These achievements include the completion of the 2009/10 Infrastructure Plus program of works which saw the resheeting of five streets ($520,000), footpath repairs in all three wards ($150,000), improvements to 12 Council buildings and facilities ($450,000), and various upgrades to parks, playgrounds and sporting fields ($470,000). Additionally, other key achievements for the year include: • Construction of the new Hurstville Transport Interchange and pedestrian access link. Once completed in early 2011, this project will greatly improve traffic flow and public transport access in the Hurstville CBD; • Upgrade of Penshurst commercial precinct. In May 2009, Council received $313, 000 under the Federal Government’s Regional and Local Community Grants Program to lay new paving, widen footpaths, install street furniture and plant new trees. This project was completed in March 2010. Council received an additional $118,000 under the same grant to construct a covered walkway between the commercial precinct and Council’s car park in Connelly Street; • Introduced a new waste collection contract which will return a $60 cheque to ratepayers; • Made significant financial and environmental savings through the Red Tape Reduction Taskforce. Since its introduction in May 2010, Council has eradicated overlaps and duplication of information as well as reduced paper usage by 23 reams a month; • Adopted the Open Space and Facilities Strategy which identifies the types of open space, recreation, community and library facilities required to meet the needs of the community over the next 20 years; • Commenced work on the 2021 Community Strategic Plan. The 10- year plan will detail key strategies and targets to ensure the City of Hurstville remains dynamic and vibrant. Year in review: a snapshot of Council achievementsOver the past 12 months Hurstville City Council has completed and/or commenced a number of significant projects and initiatives to benefit the community.

Looking back over Council’s achievements, 2010 has been another successful year. We have seen a number of projects and initiatives move forward which are helping to build better services, facilities, and infrastructure for the long-term future of Hurstville City.

Christmas Decoration Award to light up Hurstville

2011 Hurstville City Council Australia Day Festival returns

Hurstville City Council will foster Christmas spirit during the festive season by rewarding the owner of the best decorated business and home in December 2010.

Council resolved to host the Hurstville City Council 2010 Christmas Decoration Award at its meeting on 24 March, 2010.

Deputy Mayor, Cr Con Hindi is sponsoring the Christmas Decoration Award by personally providing prize money of $200 each to the owner of the best decorated business and home.

“It will create a festive, happy atmosphere during the Christmas season, beautify town centres and residential areas and build community spirit,” he said.

Mayor Sansom will chair a committee including other Councillors and Council staff to judge the award.

Additionally, award winners will receive a plaque of recognition from Council. For more information about how to nominate your home or business, visit Council’s website or phone Council’s Events and Protocol Officer Helen Dickenson-Panas on 9330 6067.

Entry forms are also available at Council’s Customer Service Centre, Hurstville City Library and Penshurst Library. Winners of each category will be notified by telephone.

Hurstville City Council, together with Hurstville Rotary Club and City of Hurstville Lions Club, will host a free Australia Day festival on Wednesday, 26 January 2011.

Australia Day is an opportunity for all Australians to celebrate our heritage and the diversity of cultures in local communities.

Local citizens are invited to come along to Olds Park, on Forest Road, Hurstville, to enjoy entertainment, rides, activities, food and market stalls from 10.00am until 4.00pm.

Hurstville Transport Interchange and pedestrian access link on track to open in early 2011.

The St George District Cricket Club this year celebrates its centenary with a number of events to mark this historic milestone.

The major event will be a centenary celebration dinner to be held at the Johnny Warren Indoor Sports Centre, Hurstville on Saturday, 20 November 2010. Special guest speaker will be cricketing great and highly regarded commentator, Richie Benaud.

Additionally, Arthur Morris, Brian Booth and Kerry O’Keeffe will also be part of this special evening of great

entertainment. All welcome. Tickets are $150.00 per person.

Also to mark the centenary, there will be a special Charity 20/20 cricket match on Friday, 19 November 2010, with Shane Warne being just one of the high profile players in attendance. A small gate fee of $5.00 per person will go to the St George Bank Foundation. The match will take place from 4.30pm at Hurstville Oval.

