A national level discussion / guidance workshop was arranged by NPIU and SPFU, Maharashtra on 3rd & 4th February 2017 at Sardar Patel College of Engineering, Andheri, Mumbai. The theme of the workshop was “Key FM Procedures Applicable for Project Closure”. Mr. N. S. Agnihotri, Consultant, Finance, NPIU, Mr. Rajiv Mishra, Consultant (Finance and Procurement), NPIU and Dr. S. P. Yavalkar, State Project Coordinator and Dy. Director, DTE guided the institutes on the theme of program.

On this ocasion, TEQIP Coordinators and Financial Advisers of 23 participating States, approximately 50 in number attended the first half of the program and TEQIP Coordinators and Financial Advisers of 26 CFIs, approximately 55 in number, attended the second half of the program. The program was well organised and participants were greatly benefited by the guidence provided by NPIU experts.

A separate expenditure review meeting of the TEQIP- II Institutions of Maharashtra was arranged on the next day i.e., 4th February 2017. During this meeting important instructions related to audit, procurement, grace period payments, retention of staff during 4 month closure period etc. were discussed.

A TEQIP review meeting was organised on 21st January, 2017 in the chamber of Hon. Shri.Vinod Tawde, Minister, Higher & Technical Education, Government of Maharashtra. The meeting was chaired by Hon. Minister himself and was attended by officials from Minister’s Office, Higher & Technical Education Department and Directorate of Technical Education / SPFU. The minister reviewed the progress made by project institutes during the project period and also gave useful suggestions regarding activities

to be taken up by them and reporting. On this ocasion, a booklet containing brief information about TEQIP was also released at the hands of Hon. Shri. Tawde.

Under Community Development Through Polytechnic Scheme, a one day training program on “Digital Financial Transaction” was organised for all the co-ordinators and instructors of CDTP scheme, at Conference Hall of Government Polytechnic, Bandra, Mumbai on 12th April, 2017. The Program was inaugurated at the hands of Dr. Suresh Yavalkar, Dy. Director, Technical Education & Dr. A.K. Jain, Coordinator CDTP & Professor of NITTTR Bhopal. Mrs. Ainul Attar, OSD, DTE Mumbai and Mr. S.V. Joshi, HOD Mech., G.P., Mumbai, were also present for the program.

AWARDED Ph.D.

Shri. D. N. Shingade, Principal, Govt. Polytechnic, Amravati and I/c Joint Director of Technical Education, Regional Office Amravati has been awarded Ph.D. degree by Sant Gadge baba Amravati University Amravati. Prof.

Shingade submitted his thesis on “An Experimental Investigation on Strength Characteristics of Expansive soil - Fly Ash mix reinforced with nylon fibres” under the guidance of Dr. D.K. Parbat, Nagpur, Sant Gadge baba Amravati University, Amravati. The Ph.D. was awarded to him in presence of Hon’ble Shri. C. Vidyasagar Rao, Governor of Maharashtra and Chanceller of University during 33rd Convocation of Sant Gadge Baba Amravati University, Amravati held on 23rd February 2017.

The program was aimed to create awareness about Digital Financial Literacy among the community to promote cashless economy.Dr. A.K. Jain, along with Mr. Ashish Chatakwar, Programmer, NITTTR, Bhopal had given presentations on “Need of Digital Economy & Cashless Transactions” and “Banking Related aspects related to Digital Financial Transactions.” The training program was attended by more than 60 co-ordinators and instructors from across the state. The program was ended with vote of thanks given by Mrs. Ainul Attar.

A live Observers workshop was conducted for Obervers of MHT-CET 2017 by CET Cell of Government of Maharashtra through Video Conferencing on 29th April 2017 at Directorate of Technical Education, Mumbai. All the eight Divisional Authorities covering Six Regions of the state comprising of around 245 faculty along with Divisional & DTE/RO officers attended the same. The eighth Joint Review Mission cum ICR Mission of the World Bank and Government of India was organised at New Delhi from 6th to 10th March 2017. Since the second phase of TEQIP project is scheduled to end on 31st March 2017, this was the concluding Review Mission for TEQIP-II. On 10th March 2017, all participating States were invited for sharing the findings of the mission with them. The meeting was chaired by Mr. R. Subrahmanyam, Additional Secretary (TE), MHRD, Government of India. Officials from the World Bank and NPIU also shared the dias. Representatives of participating states and other NPIU officials attended the meeting. During this meeting, Mr. R. Subrahmanyam, Additional Secretary (TE) discussed the project performance from Government of India’s perspective and also shared brief details about TEQIP-III. Ms. Tara Beteille, World Bank Official also discussed the project performance. Dr Rita Goyal, NPIU presented the project achievements vis-a-vis deliverables. Finally, Mr. Agnihotri from NPIU discussed important guidelines for financial closure of the project. The final ratings for the project performance were also shared with all the States on 10th March 2017. Mr. R. Subrahmanyam, Additional Secretary (TE) suggested that participating states should briefly discuss their lessons learnt and also innovative ideas implemented during project. After question and answer session, the meeting concluded with permission of the chair.

