Your Association ships coordinators and the Officers are at work getting ready to meet in St Louis to finalize this year’s reunion and plan the next two following reunions. Next year (2009) we are having our reunion on a cruise ship out of a southern port and are looking at 5 days (departure – return). The 2010 reunion will be on the west coast so if you have a city you want to nominate, Please contact your respective Ships coordinator with the details of why and what there is to do for our Navy veterans reunion. We hope to select the company to contract the cruise reunion with at our April 12 Board of Directors meeting in St Louis and to evaluate the Hilton airport Hotel with their staff to avert the issues which have had in the past. First, thank you for your support of me for another year of service as VP Publicity/Web site Administrator.

I would place a disclaimer that the content of this publication is that of my own volitions and from my experience of my tenure.

I have attempted very hard to be as touchable as I can to and for anything pertaining to my responsibilities. However, for whatever the reason is, I do not get replies or response to things I feel is important for me to properly function. Situations such as me sending instructions for changes in the Newsletters, also receiving the Newsletters.

My E-Mail browser works properly and I have even set it to reply when read. If I don’t hear or get a reply I have no way of knowing if one received what we had talked about. Usually I call and talk to the Subject about a situation.

Before you place stipulations on or changes to what one has been used to doing, particularly if what they are doing is voluntary, you always stand a chance of losing their services.

I feel that members of this organization should take a look at all positions of service and reflect on what they can or would contribute and submit their interest to the BOD. This could create a pool of people when someone gets sick or for some reason has to relinquish their position.

The vowel “E” ! “Do more than is required of you. Extra attention, extra work, extra concern, for what you are doing will put you way ahead of those multitudes that barely do what they’re supposed to do.” I look forward to seeing all of you at the April meeting.

The Four Ships that constituted the MITSCHER class of Destroyer Leaders (DL) were in fact laid down in 1949 originally as basic fleet destroyers (DD) with conventional de-stroyer batteries with the sole innova-tion being the twin 5-inch/54 caliber gun installation in a semi-automatic version. However they were rated as Destroyer Leaders (DL) during build-ing in 1951 and then again re-rated as Frigates (DL) on 1 January 1955. At the time of their construction the MITSCHER's, being some 494 feet long, were the largest Destroyers in the U.S. Naval fleet as well as in the world. These Destroyer Leaders were to be the flag-ships for the destroyer squadrons escort-ing Aircraft Carriers. In that role they would practice the lessons learned of

WWII in that carrier Aircraft-fighters, controlled by the carrier and fed with contact information from the ra-dar picket destroyers coupled with the destroyer's own anti-aircraft batteries was the most important method of Carrier-defense . This role required a new design specifically to meet the long range of the accompanied Carriers. With that role they were to perform both the administrative and ASW functions required to meet the role as Flagship; this new design of destroyer, named the MITSCHER-class resulted in the construction of four vessels considered experimental. All 4 of the MITSCHER class were ordered on 03 August 1948. They were each named for Admirals of the Second World War and used as destroyer squadron flagships yet the similarities stop there. Each vessel re-ceived a different combination of Boilers and propelling machinery as well as other systems to see which combination would work best in the next generation of missile frigates intended to screen fast carrier task forces. That next generation became known as the "Coontz" class DLG. While experimental, the four MITSCHERs introduced the U.S. Navy to 1200 PSI steam boiler Systems and while this system did provide greater power for the same sized steam plant, the complexities of the automated systems were troublesome in service to the point where MITSCHER and JOHN S McCAIN had to be re-boilered to remain operational. This was required because, strategically, the mission of the MITSCHERS de-manded that they be fast and therefore be immune to submarine attack. Much of the hull as well as propeller design had been built around speed and not silencing. Indeed, the ASW capabilities of the MITSCHERS were relatively minimal with the primary weapon system being guided torpedoes fired from a fixed tube, with a pair of rocket launchers and a single depth charge rack as backup.

