In December 2020, our beloved President, Cindy Drake, resigned from her board position and began her much deserved retirement. During this same time, resignations were also received from Sergeant at Arms, R. Sam Sullivan, and Past President, April Hartseil. Following these announcements, it fell to the Board to find replacements that would both represent the membership and be able to hit the ground running in their new positions. According to our bylaws, the First Vice President must resign his/her position on the board following the resignation of the President and assume that role. This left a vacancy in my past role as First Vice President. The entire Board took up the challenge to find a replacement that could take the reins in this very important position. They must not only fill the requirements of First Vice President, which include running the Annual Conference, but they must also be ready to assume the position of President in just a few short months. It is with pleasure I offer my congratulations to Linnelle Stewart with the City of Alachua as our new First Vice President. Linnelle served on the Program Committee in 2020 and again this year, she is well qualified. Please give her your utmost support. The Board of Directors also appointed very worthy candidates to the other vacated positions. Todd Hoagland with the City of Cape Coral has been appointed as our new Sergeant at Arms and has already been working very closely with our lobbyist and various elected officials. Leslie Banta with St. Johns County has been appointed as our new Past President. Leslie spent many years volunteering on the F.A.C.E. Board and has been an integral part of our association. Please take time to thank these volunteer members that have stepped up to keep the association alive and thriving for the membership. With the upcoming virtual conference in June also comes our annual elections. Please consider running for our open positions and becoming active in your association. We are currently planning on the process for speeches and voting during the virtual conference; more details will be provided soon. Contact Past President Leslie Banta if you are interested in running for office (see her InterFACE article for details). Lastly, the FACE Board issued an Executive Order on February 2, 2021, allowing in-person certification training again (see page 10). Please note, it will be a slow and gradual process to rebuild the certification training calendar due to COVID-19. Important FAQ’s regarding FACE Training in 2021 are listed on page 13.

1st Vice President-Program Committee Chair Linnelle Stewart

As much as we would love to see all of your smiling faces in person this year, the F.A.C.E. Board of Directors has voted to cancel the in-person conference in Cape Coral and go virtual again. With the immense efforts from the Board of Directors, Program Committee, and the UCF Florida Institute of Government, the 2020 Conference was a great success with 392 in attendance. I was honored to be a Program Committee member for the first virtual conference in 2020 and will be working hard with the Program Committee again this year!

I would like to thank our Program Committee for their continued service in these ever-changing times:

This year’s conference will follow the same format as in 2020, with some live and some pre-recorded course offerings, and the Program Committee is hard at work developing a course schedule.

Tentative virtual conference dates are June 22 – 24, 2021.

2nd Vice President-Education Committee Chair

Unicorns, Bigfoot, Nessie the Loch Ness Monster, bacon trees, honest politicians, and dragons are all things of myth that we cannot find absolute proof of. However, the long awaited and overdue Fundamentals rewrite is quite real and quite near completion. The completed sections were all submitted for formatting into the complete coursework. If all goes well the completed project will be turned over by the end of March to convert to a virtual course as well as processing for new test questions so it is ready to go live. I cannot understate the efforts of these involved, committee members:

Government Director, Mari Rains, as we would have never come this far without their monstrous efforts. In other committee news, we’ve gladly welcomed Jon Martin from Orange County back onto the committee. His help was integral in the very early stages of this rewrite.

In this Coronapocalypse, live training has almost become mythological itself, so the committee has been quite busy in evaluating new topics submitted for CEH approval. Many members are having issues completing their CEH credits so for those who need it, I’ve posted two links below that will take you to pre-approved courses:

As always, you can check the FACE website for continuing education training opportunities as we do post those that are sent to us. We will certainly update it with information on the online Fundamentals course as soon as it is available.

One final thought for you all, please remember this pandemic is not over and complacency is dangerous. Hoping everyone stays safe and healthy throughout! In the meantime, I’ll be tied up looking for that bacon tree. I just know I can find it!!

3rd Vice President-Membership Chair Dwayne Johnson

Our conference will be held virtually once again as a vote from the F.A.C.E. Board of Directors opted to postpone the face-to-face conference for another year. At our last Board meeting we had a few people who retired or have moved on in their careers which opened the positions of Sergeant at Arms and 1st Vice President. Todd Hoagland from Cape Coral was voted in as the new Sergeant at Arms, and Linnelle Stewart from the City of Alachua was voted into the 1st Vice President position. I want to take this time and thank them and the others that have showed interest in becoming involved with F.A.C.E. There will be elections this year, and I suggest that if you are interested in becoming involved and have been on a committee or held a past position to submit your name and run for office. It is important that we have a Board that is engaged with members and the local Chapters.

