FREMANTLE lives and grows while Cockburn simply dies according to a prematurely released blueprint of the Barnett government’s latest merger plans.

Fremantle will swallow up tiny East Fremantle council and take Palmyra and Bicton from Melville while also expanding south into North Coogee, Hamilton Hill, Coogee and Spearwood.

Melville will also expand south, taking Coolbellup, North Lake, Leeming, Bibra Lake and Jandakot airport.

The rest of Cockburn will be folded into a vastly increased City of Kwinana, which may be renamed City of Jervoise Bay.

THREE cars, a truck and a derelict fi shing boat were torched Monday by arsonists suspected of also lighting a fi re hours earlier at the old power station in Coogee.

Firefi ghters notifi ed police of suspicious vehicle fi res on Mills Street while they were en route to the blaze at the derelict power house.

Police this week could not confi rm whether a serial arsonist or group is responsible.

The incidents follow a string of suspicious fi res since February in which fi rebugs —who have eluded police—have torched cars and property in South Fremantle, Hilton, Hamilton Hill, Spearwood and Munster.

Last week, intruders left a $200,000 damage bill after setting alight Beaconsfi eld pensioner Jan ter Horst’s home (“Fire-bombed,” Herald, November 2, 2013). Neighbours saved the house with garden hoses.

On Wednesday, arson detectives were called to Canning Vale where an ATM was set alight at the Livingstone shopping centre, causing widespread damage.

In May, arsonists struck in South Fremantle where they set fi re to cars and property on King

William and Grey Streets.They were lit three days after

arsonists attacked a Hilton house on May 15. No-one was injured but the fi re destroyed most of the building and its contents.

The attacks follow a deliberately lit blaze on April 10 which caused $50,000 damage to Muscle Worx on Rockingham Road in Spearwood.

The fi tness supplements shop had to be rebuilt.

On March 28, a suspicious fi re caused extensive damage to a gym at the Hamilton Hill shopping centre on Rockingham

Road, leaving a reported damage bill of $10,000.

On February 27, three males set fi re to a power pole and median strip on Leach Highway in Willagee.

People with information on these crimes are urged to call Crime Stoppers on 1800333000. Rewards of up to $50,000 are o ered for information leading to a conviction.

WA Police laid 196 arson-related charges from July 2010 to June 2011.

No charges have been laid for any of the attacks this year.

Firebugs strike again

MUSIC promoter Sunset Events is planning to build an open-air concert venue at Arthur Head capable of holding 15,000 people.

The plans by port-based architects CODA, which include a micro-brewery, were revealed at an invite-only meeting of Fremantle councillors, artists and business leaders Monday night. No explanation was given for why the general public was excluded.

As well as a glass-fronted cafe/restaurant with stunning views over Bathers Beach, they show a micro-brewery and sheltered area extending from J-Shed and beyond the grassed area. Sunset expects to host more than 20 concerts a year at the site.

Sculptor Greg James says

artists are getting the rough end of the pineapple in what is supposed to be an emerging artistic precinct.

“I have nothing against Sunset Events but I’m disappointed what was proposed for the area has changed,” he told the Herald.

“For the city to put something next door to the artists, e ectively impacting on their ability to work, raises some serious questions about their strategic plan for the area.

“I have artists here that are carving wood and using grinders creating dust, so who is going to stop? The people eating or the artists, who should be working because their licence is based on performance criteria?”

He fears artists will be “cut o ” from Arthur Head, as they were during the ISAF world sailing championships.

Residents’ Association member Ros Fairhead describes the plans as “frightening”.

“If it was a bar, cafe and micro-brewery that would be ok, but to make it viable they are planning 10 to 20 outdoor concerts a year, which is a real concern.

“You will have 15,000 people walking through the Round House and trouncing over heritage-listed areas. Not to mention the noise. It will make living here untenable.”

“I have to say I would like to see something that is more focused on the arts and culture.”

