A s previously reported, BHA’s Board of Directors considered and unanimously approved at its regular November meeting a change in the Community Wide Standards (CWS) to provide for evaluations of BHA member properties. Thank you to those members who reached out with their comments on the proposed change. At the meeting, the Board instructed staff to develop a plan to evaluate the properties so that BHA better meets the responsibilities outlined in its governing documents. With over 1,200 homes — and 25-30 being built each year — flexibility will be given to the schedule for evaluations, which will begin in early 2021. This allows time to further refine the plan for implementation. BHA’s Board of Directors recognizes that there are many challenges to BHI ownership, even in a non-COVID world. So, significant time has been built into the compliance process to complete repairs or resolve compliance issues that might be languishing. Property owners who receive written notification that their home is out of compliance will be given 60 days to provide BHA with a plan to bring their home into compliance. This is not 60 days to complete the repairs; rather, it’s 60 days to submit a plan to bring it into compliance. Then, owners will be given an additional 90 days to complete the work. All told, that is five months to bring the home back into compliance. Further, the deadlines can be extended if there are extenuating circumstances that prevent owners from meeting them. The key to making this work will be communication. Property owners who communicate with us about their progress (or lack thereof) and are legitimately working toward compliance should have no problems. However, the Board will have no choice but to impose fines upon owners who refuse to respond to written communications or to bring their homes into compliance as requested. Remember that BHA’s Board members are your neighbors and face many of the same challenges you face. They understand that it can be difficult to get work done on the Island. But, BHA believes that the stellar condition of homes on Bald Head Island will help the Island remain a community that is aesthetically pleasing and desirable.     Are you considering building your dream home on Bald Head Island? Are you planning some home renovations in the new year? Do you have a lot on BHI and are thinking it’s time to start building? Throughout 2020, many property owners have begun house construction and home renovations. And since there are many new property owners, let’s review some important points about the ARC process for new construction and exterior structure changes.

    The first step is to visit the BHA website (BaldHeadAssociation.com) and become familiar with the Design Guidelines and BHA Covenants. To search the Design Guidelines using keywords, simply hit “CTRL + F” to bring up the keyword search bar once the document has fully loaded. Application forms are available online, and you can easily fill them out electronically for submission. Note that some forms require a notary signature or paint chip samples to be included with the application. You’ll also want to check the ARC Section A and Section B meeting schedules and submission deadlines so you can plan ahead and avoid delays. On the website, click on “About BHA,” then “Architectural Review” for all this information.

Beware of companies that require full payment for a project up front. Ask your neighbors who they have used that they trust. And get everything in writing.

    Make sure that any service provider you use is familiar with BHI’s additional logistics, such as getting to BHI (ferry, barge and parking), getting around BHI (golf carts and ICE vehicles), getting supplies to BHI (barge), site maintenance requirements (no litter), as well as appropriate permits and authorizations by BHA and/or the Village of BHI.

    Keep in mind that you, as the property owner, are the responsible party and that all exterior changes to structures and landscaping must first be approved by ARC before any work begins. Once a submittal has been reviewed, the property owner will receive a written response; if you do not receive a written response, the submittal was not reviewed.     The reconstruction of the Wildlife Overlook has begun! The newly designed platform is situated farther out over the lagoon, while making it safe for observers and structurally durable for many years to come. There will be a brand new area designated specifically for bird watching, with high-quality educational signage located throughout the area that will be developed in partnership with the BHI Conservancy. BHA is excited about the

    Bald Head Association’s Board of Directors and staff have been working for months to develop the 2021 budget, which the Board will consider for adoption at its regular December 11th meeting. There are a couple of considerations that will affect the amount of next year’s dues. First, the Board commissioned a professional reserves study this year to determine the shelf life of all of BHA’s assets, which has never been done. As of this writing, Board and staff just received the results of the study and

    BHA’s owner portal is a unified software system that is specifically built for homeowner associations, called TOPS One. A direct benefit to property owners is the software’s module TOPS Pay, which provides a secure vehicle for automated, one-time or regular online payments with lower fees.

    Through the portal, you can choose to sign up for TOPS AutoPay and have your annual assessment automatically drafted from your account. There is no charge if you sign up using a bank account; a small convenience fee applies for credit cards. Owners must sign up for TOPS AutoPay by December 31, 2020, for auto draft of the 2021 assessment. TOPS AutoPay cannot be used for quarterly payments. For property owners with assessment balances over $1,000 who wish to make quarterly payments, please make arrangements by emailing BHA Bookkeeper Denise Eidal at [email protected].