Joe Petrick and I have begun chairing Chapter Engagement Meetings to make training, reporting, and the general business of the local chapters more streamlined when reporting to the Florida Association of Code Enforcement. This was something that our now retired President Cindy Drake started, and since has become the responsibility of 3rd Vice President, and Joe Petrick has become the Chair for meeting. He is also the current President for CEOA od Palm Beach County Chapter. If you know Joe Petrick reach out and thank him, he’s been the right hand of many on this Board right now and continues to support Florida Association of Code Enforcement.

The Membership Committee and Webmaster Committee have both lost committee members. If you are interested in volunteering, I have vacancies on these committees. The Membership and Webmaster Committees will have meeting the first part of March. Liana Teague, the current Webmaster, has noted a problem recently with the Forum, and the Board is in the process of allowing Metisentry to diagnose and fix the issue. The Forum should be up and running by the time this Interface is published. Membership have been looking into placing standardized forms on the F.A.C.E. Website that can be manipulated by your Legal Teams and create a standard library of forms. In conclusion if you are interested in becoming a committee member please contact me at [email protected]. Happy Valentine’s Day (belated) we are now 2 months into this New Year and approximately 1 year into COVID restrictions. This year has been tough for all of us, and my heart goes out to all our members that have been affected by this Pandemic.

Hello All,

I hope you are staying safe and healthy.

Well, it’s a new year and the holiday season has passed. I am looking forward to this year and possibly getting

back to our new normal.

F.A.C.E. has been taking a hit because of the Pandemic; however, we the F.A.C.E Board, are still taking care

of business, cutting back even more, and working hard to get our training programs up and running virtually

for the membership and anyone who needs training. It is not an easy process, but we are committed to making

sure we protect and provide for our members.

The board is still looking forward to, and appreciates your input on, how they can do better and what works

well for you.

2) The Florida code community has been abuzz since the announcement of SB60 & Companion HB883. Link and synopsis below. https://www.flsenate.gov/Session/Bill/2021/60

County and Municipal Code Enforcement; Prohibiting code inspectors designated by boards of county commissioners from initiating investigations of potential violations of codes and ordinances by way of anonymous complaints; prohibiting code inspectors from initiating enforcement proceedings for potential violations of codes and ordinances by way of anonymous complaints; prohibiting code enforcement officers from initiating investigations of potential violations of codes and ordinances by way of anonymous complaints; prohibiting code inspectors designated by governing bodies of municipalities from initiating investigations of potential violations of codes and ordinances by way of anonymous complaints; requiring persons who report potential violations of codes and ordinances to provide specified information to the governing body before an investigation occurs, etc.

Our lobbyist, Ryan Matthews, is seeking answers to two questions from your agency regarding this bill:

1) Does your agency accept anonymous complaints? 2) What percentage of the complaints are anonymous?

Please have one representative from your agency send your answers to [email protected] and the Legislative Committee will tally the results and forward them to our lobbyist.

With the decision to have a virtual conference for 2021, elections are still planning on being held. What the process is going to look like in a virtual world has yet to be determined. The Board of Directors will discuss the options and we will work to make this election as smooth as possible.

The financial status of F.A.C.E. to date is decent, considering the circumstances of COVID-19. Our accounts’ totals as of 1-31-21 were:

Operating (Fund) Account - $90,032.00; Scholarship account (Savings) - $10,339.22; Reserve Account (Savings) - $5,344.88 for a grand total of $105,716.10.

I hope everyone had a great holiday season and your New Year is off to a great start. 2021 will be a much better year. BELIEVE!!! I can’t believe that is already February. June will be here before we know it.

Please welcome our new Board members, Linelle Stewart, 1st VP, and Todd Hoagland, Sergeant-at-Arms. They will be a wonderful addition to the Board of Directors. They have already hit the ground running. We are pleased to have them aboard.

The Program Committee has been working to get ready for the 2021 32nd Annual Virtual F.A.C.E. Conference. It’s going to be another fantastic conference.

Your Board of Directors are watching their respective budgets and keeping spending down to a minimum. F.A.C.E. is a little challenged this year financially. Membership is somewhat steady, but recruitment is essential, so if you know anyone in Code Enforcement who is not part of this great organization, get them on board now. Just a reminder, that your Annual fees of $50.00 are now past due if not already paid. Any submission of Annual fees at this point forward will require a late charge of $20.00.

