A i'vfollthly of Puducherry Institute of Linguistics and Culture O From Editor's Desk Puducherry Institute of Linguistics and Culture (PILC) is an autonomous research institute established by the Govt. of Puducherry to promote research and academic programmes in the fields of language, literature and culture in the Union Territory of Puducherry. Right now, PILC has been offering M.Phil. and Ph.D. programmes in linguistics, anthropology, Tamil literature and folkloristics. Scholars are also doing inter-disciplinary research linking with these four core areas of research. Foreign students are coming to PILC regularly to learn Tamil course. Besides that IAS officers, IPS officers, PCS officers and other non- Tamil administrators are learning Tamil course in PILC. PILC is also engaging in publication activities. Research tittles, translation works and research journal in English are brought out periodically in order to disseminate the knowledge to the academic community and the larger public. We proudly release this monthly Newsletter containing the key activities and related programmes in PILC. O PILC E- Journal Dr. S. Bhakthavatsala Bharathi Chief Editor PILC has published an internationally acclaimed journal, a treasure of research articles on various disciplines like linguistics, literature, anthropology, folklore and other related disciplines. It is a bi-annual Journal. Fourteen volumes of PJDS have been published since 1991. The total number of issues published are 28, amounting to approximately 3000 pages. Now, PILC has started a biannual e-journal in English to cater the needs of research scholars from India and abroad. Two issues have already been out and the January 2019 issue is getting ready. o Tamil Summer School (TSS} Since the year 2004 PILC has been conducting a six week Tamil Summer School (TSS) every year from August to September for the students and scholars from abroad. (A&C) and the Vice-Chairman, PILC, Shri. Devesh Singh, IAS., PILC Alumni Cell has been incepted in PILC for the benefit of the M.Phil. and Ph.D. scholars who are undergoing their courses in PILC. The idea was mooted by our respected Vice- Chairman with the purpose to have annual gathering of the alumni and to find Job placement for the present scholars of PILC. Dr. R. Sam bath is the Coordinator of the Cell and he is assisted by Mr. Satish Babu, PILC, Dr.J. Shyamala (Asst. Prof. in Tamil, Government Arts College, Cuddalore, Tamilnadu) and Dr. Soundaravalli (Asst. Professor in Tamil, Perunthalaivar Kamaraj Arts and Science College, Kalitheerthalkuppam, Madakadipet, Puducherry). 0 Tamil Course A course in spoken & written Tamil is offered in PILC, for the benefit of officers & non - Tamils who are interested in learning Tamil language. The Puducherry Civil Service (PCS) officers and the IPS officers at Superintendent level have to undergo the Tamil course offered in PILC and get through in the examination at the end of the course. Currently Mr. Subham Sundaram Ghosh, IPS and Mr. Alok Mahendroo are undergoing this course. Recently, Ms. Quyah Huong Nguyen Van and M. Jasmine Clarke from the U.S.A studied Tamil. They were sponsored by the American Consulate under Fulbright-Nehru scholarship. Mr. Ashish Goyal, Municipal Commissioner, Mahe Municipal Corporation is joining the Tamil course in January, 2019. Ms. Kiki Qi Zhang @ Niraimathi of University for Foreign Languages, Yunnan Province, China, who heads the department of Tamil there is joining the Tamil Course in February, 2019. 0 Ph. D. & M.Phil. (PILC) is an autonomous research institute established by the Govt. of Puducherry to promote research and academic programmes in the fields of language, literature and culture in the Union Territory of Puducherry.

Right now, PILC has been offering M.Phil. and Ph.D. programmes in linguistics, anthropology, Tamil literature and folkloristics. Scholars are also doing inter-disciplinary research linking with these four core areas of research.

0 Special Lectures

Special lectures in linguistics, literature and the allied areas are organised by inviting scholars from outside. Recently twelve lectures were organised in PILC.