    BHA’s 2021 annual assessment coupons will be mailed in early January 2021 and are due by February 15, 2021. For property owners who wish to pay their 2021 assessment online, you must be enrolled in the member portal. For first-time enrollees, email Denise Eidal.     Public Services Director Position FilledJ.P. McCann is the Village’s new Public

    Services Director. He began his duties on October 28, 2020, and comes to us from the

    town of Selma, North Carolina. He will be the first to fill the role of Public Services Director for the Village, a position that will direct the current Public Works and Utilities departments. McCann is essentially taking over two roles — the role previously vacated by Ben Liddle who retired in January 2020 as Public Works Director and the role of soon-to-retire Ken Bowling, Utilities Director (who will, per his request, retire quietly on January 1, 2021).

    McCann has over 30 years of private and public sector work experience managing infrastructure and capital investment projects and operational programs. Prior to working for Selma, McCann worked for Envirolink, Inc., where he served as a regional manager covering the Coastal, Sandhills and Triangle areas in North Carolina. He oversaw

    construction management utility operations and program inspections. Prior to that, he worked for OBVO, Inc. in Corolla, NC as a program development director.

    McCann is a native of Connecticut and has a B.A. degree in environmental geography, with a minor in biology from Central Connecticut University in New Britain, Connecticut. He also majored in environmental science at Tunxis Community College in Farmington, Connecticut.

    Recently, local artist Linda Holch Gordon donated a lovely painting to the Village’s Public Safety Department. The work, which depicts one of Bald Head Island’s lagoons, was donated

Gordon said that the department has been outstanding in her times of need and those of her loved ones and friends. The piece was previously exhibited at the All About Art Gallery on BHI. The painting’s new home is in the multi-purpose

    3rd Annual Candlelight Historic Happy HourBy Travis Gilbert, Programs Coordinator

    Join the Old Baldy Foundation for the 3rd annual Candlelight Historic Happy Hour on

    Sunday, December 27, from 5:00-7:00pm at Old Baldy Lighthouse. This year, living

    historians will take guests back to Christmas 1718, when the Carolinas reeled from the execution of pirate Stede Bonnet in Charles Town and Blackbeard’s death at Ocracoke. Travis Gilbert will portray a prisoner of Stede Bonnet and describe the September 1718, pirate battle in the Cape Fear River. For nearly six hours, this prisoner huddled in the hull of the sloop Fortune as the fate of the Golden Age of Piracy was being determined on the waters off Bald Head Island’s shores. Then, a lady of Charles Town, South Carolina, portrayed by McAllie Givens, will describe Bonnet’s subsequent trial and execution. This lady watched the trial of a century when Bonnet

    escaped from custody, only to be recaptured and meet his fate at the gallows along the Ashley and Cooper rivers.

    As these costumed, living historians recreate 1718, hundreds of luminaries will decorate the Old Baldy Lighthouse grounds. Guests are encouraged to bring their own libations, snacks and lawn chairs for this socially distanced, COVID-compliant event. Please dress for the elements and don’t forget your mask.

    The event is free; however, reservations are required, and donations are humbly accepted towards the mission of the Old Baldy Foundation.     Sea Turtles, Cages and Coyotes — Oh My!

    Although the 2020 sea turtle nesting season has concluded (the last nest was excavated on November 9th), sea turtle research continues this offseason. During the 2020/21 winter season, the Bald Head Island Conservancy is partnering with Dr. Rachael Urbanek, Associate Professor of Wildlife Ecology at UNCW, and Fort Fisher State Recreation Area on a research project funded by North Carolina Sea Grant’s Mini Grant Program. Our research looks to better understand the behavior of coyotes and their interactions with nests and hatchlings of the federally threatened sea turtle species on southern North Carolina beaches.

    The research being conducted will include the placement of 60 predator exclusion cages (PEC) of four designs along 1-mile stretches of BHI’s South and East beaches as well as a section of Fort Fisher’s beach. There will also be 15 trail cameras placed along the three 1-mile stretches of beach to capture images of the coyote’s behavior at each PEC design. The cages and cameras will be on the beach for three-week intervals during the months of November, December and January.

    Given that the coyote population is firmly established in North Carolina, this project aims to test the effectiveness of predator exclusion cages against coyote depredation, as it likely will be an annual occurrence. Findings from these trials will be shared with wildlife and coastal resource communities in North Carolina and beyond in an effort to continue closing the knowledge gaps described in the International Union for the Conservation of Nature’s (IUCN) 2018 assessment of coyotes (i.e., development of non-lethal depredation techniques, coyote-prey interactions, factors influencing prey selection and interactions with threatened and endangered species).