The Westpac Hurstville Pro-Am Tournament is shaping up to be one of the best ever with some of golf’s leading professionals set to participate in this charity event.

Last year, the Westpac Pro-Am Tournament was supported by golfing professionals Michael Campbell, Wayne Grady, Bob Shearer, Peter O’Malley, Mike Ferguson and Brett Ogle.

This year it is anticipated that the Westpac Pro-Am will again attract a strong list of golfing greats set to tee off at 8.30am on Sunday, 28 November at Hurstville Golf Course.

Tournament Chairman, The Hon Kevin Greene, MP, Minister for Gaming and Racing, Sport and Recreation, Major Events and Member for Oatley said the Pro-Am will provide an opportunity for local residents to experience world-class golf right on their doorstep.

“I am hoping that members of the local community will come along and be part of this great day showcasing some of golf’s leading players,” he said.

The 2010 Hurstville Mayoral Golf Day will be held at Hurstville Golf Course on Friday, 12 November 2010.

All funds raised will be donated to the Prostate Cancer Institute at St George Hospital. To date, Council, with the generous support of the Hurstville community, has raised more than $386,000 for cancer research.

The new interchange project and pedestrian access link is well underway with the project expected to be fully operational by early 2011.

In is anticipated that the new transport interchange and pedestrian access link will be officially opened

as part of a free community event on Saturday, 5 February 2011. Information about the proceedings of the day will be placed on Council’s website closer to the event.

On completion of the Hurstville Transport Interchange, buses will enter the from Woodville Street;

either turning left on to Forest Road to serve the eastern end of Hurstville or heading right along a new two-way stretch of the thoroughfare to MacMahon Street, before continuing west. General traffic will continue to travel one-way in an easterly direction along Forest Road.

2011 Hurstville Chinese New Year set to return bigger than ever

Hurstville City Council will welcome in the Year of the Rabbit with a month-long program of events and activities.

The 2011 Hurstville Chinese New Year Street Festival will be held on Saturday, 29 January and proudly supported by major sponsor, Commonwealth Bank of Australia.

Council’s largest outdoor event of the year will include non-stop entertainment, food and market stalls, and traditional lion and dragon dances on Forest Road, Hurstville.

The Commonwealth Bank Kids’ Corner will return to the Palm Court car park, where young children can pat baby barnyard animals, have their face painted and play on a jumping castle.

Additionally, to celebrate Chinese New Year, Council will also host an exhibition exploring the diversity of Chinese culture and tradition and children’s activities at the Hurstville City Library Museum and Gallery, a film festival highlighting China’s film industry, and an outdoor Chinese New Year dinner celebration to be held on Saturday, 26 February 2011 on MacMahon Street, Hurstville.

calling on the community to nominate its unsung local heroes for three prestigious 2011 Australia Day awards.

Council will announce the winners of ‘Citizen of the Year’, ‘Young Citizen of the Year’ and ‘Young

Sportsperson’ of the Year at a special Australia Day Dinner on Thursday, 20 January 2011.

Eligible nominees must reside, work or attend school in the Hurstville local government area.

‘Young Citizen of the Year’ and ‘Young Sportsperson of the Year’ nominees must be 25 years of age or younger.

As part of Hurstville City Council’s new waste contract introduced in May 2010, Council now provides each residential property in the Hurstville local government area with two free clean up collections per year for the removal of tree prunings and small pieces of furniture.

The implementation of this new waste contract has resulted in a more efficient clean up service as residents no longer have to

wait for the scheduled clean up collection in their area. This gives the added flexibility of arranging a collection that suits residents’ needs. Bookings are essential for this service.

Infrastructure Plus: 2010 - 2011 Financial Year

Hurstville City Council was recently named in a report by the NSW Department of Local Government as a NSW Council that had successfully achieved a nil deficit in the financial year of 2008/09.

The report, Snapshot of NSW Councils, highlights the comparative information of over 150 local councils in NSW and includes information about their operational costs and financial revenue data.

