Bagama’t may mga nagsasabi na hindi kayang patakbuhin ng maayos ni pangulong aquino ang kanyang posisyon ay pinatunayan naman nito na kayang-kaya niyang ayusin at patakbuhin nang maayos ang ating bansa.

Umaasa ang mga pilipino na sa ipinakikitang sipag at dedikasyon ni pangulong aquino ay magtutuloy-tuloy na ang pag-angat ng kabuhayan ng mga pilipino nang sa gayon ay makahabol na rin ang pilipinas sa mga kalapit nating bansa sa asia.

in the metropolis where the drainage system had been found obsolete since 1977, the draining capacity of which, according to an urban planner, is down to a mere 25-percent, the mosquitoes apparently have ample breeding areas when it rains. the aedes aegypti mosquito lives only for two days to four weeks, but the eggs it lays can survive up to a year and hatch whenever the climate is favorable to it.

the Department of Health should not merely focus on educating the people about cleanliness, said Dr. Gene Nisperos, vice-president of Health alliance for Democracy (HEaD). the people also prefer cleaner surroundings but the government has to act decisively about deforestation, urban planning (which includes genuine mass housing and an up-to-par drainage and sewerage system) on top of giv-ing public health subsidies, according to progressive health, environmentalist and women’s groups.

the treatment for dengue in a public hospital costs at least p7,000 ($160), and the patient has to wait in line for a long, dangerous time, said Dr. Eleanor Jara of CHD. although public hospitals are relatively cheaper, these are understaffed and ill-equipped.

So far there is no definite cure yet for dengue. Instead, what are being treated in dengue patients are only its symp-toms. the patients’ vital signs are being monitored to prevent dehydration and blood tests are being administered often to monitor the blood platelet count. Some have to undergo blood transfusion, which is costly, if the platelet count has gone down to a life-threatening level. in time, the dengue patient gets better, under the close supervision and treatment of symptoms, with adequate rest. Some patients, said the CHD, may be given antibiotics to prevent other infections. there is no vaccine against dengue but there are studies and experiments to develop one.

Worsening Dengue Epidemic Requires All-Out Government Response

at present, the reported dengue cases alone have more than breached the 80,000 mark, which was the health department’s worst-case scenario early this year. as of Sep-tember 11, some 84,023 Filipinos have fallen ill of dengue, a 118-percent increase from last year’s, and these are just the reported diagnosed cases. BRITISH Ambassador Stephen Lillie has announced that top British firm B/E Aero-space has chosen the Philippines as the site of its manufacturing facility, which will create more than 300 new jobs for Filipinos.

SUPREME Court (SC) Chief Justice Renato Corona yesterday said that the Bar examinations next year will no longer be held at the De La Salle University (DLSU) on Taft Ave., Manila, where a bomb exploded nearby last September 26.

Corona said the DLSU management no longer want-ed to serve as the venue for the Bar examinations even before the bombing incident happened.

This development came after an MK2 grenade was thrown by a fraternity member in the middle of well-wishers on the last day of the Bar examinations that injured 47 individuals, including law students and Bar examinees themselves.

The Chief Justice said that the possible new venues include the University of Santo Tomas (UST), Adamson University (Adamson) and the Philippine International Convention Center (PICC).

DND probes P4-Bhelicopter project

DEFENSE Secretary Voltaire Gazmin yesterday ordered a full investigation over the reported ir-regularities in the ongoing procurement of over P4 billion worth of 10 helicopters for the Philippine Air Force and the Philippine Navy.

Gazmin said he also held the processing of the bids and awards committee on the procurement pending the result of the investigation.

The Defense chief also directed the Department of National Defense (DND) assistant secretary for comptrollership Ernesto Boac, the concurrent chair-man of the DND Bids and Awards Committee, to defer further actions on the two projects, pending the conduct of the probe.

The first project is the acquisition of P3.2 million worth of eight attack helicopters for the Philippine Air Force that was subjected to bidding last month. Only one supplier, PZZ Swidnik of Poland, partici-pated in the bidding.

The DND-BAC was at the post-qualification phase with Swidnik before the deferment. The post-qualification process, which includes the inspection of the aircraft offered, is preparatory to the issuance of the Notice of Award, a Notice to Proceed and a Letter of Credit.

THE cash-strapped AFP Retire-ment and Separation Benefits System yesterday announced that it is crafting a proposed bill, to be endorsed to Congress that will create a new body to handle the pension system for military officers and men.

