTEERINgAn activity that could add years to your life. A study of 10,000 people, published in the journal Health Psychology, found that those who regularly volunteer are less likely to die than non volunteers. And people who give back for the “right reasons” (e.g., to help others, not to feel better about themselves) stay alive the longest.