MITSCHER's FRAM / CONVERSION PROGRAM FRAM: Although all MITSCHERS were completed by 1954, their troublesome boilers required constant maintenance to keep them sea worthy. All four MITSCHER class ships underwent FRAM beginning in April 1960 with the average time taking 1 year. Besides boiler work, other modifications included the replacement of the three inch guns. While newer enclosed 3-inch/70 caliber guns were installed in 1957-58 to replace the existing "open-mount" 3-inch/50 caliber guns, the aft mounted 3-inch/70 caliber twin mounting was removed as well as the four 20mm anti-aircraft twin mounts dur-ing FRAM for the DASH helicopter platform. The DASH hangar was installed by placing it above the torpedo room aft of the No. 2 stack. This required the SPS-8 Radar to be moved to a top the aft fun-nel. The depth charge rack and MK 108 WEAPON ALPHA was also removed to accommodate the increased weight of the new 3-inch/70 caliber twin mounts. During FRAM, the obsolete SQS-4 Sonar system, installed in the mid 1950's, was replaced but varied by ship. For the WILKINSON and WILLIS A. LEE, they were heavily modified by the installation of a new 70-foot bow section and the accompanying large bow-mounted sonar dome for the prototypes of the new SQS-26 Sonar system. MITSCHER and JOHN S McCAIN received the standard SQS-23 system common to the DD FRAM program and no bow-extension. The "Conversion Program" of FY 1964 at the Philadelphia Naval Shipyard only dealt with the update of the ship's systems to become guided missile destroyers (DDG) just like the "COONTZ" class (DLG) which now had been in service for 4 years. During that conversion the TARTAR missile launcher and AS-ROC systems were installed on MITSCHER and JOHN S. McCAIN. However, when it became clear that the TARTAR surface-to-air-missile (SAM) system did not work as well as expected, WILLIS A. LEE (DL-4 seen right) and WILKINSON did not receive the conversion.

The FATE of the MITSCHER class of DL's The MITSCHER's Steam plant issues dogged the class. Maintenance was very difficult. Automated controls were complex and sensitive, and the steel used in the plant could not be welded by ship's company resulting in serious reliability issues. The 40 missile TARTAR battery which had only a single arm to launch the missiles, and whose performance was criticized as "non-effective" added unacceptable topside weight. Together these problems doomed the unconverted WILLIS A. LEE and WILKINSON. They were decommissioned after only 15 years of service in 1969. The "converted" MITSCHER and JOHN S. McCAIN (owing to their re-boilering) were able to serve an additional ten years beyond their sister ships and were finally decommissioned in 1978 after 25 years of service. While the MITSCHER class ships were "experimental and developmental" destroyers and had their problems as such, there are three important historical footnotes for this class of vessel especially the MITSCHER herself that effects the Gyrodyne Helicopter Historical Foundation deeply. They are: 1. Operating from the USS MITSCHER (DL-2) in February 1957 off the coast of Key West, Florida, a piloted, Bell model HUL-1 Helicopter successfully flew to and from MITSCHER carrying MK 43 Torpedoes demonstrating that a helicopter assigned with torpedo carrying-tasks could operate from a U.S. Naval destroyer. This was the first time the helicopter had been used for this purpose! The Navy purchased 5 of these aircraft (similar to the helicopter at left) and designated them UH-13P SIOUX.

2. Operating from the USS MITSCHER (DL-2) on 23 May 1957, a droned KAMAN HTK-1 helicopter (seen right) called the "Yellow Peril", carrying a safety pilot, successfully operated from the ship in the area of Narragansett Bay, Massachusetts. Landing on the Fantail (MITSCHER would not receive a landing platform until 1960) of the ship, numerous takeoffs and landings were performed from the controllers on-board MITSCHER. These tests validated the concept that a drone helicopter could op-erate from a destroyer-sized vessel.