1. Prof. R. Kothandaraman, Former Director, PILC, delivered ten lectures on language, Tamil literature & grammar, linguistics, linguistic approaches on Tolkappiyam (October, 2018).

2. Prof. T. Muthukrishnan, Former Professor of linguistics, Bharathiyar University, delivered a lecture on "Educational Technology" (14 November, 2018).

3. Mr. G. Krishnamoorthy, Education Dept., Singapore, delivered a lecture on "Tamil Language Education: Syllabus and Teaching Methods in Singapore" (19 December, 2018).

0 Prof. V.I. Subramoniam Research Forum

PILC has initiated a "Research Forum" to encourage Research scholars in PILC and other institutions to present their research articles. The research forum is named after the Co-founder of PILC, Prof. V.I. Subramoniam. Every month scholars present their papers and review books of topical interest.

In PILC 25 Endowments have been Instituted. The Endowments are on various areas like Language, Literature, History, Culture, Religion, Philosophy, etc,. The Endowment lectures delivered are being documented for distribution to various libraries in Puducherry.

1. Mr. R. Gnanasekaran who worked under Dr. G. Ravisankar defended his Doctoral thesis on "Deconstructing the Novel Animal Farm by George Orwell" on 14-11-2018.

2. Mrs. R. Menakalakshmi who worked under Dr. Silambu N. Selvaraj defended her Doctoral thesis entitled, "Implicit Meanings of Sangam Literature: Evolutionary perspectives" on 27-12-2018.

3. Ms. A Mahana defended her thesis entitled "Competency in Teaching English ... A Case Study of Saudi Arabian Universities" on 02-01-2019. Dr. G. Ravisankar supervised this work.

Ph.D. scholars in PILC are mostly doing fundamental and applied research in the fields of language, culture and literature. Some scholars are doing inter-disciplinary research, that is the hallmark of current research programmes in leading research Institutes.

As a part of learning modern perspectives on culture writing, a team of research scholars along with the Director of PILC went to Kalvarayan hills during November, 2018. There they conducted an in-depth participant observation among Malaiyali tribe on writing ethnographic account during this globalization and post-colonial period.

During fieldwork modern perspectives on 'Culture Writing' were deliberated in detail every day. Salient features discussed were:

1. Reducing the authorial authority of the ethnographer.

2. Making informants as Co-authors of the ethnographic account.

3.

Decoding the colonial colours from the earlier literatures on Malaiyali tribe.

Making the ethnographic text beyond the writing genre, by the way of bringing more information through visual documentation and material artefacts form the field.

All the scholars have elucidated more fascinating data through these modern perspectives.

Another fieldwork is planned on the same line during the second week of January 2019 in Jawadhu hills where the same Malaiyalis are inhabiting over centuries.

Based on the fieldwork data and findings a tiny monograph will be published in June 2019.

It is with deep sorrow PILC condoles the demise of the veteran Tamil Writer of Puducherry Union Territory Thiru. Prabanchan on 21.12.2018. Prabanchan was a Fellow in PILC. Mr. Prabachan is a Sahitya Akademy award winner from Puducherry. He has written 250 short stories, 25 Novels and over 300 essays.

Mr. lravatham Mahadevan

The Faculty, Staff and Research Seholars of PILC are deeply grived by the passing away of Shri. lravatham Mahadevan. In his sad demise on 25th November, 2018, at the age of 88, the research fraternity has lost an eminent epigraphist. He has made an outstanding contribution in the fields of Tamil epigraphy. His works on deciphering Indus script was the most significant contribution. He delivered a few lectures in PILC for Puducherry scholars.

The PILC library is one of the premier libraries in Puducherry. It is a boon to the local scholars interested in research. It has a stock

of 33,628 books on date with various titles in the disciplines like I Tamil grammar, literature, linguistics, anthropology, folklore,

history, art and culture, etc. The students and research scholars

from various institutions in Puducherry in addition to the scholarly world in Puducherry are reaping the benefit out of it.