Fuming over port moveI DON’T have as much experience in city planning and traffi c management as Pam Nairn (Herald Thinking Allowed, November 2, 2013), but I do vaguely remember that last time the WA government proposed to move the port facilities to Kwinana because it was concerned roads around Fremantle would not be able to cope with future increase in trucking traffi c, the Freo community was jumping up and down at the prospect of losing their port and our council was fi ghting tooth and nail to keep it here.

Surely the diesel fumes are a small price to pay for this. I wonder why Pam fails to mention this in her essay and instead blames Main Roads and the WA government for badly managing traffi c.

What bank?THE Commonwealth Bank has had a branch at Canning Bridge Applecross since 1957: I was one of its fi rst customers.

Can you believe how amazed I was today Monday November 4 to fi nd the building stripped of all internal fi ttings including the ATM. There was no-one in the building to ask what was going on—whether they were just refurbishing—just a large skip bin outside.

No notice to say what was going on with the bank. On asking adjoining businesses, no-one was any the wiser. The branch was evidently open for business as usual Friday November 1.

I have three accounts with the Canning Bridge branch and at the time of writing, I had not received any notifi cation about the closure. Our next nearest branch is at Garden City shopping centre, which is not as convenient.

I am also a shareholder in the bank which makes one less pleased. I think the Commonwealth Bank should give a public apology to its Canning Bridge customers. To confi rm the bank had closed I rang the main offi ce in Sydney.

Back to basicsTHE mayor of Fremantle says the super-sized Garden City will suck shoppers out of Fremantle (Herald November 2, 2013). It already has.

The average shopper cannot a ord the retail “o er” in Fremantle. As far as making it diffi cult to assess the signifi cant di erences of the retail “o er” in Garden City beggars belief.

The MYRE project may not be “replicated at these large suburban shopping centres” because it doesn’t o er a ordable or practical shopping to the average Fremantle resident.

“Rebranding” Fremantle should include catering to the necessities of daily life for the average resident, not just the elite or tourist.

A last-ditch objection to the expansion of Garden City proves the Fremantle council is completely out of touch when it thinks it maybe able to “pinch” customers who end up preferring the port city shopping experience.

Equality and viable choices for every shopper will rejuvenate Fremantle. Fremantle used to be a community where residents met and shopped for all their needs. That has long since disappeared and the “new breed” could take a lesson by talking to the the original residents, and businesses, who made it what it was.

highlights the clear divide and total absence of any concern for what goes on beyond the borders of Melville for any of their neighbours and why a merger of Fremantle and Melville with the absence of commonality will be a disaster.

I think Fremantle has to be bold and follow a Singapore model of shops not opening until 11am or later and staying open until late. I’m suggesting 11pm. No, it’s not going to suit everyone, but it may suit many. Fremantle needs to o er a clear alternative to the mega shopping centre. Garden City retailers won’t want to open from 9am to midnight.

On another note, I’m keen to see the City of Fremantle comply with its own notice and the bush fi res act 1954, Metropolitan Fire District advertised in the Herald (November 2, 2013)! Many of the city’s suburban verges are defi nitely a fi re hazard this summer.

FOR the past 20 years, Cockburn RSL Chief Marshall Arthur Stanton and wife Nola have been handing out red poppies by the box load.

Their car boot fi lled with poppies, they urged young and old to remember the men and women who sacrifi ced their lives in war on Remembrance Day on Monday. “This is my 20th year,” the 75-year-old Samson pensioner told the Herald at the Spudshed in Jandakot where the couple set up their poppy stall on Thursday.

WA transport shadow Ken Travers says the Barnett government has broken another election promise by refusing to add a lane to Canning Highway in Applecross.

Late last week Mr Buswell said the LibNats would trial traffi c light changes along the highway between Kintail Road in Applecross and Riseley Street in Booragoon to ease congestion.

Mr Travers says that’s a far cry from Mr Buswell’s pre-election claim that the only way to fi x the notorious bottleneck was to add a lane.

“The Barnett Government has failed to get on with the job

battalion, was wounded in France, returning home to spend the rest of his life in Southern Cross. Many died on the battlefi eld.