3. Operating from USS MITSCHER (DL-2) on 01 July 1960, a droned GYRODYNE model DSN-1 helicop-ter, with safety pilot, conducted the first at-sea landing off the coast of Long Island, New York; flying from Gyrodyne's manufacturing facility. The DSN-1 helicopter, a droned version of Gyrodyne's XRON helicopter for the Marine Corp, was built under contract with the Navy for GYRODYNE to build a dedicated remote-controlled helicopter expressly for the delivery of torpedoes for the Drone Anti-Submarine Helicopter (DASH) program. The DASH system was created under the Fleet Rehabilitation and Modernization (FRAM) reconstruction program as part of a new weapon system to give destroyers a weapons range which equaled the long-range detection ranges of the SQS-23 Sonar system which FRAM also provided. The DSN-1, powered by a 72-Hp Porsche reciprocating engine was the developmental model for the turbine-powered QH-50 series of drone helicopters. On July 1, 1960 the DSN-1 made several takeoffs and landings while the MITSCHER varied course and speed. These tests were the first for the DSN-1 at-sea and were conducted with MITSCHER enroute to summer training off Guantanamo Bay, Cuba. At this time, MITSCHER was homeported at Newport, R.I. and was under the command of Commander Maylon T. Scott, USN. On August 12, 1960, the droned XRON, this time without safety pilot, first flew on August 12, 1960 at Patuxent River, Maryland. This was the first remote controlled helicopter flight in the world. Subsequently, over 750 of the QH-50 series of helicopters were purchased by the Navy, Air Force and ARMY for a variety of weapons and sensor applications. But the success of the QH-50 and that of DASH began on MITSCHER and that legacy continues to this day. The QH-50s continue to fly at White Sands Missile Range under Com-mand of the U.S. Army's Program Executive Office for Systems, Training and Instrumentation. Without the safety pilot aboard, the QH-50A made the first unmanned helicopter landing aboard the USS Hazelwood (DD-531) while at sea on December 7, 1960. In subsequent operational evaluations off Key West, Florida, 38 flights were made from the Hazelwood and 22 simulated ASW missions confirming the feasibility of the DASH weapon system. The Hazelwood would later be converted as the trial ship for DASH development.

Shipmates: I would like to make a correction to one of my columns. In the August 2007 issue of the DLA newsletter I made an error when I wrote that the city of San Francisco refused to accept the USS Mis-souri ( BB-63) as a museum and tourist attrac-tion. The ship refused was actually the USS Iowa ( BB-61). Sorry about that ! The following is an item I read recently on Mili-tary.com and I want to pass it on to those who do not have a computer. ARTICLE: Berkeley, Calif. -- Local officials in this Liberal city say it's time for the U.S. Marines to move out. The City Council has voted to tell the ma-rines their downtown recruiting station is not wel-come and "if recruiters choose to stay, they do so as uninvited and unwelcome guests. The measure passed this week by a vote of 8-1. The council also voted to explore enforcing a city anti-discrimination law, focusing on the military's "don't ask, don't tell"policy. In a separate item, the council voted, also 8-1 to give protest groups Code Pink, a parking space in front of the recruiting office once a week for the next six months and a free sound permit for protesting once a week. Since this item came out the recruiting station has been vandalized by persons in the Code Pink anti-war group. Google "Code Pink,Berkeley Ca.” for more info on this group. My personal opinion is that those citizens of Berkeley have a right also to refuse any kind of Federal and state funds they are given every year. Years ago the people of Berkeley were the same idiots that believed the words of Bertrand Russell, the Brit-ish philosopher from the 1920s and thirties era, when he said "Better Red than Dead". In the days of King George III, a common decree was that any tree greater than 24 in. in diameter "belonged to the king." In other words, it was reserved exclusively for building materials for ships of the Royal Navy. It was forbidden for commoners to cut the tree down. However, if a big tree was felled by natural causes, such as a windstorm, then it was free and available for use by anyone. Thus a "windfall" became applied to any unexpected stroke of fortune. USS JOHN S. MC CAIN DL-3/DDG-36 Shipmates – Happy Winter! I’m sitting here in Portland, OR., actually looking out the win-dow at some sunshine for the first time in weeks. Don’t reckon there’ll be a drought in the Northwest this year – the snow pack in the Cascades is about 175% of normal. So we’re hoping we don’t get a nice warm Chinook rain to melt it all off and flood us all out of the low-lying areas. Speaking of lying – I’m not lying when I urge you to make your plans to attend the 2008 Destroyer Leader Assoc. reunion in St. Louis. We simply cannot allow those guys from the Norfolk to continually outnumber the McCain group! Seriously, the reunions are good times, in great locations (thanks to Walter Alexander for his su-perb siting work), interesting tours and grand fellowship. As airfare costs are continuing to climb, it’s time to get those tickets! And, finally, on a serious note, as was reported in the last DLA newsletter, we lost one of the McCain’s stalwarts in early December. Chuck Grabowski had been at every reunion I attended and was a great source of information and memorabilia. It was Chuck who donated a Purple Heart which now is part of our reun-ion “Table of Remembrance.” A very short time after being diagnosed with lung cancer, he was taken from us. We’ll miss him. Nuff Sed! Fellow Shipmates: I hope the New Year finds you all well and healthy. " NAVY beats NOTRE DAME". Winter is slipping by, at least in the North East, very little snow. I hope the trend continues. The Board of Directors will be holding this years meeting in St Louis, at the host hotel on April 12. Hopefully all the necessary details of the reunion will be worked out. Baring any unforeseen problems this looks like it will be another interesting reunion. There is a lot to see in St Louis, make sure you view the itinerary when you get it. The reunion package should go out shortly after the BOD meeting. Last year we were the 2nd highest ship in attendance, I hope it continues or that we take over first.