Florida Association of Code Enforcement, Inc Emergency Declaration and Orders

COVID-19 National Emergency March 28, 2020 (Amended February 2, 2021)

Whereas, COVID-19, a respiratory illness caused by a virus that spreads rapidly from person to person and may result in serious illness or death, constitutes a clear and present threat to the lives, health, welfare and safety of the members of the Florida Association of Code Enforcement, Inc.; and

Whereas, on March 1, 2020, Florida Governor Ron DeSantis, issued Executive Order 20-51 directing the Department of Health to issue a Public Health Emergency; and

Whereas, on March 9, 2020 Florida Governor Ron DeSantis issued executive order 20-52 declaring a state of emergency for the State of Florida as a result of COVID-19; and

Whereas, on March 11, 2020, the World Health Organization declared the spread of COVID-19 to be a global pandemic; and

Whereas, on March 13, 2020, the President of the United States of America, Donald Trump, declared the ongoing COVID-19 pandemic of sufficient severity and magnitude to warrant an emergency declaration for all states, tribes, territories, and the District of Columbia pursuant to section 501 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the “Stafford Act”).

Whereas, on March 24, 2020 Florida Governor Ron DeSantis issued Executive Order 20-83 directing the State Surgeon General and the State Health Officer to issue a public health advisory regarding the high risk from COVID-19 to certain segments of the population and advising those who may be at risk to stay at home.

Whereas, Florida Counties and Municipalities enacted individual Emergency Orders to protect the local population from the spread of COVID-19; and

Whereas, as vaccinations are currently in progress to combat COVID-19; and

Whereas, to reduce the spread of COVID-19, the United States Centers for Disease Control and Prevention (CDC) and the Florida State Department of Health (FDOH) recommend implementation of

community mitigation strategies to increase containment of the virus, including cancellation of large gatherings and social distancing between persons in smaller gatherings; and

Whereas, it appears that everyone, regardless of age or health condition, is threatened by COVID-19 and could be spreading the COVID-19 virus even if not displaying symptoms; and

Whereas, this Emergency Order is necessary to protect the lives, health, welfare, and safety of the Associations members, administrators and providers from the devastating impacts of this pandemic,

NOW, THEREFORE, IT IS HEREBY DECLARED Pursuant to the by-laws of the Florida Association of Code Enforcement, Inc. (F.A.C.E.) Article IV Section 4. Duties of Officers, President Michael J Hauserman shall be directly responsible for the supervision and guidance of the affairs of this Association and…perform other duties that would be recognized as being part of the office, I hereby order as follows:

Section 1. This Emergency Order applies to the operation and function of the F.A.C.E. through the Board of Directors. Section 2. Meetings of the Board of Directors, standing and special committees will occur via an on-line or telephonic meeting platform until such time as government restrictions have been lifted and it is deemed safe and reasonable to engage in an in-person meeting.

a) Virtual meetings will reduce, if not replace, expenses in board and committee travel, meals and sleeping rooms. Association operations moving to the virtual platform will require some technology and possible purchase of equipment and software. The Treasurer in collaboration with each committee chair will develop and present an amended budget for the remainder of the 2019/2020 budget.

Section 3. Certification courses offered through the Florida Institute of Government in partnership with the State of Florida University system will be allowed to be held in accordance with State of Florida and University COVID-19 guidelines and safety protocols. F.A.C.E. will continue to pursue virtual classroom options.

a. F.A.C.E. suggests that any employer that requires certification within a period of time grant an extension for that requirement. F.A.C.E. will allow members in this situation priority in future course registration along with members who were registered for postponed classes.

b. All class attendees who do not follow the aforementioned Covid-19 guidelines and safety protocols will be asked to leave the training, receive no CEH’s, and no refund.

Section 4. The eleven local Chapters of the association are encouraged to cease in person meetings and training. Each Chapter is encouraged to investigate virtual meeting and training options and to coordinate with the Board of Directors and Committee Chairs to obtain desired outcomes.

The 2021 F.A.C.E Annual Educational Conference is postponed to a date and time to be determined, dependent upon negotiations with Marriott Hotels Weston, Cape Coral and other matters of public concern. Section 6. Late recertification continuing education hours for the January 2020 recertification period will be extended until December 31, 2020. As they were already late, the late recertification fee will apply. Section 7. ***Important FAQ’s regarding FACE Training***

While the FACE Board is allowing in-person training again, it will be a slow and gradual process to rebuild the certification training calendar due to COVID-19. Where can I see and register for classes?

• Registration will be very limited initially because FACE is prioritizing the people who need the certification as a job requirement, and those who were registered last year but the class was cancelled due to COVID.