Newly retired Vice Adm. Emilio Marayag, RSBS president, said the draft bill may be submitted to Congress in six months to one year even as he expressed hopes that this would be certified as an urgent bill by President Aquino.

Marayag, who retired from the

military service just last June, said he is heading the adhoc body that is crafting the bill, in coordination with the other stakeholders in the AFP and at the Department of National.

“Our initial discussion in our adhoc group composed of five project teams is that we should have a new law that would address the new entrants and let the government bite the bullet of just funding (the pension of) those in the service now because all of them will pass away anyway in due time, “ said Marayag. THE contract renegotiation of the North Rail Project will depend on the result of the ongoing review by the Department of Transportation and Communications (DOTC), Malacanang said yesterday.

In a Palace press briefin, presidential spokes-person Edwin Lacierda said the status of the $503-million North Rail project which remains unfinished is being reviewed by DOTC Secretary Jose De Jesus to find out if there is a need to renegotiate its existing contract.

“The results of the review are forthcoming,” Lacierda said.

Lacierda said the DOTC reassumes jurisdiction over the project after the previous administration gave administrative jurisdiction to the Bases Con-version and Development Authority (BCDA).

He recalled that Senator Franklin Drilon recently exposed the alleged overpricing of the project, making it the most expensive railway in the world at $25 million per kilometer.

Lacierda said there are also allegations that $ 299 million was added as a “cost overrun” to the $503 million original contract price given to contractor China National Machinery and Equipment Corp. Group (CNMEG).

The 32.2-kilometer North Rail project runs from Caloocan City in Metro Manila to Malolos City in Bulacan province.

Masaya si Kris sa pagbabal ik n iya sa grupo ni Dra. Vicki Belo at ito ay isa lamang sa kanyang mga proyekto na sinimulan ngayong taon.

Ganun din naman ang reaction ni Dra. Vicki sa controversial TV host.

“It has been three years since we broke up...,” Dra. Belo said at the launching and press conference.

Sa ulat na inilabas ng Philippine Enter-tainment Portal (PEP), the celebrity cosmetic doctor was referring to the issue that allegedly involved Kris Aquino's ex-husband James Yap and an employee at one of Belo's medical clinics. The controversy led to Kris's resignation as a Belo endorser in 2007.

The celebrity beau-ty doctor recalled that Kris invited her for din-ner at her One Roxas residence last August 6, together with Dra. Bicol’s top productson display at trade fair

THE homegrown products of the Bicol region will be on display at the Orgullo Kan Bikol-Regional Trade Fair (OKB-RTF) from October 7 to 10 at Megatrade Hall 2, 5th Level, Bldg. B, SM Megamall, Mandaluyong City.

The longest running DTI-organized trade fair in the Philip-pines, OKB-RTF is an annual marketing event where Bicol’s homegrown entrepreneurs are afforded valuable market exposure. It showcases the distinct products, ethnic foods, and delicacies of the Bicol Region.

“DTI remains committed to provide its clients – the micro, small, and medium enterprises (MSMEs) – better avenues to promote their fine products. By way of this trade fair, we enjoin domestic and foreign buyers to take a closer look and become more aware of what our homegrown MSMEs produce. We also encourage our MSMEs to continuously improve and become more globally competitive despite difficult times,” Department of Trade and Industry (DTI)-Bicol Regional Director Jocelyn L.B. Blanco said.

With the theme “Weaving Opportunities,” the OKB-RTF 2010, now on its 14th year, will unite opportunities in pursuit of fresh markets for these entrepreneurs.

For this year, a total of 103 manufacturers/exhibitors will join the event – 32 will come from Albay, 22 from Camarines Sur, 10 from Catanduanes, 18 from Sorsogon, 5 from Masbate, 10 from Camarines Norte, and 8 are Comprehensive Agrarian Reform Program (CARP) beneficiaries.

It will feature 20 new participants, who will now be given full marketing assistance by the DTI via this trade fair.

The Department of Tourism (DOT) will also join as an institutional exhibitor.

In tandem with the event is the Bicol Investment Confer-ence (BICon), which is slated on October 8 at 1 p.m. at the SM Megamall Conference Center.

BICon aims to present potential Bicol investment areas/projects for promotion to investors and synchronize investment promotion activities by stakeholders and concerned institutions in Bicol.

Fiscal weakness, loss of public trust and lack of popular support are the three major threats to the civil service that hamper good governance.