I received a 3 August 1954, DL-5 Commissioning Ceremonies hand-out that have all the Officers sig-natures from Gerry Graham, RM3 a shipmate from that time. I in-tend to frame it and available at the next meeting, 2008 St. Louis. The 2008 BOD meeting will be held at the St. Louis Hilton on 12 April 2008. The HAND SALUTE For VETERANS 110th CONGRESS, 1st Session, S. 1877, July 26, 2007 AN ACT To amend title 4, United States Code, to prescribe that members of the Armed Forces and veterans out of uniform may render the military salute during hoisting, lowering, or passing of flag. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. CONDUCT BY MEMBERS OF THE ARMED FORCES AND VETERANS OUT OF UNIFORM DURING HOISTING, LOWERING, OR PASSING OF FLAG. Section 9 of title 4, United States Code, is amended by striking `all persons present' and all that follows through the end and inserting `those present in uniform should render the military salute. Members of the Armed Forces and veterans who are present but not in uniform may render the military salute. All other persons present should face the flag and stand at attention with their right hand over the heart, or if applicable, remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart. Citizens of other countries should stand at attention. All such conduct toward the flag in a moving column should be rendered at the moment the flag passes.' Passed the Senate July 25, 2007. WASHINGTON, D.C. - U.S. Senator Jim Inhofe (R-Okla.) today praised the passage by unanimous consent of his bill (S.1877) clarifying U.S. law to allow veterans and servicemen not in uniform to salute the flag. Current law (US Code Title 4, Chapter 1) states that veterans and servicemen not in uniform should place their hand over their heart without clarifying whether they can or should salute the flag. "The salute is a form of honor and respect, representing pride in one's military service," Senator Inhofe said. "Veterans and service members continue representing the military services even when not in uniform. I look forward to seeing those who have served saluting proudly at baseball games, parades, and formal events. I believe this is an appro-priate way to honor and recognize the 25 million veterans in the United States who have served in the military and re-main as role models to other citizens. Those who are currently serving or have served in the military have earned this right, and their recognition will be an inspiration to others.” (Note: DLA Reunion Planner Alexander has been rendering the military hand salute at football and baseball game for the past 2 years, and recommends all Chapter members do the same to honor our flag and the United States of America whenever saluting the flag.)

BAVARIAN BEEF RECIPE 1 1/4 lb lean beef stew meat, trimmed of fat, cut in 1-inch pieces 1 tbsp. vegetable oil 1 large onion, thinly sliced 1 1/2 cup water 3/4 tsp. caraway seeds 1/2 tsp. salt 1/8 tsp. black pepper 1 bay leaf 1/4 cup white vinegar 1 tbsp. sugar 1/2 small head red cabbage, cut into 4 wedges 1/4 C gingersnaps, crushed With the cold wind whistling outside, now is the time of year to try a new recipe that will warm your belly. Savory and filling, but heart-healthy, this dish from the National Institutes of Health brings to mind the flavors of Germany.

Brown meat in oil in a heavy skillet. Remove meat and sauté onion in remaining oil until golden. Return meat to skillet. Add water, caraway seeds, salt, pepper, and bay leaf. Bring to boil. Reduce heat, cover, and simmer for 1 1/4 hours. Add vinegar and sugar, and stir. Place cabbage on top of meat. Cover and simmer for another 45 minutes. Remove meat and cabbage, arrange on platter, and keep warm. Strain drippings from skillet and skim off fat. Add enough water to drippings to yield 1 cup of liquid. Return to skillet with crushed gingersnaps. Cook and stir until thickened and mixture boils. Pour over meat and vegetables and serve.