    With this research, the BHI Conservancy and its collaborators hope to provide a more comprehensive understanding of coastal coyote behavior in regards to their interactions with sea turtle nests and develop an effective nonlethal coyote management method to be used within the sea turtle monitoring community. The Conservancy is committed to continually adapting, learning and collaborating to improve our conservation, management and protection efforts of our beloved sea turtles.

    My name is Sean Brunson, and I am the development, marketing

    and retail intern at the Bald Head Island Conservancy. One of the main things I was looking forward to while living on the Island for ten months was all of the photo opportunities that this beautiful place has to offer. During college I developed a passion for wildlife photography and couldn’t wait to get out here and experience the coastal wildlife. Since being here, I have also been able to learn and practice landscape photography, something completely new to me. Given my love of photography and the picturesque nature of Bald Head Island, I knew I wanted to work on something that showcased the Island with a more professional quality.

    The Village Chapel is constantly adjusting our worship service schedule to accommodate our Chapel family in a COVID-friendly manner.     Those on BHI prior to July 2018 may remember Public Safety’s previous administrative building and fire station, named “Station 32” by Brunswick County, on Edward Teach Extension beside Muscadine Wynd. The Public Safety Department moved its operations and equipment to the current Public Safety Complex just a bit farther down Edward Teach Extension, in front of the Public Works and contractor areas. One of the vacated buildings (formerly the administrative building) has been named “The Jailhouse” and is currently being renovated by owner Harper Peterson, with more information forthcoming. The other building that housed the fire trucks and living quarters has been completely renovated, and all spaces are fully leased.

    This building is now called Station 32. “The name ‘Station 32’ was kept to preserve and honor the

    December’s Compliance Feature: Solar-powered Exterior LightsHere’s a topic that has been brought to our attention recently — solar-powered exterior lights, such as along a driveway

    or pathway. These types of exterior lights are not allowed and should not be installed because they lack a baffle and they stay on all night. Any modifications to the exterior of your home, including lighting and landscaping, constitutes a change and must first be approved by the ARC before installation. Don’t waste time and money by not getting prior approval from ARC for materials and labor. More information about lighting requirements can be found on pages 17-18 of the Design Guidelines.

    Recently, BHA staff received a complaint that a property owner was advertising in the post office to rent his crofter while simultaneously occupying his home, something that is prohibited under BHA’s Covenants. After identifying the would-be violator, staff relayed to the person making the complaint that this particular parcel was not subject to BHA’s Covenants and was only governed by Village ordinances.

    We thought it might be helpful this month to highlight this situation primarily to demonstrate that things are not always what they seem, particularly on the east end of the Island.

    For instance, there are four parcels on Federal Road that are not subject to BHA’s Covenants. Similarly, the homes in the Southern Living-inspired community between South East Beach Drive and Portsmouth Way, the Harbour and Middle Island are not subject to BHA’s Covenants, either. And, to

BHI Is Complex!make it more confusing, there are a handful of properties on Muscadine Wynd that are zoned by the Village of BHI as mixed use and are also restricted to single-family utilization, meaning that commercial activity is prohibited on those properties, according to BHA’s Covenants.

    These are just a few of the complexities that are found on this amazing Island. So, property owners who may be thinking about moving or starting a business on the Island should contact BHA to make sure the activity that’s being contemplated is allowed. Remember, as the property owner, you are responsible for knowing your obligations under the Covenants, but know that we can help.     I hope that this calendar will inspire future generations to protect and preserve the natural beauty of this barrier island. A huge thank you to the photographers who donated their awe-inspiring photos for this project. All proceeds from this calendar benefit the Bald Head Island Conservancy, including our nationally recognized Sea Turtle Protection Program. Enjoy!

    Black Widow Spiders

    BHA’s Brand New Educational Resource —

    “BHI Basics” Coming Soon

    The BHI Conservancy has recently confirmed a black widow spider nest on Bald Head Island, so it’s a good time to review some precautions and general information.Black widow species can vary in size, but in most cases the female is dark in color and has a red, white or brown marking on its abdomen. Many are familiar with the typical red or orange hourglass shape on this spider’s abdomen. The female has unusually large venom glands and is considered the more dangerous to large vertebrates, which includes humans. These spiders are native to southeastern North Carolina but are not very common on Bald Head Island.Black widow spiders are considered to be the most venomous spider in North America, but they typically bite only when disturbed, startled or threatened. Bites from these spiders rarely result in death, but those who are very young, very old or sick pose a higher risk. Approximately 2,200 people report being bitten by a black widow in the United States each year, with most not needing medical treatment due to a bite with no venom injected (called a “dry bite”). The American Association of Poison Control Centers has not reported a death due to black widows since 1983.Remember to always wear gloves when working outdoors, especially in dark, dry shelters. If you think you see a black widow spider or nest, do not disturb it and call the BHI Conservancy’s Wildlife Emergency Hotline at 910-457-0089, ext. 5. If you think you may have been bitten by a black widow spider, stay calm and call 911. Tell the dispatch operator that you are on Bald Head Island. Stay where you are and let emergency responders come to you.