This was highlighted by former Health Undersecretary Dr. Mario M. Taguiwalo during the consultation Workshop on Ethics and accountability in Government conduct-ed recently by the civil service commission (csc) at the PNP Multi-Purpose center, camp crame, Quezon city.

Dr. Taguiwalo, a much sought after con-sultant on various developmental concerns and chairman of the committee to Energize the Bureaucracy under the administration of then President corazon aquino, led a select group of 40 government executives from different agencies in discussing the prevail-ing issues on ethics and accountability in government.

During the event, Dr. Taguiwalo said that these threats to the civil service can be ad-dressed if the current generation of Filipinos tails the path of ethics and accountability, or “daang matuwid”.

“Regardless of what has happened in the past and what continues to happen now, Filipinos from different sectors of society can do something to strengthen ethical account-ability in the civil service,” he stressed.

He added that Filipinos themselves are

the first beneficiaries of an ethically account-able civil service and are also the first victims of failure, breakdown and weakening of ethical responsibilities. “Therefore, Filipinos have a prime interest in an ethically account-able civil service.”

On a recent radio program, the hosts spoke with a “crisis management” expert about how a celebrity can recover from a public relations disaster. More funds for peace process

MALACANANG has proposed a jacked up P235-million budget for the Office of the Presiden-tial Adviser on the Peace Process (OPAPP) for next year to give the agency the needed financial boost so it could hasten and com-plete its work, which in-cludes peace negotiations with the Muslim rebels in the South.

OPAPP Secretary Teresita Quintos Deles presented the agency’s budget for next year be-fore the House commit-tee on appropriations chaired by Rep. Joseph Emilio Abaya (1st District, Cavite).

Of the P235 million, Deles said P124.6 mil-lion will go to the peace negotiation with the Moro Islamic Liberation Front (MILF).

Above normal rainfall seen in last quarterTHE Philippine At-

mospheric, Geophysi-cal and Astronomical Services Administration (Pagasa) has forecast an above normal rainfall occurrence in the last quarter of this year.

Dr. Flaviana D. Hi-lario, chief of Pagasa's Climatology and Agro-meteorology Division, told a press conference that La Nina is likely to occur during the Octo-ber-November-Decem-ber period as indicated by the Southern Opera-tion Index (SOI) with a positive number.

When SOI is in the negative it is the El Nino phenomenon.

Dr. Hilario said La Nina condition is now present in the south equatorial Pacific Ocean where cold conditions, which started in July 2010, continue to per-sist and are further strengthened.

The weak to moder-

ate La Nina event is likely to continue at least until the first three months of 2011.

She showed to the press a graph indicating a forecast of below nor-mal rainfall in almost all parts of the country in October but rainfall becomes above normal in Western Luzon in November, spreading its above normal status almost throughout the country in December.

She added that Pa-gasa forecasts three to four tropical cyclones in October while Novem-

ber and December shall have one to two each.

She further added that La Nina phenom-enon affects the occur-rence of these tropical cyclones.

Meanwhile, Aldc-zar Aurelio, Pagasa weather specialist I, in his weather update for Monday and the next two days, said Luzon will have isolated rain-showers and thunder-storms while Visayas and Mindanao will be rainy due to the inter-tropical convergence zone (ITCZ).

ROOKIE team Meralco Bolts etched a victory in their return to the Philippine Basketball Associa-tion (PBA) Sunday night, getting a nail-biting 73-72 win against Barangay Ginebra during the start of the 2010-2011 PBA Philippine Cup at the Araneta Coliseum.

Nelbert Omolon got away with a solid double-double performance while Mac-Mac Cardona added 12 points, including the game’s most important basket, giving Meralco a victorious comeback from the old MICAA days.

Cardona came through with a tough turnaround shot off two defenders with 32 seconds left then the Bolts made the necessary defensive stoppages as they overcame the Kings.

“It was so nice for Meralco to win its first game,” said coach Ryan Gregorio, the three-time champion bench tactician with his former team B-MEG Derby Ace.

“I just pretty much challenged them to make the necessary stops in the end. Inasmuch as we missed crucial free throws, we made defensive efforts that bailed us out of trouble,” Gregorio also said.

A grand festival of lights, colors and sound high-lighted the opening ceremonies which ushered in the Meralco-Ginebra game.

The Sta. Lucia ball club, longtime PBA governor Buddy Encarnado and immediate past commissioner Sonny Barrios were given plaques of appreciation for their contribution to the league.

Providing glitz and glamour in the night were the bevy of beauties that served as muses to the teams.