BOOK REVIEW

Treat yourself to a fantastic read and buy the new book “Halsey’s Typhoon”. It is about the major Typhoon that Bull Halsey sailed the Pacific fleet into in 1944. He lost two DEs and one DD. Plus it tore hell out of a bunch of other ships. There were winds over 150 mph and waves over 100ft. high. We lost 790 sailors. The board of inquiry was sealed for 50 years. The book is full of first hand accounts.

SPECIAL REPORT ON AL WEBB

Al had heart surgery on 11 March for which he is expected to have a full recovery. He must undergo 2 weeks of therapy, though. He went into the hospital because of chest pains, and while being evaluated, he also had a mild stroke.

The surgery involved replacement of a defective heart valve and removal of a short section of a bad artery. The doc‐tors said that it was a rare case in which a stroke was beneficial because it got rid of the blood clot in his brain that would have otherwise required an additional surgery.

I did not get a phone number for Al in the hospital because it might not be a good idea to call him as yet. If you want more information, please call Carol at 253‐896‐3672. Do NOT e‐mail Carol as she knows nothing about com‐puters! That is why she called me and asked that I inform the DLA officials.

Reunion Update MAY, 2008

On June 21 the hotel contract was signed. The host hotel is the Hilton St. Louis Airport Hotel, and the reunion dates are Sep 17 - 21, 2008. The Hilton is now accepting guest room reservations for the reunion. Call 1 – 800 – 314 - 2117 and ask for the “Destroyer Leader Association” rate of $79.00 (plus tax). The rate includes two complimentary breakfast vouchers per day. If there are any questions/problems, ask for LeAnn Rocha, Express Meeting Manager. Hilton has five handicapped rooms (including one with a roll-in shower) in our room block of 80 rooms. If you need a handicapped room, call LeAnn directly at 1 – 314 – 824 – 1625.

Events may include a Cardinal’s ball game, riverboat cruise, city tour, Grant’s Farm, brewery tour, and other activities. We won’t know the Cardinal’s schedule until early in 2008, but we are looking at possibly the ballgame or riverboat cruise on Wednesday or Sunday, so you would need to come before the 17th if interested in these. There are so many things to do and see in St. Louis! Reunion events are not finalized and are subject to change or cancellation.

If your dues are paid for 2008, you will automatically receive the Reunion Information Packet when it becomes available next April or May. Otherwise, you will have to request the Packet. So don’t forget to renew your dues!

2009 - Cruise

The members at the Annual Business Meeting voted overwhelmingly to hold the 2009 reunion aboard a luxury cruise ship. Following the meeting, a reunion preference survey was taken. The results were: six day/five night cruise, western Caribbean, departing Florida (east or west coast tied), either Carnival or Royal Caribbean International cruise lines (tied), and a week day departure. I will be working with the travel agent when the schedules become available in the spring of 2008.

2010 – West

Seven cities in the west were mentioned on the 2007 Post Reunion Survey for the 2010 reunion. These are San Diego, Portland, San Francisco, Los Angeles area, Santa Fe, Las Vegas, and San Jose. If you want to nominate a city, contact your Ship Coordinator. The cities for the west will be discussed at the next scheduled Board of Directors meeting on April 12, 2008.

The DESTROYER LEADER ASSOCIATION is a nonprofit, nonsectarian, and nonpolitical organization that helps those who served aboard the U.S. Navy's five original Destroyer Leaders mentioned above meet and communicate. It encourages the exchange of information about historical events and the preservation of accurate histories of the ships for future generations, and it is an intermediary to the public for its better understanding of the contributions of its members' naval service. One of the Association's major tasks is the coordination of an annual reunion for the combined membership.

The DESTROYER LEADER ASSOCIATION is the result of the incorporation of the former "Destroyer Leader Group" in January 2003. That Group, also referred to as the "Elite Group," was founded in 1997. It held its first reunion in Norfolk, Va. of that year. Since then, membership has grown to just under 400 dues paying members. There are 1200 shipmates from the 5 Destroyer Leaders and we would like each one of you to contact our shipmates and ask them to join our elite group of dedicated shipmates. We are looking for any photos, Cruise books , sea stories which you may have and want to share with your shipmates along with any one looking for their friends who they served