Mayor of Hurstville, Cr Philip Sansom said he was pleased that Council had achieved this nil deficit as it positively reflects on Council’s sound financial and asset management.

“This is a great result for Council and one that highlights our prudent financial management,” he said.

“Hurstville was one of only three councils named in the report as councils who did not go into deficit for the financial year of 2008/09.

“I’m delighted that Council, despite the recent economic uncertainty still remains debt free, with zero borrowing costs, and financial statements indicating a $7.02 million operating surplus.”

Mayor Sansom said that Council worked diligently to ensure a continual strong financial position for the long-term benefit to the community, without any cuts to day-to-day services.

Hurstville City Council a top performer in a recent report

Hurtsville City Council, in partnership with the Sydney Theatre Company (STC), recently hosted a new theatre production – Leviathan on 18 and 19 September 2010, celebrating the start of the 2010 Discovery Festival of Community Arts.

Leviathan was the culmination of a successful partnership between the STC and Hurstville and Liverpool City Councils. More than 700 people, which included a cast of over 250 performers, attended the two shows held at Hurstville Entertainment Centre.

Council was delighted to have STC Artistic Director, Cate Blanchett in the audience as part of official opening of the event on 18 September 2010.

Mayor Sansom said the production was a great opportunity for local performers to work alongside a talented cast of STC resident actors, and accomplished Resident Director, Stefo Nantsou.

“I congratulate all project participants, along with the STC, for all their hard work, dedication and countless hours in creating this community theatre opportunity for local citizens in the St George region,” he said.

The theatrical production Leviathan showcased a large range of personal stories about migration and settlement experiences as part of Sydney’s epic immigration history.

Mayor’s Message Strong transport links that are well integrated with vibrant public spaces can dramatically improve quality of life for the community.

In Hurstville, construction of a bus/rail interchange and pedestrian access link to the railway station will soon commence. The interchange and ramp will improve co-ordination of local buses, provide easy access to the railway station, Civic Precinct and Westfield, along with better and safer pedestrian activity along Forest Road.Hurstville City’s suburban commercial centres are important economic and social hubs. Council recently held a tree planting ceremony to celebrate the revitalisation of Penshurst Commercial Centre through a raft of upgrades which is expected to increase the popularity of the precinct.Good park and ride facilities are essential to delivering better public transport. In more good news for our suburban centres, the State Government recently promised a new commuter car park for Mortdale.The next few years promise to bring great improvements to the way we get around Hurstville City by car, public transport and foot in the future.

Energy savings at Hurstville Aquatic Leisure CentreEnergy and water consumption will be dramatically reduced at Hurstville Aquatic Leisure Centre thanks to a new environmentally-friendly power generator which will soon be installed.

Hurstville City Council will construct the cogeneration plant at the Centre, on King Georges Road, Penshurst using a $566,900 grant from the NSW Climate Change Fund.

The new cogeneration plant will generate 35 per cent of the Centre’s electricity requirements and recover the waste heat to warm the pool, reducing carbon pollution in Hurstville

City by approximately 660 tonnes each year.

Council will also install a harvesting system for collecting, storing and treating rainwater for reuse in swimming pools and landscaping.

The Centre will become a model for other councils in NSW seeking to improve the environmental sustainability and cost efficiency of their sport and leisure facilities.

Council will commence the project shortly, with commissioning expected in 2012.

There is now only one month

until Hurstville City Council

commences a new system of

household waste collection

Savings achieved under the new

contract will deliver a $60 cheque

to ratepayers in the Hurstville

local government area. You will

receive your cheque in early 2011.

Improved services are being provided

though a cost-saving contract with

waste collection company WSN

Environmental Solutions.

The motto for the new waste service

is “Bin there, doing that, now more

efficiently”; reflecting the time, energy

and cost savings to flow on from its

introduction.

Along with the financial savings, the

new approach to waste collection

will also deliver improved service

standards and environmental benefits.

There will be no changes to core

waste services. All residents of single

dwellings will retain their weekly waste

collection (red lid bin), fortnightly

recycling service (yellow lid bin)

and fortnightly green waste service

(green lid bin).