    BHI is a barrier island with interdependent ecologies and an abundance of unique flora and fauna. And BHA’s vision for the future is “A community working together to cultivate a unique quality of life and to preserve the ageless appeal of Bald Head Island for generations to come.”

    Education is key to that vision, in helping to preserve Bald Head Island. This includes educating visitors, whether they are renters or family/guests of property owners; property owners who are new; property owners who have been on BHI for a long time; and property owners anywhere in between, both full-time and part-time residents.

    themselves or choose to engage a property management company. And

    each organization and individual creates their own guest book to educate their guests about BHI.

    Now, BHA has developed a brand new, comprehensive educational resource that encompasses the essentials of BHI — information about the Island, daily living topics, information about wildlife that live among us, safety information and much more. It’s called “BHI Basics.”

    Look for your copy of BHI Basics to be included with the 2020 Annual Report package that will be mailed by mid-December to your current address on file with BHA.

    BHA will be working with Island organizations for additional distribution, including property management companies for inclusion in their guest books. If you need an additional copy, they will be available in the BHA office (please follow safety protocols and wear a mask). Larger quantities will carry a nominal fee.     Paving UpdateBald Head Island’s 2020 paving project was set to be a fairly large one — numerous alleys in Cape Fear Station, several private streets, a couple of neighborhoods and numerous public streets. Unfortunately, the entire project has been delayed until early 2021. With delays due to COVID-19 and the volume of prep work that would be required, the paving company has postponed paving until early 2021. For those who are awaiting repairs on your street, stay tuned. We will pass along pertinent information as we receive it.

    BHI Questions? Holiday Exterior DecorationsAre you considering decorating with holiday lights and exterior decorations on Bald Head

    Island? Here are some important points to be aware of for any outdoor decorations you are considering, to be compliant with the Design Guidelines. For the full Design Guidelines document, visit BaldHeadAssociation.com. “Decorative Items” are on page 118. You can also perform a key word search by clicking “CTRL+F” once the document is fully open, to bring up the search window.

    • Exterior decorative items must be few in number and consistent with the general subdued and natural character of the Bald Head Island conservation consciousness.

    • All exterior decorative items must be constructed of natural and organic materials and blend seamlessly within the home and landscape design. Colors should complement the natural surroundings.

    • All exterior decorative items must be harmonious with the community aesthetic, site, home and surrounding environment.

    Regarding exterior holiday lighting specifically, here is the guideline (on page 123 of the Design Guidelines):

    • Holiday lighting is permitted from November 15 to January 15 only. Moderation is recommended. No holiday or string lighting is to be used for exterior decoration any other time during the year, including clear or white lights, nor is it permitted to be used to illuminate any exterior steps, porches, arbors, structures, etc., any other time of year.

    ... Continued from page 8 (The New “Station 32”)heritage of the former fire station,” said John Fisher, co-owner with Tiffany Williams. Fisher continued, “It was a major accomplishment to originally get this fire station and equipment on Bald Head Island.”

    Station 32 was purchased from BHI Limited in December 2018, with the first lease in August 2019. Everything was torn out, redone and brought up to code, including plumbing, electrical, insulation and poured concrete floors. Architect Peter Quinn redesigned the fire truck bay areas into five separate office/retail/showroom spaces. The previous living quarters were overhauled and redesigned as dorm space. The dorm area contains three sleeping areas, a main room, a kitchen, bathrooms and an outdoor patio.

    The exterior features wide black-and-white stripes, which was chosen by Williams to be aesthetically pleasing and modern, while paying homage to the building’s previous red-and-beige-striped facade. Current tenants in the fire station bay area are Phillips Air Care, Trinity Builders, Island Time Medical and Wellness Clinic, BHI Builders and Room Service’s new outdoor furniture showroom.

    The original overhead bay doors were pulled out and sold to Wayne Krahn at Island Contracting, who has no plans for them yet but wanted to save them. Station 32, LLC also

    purchased the lot between the building and Muscadine Wynd, with the intention of a future expansion. Stay tuned!