“So many people had family and relatives who fought and died in WWI,” he says, recalling the calipers his grandfather wore on a leg damaged by shrapnel.

Today, the Returned Services League sells poppies to raise funds for ex-servicmen and women, widows and dependents.

“We are also looking at redesign and reconfi guration of the freeway on and o -ramps at Canning Highway and Kwinana Freeway.”

Alfred Cove Liberal MP Dean Nalder says he’s “pleased” Canning Highway will be given “priority with extended green phasings”.

“Since the election I have focused the minister’s attention on the incapacity of Canning Highway and the impact this is having on the safety and amenity of our local roads.

“Giving Kwinana Freeway greater capacity will free up congestion on Canning Bridge and peak-hour traffi c on Canning Highway.”

POLICE cordoned off part of the CBD Tuesday after a fi ght between two women left a 20m trail of blood along Queen Street.

Witnesses watched in disbelief as the incident unfolded about 2.30pm outside Fixx cafe, next to the Kings Square roundabout. One woman threw a bottle at the other, who cut her hand as she tried to protect herself. After several minutes the couple walked off as if nothing had happened.

Police described the incident as

unusual: “There is no complainant, no victim and no off ender,” Sgt Naomi Smith told the Herald, which had stumbled across the bloody scene.

Fixx staff say they are used to such incidents. One shook his head and said, “I’m not sure what went down, all I saw was a lot of blood”.

A forensic team spent the afternoon marking out blood droplets on the pavement, some of which had splattered across Fixx’s front window. Police are investigating.

FREO FARM proponents are considering the old Lefroy Road quarry and Clontarf Hill as possible alternative sites to the South Fremantle tip for their community ecovillage.

“A few months ago, Fremantle council supported our proposal but didn’t fully support our chosen location,” Freo farmer Cathy Hall says in the group’s latest newsletter.

“So we’re looking at a couple of new permanent site options including the Lefroy Road quarry in Beaconsfi eld alongside South Fremantle High School.

“Clontarf Hill was also looked at.”The Freo farmers abandoned Hollis

Park on the old South Fremantle landfi ll site after locals objected to the use of contaminated land to grow vegetables.

The issue was further complicated last month when Hollis Park was included as part of the heritage listed South Beach horse exercise area.

The council resolved in April this year that conditional support be given to the farm project, “if it can be demonstrated to be compatible with [the site’s] contamination status”.

The Power Assisted Electric Bicycle is still regarded as a bit of a novelty item in Australia, but that’s certainly not the case overseas.

If you frequent the ever expanding bike path networks across the major cities it’s hard not to notice those commuters that are making the task look just a bit too easy.

With the recent changes in legislation regarding the limitations of Power Assisted Electric Bicycles, we’re starting to see a more refi ned approach to construction of these bikes.

The new regulations now follow the established EN 15194 standard that limits Power Assisted Electric Bicycles to 250w with an assisted speed of up to 25km/hr.

A FRENCH busker has pleaded guilty to a charge of assault after snipping a lock of hair from a festival-goer at last weekend’s Fremantle Street Arts Festival.

Madcap mime artist Rodolphe Couthouis—aka Flochard—was given a spent conviction, but was slugged $125 in court costs.

“Everything is over and I’m a free man!” he laughed. “I am not a haircut criminal.”

Mr Couthouis says a woman who later insisted on his being charged had burst out laughing when he snipped off a ringlet while performing his rst show Blah Blah Blah on Easter Saturday.

“During the show, when I can see someone without hair on his head, I look at someone with long hair, and think maybe I can help the person with no hair,” he told the Herald. “I go to my bag and get my scissors out, come next to the woman and cut a little piece of hair and put it on his head.

“I did it very slowly—three times I look at her, look at him, so she can see what I’m doing.

The street artist was gobsmacked when the cops phoned, asking him to head down to the Fremantle police station so he could be charged with assault.

The Herald understands Fremantle city council—the festival’s organiser—tried to head things off by offering the aggrieved woman a free haircut and 50 bucks, but she wouldn’t have a bar of it.