Residents of multi-unit dwellings will

retain a twice-weekly waste collection

(red lid bin) and weekly recycling

service (yellow lid bin).

For the first time ever, all households

will be able to book two free clean-up

services per year at a time convenient

to them. This will replace the current

zoned system of clean-up collections.

Mayor’s MessageIt is an exciting time for the residents of Hurstville with a number of key Hurstville City Council projects well underway. The construction of the bus/rail interchange project is progressing well. Demolition work has been completed and construction is set to begin shortly. Once complete in 2011, it is anticipated the interchange

will deliver better infrastructure and access for commuters in the Hurstville CBD. Council has also launched its Community Strategic Plan to help develop a community vision for the

next 10 years. For more information and to have your say, turn to page 4 and 5. I encourage all members of

the community to get involved and share their ideas and suggestions with Council.

This month also marks the start of the 2010 Hurstville Discovery Festival of Community Arts. Council is proud to host the theatrical production, Leviathan, presented in collaboration

Bus/rail interchange construction making good progressWork is progressing well on the new bus/rail interchange and pedestrian access link in the Hurstville CBD.

Builtform Constructions Pty Ltd has completed demolition of the five properties Council acquired as part

of the project. Council will receive up to $17.2 million in State Government funding to create the interchange on the same level as the railway concourse, which will make transferring between bus services simpler for commuters.

On completion, buses will enter the interchange from Woodville Street; either turning left on to Forest Road to serve the eastern end of Hurstville or heading right along a new two-way stretch of the thoroughfare to MacMahon Street, before continuing

west. General traffic will continue to travel one-way in an easterly direction along Forest Road.By having a central destination for buses in Hurstville, vehicle traffic will greatly improve. It will also help reduce pedestrian congestion along Forest Road as well as provide easy access to the shops.The new pedestrian access ramp, which is being fully funded by Council, will be constructed between the interchange and a second entrance to Hurstville Railway Station. The ramp will provide easy links for commuter journeys as well as disabled access to Forest Road from the railway station.It is anticipated that the new bus/rail interchange and pedestrian access link will be fully operational in early 2011.

Council receives grant funding to complete Georges River Estuary Management Plan Hurstville City Council has

taken the hard work out of finding a venue for your next event by providing a comprehensive online database of local community halls and function spaces.

The Hurstville Community Directory includes information about halls and meeting rooms that are available for hire in Hurstville City and wider Sydney.

The directory makes it quick and simple to find the most suitable place for your event from a selection of hundreds of unique venues.

It includes more than 550 venues, ranging from licensed functions rooms, to sports and recreation centres, and church and school halls. Detailed information is provided for each venue, including a description, contact details, operating hours, fees, and services.

The summer months are almost upon us and the time has come to make sure you, your family and home are prepared for the bushfire season.

From 1 October until 31 March each year is considered a bushfire danger period, when no burning off is allowed without authorization. Before you start burning off in your backyard to reduce bushfire hazards you will need to obtain an Environmental Approval - Bush Fire Hazard Reduction Certificate from your local

fire station, along with the necessary Fire Permit.

The NSW Rural Fire Service provides a Household Assessment Tool to help you establish your household’s level of risk from bush fire and a Survival Plan template for you to complete, to ensure you know what to do in the event of a fire.

A bush fire prone land map is also available on Council’s website to assist you in identifying whether your home is at risk.

Hurstville City Council has received a $52,000 grant on behalf of the Georges River Combined Councils Committee (GRCCC).

Mayor of Hurstville, Cr Philip Sansom said Council will use the Department of Environment, Climate Change and Water grant funding to complete the final stages of the Georges River Estuary Management Plan (EMP) to improve the environmental health and condition of the Georges River.

“The two final stages of the EMP to be completed include the Georges River Estuary Management Study and the development of a comprehensive plan detailing key actions,” he said.

“Thanks to this additional funding, the EMP will now be finalised and then follow on with the

implementation of key actions outlined in the plan, to further improve and protect the quality of local waterways for the long-term future.”