• Any open classes will be announced privately to those who were registered last year but then the class was cancelled due to COVID.

• IF SEATS ARE AVAILABLE, the classes will be posted on each partner university IOG website FAU/FSU/UCF/USF). • Please do not call or email the university IOG’s, or FACE Member Support, to make inquiries about training, as

that only slows their work in rebuilding the training schedule. If your course was cancelled, they will notify you when training is scheduled and available in your area.

Why aren’t there more certification classes to sign up for? • Due to COVID, we still have limitations in finding spaces that accommodate large groups while also maintaining

safety distancing requirements (many municipal buildings are still closed to the public). • Some FACE trainers are unable to travel due to COVID, and understandably, some are not willing to teach a

large group during the pandemic, so we have restrictions there as well. • General registration is limited because FACE is giving priority seating to the people who need the certification as

a job requirement, and those who were registered last year but the class was cancelled due to COVID. Why can’t FACE just move certification training online to Zoom, like other webinars?

• We are working to move content online. Significant changes must be made when transitioning from in-person to virtual learning, especially for a week-long program. Science proves that our brains cannot learn in a week-long Zoom course the way we can sit and learn in a week-long in-person class.

• The courses needed substantial content revisions, so we are using this time to update and improve the content and course materials.

• FACE has partnered with the University of Central Florida Institute of Government to update the Fundamentals certification first. We want to ensure the online version is still engaging and high impact.

• This requires a big-time commitment from a volunteer committee of code enforcement officers (who are very busy with their full-time jobs, plus COVID demands!). We are working as quickly as we can.

• We hope to offer Fundamentals online this Spring 2021. What if my agency/employer requires certification for employment?

• FACE’s COVID-19 Executive Order requests that employers grant temporary exceptions to this requirement due to the pandemic.

Why are the certification and exam fees increasing?

• FACE is a non-profit entity but must still reevaluate costs and programs to ensure we are fiscally sustainable. • FACE has not increased the training rates and exam fees in several years. However, fees for instructors, travel,

equipment, printing, administration, etc. have all increased. The costs to move certifications to online platforms is also a new, but worthwhile, expense.

• FACE’s programs are high-quality, yet our fees are still far less than many other professional memberships and professional certification programs.

Thank you for your patience and understanding as we all navigate this new normal due to the pandemic. Together we will rebuild our training programs to ensure Florida has some of the best-educated code officers in the nation!

Introducing F.A.C.E. Past President Michael Titmuss, CEP

Michael “Mike” Titmuss started his career in the Code Enforcement profession two days after September 11, 2001, by accepting the Chief Code Enforcement Manager position with the City of Fort Myers. He immediately recognized the need for code staff to obtain quality training and implemented new minimum requirements for all his Code Officers to obtain F.A.C.E. Fundamentals certification within two years of hire and provided educational pay incentives for each additional certification. Those officers that successfully obtained their Code Enforcement Professional (CEP) designation were moved into newly created Code Officer II positions. Mike was our 23rd President serving our association during the 2013-2014 term. I had the privilege to not only serve with Mike during his Board tenure, but also to interview him to give us some insight on his term leading our Association.

Q. How did you become President of the Florida Association of Code Enforcement?

A. I was unexpectedly nominated from the floor at our F.A.C.E. Conference.

Q. How did it feel to be nominated by another member of the Association?

A. Proud and Frightening, Daunting and Overwhelming.

Q. What was your main task, or the main issue that you wanted to develop within the Florida Association of Code Enforcement?

A. As First Vice President creating the F.A.C.E. Conference Program Committee Spreadsheet and improvement of Train the Trainer Program. As President & Past President my work on “The BUSINESS of F.A.C.E.” and the Contract Evaluation Committee recommendations.

A. Reunifying F.A.C.E. with the UCF Florida Institute of Government (IOG). The contract evaluation committee identified F.A.C.E.’s affiliation with the UCF IOG as a symbiotic relationship which has been positive for both entities over the last thirty years.

Q. What was your biggest achievement, success as the President of our Association?

A. Chairing the Admin Contract Evaluation Committee. (A committee formed to identify, review, and make recommendations to the Board of Directors for all F.A.C.E. contracts)

Q. Over the past thirty years how have the goals of the Association progressed? (Are they the same or have they changed over the years)

A. Goals have probably evolved some over the last 30 years or so.

Q. What did you like most about working in a volunteer position for the Florida Association of Code Enforcement?

A. The camaraderie experienced working through the many challenges with the Board and the feeling of accomplishment when successful.

Joseph V. Huskey founded The Florida Association of Code Enforcement (F.A.C.E.) in 1989.
