ORIENTATION & TRAINING

PROGRAMME

AWARENESS PROGRAMME

PROGRAMME ON ANTI TOBACCO

DLSA has on its panel, legal aid lawyers for Civil as well as

Criminal Laws. DLSA endeavours continuously towards

improving the quality of legal aid provided by the lawyers

on its panel. In the month of December, 2010, the DLSA

Criminal Panel Lawyers were oriented on the topics

Protection of Women from Domestic Violence Act;

Building a Defence/Alibi and; Plea Bargaining. The Civil

Panel Lawyers were oriented on the topic Indigent Suits

covered under Order 33 CPC. Interaction took between

the Resource Persons, who came for Orientation and who

were Judicial Officers and Senior Advocates on the one

hand, and Legal Aid Lawyers on the other hand. Legal Aid

Lawyers attended the Orientation Programmes in

majority and they also participated in the programmes

enthusiastically. In the Orientation of Criminal Panel

Lawyers, on the topic Plea Bargaining, the Legal Aid

Lawyers got dispelled a large number of their doubts from

the Resource Person. The Training Programmes were

highly successful and DLSA is hopeful that such Training

Programmes, as held in every month, would certainly

enhance quality of Legal Aid.

thOn 4 December, 2010, a Legal Awareness & Legal Aid

Programme was organized by DLSA, in partnership with

Health Fitness Trust at MCD Community Bhawan, DDA

Flats, Kalkaji. Sh. S. S. Tandan, Counsellor, DLSA

addressed the gathering about legal aid and assistance.

Information booklets of DLSA were also distributed to

the public.

The State Tobacco Control Cell, Department of Health &

Family Welfare, Govt. of NCT of Delhi, in collaboration

with Education Department, organized a three day

Training Programme on “Tobacco Control Legislation st rd

with Special Emphais to Section 4 and 6 on 1 , 3 and th

8 December, 2010 at the Auditorium, Govt. Girls Sr.

Secondary School, Rani Garden, Block-12, Geeta Colony,

East Delhi. Students from Govt. as well as private Schools

attended the programme. Ld. Project Officer, DLSA was

the resource person in the programme.

VISIT OF LAW STUDENTS FROM USA &

INDIA

AWARENESS PROGRAMMES WITH GRC'S

30 students persuing their law degree from USA and India, in equal proportion, were selected for the course of International and Comparative Human Rights Law

th thPracticum (ICHRLP) during 20 December, 2010 to 6 January, 2011. The said course was organized by the School of Law, Indira Gandhi National Open University, in collaboration with the Las Vegas William S. Boyd School of Law, University of Nevada, United States of America. It was a unique programme approved by American Bar Association (ABA). Those students visited

thDLSA office on 24 December, 2010 for their experience on the comparative & International Human Rights, since DLSA is engaged in the field of human rights. Those students interacted with DLSA for better understanding of the issues. In the said programme DLSA was introduced to them, as also the work being handled by DLSA, including various projects undertaken by DLSA towards free and competent legal aid.

DLSA has entered into an MOU with Mission Convergence of Govt. of NCT of Delhi signed by the Director, Mission Convergence & the Member Secretary, DLSA. A network of Gender Resource Centres and Samajik Suvidha Kendras has been established by the Government. DLSA provides them the legal aid lawyers and counselors. For this, DLSA advised the Nine District Legal Services Authorities to organize various awareness programmes in the Gender Resource Centres (GRCs)

th thwithin their Districts on various topics from 28 -30 December, 2010. The Secretaries of the District Legal Services Authorities made the community aware about the free legal aid and conseling being provided by Delhi Legal Services Authority and, also spread legal awareness on the topics such as Role of DLSA in Women Empowerment, Domestic Violence, Right of Women in context with Legal Aid, Maintenance Law, Marital Law, Labour Laws, Human Rights, RTI Act. The Ld. Secretaries, attended the awareness camp at the following GRCs: Bhartiya Navdeep Samiti, Anmol and Aradhya in West District; Delhi School of Social Works Society in North District; Caring Foundation-II in East District; Katha in South District; Guild of Service, RAWAT and Bal Vikas Dhara in South West District and Aradhya Samajik Suvidha Kendra, Navjyoti India Foundation & Society for Social Services in North West District.