The completion of the EMP will allow participating councils as part of GRCCC to: • Improve the environmental health

and condition of estuaries.• Improve public access and

amenity.• Obtain funding to carry out actions

highlighted in the plan.• Rehabilitate degraded areas.• Protect important coastal habitats,

features and heritage items.

Council hosts successful food safety seminars

Hurstville City Council is supporting the NSW Government’s foster care initiative promoting the need to recruit more foster carers in communities across the state.

There are more than 16,500 children and young people in out-of-home care and sadly these people cannot live safely at home.

Fostering NSW recently launched a campaign to promote greater awareness and encourage people to learn more about what is involved in fostering a child or young people so they can decide

Since Hurstville City Council commenced its Food Safety and Hygiene Seminar (FS&H Seminar), more than 440 participants have attended the course.

Persons undertaking or supervising food handling operation are required to have skills and knowledge of food safety and hygiene matters under the food legislation act.

As part of Council’s commitment in helping food business achieve legislative requirements, increasing and maintaining good food safety and hygiene knowledge and practices, the FS&H Seminar has been offered to food handlers and proprietors within the Hurstville City Council area free of charge.

Author Talk sessions at the library set to bring two accomplished authors to Hurstville

Leading author, Di Blacklock, will be a special guest speaker at Hurstville City Library on Wednesday, 10 November 2010.

Her new book, The Right Time, is about the unconditional love you can only find in families.

Di has written a number of books including Call Waiting, Wife for Hire, Almost Perfect, False Advertising, Crossing Paths and Three’s a Crowd.

Additionally, a second author talk session will bring notable author and professor, Dr Mohamed Khadra, to the Hurstville City Library on Wednesday, 17 November 2010.

His new book, Terminal Decline: A Surgeon’s Diagnosis of the Australian Health-Care System, explores the current health-care system in Australia, its history and how this has greatly impacted on the system we have today.

His other titles include bestselling books Making the Cut and The Patient.

NSW Premier’s Reading Challenge returns to Hurstville libraries Are you unable to visit

Hurstville City Library? Would you like to have your books, DVDs, CDs, MP3 players and magazines delivered to your door?

Hurstville City Library offers a free home library service for residents in the local government area who cannot come to the library because of age, incapacity or illness.

Hurstville City Library Museum and Gallery will once again be part of the national Summer Reading Club program.

The NSW Premier’s Reading Challenge (PRC) is open to students in Kindergarten-Year 9 and provides an opportunity for children to read more widely over the summer holidays.

Hurstville City Council is inviting the community come along and see the St George Art Prize exhibition on now at the Hurstville City Museum and Gallery until Thursday, 16 December 2010.

The exhibition is showcasing not only the category winners but also the highly commended artists who were part of this inaugural competition. This competition has had a fantastic response from the Australian arts community with entries coming from all over the country.

FRUiTS: Tokyo Street Style

February – April 2011On the streets of the Harajuku district in Tokyo, Japan, a brand new style of fashion began to emerge during the early 1990s. Flamboyant and overt, this new fashion style rejected traditional western fashion trends which had been popular in Japan since the 1950’s and superseded them with a unique and homogenous fashion style which is now exported throughout the world.

FRUiTS: Tokyo Street Style is a travelling exhibition from the Powerhouse Museum. The exhibition charts the rise of Japanese street fashion, its evolving styles and its impact on the fashion world in Japan and internationally through a collection of photographs by Shoichi Aoki. The exhibition also includes a local component exploring the six variations of Tokyo Street fashion through a display of fashion garments and associated source materials.

Discover your family history – Family History ‘Drop In’ Sessions

Hurstville City Library is inviting Justices of the Peace who can spare a couple of hours to be part of a new service providing an opportunity for residents to get their documents officially certified as required.

If you are currently a registered JP and are interested in offering your time on a regular basis every Tuesday (10-12pm) and Thursday (2-4pm), please contact Nicola Owens on 9330 6146.

‘Justices of the Peace’ are persons authorised to witness and sign statutory declarations, affidavits and certify documents, such as migration documents.