Changing Course

A Perspective On Skill Development & EntrepreneurshipFor successful career in any stream, the ability to think on own, strategic thinking & creative discernment are critical. The colonial Indian Education System, at its best taught us to study, to many (mostly the toppers) it imparted knowledge, however for the vast majority including hard working students it is about culture of learning by rote (often called cramming or mugging). Marks in examinations is the only goal, and the culture of ‘Marksism’

traverses across the family. As a consequence, most students who are fresh out of college don’t meet the requirements of the industry. Every employer in trade & industry complains that there is a severe shortage of students who are employable. The students get programmed to, ‘not to think on own’, naturally they are disgruntled about what they learnt is totally useless in the context of what they do in the work place. As a consequence, most students who are fresh out of college find it hard to get a job of their liking and expectation, while industry complains about skill gap & shortage of talent at every level.

Yet the students continue to get more attracted to a degree in academic education than the one which hones the work related skills. It is not the knowledge (alone) which comes handy & helps us advance in your career, it’s the use of knowledge and your practical & implementable understanding of it. The so called ‘skill gap’ is not just a talking point, it is a stark reality, and impediment to growth and even more an impediment to quality.

All the countries continue to deal with the challenges of providing jobs to the youngsters joining the job market at one hand and bridging the skill gap on other. Skills training is no longer depicted as second-class education in Malaysia. Japanese vocational schools are part of Japan’s higher education system. To make vocational high schools more attractive, in April 2007 the Korean government changed the name of vocational high schools into professional high schools, further the government also facilitated the entry of vocational high school graduates to colleges and universities. In UK some higher engineering-technician positions that require 4–5 years’ apprenticeship also require academic study. In Europe, particularly in the German-language areas, Vocational education is an important part of the education system. One of best example is of Germany, where by law, it is the shared responsibility of the state, the unions & industry associations. In Germany, about two-thirds of young people under age of 22 begin as an apprenticeship, and over three-fourth of them complete it. This creates a huge resource to the trade & industry where approximately half of all young people under 22 have completed an intensive apprenticeship. This has created a huge talent pool and high level of professionalism, and more importantly a culture of professional pride of the occupation.

Articulating the need for a Ministry of Skill Development & Entrepreneurship, the Hon. Prime Minister said, “A separate Ministry, which will look after promoting entrepreneurship and skill development, would be created. Even developed countries have accorded priority to promoting skilled manpower”. As a continuation of its efforts, the Government launched the ‘1st Skill India Development Mission’ & ‘National Policy for Skill Development & Entrepreneurship’ on 15th July 2015.

It is a good idea to expose the students to what their life will be at work place, and they being exposed to what the work place expects of them. If we want to reap the benefits of the demographic dividend of one million youth entering the workforce in India every month & make a success of the mission ‘Make In India’ & ‘Stand Up India’ programme to help job seekers become job creators the ‘Skill India’ campaign needs to succeed in every respect, and it will be possible only by joint effort and shared responsibility of the Government, the educational institutes and the private sector. The biggest challenge to overcome is that of the mind-set, and the society must soon respect & remunerate all professions including so called trades (which are not considered high professions) commensurate to the value they deliver to the society. A career in pure sciences of becoming a Scientist requires a lot of patience, dedication and hard work, and yet in comparison to professions like practicing doctors, lawyers, engineering and management professionals, the reward (financial) is significantly less. And that is why very few highly talented people in India are encouraged to opt scientist as a career option.

Recent Trends in Electrical Engineering

National Conference on “Recent Trends in Electrical Engineering” was organised on 16th & 17th February 2017, by Electrical

Department of Govt. College of Engineering, Karad. The conveners of the program were Dr. U.V. Patil, Prof. S.H. Pawar. In

all there were 40 participants for this program.