PARA LEGAL TRAINING FOR GRC'S

WINTER INTERNSHIP PROGRAMME

Delhi Legal Services Authority, in association with MARG,

an NGO, imparts training to volunteers of Gender

Resource Centres (GRCs) on various topics such as Right

to Information Act, Public Distribution System and some

important schemes, in order to create a force of Para-

Legals within the community. The trainees were also taken

for an exposure trip to SDMs office. The training was th th

conducted in two batches from 13 - 16 December, 2010 th rdand 20 23 December, 2010 at Conference Hall, MARG.

The participants were encouraged to highlight the issues

within their specific GRCs and to identify the problem

areas, so that the training programme could be made

effective by tailoring the contents of the training

programme to the community needs.

Delhi Legal Services Authority has put in place Summer

and Winter Internship Programmes. Several law students

from different law universities and National Law

Universities have interned with the Delhi Legal Services

Authority during the summer and winter internship th thprogramme. From 13 December, 2010 to 25 January,

2011, 80 interns went for community visits through GRCs

and interacted with the persons and filled Questionnaires

from the interview conducted with the community people.

These visits were mainly in the backward areas of Delhi.

The community interaction included awareness

programmes including right to access free legal aid. After

this, interns went to various Children Homes to assess the

need for legal aid for children. Interns were also sent to

IHBAS. At IHBAS the interns assessed the need for legal

assistance to patients in the hospital as they are statutorily

entitled to legal aid. Interns were given a Questionnaire,

relating to need of legal aid at the Home, which they were

to fill up and then, interns were sent to District Courts to

collect the data regarding MACT cases. Second batch th

started from 27 December, 2010.

WORLD AIDS DAY

IHBAS in collaboration with Ministry of Health & Family

Welfare, Govt. of NCT of Delhi organized Mental Health th thAwareness Week from 8 December, 2010 to 14

December, 2010. Ld. Project Officer, DLSA participated

in the programme. On 13 December, 2010, DLSA send

Metropolitan Magistrate at the outreach clinic of IHBAS

near Jama Masjid, Urdu Park to deal with the patients of

mental illness.

stOn 31 December, 2010, a meeting of the Secretaries of

all District Legal Services Authorities was convened by the

Member Secretary, DLSA to discuss about the Lok Adalat,

attendance and performance of Counsellors, distribution

of work amongst the Panel Advocates, utilization of

interns, Awareness Camps and inspection of GRC's,

feeding of data in new website etc. Various other issues of

Administration and Management were also discussed in

the meeting.

thOn the occasion of Human Rights Day, on 10 December,

2010, DLSA organized legal awareness camps in Public

Schools in each District of Delhi. The heads of the

schools, teachers and students attended the programmes.

The Ld. Secretaries of District Legal Services Authorities

spoke about Human Rights, constitutional rights and

duties as well as other relevant provisions of law and

welfare measures. The audience was also informed about

the activities of DLSA. Information booklets were also

distributed among the students.

stOn the occasion of World Aids Day on 1 December,

2010, Delhi Legal Services Authority participated in the

awareness programme of Delhi State Aids Control

Society, Govt. of NCT of Delhi in its Red Ribbon

Express Campaign. The Ld. Project Officer, DLSA

participated in the programme.

In December, 2010 former judges including Justice Satpal (Retired), Justice R.P. Gupta (Retired) and Justice J.P. Singh and advocates Ms. Isha Khanna, Ms. Rajni Anand, Mr. V.B. Arya, Ms. Shweta Verma, Mr. Akshay Bipin, presided over Continuous Lok Adalat held in the Hon'ble High Court of Delhi. 5 sittings were held during the month of December. Out of 27 pending cases during the month, 5 Cases were successfully settled in the Continuous Lok Adalat.

In the month of December, 2010, DHCLSC provided legal aid in 131 matters.

In the month of December, 2010, 2 video conferencing involving 32 prisoners were held.

stIn, 2010 as on 31 December, 2010, 34 fresh cases were received and 5 cases st

have been settled. The total pendency as on 31 December, 2010 is 24.