Mechanical Engineering in Next Decade

National Conference on “Mechanical Engineering in Next Decade” was organised on 10th &11th March 2017, by

Mechanical Engineering Department of Govt. College of Engineering, Karad. The convener of the program was Dr. S.S.Mohite. In all 90 participants attended this program.

Centers of Excellence in Smart & Renewable Energy Systems and Signal & Image Processing had jointly organized a “Research Scholars’ Conclave 2017” at College of Engineering, Pune on 24th

& 25th March 2017. Total no. of participant were 115 from various government departments (PWD, MSRDC, PMGSY, PMC & PCMC)

as well as private institute.

Government College of Engineering, Amravati organized a workshop on “Piezoelectric Materials : Application to Structural Health Monitoring, Energy Harvesting & Bio Mechanics”. The workshop aimed to impart the art of detecting the changes in

structures that affect its performance employing PZT.

Recent Trends in Engineering and Sciences

Government College of Engineering, Jalgaon in Association with the international journal of Innovative Research in Science,

Engineering and Technology (IJIRSET) organised an International Conference on Recent Trends in Engineering and Sciences on

20th & 21st January 2017.

Piezoelectric Materials : Applications

Motivational workshop for technical and support staff was conducted in College of Engineering, Pune during 6th to 8th

January 2017 to motivate them during their day to day working. In all 53 staff members participated in this workshop.

A MoU on technical collaboration between the Directorate of Technical Education (DTE), Maharashtra State and Bosch Rexroth India, has been signed on 9th March 2016, by Dr. Subhash K. Mahajan, Director, DTE and Mr. Peter Gorzyza, Director, Drive Control Academy, Germany from the Bosch Rexroth Group in the presence of Hon. Shri. Vinod Tawde, Minister of Higher and Technical Education, Government of Maharashtra. Bosch Rexroth India, a specialist in drive and control technologies, will help Government of Maharashtra to set-up Centre of Competence-cum-Skill Development on a public-private-partnership basis. The Centre will provide hands on training in Hydraulics, Pneumatics, PLC’s, Sensorics, Motion logic Controllers, CNC Control Systems, Mechatronics & Robotics.

A MoU was signed by DTE with D-Link (India) Ltd. on 9th March 2016 at Directorate of Technical Education Office, Mumbai, for quality improvement in Electronics field covering capacity expansion, quality and efficiency improvement. This collaborationwill establish excellent Laboratory, training to faculty, students with Hi-end teachware, courseware and technology utilizing advance gadgets. This MOU was signed in the presence of Dr. Subhash K Mahajan & Shri. Y. I. Shah, OSD, DTE along with Mr. C. M. World Bank Team at COEP Unnat Maharashtra Abhiyan Meeting, Nanded

21st National Convention of Society of Pharmacognosy at Govt. College of Pharmacy, Aurangabad

Government College of Pharmacy, Aurangabad organized 21st National Convention of Society of Pharmacognosy with the theme “Exploring Herbal Domain: Past, Present and Future of India on Global Map”, during 16th & 17th March 2017 which was supported by DTE, Mumbai and Dr. Babasaheb Ambedkar Marathwada University, Aurangabad. It was inaugurated by Prof. C. K. Kokate, National Advisor, Society of Pharmacognosy. Prof. Pravin S. Wakte delivered welcome speech. Prof. C. K. Kokate delivered key note address which was followed by presidential speech of Prof. V. K. Dixit, President Society of Pharmacognosy. Prof. Navin Sheth, Vice Chancellor, G.N.T.U. was felicitated with life time achievement award for his contribution to Science and excellence in teaching and research in Pharmacognosy and Phytochemistry.

Around 300 delegates participated in this convention and presented 66 posters. Dr. Rahul Phate, leading herbal entrepreneur, Dr. Mamta Shah, Dr. Prakash Itankar, Professor, R.S.T.M. University, Nagpur, Dr. Nagesh Sandu, M.D. Sandu Pharmaceuticals and Dr. Ajay Namdeo shared their expert views with participants and explored different aspects of herbal medicine. Prof. Mahesh Shivankar, I/C Joint Director, DTE, Aurangabad had graced the occasion as guest of honor during valedictory function. The Government College of Pharmacy has been declared as local chapter of Indian Society of Pharmacognosy to spread knowledge of herbal medicines in society.
